Abstract

This study aims to analyze the implementation of Mandailing Natal Regent Regulation Number 11 of 2024 concerning Village Fund Allocation in increasing development in Singengu Julu Village, Kotanopan District, Mandailing Natal Regency. Through a descriptive qualitative approach, this study collects data through interviews, observations, and documentation studies. The results of the study show that the allocation of village funds in Singengu Julu Village focuses on infrastructure development, with most of the funds used for the construction of village roads, irrigation canals, and village hall renovations. Community empowerment programs are also being implemented, although the participation of marginalized groups, such as women and the elderly, is still limited. In addition, supervision and transparency in the use of village funds have been implemented, but it needs to be improved so that more people can access and understand this information. Although the positive impact on local infrastructure and economy is already being felt, the challenges faced include the low capacity of human resources at the village level and the lack of involvement of all elements of society in planning. This study recommends increasing community participation, strengthening the capacity of village apparatus, and increasing transparency and accountability in village fund management to achieve more inclusive and sustainable development.

Abstract

This study aims to analyze the effect of Instagram usage, specifically likes, comments, and shares, on the self-esteem of students from the English Education Study Program (PBI) at Universitas Negeri Makassar (UNM), class of 2022. A total of 74 respondents were selected using purposive sampling, with the criteria of being active Instagram users. The data was collected through an online questionnaire and analyzed using t-test. The results from Instagram likes show a significance value of 0.000 (less than 0.05) and a t-count of 4.675 (greater than the t-table value of 1.99254), indicating that Instagram likes significantly affect students' self-esteem. The significance value of 0.002 (less than 0.05) and a t-count of 3.276 (greater than the t-table value of 1.99254) show that Instagram comments also significantly affect self-esteem. The significance value for Instagram shares is 0.002, with a t-count of 3.273, indicating that shares also significantly influence students' self-esteem. The conclusion of this study shows that interactions on Instagram, such as likes, comments, and shares, have a positive and significant impact on the self-esteem of PBI UNM class of 2022 students. This study supports the media ecology theory, suggesting that interactions on Instagram, such as likes, comments, and shares, help build self-identity and strengthen social connections, which ultimately leads to an increase in students' self-esteem.

Abstract

This study aims to determine how gen z in Kabupaten Maros uses a second Instagram account as a self-identity in a study of the cultural phenomenon of self-expression. Using a qualitative research method with descriptive analysis. A total of 5 informants interviewed came from gen z in Kabupaten Maros. The results of the study explain that informants have various reasons and goals in using Instagram, as well as how they distinguish between primary and secondary accounts. The majority of informants started using Instagram to stay connected with friends and get the latest information. Instagram functions as a platform for communicating and following social trends. This shows that Instagram is not just social media, but also a tool for building and maintaining social relationships in the digital era. The conclusion of the research results shows that the use of second Instagram accounts among gen Z in Kabupaten Maros functions as a tool to express themselves, maintain privacy, and build more intimate social relationships. This phenomenon reflects changes in the way gen Z builds self-identity and interacts in the digital era, where privacy and freedom of expression are very important. Social and cultural factors that encourage gen z in Kabupaten Maros to create and use second Instagram accounts are peers, freedom of expression, social media culture and the need to maintain privacy.

Abstract

This study aims to analyze the performance of the supervision performance of the Regional Inspectorate of Mandailing Natal Regency on the financial management of Lumban Pasir Village in the 2022 and 2023 fiscal years. Supervision carried out by the Regional Inspectorate involves regular audits, monitoring, and evaluation of the planning, implementation, and reporting of the use of village funds. The research method used is qualitative with a descriptive approach, which includes in-depth interviews, observations, and document analysis. The results of the study show that although the Regional Inspectorate has carried out its supervisory function well, there are several obstacles that affect the effectiveness of supervision, such as limited human resources, lack of understanding of village officials about financial regulations, and lack of supporting facilities such as information technology. On the other hand, this supervision has succeeded in improving the quality of village financial planning and reporting, although there are still some weaknesses such as delays in financial reports and data inconsistencies. The impact of supervision on village financial management includes increasing awareness of the importance of transparency and accountability in the management of village funds. This study suggests the need to increase the capacity of village officials and Inspectorate auditors, as well as the use of information technology in the supervision process to improve the efficiency and effectiveness of village financial management.

Abstract

This study aims to analyze the effectiveness of public services based on the PATENT application in Galang District, Deli Serdang Regency. This technology-based public service is expected to increase efficiency, transparency, and accountability in the management of administrative documents. The research method used is a qualitative approach with in-depth interview, observation, and documentation techniques. The study found that PATENT applications have accelerated the process of document management, reduced transportation costs, and increased transparency of service information. However, there are still several inhibiting factors, such as limited technological infrastructure, low digital literacy among the public, technical obstacles to applications, and lack of socialization and training. People who have technological knowledge find it easier to access and use this application, while some people, especially the elderly, are experiencing difficulties. Therefore, efforts are needed to improve digital infrastructure, training for the community, and better system maintenance to increase the effectiveness of these application-based public services. The results of this study provide an overview of the challenges and opportunities in the implementation of technology in public services in the region, as well as provide recommendations to improve service quality.

