Abstract

Human resources are one of the resources that most determine the success or failure of an organisation. Unlike other organisational resources, human resources are a factor of production that has a dominant influence on other factors of production. Every company or organisation always wants its employees to have good performance. The method used is to use a qualitative approach that aims to explore and understand a central symptom. In this study, Human Resource Development in the Protocol Section of the Cilegon City Regional Secretariat has not run optimally. HR development still needs to be improved because based on data and interview results, it states that planning, education and training and employee management are still not effective, employees are rarely included in education and training, seminars related to the main duties and functions of protocol. Supporting factors for the development of Human Resources are the availability of adequate facilities and infrastructure such as operational vehicles and electronic goods supporting the activities of the Protocol Section, good teamwork and technological advances that make it easier for protocols to carry out their duties both in the office and in the field. While the inhibiting factors for the development of Human Resources are the minimum number of employees participating in education and training in the form of training and seminars on an ongoing basis for protocol employees, customs or habits of different people and the absence of good HR management and planning in accordance with the Main Duties and Functions of the Protocol Section.

Abstract

This research aims to evaluate the governance of the village-owned enterprise (BUMDesa) "Makmur" in managing the tourism sector in Jetak Village. Effective BUMDesa governance requires various efforts to ensure good tourism management and provide solutions if problems arise. This research uses a qualitative method with a descriptive approach. The data collected came from primary and secondary sources, with data collection techniques through observation, interviews, and documentation. Based on Purnomo's theory, the analysis results show that the management of the tourism sector by BUMDesa "Makmur" still faces several obstacles, mainly because the BUMDesa governance indicators have not been fully implemented. Therefore, BUMDesa needs periodic assessments to optimize tourism management.

Abstract

This study aims to identify factors that hinder the role of stakeholders in empowering fisheries' small and medium industry (SMI) actors in Pesisir Selatan Regency. This research used a qualitative method with a descriptive approach conducted in Koto XI Tarusan Sub-district, Pesisir Selatan Regency, West Sumatra Province. Data were collected through interviews, observations, and documentation studies, and data validity was checked using source triangulation techniques. The results showed that some of the factors that hinder the empowerment of fisheries SMEs by stakeholders include budget constraints, lack of human resources in the Trade and Transmigration Office as one of the main stakeholders, time constraints, low motivation of fisheries SMEs to participate in empowerment programs, and difficulties for SMEs in meeting the standards or product legality requirements of Budiman Swalayan.

Abstract

The Tangerang City Transportation Service has made a strategy to reduce congestion in Tangerang City, namely by improving the quality of public transportation services in Tangerang City, one of which is by having Sifort city transportation. The problems that occur in the implementation of Sifort's public transportation management are human resources, weak coordination and cooperation in the transportation sector, the system created to reduce traffic jams is less effective. The research method used is descriptive qualitative. The aim of the research is to find out the role of SiBenteng public transportation in reducing traffic jams in Tangerang City. There are still shortcomings in the implementation of the strategy created by the Tangerang city transportation department to reduce traffic jams with the presence of the Sibenteng public transportation, but in terms of the system used for payment, it already uses an information and communication technology system.

Abstract

This research discusses the command control approach in implementing stunting prevention and handling policies. It aims to describe the implementation of stunting prevention and handling in Serdang Kulon Village, Panongan Sub-district, Tangerang Regency. Although the decline in stunting rates is quite good, several problems have still been found. To see the implementation with a command control approach, Van Metter and Van Horn's theory was chosen because external environment indicators are considered relevant to the problems that exist in the implementation process. The research used a descriptive qualitative approach. The results showed that implementing stunting prevention and handling policies in Serdang Kulon Village was optimal. The factors that are still not optimal are related to external conditions and to the disposition or attitude of implementors regarding responses related to obstacles that arise in the policy implementation process.

Abstract

This research is motivated by innovative developments influencing support organizations to recognize e-government. Implementation of e-government is one of the efforts to create a responsible, straightforward, empowered, and productive climate of government. In 2016, the Mayor of Tangerang sent the Tangerang LIVE service program. With the Tangerang LIVE application, it is believed that they want to realize one of the e-city requirements, namely that all forms of activities in the City of Tangerang will be educated through extensive communication, especially as an intelligent city feature. This research aims to determine the implementation of e-government in Tangerang City on the Tangerang live application, determine the supporting variables and Utilization Implementation requirements, and decide on efforts to streamline the application implementation. This study uses Indrajit's (2004) hypothesis regarding the results of the audit and investigation by the Harvard JFK School of Government, which determines the milestones that must be owned in developing e-government further. These sections are Support, Capacity, and Value. This study uses a qualitative and descriptive methodology. The study results show that the implementation of the Tangerang LIVE application in Tangerang City has been carried out despite the lack of commitment from the local area. Socialization in the field must be carried out massively, starting from outreach through virtual entertainment, going directly to cities, and holding festivals. The Tangerang City Government, especially Diskominfo, needs to review the program that is being worked on thoroughly.

