Abstract

The implementation of decentralization policies in Indonesia highlights contested interests between central and subnational governments. Particularly since the end of authoritarian rule, decentralization efforts have continuously faced tensions with recentralization interests. These interests do not necessarily aim to restore a strong state with a hierarchical command structure. Instead, the recent decentralization policies tend to display an administrative state supported by hierarchical policies. Consequently, the autonomous regions are no longer fully autonomous in managing their internal affairs but are increasingly required to comply with national policies. This study seeks to further investigate the reasons behind these shifts through a critical discourse analysis of relevant documents, FGDs, and expert interviews. Primary data were collected from in-depth interviews and FGD recordings, while secondary data were obtained from relevant literature. These data were then analyzed by synthesizing key findings per each expert and applying a link-and-match approach. This study seeks to validate the collected information to facilitate the interpretation of new findings, which were then presented in a draft outlining the debates on the topic and the position of the study. The findings indicate that the paradigm shift has made decentralization more administratively burdensome for the subnational level, as demonstrated by the increased policy assistance from the central government. The central government manages decentralization at the provincial, district, municipal, and even village levels through targeted policy objectives with key indicators. Consequently, the current decentralization creates a dependent relationship between subnational governments and the central government, primarily through fiscal transfers. A limitation of this study includes the relatively unexplored responses from local officials.

Abstract

The current framework of participatory budgeting (PB) in Tanzania refers to the Opportunities and Obstacles to Development (O&OD) methodology. However, this policy tool seems to pay little attention to the rural-urban dichotomy, thus raising questions regarding its practicality in marginalized, rural areas. This article synthesized evidence based on the practicality of PB under the O&OD methodology in rural Tanzania to provide insights for decision-makers and practitioners at relevant levels of government. Employing a scoping study approach, the included publications consisted of policy studies (n = 6), academic papers (n = 8), and journal articles (n = 7), all of which covered rural district councils (n = 21). Research designs, analyses, and results of these included publications were examined. The synthesized evidence suggests that PB is context-sensitive and may not be applicable in rural Tanzania due to costs of participation, unconducive political culture, limited fiscal autonomy, and knowledge inclusiveness trade-off. Overall, the evidence from practicality categories indicates that PB is an induced bottom-up process, which may require robust facilitation by civil society to be practical in rural areas. This article has policy implications for the achievement of Sustainable Development Goal (SDG) 16, which promotes inclusive societies for sustainable development and access to justice for all through local governments.

Abstract

The significant vulnerability of Padang Pariaman District to potential tsunamis necessitates extensive mitigation efforts. This study attempts to delineate the steps included in disaster mitigation through the Disaster Resilient Village program as specified in the Regulation of the Head of National Disaster Management Agency (BNPB) Number 1 of 2012. The program seeks to establish self-sufficient nagaris capable of anticipating and mitigating disaster impacts. Implementing both non-structural and structural mitigation measures through this program is a prudent decision to prepare for unforeseen calamities. This study employed a descriptive qualitative approach, collecting data through interviews with 22 local community members and stakeholders as well as field observations. The findings indicate that the disaster resilience program has stagnated and failed to achieve optimal results. This is evident by the lack of substantial progress and monitoring in Katapiang, Seulayat Ulakan, and West Sunua Nagaris, which have been designated as part of the Disaster Resilient Village program in Padang Pariaman District. These findings serve as a reminder for the government and stakeholders to prioritize the implementation of disaster mitigation initiatives, considering the unpredictable nature of disaster timing and intensity.

Abstract

The COVID-19 pandemic has significantly impacted global community and economy. As the pandemic began to subside, the government initiated various strategies for economic recovery. Investment is one of the policy instruments to improve the local economy. The Investment and One-Stop Integrated Service Agency (DPMPTSP), hereafter coined the Department of Investment, has implemented different strategies to achieve regional investment targets. Data indicate a decline in Foreign Direct Investment (FDI) due to the pandemic, however, an increase in Direct Investment (DI) is also observed, contributing to the achievement of investment targets. This study aims to examine the strategies applied by the Department of Investment of Lebak District to achieve these targets. A qualitative descriptive approach was employed, while data were collected through in-depth interviews and documentation. Data analysis was conducted using ATLAS.ti software by coding data, opening a network, and drawing conclusions from collected data. The results reveal a "downstreaming" strategy for integrated investment services, which includes: Investment Information System, Investment Forum, approach through the Head of District, and Ease of Service for prospective investors (upstream) and existing investors to obtain Business Identification Numbers (NIB), make investments, and complete the Investment Activity Report (LKPM) (downstream). This study contributes to developing public sector innovation in investment. Future research can explore the correlation of investment achievements with labor absorption and regional income in Lebak District.