Abstract

The media has the power to carry out media framing and the public has the power to believe or not and participate in spreading‎ the results of the media framing or not, which will eventually lead to whether or not a cancel culture happens. The author wants‎ to analyze how Kumparan news articles apply framing to actor Kim Seon Ho's scandalous news which caused him to be exposed‎ to cancel culture, through journalistic analysis with The Sphere of Deviance theory by Daniel Hallin. The author conducted a‎ thematic analysis of 9 articles regarding the actor Kim Seon Ho scandal published by Kumparan in the period of 19 October 2021-‎‎22 October 2021 and resulted in 3 divisions of categories: positive (not supporting cancel culture), negative (supporting cancel‎ culture), and neutral. From the 9 news articles that were sampled, after the analysis, the writer produced the following data: 2‎ articles in the positive category, 1 article in the negative category, and 6 articles in the neutral category. Even though there is no‎ dominant framing in the article published by Kumparan regarding the Kim Seon Ho scandal, it can still be concluded that indeed‎ the media has power through media framing, as well as the public who have power over the information obtained from the‎ media (whether it is the result of media framing or not).

Abstract

Countering narcotics crimes is one of the major challenges faced by the police, especially the Medan Police, considering the complexity of this crime which has an impact on various aspects of people's lives. This study aims to analyze the legal rules that underlie police performance, the role of the police in overcoming narcotics crimes, and the obstacles faced in the process. The research method used is a quantitative approach with data collection techniques through questionnaires, observations, and document studies. The sample consisted of Medan Police personnel and the local community. The results of the study show that the legal rules that underlie the role of the police, such as Law Number 35 of 2009 concerning Narcotics and the Regulation of the National Police Chief Number 14 of 2012, have provided a strong foundation in the implementation of their duties. The role of the police includes law enforcement, prevention through education, and rehabilitation for victims of narcotics abuse. However, the police face obstacles in the form of limited human resources, increasingly complex modus operandi of perpetrators, lack of community cooperation, and limited budget. These results show the importance of increasing police capacity through technology training, more adequate budget allocation, and active community involvement in narcotics control efforts. Collaboration between the police, government, and the community is needed to create a safer and drug-free environment, especially in the Medan area.

Abstract

This study aims to evaluate the application of Articles 112 and 127 in Law Number 35 of 2009 concerning Narcotics and analyze judges' considerations in the application of law and evidence in cases recorded in Decision Number: 154/Pid.Sus/2023/PN.Bnj and Decision Number: 294/Pid.Sus/2023/PN.Bnj. This research uses qualitative research methods with a normative juridical approach and case studies. The results of the study show that the application of Article 112 often does not distinguish between users and drug dealers, so that drug users are often sentenced to heavier penalties even if they are not involved in narcotics trafficking. Meanwhile, Article 127 which provides space for rehabilitation has not been consistently applied by judges in handling cases of narcotics users. Analysis of the two decisions shows that there are inconsistencies in the use of Articles 112 and 127, which have implications for justice for perpetrators of narcotics crimes. Therefore, it is recommended that judges consider the rehabilitation factor for drug users more and not only focus on prison sentences. This research is expected to contribute to the development of a fairer and more humane narcotics law policy in Indonesia.

Abstract

This study aims to analyze the implementation of the role of Ankum (Superiors Who Have the Right to Sentence) and Papera (Case Submission Officers) in the process of resolving military crime cases in the jurisdiction of the Medan High Military Court I. The approach used is qualitative with descriptive-analytical methods through in-depth interviews, document studies, and observations. The focus of the research includes three main aspects, namely the case administration process in the military judicial environment, the application of fast, precise, and simple judicial principles after the integration of the one-stop system under the Supreme Court of the Republic of Indonesia, and the role of the unitary commander in case resolution. The results of the study show that the case administration process still faces obstacles, especially in terms of the completeness of documents and the accuracy of procedures by Ankum and Papera. Although the one-stop system provides an opportunity to speed up the case process, technological limitations and internal resistance are challenges in the application of the principle of fast, precise, and simple justice. In addition, the role of the unit commander as the initial decision-maker greatly affects the smooth process of resolving cases, even though there is a disparity in the understanding of military law among Ankum. This study recommends increasing legal training for Ankum and Papera, stricter supervision of the implementation of legal procedures, and accelerating the digitalization of the military judicial administration system. Thus, these findings make an important contribution to efforts to improve the military justice system to realize efficiency, transparency, and justice.

Abstract

Article entitled Development of Islamic-Based Sex Education Module for Students at SMP IT Madani Payakumbuh, by Yuliana NIM 20122014. The researcher is interested in taking this title because parents, children and teachers are currently facing serious challenges due to the rampant free sexual behavior and sexual violence against children. Children are not only victims, but also perpetrators of these conditions. The lack of knowledge of children about sex and low awareness of correct sexual behavior is caused by the absence of information from families and schools. This study aims to develop an Islamic-based sex education module so that children can recognize and protect themselves to avoid free sex behavior and sexual violence. The research conducted is an educational design research (EDR) with the Plomp development model. The test instrument was validated by 3 validators and 2 validators for practicality. Field tests were conducted on 50 students of SMP IT Madani Payakumbuh. The construct validity data analysis technique uses Aiken V. The results obtained from construct validity are 0.92 for the content aspect with very high validity, 0.72 for the media aspect with high validity, 0.89 for the language aspect with very high validity. The results obtained for practicality are 93.33 with a very practical value. The results of the field trial are 86.00 with a very effective category. Based on the data obtained, the developed module has been valid, practical and effective to use.
