Abstract

The objective of this study is to evaluate the effectiveness of existing protection measures in safeguarding indigenous land rights in Sepaku and Samboja, East Kalimantan, within the context of the capital city of Indonesia. This study employs a comprehensive methodology, including a literature review, legal analysis, and field investigations. It examines the legal framework, institutional coordination, and impact of land use policies on indigenous communities. The data were collected via interviews and document analysis. This study reveals a pressing need to strengthen regulatory design and law enforcement to protect indigenous land tenure rights. This text highlights the challenges faced by indigenous peoples due to deforestation, land disputes, and the transformation of land for urban development. The research underscores the necessity of improved cross-sectoral authority and coordination within the Ministry of Environment and Forestry. This study provides valuable insights into the complex issues surrounding land tenure rights and indigenous communities in the context of the capital city of Nusantara. The text contributes to the ongoing discourse on environmental protection, indigenous rights, and the sustainability of land use policies in Indonesia. The findings provide practical recommendations for enhancing legal protection and mitigating deforestation in high-demand land areas, ultimately benefiting both the environment and local communities.

Abstract

This paper examines the role of the Dayak Customary Council (DAD) as a local policy entrepreneur in the implementation of Indonesia's food estate program in Central Kalimantan. While the national policy has sparked debate regarding its socio-environmental impacts, the influence of indigenous actors on agenda-setting remains underexplored. This study investigates how DAD reframed the food estate as a development opportunity, utilized customary rituals to legitimize land conversion, and strategically aligned with the provincial government. Using a qualitative case study and process tracing methodology, data were gathered through interviews, document analysis, and field observations. The findings demonstrate that DAD performed a dual role as both a cultural mediator and a political actor, skillfully navigating between state interests and indigenous concerns. This study contributes to the theoretical understanding of hybrid governance by illustrating how indigenous institutions can act as key policy entrepreneurs in subnational policymaking. It emphasizes the importance of incorporating indigenous governance structures into the policy process. In practical terms, the findings highlight the need for policymakers to engage with indigenous institutions in development projects, ensuring the integration of local knowledge and values. Further research should explore the long-term socio-environmental impacts of such collaborations and how they influence policy outcomes across different regions in Indonesia.

Abstract

The growing involvement of youth in violent extremism and radical movements has emerged as a pressing global concern, raising urgent questions about the underlying social and criminogenic factors that drive this phenomenon. This study aims to explore the pathways of youth radicalization through a criminological lens, identifying the key risk factors and proposing context sensitive prevention strategies. Using a normative juridical and descriptive analytical approach, the research examines relevant legal frameworks, criminological theories, and secondary data sources to develop a comprehensive model of youth radicalization. The findings reveal that radicalization is not a linear or homogenous process, but rather the result of intersecting influences such as social marginalization, institutional neglect, identity crises, and exposure to extremist narrative soften reinforced by digital environments. The analysis supports and expands upon strain theory and social disorganization theory, emphasizing the role of structural exclusion and weakened community ties. This study also identifies limitations in dominant counter radicalization strategies that rely heavily on surveillance and psychological profiling, arguing instead for holistic, rights based, and community driven interventions. The research contributes to the theoretical discourse on radicalization while offering actionable recommendations for policymakers, educators, and civil society actors. Its implications underscore the need for preventive frameworks that are ethically grounded, socially inclusive, and empirically informed. By shifting the paradigm from securitization to social resilience, this study advocates for a more just and sustainable approach to addressing youth radicalization.

Abstract

This study examines the effectiveness of Banyumas Regent Regulation Number 25 of 2020 in reducing stunting prevalence in Banyumas Regency, where stunting remains a critical public health and development issue. The research question is: How effective is the regulation in reducing stunting prevalence through targeted nutritional interventions. A mixed-methods approach was employed, combining quantitative survey data from families with toddlers and qualitative interviews with key stakeholders to assess policy implementation and outcomes. The findings show a significant decline in stunting prevalence in 2022 following the regulation’s implementation, although an increase in 2023 indicates sustainability challenges. Unlike national-level policy frameworks that provide broad strategic guidelines and standardized targets across regions, this regional regulation translates national priorities into context-specific interventions tailored to local demographic, socio-economic, and institutional conditions in Banyumas. Compared to other local case studies that often focus on program-level initiatives or pilot projects, this regulation represents a formalized and binding district-level legal instrument that integrates cross-sector coordination, budget allocation, and monitoring mechanisms within the local governance structure. The study concludes that while the regulation demonstrated initial effectiveness, sustained stunting reduction requires stronger program implementation, cross-sector coordination, and continuous policy support to ensure long-term impact at the regional level.