Abstract

The community needs effective, efficient, and accountable public services, including tax services. The Urban & Rural Land & Building Tax (PBB-P2) is a new type of tax for the regions. In the course of its management, there are obstacles and problems. Among them, the community as taxpayers (WP) has difficulty fulfilling their obligations to pay taxes. In addition, the weak administration system of services to taxpayers is due to limited human resources (HR) facilities, infrastructure, organizations, and others. Regional Financial and Asset Management (BPPKAD) considers the bureaucracy too long and prone to deposit discrepancies. The research method used is descriptive research with a qualitative approach. The result of this research is that by innovating in land and building tax services and rural areas (PBB-P2) using information technology, there is an increase in PBB-P2 revenue. There was a significant increase in revenue after the issuance of the PBB-P2 tax authority to the Banyuasin Regency Government, and the increase was due to the program to facilitate the payment of PBB-P2 by the public (taxpayers) using information technology-based services.

Abstract

In the twenty-first century, public sector organizations (PSOs) have embraced various innovations to enhance productivity, efficiency, and accountability. Indonesia’s local and central governmental agencies have incorporated public service innovations into their systems, achieving notable improvements. The Ministry of State Apparatus Empowerment and Bureaucratic Reform (Kementerian PANRB) reported 3478 public service innovations through the Public Service Innovation Competition Program (KIPP) by 2022. These innovations have led to significant enhancements in service delivery, increasing productivity by streamlining processes, boosting efficiency by reducing bureaucratic delays, and improving accountability through better transparency and governance. This research employs a post-positivist paradigm with a descriptive methodology, collecting data through interviews and secondary sources. The findings indicate that PSOs can successfully implement innovations within the constraints of Indonesian bureaucracy. These innovations have improved service quality and responsiveness and introduced concepts like public service modification, offering detailed insights into achieving substantial public service changes amidst complex bureaucratic challenges.

Abstract

This study aims to explore the role of information technology, particularly the application of e-government, in the recruitment process for General Elections Commission (KPU) members, focusing on administrative reform in Bali. It emphasizes the optimization of administrative reform through an e-government-based recruitment system. Utilizing a qualitative research framework, this study employed a descriptive approach with a post-positivist perspective. Data were collected through interviews, observations, and document analysis, followed by systematic stages of data reduction, presentation, and conclusion drawing. Both qualitative and quantitative data were collected from primary and secondary sources and validated through source triangulation and determination. Informants were purposively selected based on several criteria, including expertise, involvement, and familiarity with the Information System for KPU Members and Adhoc Bodies (SIAKBA). Bali was chosen as the study site due to its status as a democratic benchmark in Indonesia and a globally recognized tourism appeal despite low public participation in elections. The findings indicate that SIAKBA supports administrative reform across five dimensions: information, transparency, participation, collaboration, and information technology in the provincial-level recruitment process. The study concludes that the administrative reform implemented through the recruitment system at KPU of Bali aligns with the principles of e-information, e-commerce, and e-democracy. This study recommends that e-democracy be further optimized in recruitment processes, considering the growing interest of individuals in joining KPU and contributing as democratic actors. Theoretical findings suggest that e-government has emerged as a standard for achieving administrative transformation.

Abstract

This study assesses the relationship between servant leadership practices and job satisfaction in public organizations in Tanzania, with a focus on Posts Corporation Headquarters (TPCH). It employed a descriptive survey and correlational design involving 150 respondents. Quantitative data were analyzed using the statistical program IBM SPSS Statistics 25, while qualitative data were examined using content analysis. The findings indicate that servant leadership has been thoroughly practiced at TPCH, as indicated by a mean score of 3.63 and a standard deviation of 0.943. The relationship between characteristics of servant leadership and job satisfaction is highly significant and positive (rp values ranging from 0.62 to 0.69, p 0.001). Regression analysis establishes that servant leadership strongly predicts employee job satisfaction (B=0.694, t=6.722, p 0.000). The study further reveals key factors of servant leadership contributing to improved job satisfaction, including leaders leveraging their positions for the good of their subordinates, providing support and affirmation, sharing organizational plans and objectives, demonstrating openness in listening, and prioritizing employee needs. Therefore, the study recommends that TPCH leadership and stakeholders work assiduously to strengthen a culture of servant leadership to sustain and improve job satisfaction.
