Abstract

The research purpose to understand the role of stakeholders in empowering fish farming groups (Pokdakan) in Kuranji Subdistrict and the inhibiting factors in this empowerment. The researcher employs a qualitative research approach throught a method in descriptive. The informants for research were got using techniques of purposive sampling. The methods for data collection include interviews, observations, and document studies. The data validity was verified through triangulation, and the data analysis process involved reduction of data, presentation of data, and ,making conclusions. The research results shown that stakeholders act as policy creators, coordinators, facilitators, implementers, and accelerators. However, the empowerment of Pokdakan in Kuranji Subdistrict has not yet been fully optimized. The inhibiting factors in implementing empowerment include budget constraints, lengthy and complicated administrative processes, limited human resources, and the limited time available to stakeholders.

Abstract

E-government has become a necessity for every agency to speed up access and services. The SIMPEL application at BKPSDM Serang Regency aims to create an effective and efficient paperless personnel service system. This research was to evaluate the SIMPEL application. This research implements the information systems model developed by Yusof,et al. This research was used to test whether the system quality, information quality, and quality service influence system use and user satisfaction, and test whether system use, user satisfaction and organizational structure have an effect on net benefit. This research used quantitative methodology with a sample of 58 respondents from SIMPEL users. Data was taken by respondents who filled out questionnaires and measured with a Likert scale. The data analysis method used is the Multiple Linear Regression Test using SPSS Version 26 software. Test indicates that system quality, information quality and service quality has influence on system usage and user satisfaction, while user satisfaction, system use and organizational structure has influence on the net benefit (level of significant α = 0.05).

Abstract

This research is motivated by the high population growth in Pekanbaru City, Riau Province. This growth has led to various issues, one of which is the daily increase in waste generation. Considering Pekanbaru's limited waste management capacity, a sustainable and environmentally conscious approach is necessary. This study aims to analyze and explore the application of good environmental governance in waste management in Pekanbaru City and to identify the challenges faced. The theoretical framework used is Belbase's good environmental governance theory, which includes seven indicators: rule of law, participation and representation, access to information, transparency and accountability, decentralization, institutions and organizations, and access to justice. The research employs a qualitative approach based on postpositivist philosophy, using data triangulation for data collection. Data analysis in this research involves three stages: data condensation, which is done by selecting key informants; data presentation, which summarizes responses from each informant; and conclusion drawing. The findings indicate that waste management in Pekanbaru City does not yet meet the principles of Good Environmental Governance. The challenges include policy changes, lack of environmental awareness, and the absence of a structured waste management system.

Abstract

This research aims to understand disaster mitigation based on local wisdom implemented by the community in Pasaman Regency. In this study, the researcher applies WN. Charter's disaster mitigation theory, which divides the concept of disaster mitigation into two parts: structural mitigation and non-structural mitigation. This research uses a qualitative descriptive method. Data collection techniques include observation, interviews, and documentation. The data analysis techniques employed are data reduction, data presentation, conclusion drawing, and verification. The unit of analysis in this research is groups specifically, community groups with a high disaster risk index in Pasaman Regency, such as South Mapat Tunggul Subdistrict, Panti Subdistrict, and Tigo Nagari Subdistrict. The findings reveal that disaster mitigation based on local wisdom in Pasaman Regency has not been optimally implemented. This is evidenced by the lack of proper and comprehensive adoption of local wisdom methods in disaster mitigation activities. For instance, the institutional formation indicator shows that there is no institution beyond the existing organizations involved in this process. Furthermore, the training and education indicators show no visible utilization of the local community's wisdom as a medium for disaster mitigation. However, local wisdom methods that already exist in the community are evident in the early warning system indicator. The community uses natural signs and loudspeakers at places of worship within residential areas as an early warning system. These loudspeakers serve as an information system for the community to conduct self-initiated and independent evacuations.

Abstract

This study was motivated by public complaints regarding the untimely commencement of services and unclear information about service requirements at the Ratu Sima Urban Village Office. Therefore, this study aims to determine the Community Satisfaction Index (IKM) and the key factors influencing public satisfaction with public services at the Ratu Sima Urban Village Office in Dumai City. This research employs a quantitative method with a survey research design. The study sample consists of 100 respondents, selected using an incidental sampling technique. Data were collected through questionnaires, observations, and interviews. Data analysis was conducted using the IKM value based on PAN-RB Ministerial Regulation Number 14 of 2017, assessing nine service elements. The measurement utilized a Likert scale with four alternative perception value responses. The results indicate that the IKM score is 3.15, with an IKM conversion value of 78.75. Based on this IKM score, the service performance at the Ratu Sima Urban Village Office is categorized as Good, with a service quality rating of B. The key factors determining public satisfaction are the specification of service types with a score of 1,055, and the competency of service providers, with a score of 998.

