FOKUS, Jurnal Ilmu Sosial dan Politik, kali ini memulai tampil dalam kemasan baru. Tampilan dan gaya baru bukanlah berarti menafikkan eksistensi dan substansi keilmuan, terutama ranah kajian administrasi publik. Terbitan ke 17 nomor 1, Maret 2019, tentunya banyak harapan dan tantangan yang masih harus dibenahi oleh Tim Penyunting. terutama yang berkaitan dengan isi, dimana edisi Jurnal kali ini belum dapat menyatukan tulisan dalam satu tofik (monograf). Namun demikian, tidaklah berarti mengurangi telaah substansi pembahasan sebuah persoalan keilmuan. Kritik yang bermanfaat sangat dihargai, namun bukan berarti kritik yang tidak bermanfaat tidak dihargai, hanya barangkali cara menempatkan kritik itu yang berbeda. Sebab semua kritik tentulah bermanfaat terlebih untuk Jurnal FOKUS ini. Semoga Jurnal FOKUS kedepan akan tampil semakin sempurna dan mampu menggugah kesadaran untuk menampilkan tulisan yang sangat erat terkait dengan ruang lingkup Ilmu Administrasi Publik dan mencapai tujuan bernegara yang bermuara pada penyelesaian persoalan publik (masyarakat), tentunya kontribusi yang tidak sebatas ide semata, namun yang sangat utama tentulah aksi-aksi (actions) konkrit.

Abstract: This research was conducted to analyze the influence of service quality and complaint handling on customer satisfaction with a sample of 91 Melawi Hotel Nite and Day consumers. The research results show that partially service quality has no significant effect on customer satisfaction (sig t count > 0.05). Furthermore, complaint handling has a significant effect on customer satisfaction (sig t < 0.05). The results of the F test showed that service quality and complaint handling together (simultaneously) influenced customer satisfaction at the Nite and Day Hotel Melawi, indicated by the calculated F significance value <0.05

The problem studied in this research is the implementation of the main duties and functions of the Kayan Hilir sub-district head, Sintang Regency. The aim to be achieved in this research is to find out, describe and analyze the implementation of the main duties and functions of the sub-district head with this research method using descriptive research. The subjects in the sub-district head, section heads, research techniques used in data collection were observation, interviews and documentation studies with data analysis using qualitative descriptive analysis methods. The results of this research show that the Coordination Function has been carried out in accordance with the theory of internal coordination, namely coordination from the leadership in order to coordinate the implementation of the main tasks of the District Government. The coaching function of the Kayan Hilir Subdistrict Head has been carried out by providing guidance to the apparatus in carrying out work. The Community Service function, which is the implementation of the village government's main task in serving the community, has been carried out.

This research is motivated by the author's desire to describe the facts of shifting agriculture the Dayak Desa sub-tribe. Shifting agriculture is not just an activity of burning land, planting rice or harvesting. Shifting agriculture has spiritual values, culture, local wisdom and togetherness. Shifting agriculture is part of the belief that is manifested in the form of a farming ritual system. The purpose of this study is to describe shifting agriculture practices that have been carried out from generation to generation for hundreds of years. There are 9 (nine) stages of shifting agriculture starting from the beginning, namely slashing (manggul) to the end, namely harvesting (ngetaw) which should be carried out by cultivators of the Dayak Desa sub-tribe: 1). Manggul. 2). Nebash. 3). Nebang. 4. Ngeladaq (cleaning the edge of the field so that the fire cannot spread out of the field). 5). Nunu (to burn) . 6). Nayaq. 7). Nugal. 8). Ngemabaw (cleaning the field by pulling the grass). 9). Ngetaw (harvesting rice). Shifting agriculture in the Dayak Desa sub-tribe version has at least 10 cultural values. These values are; Foraging for food, spirituality, togetherness, caring for the environment, local wisdom (cultivation), Ethics and Law, Joy and gratitude, New Year's Eve and property rights. Terminology in English that is used to designate the farming activities of the Dayak people and especially the Dayak Desa sub-tribe such as the word 'slash and burn' is inaccurate and can lead to misleading interpretations. The Dayak Desa sub-tribe community does not slash land and then burn it, it is true that there are slashing and burning activities in farming activities, but the term 'slash and burn' is not appropriate when used for farming activities. Slashing and burning activities can also be done without farming. The terms slashing and burning are wrong terms so that it can lead to a wrong understanding of farming activities. The English terminology that is closer to the fact of farming activity is 'Shifting Agriculture'

In this case, the village government is the spearhead of government, an acronym for the central government which, by mingling directly with the community, is expected to be effective in carrying out the government's duties as the government in the village in order to realize development in all fields. In this case, a village is a territorial unit inhabited by a number of families who have their own government system. Efforts to realize regional independence reflect the role of community participation in the development process which is based on policy rules to participate according to the proportion and competence they possess. In other words, empowering farmer groups is to enable and make the community independent in terms of welfare. Therefore, a strategy/way is needed to empower farmers to increase agricultural productivity. This research aims to find out about the implementation of village government strategies in empowering communities in Sungai Segak Village. This is based on the large number of people in Sungai Segak village who work as farmers and are supported by The geographical and topographic conditions of Sungai Segak village itself are suitable for use as an agricultural area. This research uses descriptive qualitative research methods. From the research results, it was found that the village government's strategy was not implemented well and was not working in place. There were several farmer groups in this village that were not empowered by the government. Apart from government factors, human resource capacity also had an influence on the development of farmer groups in Sungai Segak Village, Sepauk District.

