Abstract

In the last 20 years, various reform efforts have been carried out with different names, ranging from the concept of new public management to one of them, the concept of e-Government. The city of Padang applies the concept of e-Government through a smart city. However, based on the results of the 2022 smart city evaluation, Padang City is ranked lowest in West Sumatra, even though as a provincial capital it has great potential to develop e-Government. The purpose of writing this article is to analyze the extent of the e-Government reforms implemented by the Municipal Government of Padang. The research method uses descriptive qualitative. To analyze it, the researcher used the concepts put forward by Dwiyanto including Productivity, Service Quality, Responsiveness, Responsibility and Accountability. From the discussion it can be concluded that the implementation of e-Government has had a significant impact on accelerating bureaucratic reform. However, there are still deficiencies in the form of capacity and quality of human resources in each OPD which are still lacking and e-Government applications have not been integrated in one system.

Abstract

The high demand for sand as a result of urbanization, population growth, increased demand for housing and infrastructure development causes excessive sand exploitation, which can have a negative impact on the environment due to weak mining governance. This study aims to analyze the impact and mining activities on social, economic and environmental conditions in Padang Pariaman Regency. In addition, it also analyzes the management of sand, stone and gravel mining in Padang Pariaman Regency. This research was conducted in Padang Pariaman Regency, West Sumatra Province. The data in this study used secondary data obtained from BPS and primary data related to mining governance in Padang Pariaman District obtained through in-depth interviews with nagari and community officials. The results showed that the output of the mining and quarrying sector had a good impact on social, economic variables, but had a negative impact on the environment in the mining area. This indicates that the concept of sustainable development has not been achieved in the study area. Therefore, the importance of mining governance and collaboration between actors both local communities, nagari officials, local governments and private parties involved in sand, stone and gravel mining business in Padang Pariaman Regency.

Abstract

The Cabinet Secretariat is one of the institutions within the Presidency whose job is to provide support for the management of the cabinet to the President and Vice President in administering government. The duties of the Cabinet Secretariat, based on Presidential Regulation Number 55 of 2020 concerning the Cabinet Secretariat, are the newest duties and roles that the Cabinet Secretariat has after it continues to change every time there is a change in national leadership. This research discusses the organizational transformation of the Cabinet Secretariat under six presidents (Suharto, Habibie, Abdurrahman Wahid, Megawati, Yudhoyono, and Jokowi). The results of this study indicate that the organization of the Cabinet Secretariat changes every time there is a change of President, with significant changes seen after 2019, namely the Cabinet Secretariat is no longer specifically an institution that provides support in the field of legislation to the President, as was the task of the Cabinet Secretariat since the New Order era in 1960s. The organizational arrangement of the Cabinet Secretariat was greatly influenced by the situation that occurred (particularly political considerations) when the organizational arrangement was carried out.

Abstract

Inspection and small-value passport issuance services are activities carried out to assist fishermen in the issuance of certificates of nationality of vessels. This article is written to understand the improvement of the work area surveying service of UPP Level 3 bureau in Sadai and the issuance of Pas Kecil for fishermen. The research methodology used is qualitative and based on a case study design. Qualitative is used to analyze how well the UPP Sadai office measures and issues the certificate. The data obtained are presented in the form of primary data and secondary data. Primary data was obtained through interviews with informants using targeted sampling techniques, while secondary data was obtained from the document of UPP Sadai office. The results of this work showed that the quality of public services of UPP Sadai Sadai office was good in terms of tangibility, reliability, responsiveness, safety and empathy. However, this institution still faces challenges in increasing the number of fishers managing the documents, such as low public awareness of the importance of the document because there is no need to travel long distances to catch fish.

Abstract

The application of the Minimum Service Standard policy for Fulfilling Daily Drinking Water Basic Needs in Paser Regency has followed the applicable technical standards, both from the Ministry of Public Works and Public Housing, as well as from regulations issued by the Regional Government of Paser Regency itself. But actually, it is necessary to identify what are the factors that support and hinder the implementation of SPM policies. From the results of data analysis, it was found that the process of implementing the MSS policy for the drinking water sub-sector was still not under technical standards because the basic data used in calculating service needs did not refer to the local BPS Susenas data, and there was no determination of priorities and targets for implementing SPM. The supporting factors identified included: Policy standards and targets, budgetary support, organizational internal and external communications, suitability of the duties and functions of the DPUTR in Human Settlements (organizational characteristics), positive responses and support from the community, a relatively conducive political situation, full support (response) from implementers/employees, and the level of implementer tendencies were quite high and positive. Meanwhile, the inhibiting factors include the lack of number and competence of employees in the implementing organization (Cipta Karya Division of the Paser Regency DPUTR), the unstable social and economic conditions of Paser Regency, and the low level of understanding of SPM policy implementers in the drinking water sub-sector.

