The low level of regional fiscal independence can result in pressure and fiscal risks for the central and regional governments. Local governments need to have an adaptive organizational system to mitigate fiscal risks for their regions. This study aims to design an early warning system to monitor local government fiscal risks through an adaptive fiscal risk mitigation model. This research was conducted in two stages: first, identifying the level of regional fiscal risk using the content analysis method, and second, designing a risk mitigation model using the Soft System Methodology (SSM). The results of this study indicate that all the fiscal risk indicators studied (financial, economic, social, institutional, and environmental) have high-value risk items. The fiscal risk mitigation model resulting from this research is through the beyond budgeting conception, which focuses on the structure of the institutional system. A self-organizational framework and a bottom-up system are the two main elements that drive the beyond-budgeting institutional ecosystem as fiscal risk mitigation. The self-organizational framework can be built through the supportive leader, organizational network, and market coordination subsystems—the bottom-up system-building subsystem, namely through resources on demand, public focus, and relative targets.

This study describes the dynamics of the policy of transferring former PNPM to Village Owned Enterprises (BUM Desa). This transfer is based on Government Regulation No. 11 of 2021 concerning the BUM Desa. This research was conducted in the former PNPM Sungai Tarab District. The purpose of this study is to examine how this transformation took shape and what were the obstacles faced by UPK DAPM Lenggogeni, who was a former PNPM, in transforming into a Joint Village-Owned Enterprise (BUM Desa bersama). The research method used is descriptive qualitative research method. Interviews were conducted with the Head of DAPM Lenggogeni, Sungai Tarab District, Secretary of Nagari, Head of Sungai Tarab Sub-District and Head of Community Empowerment Division of Tanah Datar DPMD. The results obtained are that looking at aspects of policy implementation by Edward III in the form of non-smooth communication between the former PNPM managers and the PMD PPKB service due to firm refusal from the manager became a dynamic in itself. Then for the aspect of human resources there is a shortage of personnel from the agency, as well as financial resources that must be taken from the ex-PNPM managing fund assets, making it difficult for the PMD PPKB agency to continue the transformation phase. The disposition of the agency is quite clear even though some SOP instructions have not been provided, as well as aspects of fragmentation that have not been developed between village institutions. This made it difficult to form an established organizational structure as a result of the implementation of the transformation of the former PNPM into BUM Desa bersama. None of the four stages of transformation have been carried out, so it is feared that in the remaining two months or so this policy cannot be implemented in Sungai Tarab District.

Scholars have viewed governance as a form of government reform. The broad concept of governance has recently come to encompass governance reform. Governments have since undermined the meaning of transition. The term governance has become a trendy term for reforming the public sector. Governance is concerned with issues of public administration and policy. This article argues that governments intend to maintain political and hierarchical structures while establishing merit recruitment and promotion systems. The purpose of governance is mainly to help accelerate the functioning of the public sector. Using Rod Rhodes' notion of governance, this study finds that political authority tends to be delegated power to acid. Institutional separation and pluralization have significantly weakened the central government's ability to direct. Although there is no agreement on the implications of change, governance emerged because of government reform. This study shows that governance in the changing understanding and practice of governance mechanisms has more to do with the direction and arrangement of public affairs whose purpose is to improve, organize, and unravel all human affairs.

Sustainability of traditional pedicabs existence in Yogyakarta as one of the tourist attractions in supporting tourism has been able to survive for decades. It raises the allegation that the sustainability of traditional pedicabs existence as part of tourism in Yogyakarta tends to be due to the fulfillment of readiness in certain aspects that included in the concept of sustainable transportation, including social and institutional aspects. The aim of this research is to identify actor roles and networks in traditional pedicabs sustainability in Yogyakarta. This research uses content analysis and social network analysis (SNA) using UCINET and NetDraw software. Based on the analysis results, this research indicates that the relationship between all the actors involved in the network regarding the sustainability of the traditional pedicab is not going well. In addition, the Yogyakarta Bappeda is the actor who has the most significant role in the network regarding the sustainability of traditional pedicabs.

Environmental issues are exacerbated by massive natural exploitation such as degraded agricultural land that creates environmental damage in Indonesia. As a response from the government by collaborating with the public for solutions to this challenge. This research focuses on the NGO WWF Indonesia to see collaboration between the Government and various collaborative activities by looking at aspects of issue and policy orientation. This research uses qualitative methods with a descriptive approach and uses Gaffar's theory which aims to analyze and describe the Relationship between Government and NGOs in the Application of Green Politics. Data collection techniques used in this study are Interview, Observation, documentation and Literature Study. Based on the results of the study showed: First, in the aspect of issue orientation by the Government and WWF Indonesia took a stand and action with the establishment of the Switch Asia local harvest program from the failure of the previous government's policy, namely Food Estate which was felt to be the choice of solution to transform into a wiser food system. Second, in the policy aspect by the Government and WWF Indonesia in determining government policy, workshops were conducted at forums involving stakeholders, academics, government and civil organizations that produced the Indonesian food roadmap 2020-2024. WWF Indonesia plays a role in this collaboration because of their ability to address environmental issues. According to the author, despite acting in the same space, collaboration between the Government and NGOs requires trust between the Government and NGOs.