Tujuan dilakukannya penelitian ini adalah untuk mengetahui apakah customerexperience, harga dan lokasi memiliki pengaruh terhada previsit intention tamu pada hotel.Populasi pada penelitian ini merupakan tamu Hotel Grand Mandarin Singkawang. Dan sampelyang telah ditentukan menggunakan rumus slovin berjumlah 90. Penelitian ini menggunakanmetode kuantitatif dengan bantuan program SPSS Versi 26 dalam menganalisis data. Melaluipenelitian ini diketahui bahwa variable customer experience secara parsial tidak berpengaruhsignifikan terhadap revisit intention dibuktikan melalui uji t dengan nilai sig.0,208>0,05, variableharga dan lokasi secara parsial berpengaruh signifikan terhadap kepuasan kosumen dengannilai sig.0,016< 0,05 untuk variable harga dan nilai sig.0,031 <0,05 untuk variable lokasi, variablecustomer experience, harga dan lokasi secara simultan berpengaruh signifikan terhada previsitintention di buktikan dengan hasil uji F yang memperoleh nilai signifikansi sebesar 0,000<0,05.Diketahui pula bahwa koefisien determinasi (adjustedR2) yang diperoleh ketiga variableindependen sebesar 0,335 atau 33,5 persen, sementara sisanya sekitar 66 persen dipengaruhioleh variable lain yang tidak diteliti pada penelitian ini

The development of the global world has indirectly shifted the meaning of local culture withinsocieties. With the introduction of a more modern system of work and thinking, the traditional life systemof society has changed. Even though people's lifestyles are becoming more modern, it doesn't mean that thetraditional local culture is not preserved and just abandoned. This study was conducted with the aim ofunderstanding the preservation of local culture through Pekan Gawai Dayak in Sintang District. Theresearch approach used in this study is qualitative descriptive method with literacy study. Through literacystudies, researchers gather relevant information from various sources, such as journals, news portals andsocial media. The results of the study found that, the Government of the District of Sintang along with theAdelantary Council of Dayak district Sintang carried out a cultural celebration of Pekan Gawai Dayak asone of the efforts to preserve the local culture. In its implementation, Pekan Gawai Dayak presented variouslocal cultural activities of the Dayak community in Sintang district. The effort to preserve the local cultureis not an impossible thing to do, because the enthusiasm of the community is always high every PekanGawai Dayak carried out. Therefore, it is necessary to innovate and refine the location of the activities inorder to encourage the participation of the public as participants and beneficiaries of the culturalcelebrations by the Sintang District Government

This study aims to analyze and describe the implementation of public services for Motor Vehicle Tax (PKB) payments and to identify the supporting and inhibiting factors of the PKB Drive Thru service implementation in Makassar City. The method used is qualitative with a descriptive research type. Data collection was carried out through observation, interviews, and documentation related to the implementation of the PKB Drive Thru Public Service in Makassar City. The study participants totaled nine people. The results of the study show that the aspects of Communication, Resources, Disposition, and Bureaucratic Structure at SAMSAT in Makassar City can be considered good. The communication conducted by SAMSAT in conveying information regarding the validation of vehicle registration certificates (STNK), PKB payments, and mandatory insurance contributions (SWDKLLJ) through the PKB Drive Thru service is deemed effective, with the clarity of information being accountable through various media such as the agency's website, newspapers, radio, and social media.

School-based management is a school management system that grants authority and power to the institution to manage its operations in line with its potential, demands, and needs. A school is an institution that has the independent authority to establish educational programs (curriculum) and their implications for various school policies in accordance with the school's vision, mission, and educational goals. The aim of this study is to understand and analyze the functions of school management in Senior High Schools. The implementation of school management has been carried out through learning planning, learning implementation, and learning supervision. The learning objectives provide an overview of the relevance and activities to be carried out; the teaching and learning implementation is closely tied to the dimension of human resources, encompassing the number of teachers, educational qualifications, curriculum, library, and more. Furthermore, the supervision of teaching and learning is conducted by the principal in cooperation with the school’s teachers’ council, as well as by the Branch Office of Education both directly and indirectly. Therefore, the implementation of Senior High School Management functions can be concluded as a guideline for conducting learning activities to improve the quality of education. Additionally, alumni and the community should support teaching and learning activities as a form of participation in enhancing the quality of education.

The Sintang District Government along with the Village Government and Village Government in Sintang District face several problems, especially in the field of official manuscripts. Indications of this can be seen from the way official manuscripts are typed, the use of headers, the installation of signboards, both the District Government and the Village Government and Village Government, have not fully referred to the Sintang Regent Regulation Number 22 of 2006 concerning Guidelines for Official Manuscripts within the Sintang Regency Government.
