Abstract

This study aims to analyze the administrative procedures in the issuance of Land Sale and Purchase Certificate (SKJBT) in Semikat Island Village, Sirapit District, Langkat Regency. Village administration services have an important role in ensuring legal certainty for land purchase and sale transactions, but in its implementation there are still various obstacles. This study uses a qualitative descriptive approach with data collection techniques through in-depth interviews, direct observations, and documentation. The research informants consist of village officials and the community as service users. The results of the study show that the procedure for issuing SKJBT has followed formal rules, but is still carried out manually without the support of information technology. This has an impact on the slow service process, inefficient document management, and low information transparency. As many as 50% of the community does not know the flow of services and estimated completion time. In addition, limited human resources and lack of socialization are the main obstacles in the implementation of services. Based on Sinambela's public service theory, it was found that services have not fully met the criteria of transparency, efficiency, and accountability. The decrease in the number of SKJBT applications from year to year indicates a decrease in public trust in the village service system. This study recommends increasing the capacity of village apparatus, digitizing administrative procedures, and providing open information as strategic steps to realize effective, responsive, and equitable public services.

Abstract

This study aims to examine the contributions of female activists to the performance of inter-member relations within the Indonesian Islamic Student Movement (PMII) organization at the State Islamic University of North Sumatra (UINSU). A qualitative research method was employed, with data collected through in-depth interviews involving rayon administrators from six faculties, as well as documentation and literature studies. The data were analyzed using qualitative descriptive analysis, consisting of data reduction, data presentation, and conclusion drawing. The findings reveal that female activists play a significant role in fostering effective communication, resolving conflicts through persuasive approaches, and enhancing participation and solidarity among members. Their inclusive and empathetic leadership has been shown to create a conducive working environment and improve overall organizational effectiveness. The study concludes that the transformational leadership style exhibited by female activists contributes to the development of a collaborative, equitable, and gender-inclusive organizational culture.

Abstract

The land mafia issue in Indonesia, including in Bogor Regency, threatens agrarian justice and legal certainty over land ownership. Weak transparency and accountability in the land system, along with the involvement of unscrupulous BPN officials, worsen the situation. This study analyzes the political will of the Head of the National Land Agency (BPN) of Bogor District I in addressing land mafia cases through the implementation of electronic land certificates. Using a qualitative approach, data were collected through documentation and in-depth interviews. The study applies Brinkerhoff's political will framework, which includes indicators of public commitment, resource mobilization, policy consistency, and stakeholder engagement. Findings reveal that the success of electronic certificates is strongly influenced by the leadership and commitment of the Head of BPN Bogor I in supporting land digitization as a systemic measure against land mafia practices. Beyond technological innovation, electronic certificates serve as a local strategy for agrarian reform and legal enforcement. This research recommends strengthening institutional synergy, improving public digital literacy, and ensuring transparency in land certificate issuance to support sustainable land governance.

Abstract

This study aims to examine public perception of sustainability communication carried out through the Instagram account of PT Agincourt Resources, as part of the company's efforts to establish a sustainable image in the digital era. Using a descriptive quantitative approach, a survey was conducted involving 100 followers of the Instagram account @agincourtresources. Public perception was analyzed based on six indicators from McGuire’s model: presentation, attention, comprehension, acceptance, retention, and behavior. The findings reveal that the average public perception score is 75.3%, with the indicators of message acceptance and retention reaching very high categories (82.6% and 84.5%, respectively). However, the behavior indicator scored only 59.8%, indicating a need to enhance active follower engagement. These findings suggest that while sustainability messages are well understood and accepted, active participation remains suboptimal. The practical implication of this study highlights the importance of strengthening interaction-based digital communication strategies, such as leveraging Instagram features and educational content, to foster active engagement and reinforce the company’s sustainable image.

Abstract

HaGAF (Happy Aidilfitri Day) is a local cultural heritage of the Gunting Saga Village community, North Labuhanbatu Regency, which has since its inception served as a medium for religious and social expression in celebrating Eid al-Fitr. However, the acceleration of globalization, the penetration of popular culture, and lifestyle changes especially among the younger generation have driven a significant transformation of this tradition. This study aims to analyze the form of HaGAF transformation, identify its driving factors, and examine the role of the local community and government in its preservation. Using a qualitative approach with participatory observation, in-depth interviews, and documentation techniques, this study found that HaGAF has evolved from a traditional, ritual-based celebration into a more inclusive and modern festival, encompassing a music festival, a digital content competition, and an e-sports tournament. Despite this modernization, traditional elements remain intact through the involvement of the younger generation and the promotion of cultural values via social media. The local government plays a crucial role in supporting the sustainability of this tradition by granting permits and securing events. Theoretically, these findings reinforce Clifford Geertz's view that culture is a dynamic system of meaning that is continually reinterpreted according to changing social contexts. On the contrary, these results challenge the structural-functional approach as proposed by Bronislaw Malinowski and Talcott Parsons which tends to see tradition as a stable component in the social system to maintain order, often ignoring the internal adaptation and progress of culture.