Abstract

Jakarta, as a metropolitan city rich in history and culture, offers substantial potential for community-based tourism development through walking tours. The quality of tourist experiences is closely associated with the competence of tour guides, which is reflected in their education, certification, motivation, and professional performance.  This study examines the relationships between education and certification with motivation and their associations with the performance of the Jakarta Good Guide walking tour community. Data were collected from 32 respondents and analysed using Partial Least Squares–Structural Equation Modelling (PLS-SEM).  The results indicate that education is positively and significantly associated with motivation (β = 0.803; p < 0.001), whereas certification is not significantly associated with motivation (β = 0.022; p = 0.870). Motivation shows the strongest association with performance, as indicated by the largest path coefficient in the model (β = 0.850; p < 0.001). Furthermore, motivation mediates the relationship between education and performance within the tested model (β = 0.683; p < 0.001). In contrast, certification does not demonstrate significant direct or indirect associations with performance. These findings highlight the role of motivation as a key mechanism linking education and performance within this sample. From a practical perspective, the study suggests that community-based tourism development programs may benefit from prioritizing educational initiatives and motivational enhancement rather than relying solely on formal certification processes.

Abstract

This study explores the intersection between social media discourse in West Sumatra and formal governmental processes, focusing on the cultural idiom Adat Basandi Syarak, Syarak Basandi Kitabullah (ABS–SBK). This Minangkabau moral framework is analyzed as a highly "amplifiable" tool within algorithmic media environments. Utilizing digital discourse analysis and online trace mapping, the research examines how moral emotions expressed online are magnified by media gatekeeping and subsequently integrated into formal policy deliberations. Theoretically, the study introduces "local-value-anchored digital populism" to explain how localized idioms become institutionally actionable within Indonesia’s regional politics. Data sources include social media content from key figures, user interactions, news reports, and official documents. The findings reveal a recurring affective-institutional pattern: digital emotions are amplified by news media and then translated by local authorities and customary institutions into formal regulations or initiatives. This dynamic emerges from the convergence of three forces: public emotions, social media algorithms, and institutional structures. When used as a moral frame, the ABS–SBK idiom bridges public affective responses with state procedures, transforming local values into policy language and sources of political legitimacy. Consequently, digital populism in West Sumatra serves as a form of symbolic power construction. It reconfigures the relationship between religion, customary authority, and the state within the digital public sphere, moving beyond mere value-based communication to influence formal institutional channels like bylaws and customary councils.

Abstract

Stunting remains a major public health challenge in Indonesia, particularly in West Pasaman. This qualitative case study utilizes the Elaboration Likelihood Model (ELM) to examine how stunting prevention messages are processed by caregivers in Nagari Koto Tangah. Data were gathered through interviews with mothers, cadres, and midwives, along with observations and documentation. The study identifies two primary processing routes. Most participants follow the peripheral route, where message acceptance is driven by trust in familiar figures (midwives and cadres), social proximity, or external incentives like social assistance (PKH) requirements. A smaller group engages in central processing, typically those with higher education or personal experience with child nutrition issues. Key findings suggest that technical jargon like "stunting" often hinders understanding. In contrast, everyday language (e.g., "malnutrition" or "small body"), concrete examples, and direct face-to-face interaction facilitate deeper comprehension and a greater intent to act. Face-to-face communication proved more effective than static materials like posters. However, several barriers to effective communication persist, including crowded service environments, limited opportunities for dialogue, one-way information flow, and household dynamics—such as husbands' resistance to immunization. Additionally, attendance is frequently motivated by social assistance rather than health awareness. The study concludes that effective health communication in rural contexts depends on trusted messengers delivering localized, interactive, and actionable content. This approach encourages caregivers to move beyond passive routine toward meaningful engagement with stunting prevention.

