This study aims to determine the perception and quality of village government officials on the management of village funds in the area (Last, Outermost, Frontier) in Moa District, Southwest Maluku Regency. This research was conducted in 7 villages namely; Werwaru Village, Tounwawan Village, Moain Village, Klis Village, Patti Village, Wakarleli Village, and Kaiwatu Village, with a descriptive qualitative approach. The types of data used are primary data and secondary data. Data collection techniques are observation, interviews, and literature review. The results showed that the perception of village government officials in Moa District, Southwest Maluku Regency in managing village funds was more focused on physical development and infrastructure improvement. It should be prioritized for village community empowerment programs to improve the welfare and quality of life of the community as well as poverty alleviation in the (Leading, Outermost, Frontier) areas. Village officials must be able to map the potential and needs of the village clearly so that the priority scale of development and community empowerment is according to the needs of the village community. The quality of village government apparatus in Moa Subdistrict, Southwest Maluku Regency in managing village funds is still very low, thus requiring assistance in managing village finances. Unfortunately, village assistants are sometimes not available, so they are not optimal in assisting. The low capacity of human resources results in a lack of understanding of village government officials regarding the implementation of Law No. 6 of 2014, PP No. 43/2014, and Minister of Home Affairs regulations No. 113/2014. Village government officials do not understand the Village Financial System (Siskeudes), so they are often constrained in reporting and accountability of Village Funds

Abstract

The former East Timorese who chose Indonesia as their country are now living in two state imaginations. First, psychological dependence on East Timor as the land of birth, ancestral land, and land of civilization. Second, juridical dependence on Indonesia as the result of the referendum on August 30, 1999. However, social relations between the former East Timorese and local communities are not always harmonious. They are accepted as guests who do not want to go home by the local community. This study measures the social distance between local and ex-East Timorese communities in Tuapukan Village in Kupang Regency, East Nusa Tenggara Province, Indonesia. The theory used is Social Distance proposed by Emory S. Bogardus. Bogardus compiled a scale measuring a person's acceptance of others in the following elements: (1) willingness to marry someone else; (2) socialize closely as a member of the club's comrades; (3) accept him as a neighbor; (4) accept him as a citizen, and 5) visitors/tourists to our country, 6) leave this country. The research population is the Tuapukan community, Kupang Regency which consists of 546 heads of families. This number includes 211 former East Timorese Family Heads. Researchers used the Slovin formula. The desired critical value (limit of accuracy) (percent allowance for inaccuracy due to sampling error) is 5% with a confidence level of 75%. Data collection using a questionnaire. The data is tabulated according to the respondents' answers. Next, the percentage is calculated and analyzed. The results showed that 36.67% of respondents answered that they were not willing to marry their family members with ex-East Timorese. Meanwhile, social distancing is almost non-existent in terms of respondents' willingness to accept ex-East Timorese as office mates. Only 3.33% of respondents answered that they were not willing to accept ex-East Timorese as office mates or in other words 96.67% answered that they were willing to accept ex-East Timorese as office mates.

Learning strategies have shifted from conventional information to communication technology-based learning since the beginning of the twenty-first century. A study of published articles on blended and traditional learning strategies was done to emphasise the value and significance of both learning strategies and to investigate their efficacy in promoting a safer learning environment in different educational levels. Thirty-six (36) research articles from various disciplines published in Web of Science and Scopus databases were chosen for review. According to the review of researches, blended learning demonstrated to be a more successful learning approach than traditional learning strategy in the majority of studies. Twenty-five (25) studies found a statistically more significant benefit in blended learning strategy for academic success, critical and creative abilities, and a safer learning environment in diverse disciplines, out of 36 published articles evaluated. Based on the findings of this study, it is strongly suggested that blended learning strategies be used to attain high academic and professional goals while also providing a safer learning environment in educational institutions and society.

Abstract

Human resources are resources used to mobilize and synergize other resources to achieve organizational goals. Human capital management can be done through employee performance appraisal or performance appraisal. Employee performance appraisal is the process of planning, organizing, supervising, controlling and assessing performance. The role of superiors also affects employee performance. The leadership spirit possessed by superiors will also direct where employees will step towards organizational goals. In addition to the leadership spirit of superiors, another thing that has a role in employee performance is the work team (teamwork) in an organization. This study uses a type of qualitative descriptive research. The results of this study found that leadership is a cooperative "compass", which explains that leadership is a guide for everything so that things appear clear. The leader must be able to provide an example to his members/employees, because the leader is a role model for his subordinates, can set a good example, be honest, fair, disciplined, comply with all the rules and regulations that have been set . While teamwork is the soul in employee performance. Teamwork lives in employee performance, which makes employee performance continue to grow and develop in accordance with the goals of the cooperative. Besides being supported by good leadership, teamwork is also very instrumental in employee growth and development.

Modern humans still keep the spirituality inherited from the past and welcome progress and rationality in the present as well. This study used a literature study as a research method. This study shows that there is a dilemma of community behavior over rivers. The spiritual bond between the community and the river still exists, but humans' behavior about destroying the river contradicts their beliefs.