Abstract

Quality public services are the hope of every society. Therefor, the West Pasaman Regency Population and Civil Registration Service strives to provide the best service through various service innovations, one of which is PANDAWA. PANDAWA is a digital innovation in providing population administration service via whatsapp so that people can access service online by sending massage to the PANDAWA whatsapp number. The research aims to analyze the attributes of PANDAWA innovation in providing public services. This research was elaborated using Evereet Rogers theory about innovation atributes . This research uses descriptive qualitative research methods. Meanwhile for data collection, researchers used three methods namely interviews, documentation, and observation. The research results obtained are that PANDAWA innovation provides benefits both in term of time and cost for community. This innovation is also relevant to the vision and mission of West Pasaman Regency and is ini accordance with previous innovations, namely DPM. As an innovation PANDAWA is generally not complicated to access, but there several types of service that require downloading a form as a requirement. Than, PANDAWA has also gone through a trial process and is easy information PANDAWA related to can be seen on the West Pasaman Disdukcapil Disdukcapil’s instagram, facebook, but teh available information is not update.

Abstract

A correctional institution is a correctional technical implementation unit that has the duty and function to provide guidance to prisoners. That way, the correctional officers are required to have work engagement or work involvement in carrying out their duties, and one of the factors that can increase work engagement is job crafting. This study aims to determine the effect of job crafting on the work engagement of Class III Rangkasbitung Correctional Officers. This research method uses quantitative methods with a population sample of 63 officers, where the entire population is sampled. There are a total of 38 statement items that will be researched and distributed to all officers. Based on the results of the study, the regression results between the two variables were Y = 39.584 + 0.281X, and the results of hypothesis testing analysis through the determination test showed that the job crafting variable had an influence of 10.8% on the work engagement of Class III Rangkasbitung Prison Officers. Then, from the results of the t value of (5,045) > from the t table (2,000), which means Ho is rejected and Ha is accepted, the conclusion of this study is that there is a positive relationship between job crafting and work engagement among class III prison officers in Rangkasbitung.

Abstract

This study was conducted to analyze the implementation of patient service policies at the Balaraja Health Center, Tangerang Regency. This study uses a descriptive and qualitative approach. Researchers collected data by observing and interviewing informants to capture the whole phenomenon in the field so that an overview of the implementation of service policies on patients at the Balaraja Health Center was obtained. The data analysis technique used is data source triangulation. Data analysis is carried out before entering the field, during the field, and after completion in the field. Data validity starts with reduction, data presentation, and concluding. Assessment of service quality in Balaraja Health Center patients uses an analysis of 5 Service Quality (ServQual) dimensions: Reliability, Empathy, Responsiveness, Assurance, and Tangible. The results showed several things complained about by informants, which were relatively entirely a lot in the dimensions of reliability, empathy, assurance, and tangible. The things complained about by informants in each dimension need to be a concern of the leadership and staff of the Balaraja Health Center, the Head of the Tangerang District Health Office, and the Tangerang Regent because it will affect patient satisfaction with the services provided by the Balaraja Health Center. In particular, improving the quality of services such as friendly service and not lingering, the layout of goods, and providing a budget for repairing existing damage. In the future, developing a program to expand the building and parking lot is necessary.

Abstract

Job satisfaction is an attitude of achievement and love for one's work, work motivation is a stimulus for carrying out work, performance is the achievement of work results. These three things are interrelated, this research aims to determine the relationship between job satisfaction and motivation on performance. Non-experimental research method, correlational study with a cross-sectional approach. The research location is Hospital X Denpasar. The population of all nurses at Hospital X Denpasar is 61 people, with total sampling, so the total sample is 61 people. Using the Job Satisfaction Questionnaire, Nurse Motivation and Performance. The research results based on gender, the majority were women, 70%, the majority were educated as nurses, 75%. Nurse Job Satisfaction is highest with a very high category of 75.4%. Most nurses' motivation is in the very high category, 96.7%. Nurse performance is 100% very high. The results of the analysis using rank spearment show that there is a relationship between motivation and nurse performance (p value: 0.034) and there is a relationship between job satisfaction and performance (p value: 0.000). These results indicate that hospital x has maintained nurses' job satisfaction, so that nurses have good motivation to achieve good performance. It is recommended to get good performance in order to maintain employee job satisfaction.