Abstract

Djaka Lodang Magazine, a Javanese-language print medium established in 1971, represents a rare case of cultural resilience amid the dominance of globalized digital media. While existing scholarship on media globalization predominantly emphasizes cultural homogenization, digital disruption, and the decline of local traditions, insufficient attention has been given to how regional-language print media strategically negotiate market pressures while actively sustaining cultural identity. Drawing on the political economy of media and medium theory, this study examines Djaka Lodang as an intrinsic case of local media resilience in preserving the Javanese language and cultural values within a digitized media ecosystem. Using a qualitative intrinsic case study design, data were collected through in-depth interviews, observation, and document analysis, and analyzed thematically to identify patterns in editorial practices, institutional strategies, and cultural narratives. The findings reveal that Djaka Lodang operates not merely as a cultural archive but as an institutionalized mechanism of cultural transmission, sustained through linguistic authenticity, value-driven editorial policies, and community-based networks that selectively engage with, rather than submit to, commercial media logic. This study advances the political economy of media by demonstrating that regional-language print media can function as strategic sites of cultural resistance within contemporary media capitalism. The novelty of this research lies in its theoretical reconceptualization of local print media not as passive victims of digital transformation, but as adaptive actors that reshape media-market relations through cultural capital and community embeddedness. These findings contribute to broader debates on media resilience, cultural sustainability, and the future of minority-language media in the digital era.

Abstract

Indonesia’s rapid growth in municipal solid waste generation has increased urgency for low-carbon waste management solutions. In response, the government has accelerated Waste-to-Energy development in 12 designated cities under Presidential Regulation No. 35/2018. This study applies a Systematic Literature Review following PRISMA 2020 guidelines to examine governance frameworks, environmental performance, and economic feasibility of Waste-to-Energy projects in Indonesia, with a comparative focus on the Benowo and Putri Cempo facilities. Literature was systematically retrieved from Scopus, ScienceDirect, SpringerLink, and Google Scholar using policy- and technology-related keywords. The search yielded 21 eligible publications between 2018–2025 that include empirical studies and policy-relevant documents. The results indicate that although both facilities operate under the same national regulatory framework, they differ in financing schemes, risk allocation, and operational efficiency. Benowo’s BOT model supported by tipping fees provides financial stability, whereas Putri Cempo’s DBFOT scheme requires higher operational efficiency due to the absence of municipal subsidies. Environmental assessments show that Benowo’s hybrid gasification and landfill gas system reduces greenhouse gas emissions by up to 57.1% from the pre-2015 level, while gasification at Putri Cempo achieves more than 85% waste reduction with lower emission intensity than conventional incineration. Economic feasibility is sensitive to waste quality, capacity utilization, and policy incentives. The novelty of this study lies in its integrated governance, environmental, and economic perspective linking national policy design with local implementation outcomes. The findings imply that stronger risk-sharing arrangements, improved waste segregation, and transparent environmental audits are essential to ensure sustainability of Waste-to-Energy development in Indonesia.

Abstract

This paper examines how leadership, organizational learning, and technology integration interact to foster innovation and adaptability within learning organizations in the context of digital transformation. While prior studies have largely examined these elements in isolation, there remains limited synthesis of how leadership, learning processes, and digital technologies jointly operate across organizational contexts. This review is novel in that it systematically integrates leadership styles, organizational learning processes, and digital transformation within a single analytical framework and classifies existing empirical studies according to direct, moderation, and mediation models. Using a systematic literature review guided by PRISMA, the study synthesises 23 peer-reviewed empirical articles published between 2015 and 2025 across education, healthcare, public, and private sector organizations. The findings show that leadership influences organizational learning and performance through both direct and indirect pathways, with effects shaped by contextual conditions such as organizational flexibility and sectoral characteristics. Mediation mechanisms, particularly employee productivity and knowledge sharing, are central in translating leadership practices and technology adoption into improved organizational outcomes. Moderation effects further indicate that leadership effectiveness varies according to organizational readiness and environmental complexity. The review highlights that context-sensitive leadership and strategically aligned digital learning initiatives are critical for sustainable organizational development. It concludes by recommending that future research and policy prioritize integrated and adaptive approaches to leadership development and digital learning, offering a coherent roadmap for scholars and practitioners seeking to build resilient and innovative learning organizations.
