Abstract

This study aims to analyze the factors that cause the disparity in judges' decisions in narcotics cases in Indonesia. The disparity of judges' decisions refers to the difference in the results of decisions between one judge and another in similar cases. The factors that cause this disparity can come from various aspects, both internal and external, that affect the objectivity of the judge in giving the verdict. Some of the factors found include differences in interpretation of the law, the social and cultural background of judges, as well as pressure from the public and the media. In addition, the subjectivity of judges and inconsistency in the application of legal provisions also play a role in creating injustice in the criminal justice system. This study uses a qualitative research method with a literature study approach and interviews with legal practitioners. The results of the study show that the disparity in judges' decisions in narcotics cases can be minimized by having clear standard operating procedures (SOPs), increasing the capacity of judges in understanding narcotics cases, and providing more intensive professional ethics training. The study also suggests the need for tighter supervision of judges' decisions to ensure that every decision taken is in accordance with the principles of justice and applicable law.

Abstract

Corruption, especially bribery by civil servants (PNS), is a serious problem that threatens the integrity of the government system in Indonesia. Law enforcement in overcoming corruption is very important in order to realize a clean government and free from abuse of authority. The purpose of this study is to analyze the role of law enforcement in eradicating corruption in the form of bribery involving civil servants. This study uses an analytical descriptive approach by examining existing regulations, the role of law enforcement officials, and challenges in implementing law enforcement against civil servants involved in bribery. The results of the study show that despite strict regulations, law enforcement against civil servants involved in bribery practices still faces various obstacles, such as weak internal supervision and the potential for conflicts of interest. Therefore, it is necessary to increase cooperation between law enforcement agencies, such as the Corruption Eradication Commission (KPK), the Police, and the Prosecutor's Office, to strengthen the supervision mechanism and take firm action against corrupt actors. This research is expected to contribute to increasing the effectiveness of corruption eradication in Indonesia.

Abstract

The return of evidence to a third party in good faith in a narcotics crime case is an important and complex legal issue. This study aims to analyze the application of the law to the status of evidence, judges' considerations in decision-making, and obstacles faced in returning evidence at the I-02 Medan Military Court, with a focus on Decision Number 16-K/PM. I-02/AD/II/2023. This research uses a qualitative method with a normative and empirical approach through document analysis, in-depth interviews, and literature reviews. The results of the study show that the application of the law refers to Article 46 of the Criminal Procedure Code and Law Number 35 of 2009 concerning Narcotics, with the main principle of protecting the rights of third parties in good faith. The judge's considerations include proof of legal ownership, the non-involvement of a third party in the crime, and the balance of justice. However, the obstacles faced include a lack of ownership documents, difficulty assessing good intentions, complicated administrative processes, and lack of legal understanding by third parties. The conclusion of this study emphasizes the importance of synergy between the application of fair, efficient, and responsive laws and the protection of individual rights. In addition, improvements are needed in the administrative process and education to the public to increase legal understanding. This research makes theoretical and practical contributions to the development of the criminal justice system in Indonesia, especially in the case of narcotics crimes.

Abstract

This study aims to analyze the effectiveness of the implementation of E-PBB in PBB-P2 data collection in Lalat Regency. The E-PBB system is expected to increase efficiency, accuracy, and transparency in the management of taxpayer data, as well as accelerate the process of data collection and tax payment. This study uses a qualitative approach with interview, observation, and documentation methods to explore information related to the implementation of E-PBB, supporting factors, and obstacles in the tax digitization process in Langkat Regency. The results of the study show that E-PBB has a positive impact in accelerating and simplifying the taxpayer data collection process. However, several obstacles, such as the low digital literacy of the community and the limitations of technological infrastructure, are still challenges in optimizing this system. Support from local governments and the use of digital payment platforms are the main supporting factors, while limited internet networks and lack of socialization are significant inhibiting factors. The study suggests increasing education and socialization to the public, improving technological infrastructure, and providing incentives to taxpayers who use digital systems to increase their participation in tax reporting and payment. Thus, it is hoped that the implementation of E-PBB can be more effective in supporting better data collection and regional tax revenue in the future.

Abstract

The Tax Object Information Management System (SISMIOP) is an innovation in the digitization of tax administration that aims to increase the efficiency, transparency, and accuracy of the management of Rural and Urban Land and Building Tax (PBB-P2). This study aims to analyze the implementation of the SISMIOP policy in the Regional Revenue Agency (Bapenda) of Lalat Regency, identify the factors that affect its success, and evaluate its impact on the improvement of tax services. The research method used is a qualitative approach with data collection techniques through interviews, observations, and documentation. The results of the study show that the implementation of SISMIOP has increased efficiency in collecting data on tax objects, accelerated the payment process, and increased transparency in tax administration. However, there are still several obstacles, such as limited technological infrastructure, resistance from taxpayers, and lack of socialization related to the use of this system. Factors that affect the success of SISMIOP implementation include local government support, human resource readiness, and integration with digital payment services. The impact of the implementation of SISMIOP can be seen from increasing taxpayer compliance, accelerating tax services, and increasing regional tax revenues. This study concludes that although SISMIOP has had a positive impact on improving PBB-P2 services, it is still necessary to strengthen technological infrastructure, increase people's digital literacy, and optimize tax digitization policies to increase the effectiveness of the system in a sustainable manner.

Abstract

This study examines the political struggle for local languages under the Arab dominance during the Umayyad and Abbasid Caliphates. It explores how the expansion of Arabic influence, driven by the spread of Islam, shaped the linguistic landscape in the territories of the Islamic Empire. The research analyzes the balance between the adoption of Arabic as a language of governance, religion, and science, while also examining the persistence and development of local languages. Through a historical approach, this study highlights the efforts to preserve and promote local languages in the face of Arabization, particularly in regions such as Khorasan, Persia, and the Maghreb. The study further investigates the role of local elites, including Persian and Berber rulers, in fostering a cultural and linguistic renaissance. It concludes that while Arabic became dominant in the political and religious spheres, local languages continued to thrive, contributing to a rich linguistic and cultural diversity that shaped the Islamic world. This enduring tension between Arabic and local languages underlines the complex dynamics of language, power, and identity during the early Islamic period.

Abstract

One of the most popular genres in Indonesia is horror content. This is proven by the large number of viewers of horror content on various social media platforms. One of them is RJL 5. Every horror content raised by RJL 5 on various platforms is always crowded with viewers. Until the end of March 2025, it had been watched by 1,045,611,410 viewers, that's just on YouTube, not on other platforms. In every video raised by RJL 5, there is often a discussion about the cultural phenomena and myths of a community group. Myths sometimes have value and are considered sacred by certain communities. With the large audience reach of RJL 5, this study aims to analyze the perceptions and functions of myths from RJL 5 viewers amidst increasingly rapid technological developments. In data analysis, researchers used a structural functional theory approach. The techniques used in the study were literature studies, observations and in-depth interviews. The results of the study showed that even though technology is increasingly modern, myths still have their own function in everyday life. The role and function of myths for the RJL 5 audience is to maintain environmental sustainability, maintain social values and norms, cultural functions or cultural identity, as education, as a relationship between humans and nature and as entertainment.