Abstract

This study aims to describe various educational innovations in the learning process at SMAN 1 Kupang in the post-Covid-19 period and the factors that influence the process of innovation. This study uses qualitative methods with the type of case study research, with interview techniques. This research was sourced from 7 informants who were directly involved in the process of educational innovation in the learning process at SMAN 1 Kota Kupang. This study found that digital learning innovations had been carried out by schools before the Covid-19 period took place. This innovation was then developed by the school principal and teachers when Covid-19 occurred and continued after post-Covid-19. This is following the aim of SMAN 1 Kota Kupang to become a technology-based school and a driving school in the City of Kupang.

Abstract

The purpose of this study was to determine the role of the Padang City Children's Forum (FORANDANG) in preventing sexual violence against children in Padang City. This research uses a semi qualitative approach (quasi qualitative) with a simple research design (SRD) method. Data collection techniques using interviews and documentation studies. The results showed that FORANDANG in an effort to prevent sexual violence against children has carried out its role but not yet optimal. FORANDANG's role as a pioneer is in conducting socialisation and campaign activities. However, there are still many children who cannot distinguish between adult behaviour as a form of affection and sexual crime behaviour. While the role as a reporter, FORANDANG has never encountered a case of sexual violence that occurred in its neighbourhood, but has only reported the issue of sexual violence in vulnerable areas. There are obstacles in carrying out its role, internal obstacles such as: communication is not smooth between members, new regeneration in several sub-districts and villages that have not been carried out, limited funds and budgets, and the lack of funds. External constraints: the lack of desire of the audience to pay attention and understand what was delivered.

Abstract

This research was conducted with the aim of evaluating the use of social media and the role of influencers by the Tourism Office of West Sumatra Province in an effort to increase tourism promotion in West Sumatra. The research method applied is a case study approach in the context of qualitative research. To identify weaknesses and opportunities in the tourism promotion strategy implemented by the West Sumatra Tourism Office, as well as to evaluate potential deficiencies and threats that may arise in the future, SWOT analysis is used as a research tool. The research data was obtained through in-depth interviews with the staff of the Tourism Office as well as a number of tourism influencers involved in promoting tourism destinations in West Sumatra. The results of the study show that the Tourism Office of West Sumatra Province has implemented a strategy that focuses on utilizing social media and collaboration with influencers in an effort to promote tourism. In its implementation, the Tourism Office uses a collaborative approach with tourism influencers, where they involve them in content development, visits to tourist destinations, and promotional events. Apart from that, they also pay attention to performance measurement through data analysis from social media platforms and feedback from tourists. However, the implementation of tourism promotion faces several challenges such as intense competition in tourist destinations, lack of supervision of influencer content and travel media accounts and changes in social media algorithms.

Abstract

The Indonesian National Police (INP) should become a professional, credible, accountable, transparent based on the principles of Democratic Policing. This research uses qualitative approach with case study as a research method which uses sources such as documents, books, and other related literatures. From several evaluation research show that there are lots of efforts for organisational transformation which experience failures although the INP have chosen many strategies, planning and resources as well as strong administrative commitments. Threats to the success of transformation within the organisation may emerge whether from the inside or outside. The political will in a bureaucratical field and willingness of the public which is the initiative and capability to support the INP's transformation becomes the primary key in actualising the INP that is Presisi. It is a utopia if the transformation of the INP in becoming an ideal national police comes solely from internal INP efforts. This research's recommendations are: the public must be involved actively in all processes of transformation, the need to strengthen organisational culture, moral and ethics of police, the empowerment of human resources which are based on science, and the process of transformation must be followed through continuous monitoring and evaluation.

Abstract

This research is about the phenomenon of employees who work in government institutions and also play a role in the household and family. These two different roles are considered to have an impact on work activities which cause stress in the implementation of work which in turn also affects the implementation of employee work commitments. The aim of the research is to determine the influence of work family conflict and work stress on employee work commitment at the HR Bureau of the Ministry of Education, Culture, Research and Technology of the Republic of Indonesia. The research method uses a quantitative approach with survey methods. Data analysis using the classic assumption test and t test. The research results explain that there is a significant influence between work family conflict and work stress and employee commitment, but the relationship is negative. The simultaneous test between work-family conflict and work stress and employee commitment also explains a significant relationship.