Abstract

Fiscal decentralization in Indonesia is interpreted as an essential governance effort to empower local governments and encourage regional economic development. In this regard, this study focuses on the fiscal analysis of Sikka Regency in the 2020-2024 period, with aspects of independence, dependence, and effectiveness through a descriptive quantitative approach to understand and analyze how the existing level of financial management supports financial governance through a fiscal decentralization framework. Then, the research findings reveal challenges in the concretization of budgetary decentralization, which shows an average fiscal independence ratio of only 0.7%, high dependence of 96.3%, and budgetary effectiveness obtained by 80.44%. Thus, this practice highlights the ongoing limitations in formulating local revenues. Finally, I provide recommendations that in the practice of fiscal decentralization, policymakers must be committed to designing a more focused and context-sensitive strategy from the practice of budgetary decentralization in supporting regional development through credible and adaptive financial governance.

Abstract

This study examines the synchronization of the three pillars of performance planning, budgeting, and oversight in the regional development process of East Nusa Tenggara Province (NTT). Failure to integrate these three elements can lead to inconsistencies in development documents, potentially hindering the achievement of development targets. This research uses a descriptive quantitative approach to analyze the oversight results on the consistency between planning and budgeting documents for 2025 in East Nusa Tenggara Province. The findings indicate that despite efforts to improve consistency, significant discrepancies exist, especially in aligning performance indicators and budget ceilings, due to limited oversight of the budget, suboptimal interagency coordination, and the influence of political pressure. The proposed recommendations include implementing data-based planning, strengthening human resource capacity, increasing public participation, and integrating electronic systems to support transparency and accountability in the development process. It is hoped that the results of this study can guide the regional government of NTT Province in achieving more efficient and sustainable development.

Abstract

The quality of Vocational High School (VHS) graduates is inseparable from the performance of vocational schools in providing school services. The performance of vocational high schools (PVHS) based on the Indonesian National Qualifications Framework (INQF) in facing global demands in the industrial revolution 5.0 needs to pay attention to the application of Artificial Intelligence (AI), Public Trust (PT) and Human Resource Capability (HRC). This study aims to determine the influence of AI, PT and HRC on INQF-based PVHS in Magetan district. The type of research used is quantitative associative. The research population is teachers, students, industry and parents of vocational school students in Magetan Regency. The research sample was 120 respondents. The data collection technique uses a survey with a questionnaire instrument. The analysis technique uses the Structural Equation Model (SEM). The results of the study can be explained that AI, PT and HRC have a positive and significant influence on PVHS. The proper application of AI, PT and HRC can provide an increase in the performance of vocational schools.

Abstract

This study aims to analyze the effect of service quality, price, and trust on customer satisfaction at CV. Indo Jaya Putra Surabaya. The research method used is quantitative with a survey approach. Data were collected through questionnaires distributed to customers of CV. Indo Jaya Putra, then analyzed using multiple linear regression to determine the relationship and influence of each independent variable on customer satisfaction. The results of the study indicate that service quality, price, and trust have a significant effect both partially and simultaneously on customer satisfaction. This is evidenced by the partial significance value for the service quality variable of 0.039 <0.05. For the price variable, the significance value is 0.000 <0.05 and for the trust variable, the significance value is 0.012 <0.05.

Abstract

The purpose of this study is to examine and analyze the influence of brand image, program quality, and the personal selling capabilities of the sales and marketing team on the decision-making process of schools in purchasing programs from Mentari Group as a medium to support learning activities. The data collection method used in this study was a questionnaire, with a total sample of 153 respondents. The research findings indicate that the variables of Brand Image, Program Quality, and Personal Selling simultaneously have a significant effect on Decision-Making. Furthermore, on a partial basis, this study demonstrates that the Brand Image variable (X1) has a significance value of 0.006 < 0.05, leading to the conclusion that the Brand Image variable (X1) significantly influences Decision-Making (Y). The Program Quality variable (X2) has a significance value of 0.108 > 0.05, indicating that the Program Quality variable (X2) does not influence Decision-Making (Y). The Personal Selling variable (X3) has a significance value of 0.000 < 0.05, leading to the conclusion that the Personal Selling variable (X3) significantly influences Decision-Making (Y).