The COVID-19 pandemic has affected various sectors, one of which is the economic sector, which includes MSMEs. Government innovation is needed to bridge MSMEs so they can survive amid the COVID-19 Pandemic crisis, one of which is through the SiBakul Jogja platform. The purpose of this study is to examine the implementation of the SiBakul Jogja platform through an agile governance perspective as an innovation from the DIY Provincial Government. The research method used is a qualitative case study approach. Data collection techniques with triangulation, namely interviews and documentation. The results of the study show that SiBakul Jogja has a system that reflects the application of Agile Governance as one of the DIY UKM Diskop innovations. Some of them are Business Driven which were developed concurrently with system updates related to the Systematic and adaptive approach. However, SiBakul Jogja still has weaknesses in terms of responsiveness from public complaints, especially in the SiBakul Jogja system which is related to Human Focused. Through its various features to facilitate KUMKM data integration, in fact not all features can function optimally. In fact, one of its features, namely MarketHub and the Kotagede YIA Market Gallery, has high traffic because it is close to people's needs. The conclusion of this study illustrates that SiBakul Jogja as a Government innovation has not been fully capable of implementing agile governance.

This study explored the practice of village governance (TKPD), particularly the practice of making village development policies during the COVID-19 pandemic (2020–2022) in Malang Regency, East Java. The policy-making was carried out in the village deliberation forum (musdes). This research specifically sought to discover the practice of musdes during the COVID-19 pandemic. It applied a qualitative methodology and an observational analysis method, with the interview as the main data-gathering technique. This study reveals changes in the practice and meaning of musdes in setting village development policies. The pandemic situation has forced the government to drive village development policy options that are not fully in accordance with the needs and demands of villagers. Musdes has changed its meaning. It is no longer a space for consultation and negotiation. Musdes become a non-deliberative forum that functions for clarification and approval of village development policies that have been directed by government and regency regulations. This finding reinforces previous studies that the village law and implementing regulations experience critical differences from musdes as a deliberation space because it reduces representation of the community and actors who can be involved in decision-making. The exploration of the practice and meaning of musdes during the COVID-19 pandemic adds to the village governance literature, which was different from the situation prior to the pandemic. At that time, the village government still had enough space to accommodate the villagers' demands. This study echoes the state-centered approach to explaining village governance by discovering the government as an obstacle to village governance. This study also contributes to extending village governance literature by proposing the worth of considering an antecedent factor that encourages the government and regency to issue regulations that do not support village governance. The context of the pandemic can explain factors that occurred prior to the issuance of government regulation, which then hindered village governance.

Stunting is a chronic nutritional problem caused by a lack of nutritional intake resulting in impaired growth in children. This study aims to map research topics and issues regarding stunting management trends in developing Southeast Asian countries. This research contributes to the development of public policy studies and provides a comparison of policies and measures taken by governments with high stunting rates. The research method applied in this study is the Systematic Literature Review (SLR) method using the Nvivo 20 and Vosviewer application as a data analysis tool. This article reviews 683 articles sourced from the dimensions database, then selected according to the criteria. The results of the research reveal that there are many trends in stunting management carried out by developing countries in Southeast Asia in accordance with the needs and capabilities of the country. Policies in Indonesia focus on improving proper sanitation, Malaysia has a nutrition intervention program carried out in every school, the Myanmar government provides special care in refugee areas to increase food diversity and adequate nutrition for children. Thailand already covers 20% of meeting food needs, especially in animal protein, especially for the poor, Vietnam has a nutrition intervention program in the form of agriculture and food security. This research is important because it provides a comparison of policies and steps taken by developing countries in Southeast Asia, especially those with high stunting rates. There are differences in the handling of stunting in each country due to the needs and capabilities of each country, but in handling it remains in accordance with the provisions of WHO.

The practice of nepotism has colored the governance of Serosah Village for the 2015-2021 period. Nepotism is carried out when there is a recruitment and selection process for a position. Nepotism has two perspectives, namely from the perspective of the form of relationship (Kinshipism, Familism, Clanism, Patriotism, Racism, Sexism, Planetism) and from an ethical perspective (Favoritism, Discrimination, Partial Justice. Merit system). The research method used in this research is qualitative research. The type of research is descriptive qualitative research. The research location is in Serosah Village, Hulu Kuantan District, Kuantan Singingi Regency. The results of the research carried out were that the Head of Serosah Village committed acts of nepotism in the administration of village government, namely in the management of BUMDES, PAUD, MDA, youth organizations and SPSI. The practice of nepotism is carried out due to factors of familism (relationship perspective) and favoritism (ethical perspective). The Serosah Village Head gives positions to children, family (familism) and people close to him (favouritism) and controls the political and economic resources in Serosah Village to gain personal benefit. The recruitment and selection process for positions is based on aspects of heredity and those who are in her favor.

The global crisis of the COVID-19 pandemic has completely changed all aspects of people's lives. Digital is the new normal and the pandemic has emphasized the link between digitalization and development. Adaptive risk management can also be seen from the use of technology and information by the government through the relevant Ministries launched various applications that aims to make the handling of COVID-19 more effective, especially in health services and tracking and tracing as well as providing information. This paper is based on the research results using qualitative methods with exploratory analysis. There are three approaches in looking at digital governance strategy, namely the information systems strategy approach through a master plan for the field of information systems, alignment of information system functions and their application to achieve the organization's mission, and development of a shared vision of what the organization can achieve. Pekanbaru City Government in 2020 follows up on policies related to digital-based handling of COVID-19 governance by issuing several applications and handling information systems COVID 19 is like PPC 19, Waspada COVID 19, Data Rumah and Vaksin COVID 19.