Abstract

This study aims to analyse the framing of political news presented by the South Sulawesi Hari Ini news broadcast program on TVRI South Sulawesi. The focus of the study is directed at three main problem formulations: (1) identifying framing elements contained in political news, (2) revealing framing techniques used in framing political issues, and (3) evaluating the extent to which the construction of political news fulfils the function of the media as a means of informative and educational information, a means of political socialization, and a tool for public oversight. The analysis method used is the Pan and Kosicki framing model, which examines the syntactic, script, thematic, and rhetorical structures in news texts. The research findings show that TVRI South Sulawesi compiles political news with a neutral, formal, and public service-oriented approach. The discourse structure is arranged to clarify the political process procedurally, without presenting biased opinions or excessive emotional effects. The framing techniques used tend to be informative and educational, supporting the role of public media as a balancer of information in the midst of a competitive and often sensational media landscape. Thus, the framing applied in political news on TVRI South Sulawesi can be said to be in line with the principles of public journalism: objective, balanced, and prioritizing the interests of the community.

Abstract

Mandalika tourism serves as a key economic driver in Central Lombok, West Nusa Tenggara, contributing significantly to regional revenue. To boost tourist arrivals, the local government uses social media, particularly X, as a digital communication platform to promote the destination. This study explores the impact of X-based communication on tourists’ perceptions and decision-making, while also identifying factors that influence the effectiveness of destination promotion. A combination of qualitative and quantitative methods was employed, including a survey of thirty respondents from both within and outside Lombok and a content analysis of tourism-related X posts published between July - December 2024. The survey data were analyzed using descriptive statistics and multiple linear regression techniques. Findings demonstrate that X plays a significant role in shaping tourists’ perceptions and increasing awareness of Mandalika. Information relevance and visual content quality emerged as the most influential factors in travel decision-making. However, excessive posting frequency can lead to reduced interest, whereas positive engagement with content increases visitor attraction. Content analysis further reveals high engagement levels, with seventy five percent of posts reflecting positive sentiment and strong support from official accounts and local influencers. The study concludes that X is an effective promotional tool for tourism when supported by relevant, engaging, and data informed communication strategies. These results provide practical insights for tourism stakeholders and policymakers aiming to enhance digital marketing efforts in Mandalika and similar emerging destinations.

Abstract

The COVID-19 pandemic has brought structural and functional changes in various aspects of life, including student organizations. This research examines the transformation of the Medan Branch of the Islamic Student Association (HMI) in responding to the challenges of the new normal era after the COVID-19 pandemic. The main focus of the study includes the internal dynamics of the organization, social influence on the campus environment and society, as well as the political role of HMI in the local context. This research uses a qualitative approach with a case study method. Data collection techniques involve in-depth interviews, participatory observation, and document analysis. The results show that HMI Medan Branch is able to adapt to the pandemic situation through digitalization of organizational activities, strengthening regeneration, and developing a political education model. Scientific discussion activities and leadership training are conducted online, while social relations are maintained through social media and other digital platforms. HMI also plays a significant role in educating students on post-pandemic social and political issues, while maintaining its ideological relevance in local dynamics. The findings provide a theoretical contribution in understanding student organizations as agents of social change in times of crisis. Practically, the results of this study can be a strategic reference for similar organizations in developing adaptation strategies, strengthening socio-political roles, and innovating regeneration in accordance with the needs of the times. Thus, this article offers a comprehensive picture of the resilience and transformation of student organizations in the face of major post-pandemic changes.

Abstract

Pierre Bourdieu, a prominent sociologist, developed a theory of social practice that highlights the concepts of habitus, capital, and field as a framework for understanding the dynamics of social life. Habitus refers to cognitive and behavioral dispositions formed through an individual's social experiences, while capital encompasses various forms of economic, social, cultural, and symbolic capital that determine one's position in society. The concept of field describes the social space in which individuals and groups compete to acquire and maintain capital. The interaction between these three concepts explains how social structures reproduce inequality and how individuals can change their social positions. This article aims to outline the main concepts in Bourdieu's theory and their relevance in analyzing social practices in various spheres of life, such as education, politics, and economics.

Abstract

This study aims to analyze the implementation of business licensing policies in Purwakarta Regency, particularly following the enactment of Regional Regulation Number 2 of 2024 concerning the Administration of Business Licensing. This policy is intended to simplify licensing procedures and improve the regional investment climate in alignment with national government policies through Government Regulations Number 5 and 6 of 2021. The study employs a qualitative descriptive method with a case study approach in Purwakarta Regency. Data collection techniques include literature review, field studies through interviews, observation, and document analysis. Data validity is tested using triangulation techniques. The research findings, based on the theoretical framework of Puentes-Poloche et al. (2023) on e-government and digital governance policy studies, indicate that although the licensing process is conducted digitally through the Online Single Submission (OSS) system and online licensing applications (GASPOL and SIMBG) have been implemented, several challenges remain. These include limited understanding of the digital system among business actors—particularly MSMEs—insufficient infrastructure, and coordination barriers with relevant agencies. On the other hand, continuous improvement efforts have been made by the local government, such as enhancing human resource capacity and conducting public outreach on the policy. This study recommends the need for stronger synergy between central and local governments, as well as the strengthening of institutional capacity among local agencies to support the effective implementation of business licensing policies at the regional level.
