Abstract

Problems in research on the implementation of the zoning system policy at four state senior high schools (PPDB) have not yet been adequately communicated to the community in regards to the zoning system policy. This study aims to investigate and comprehend the implementation of the PPDB zoning system policy. This method is qualitative in nature. Interviews, observation, and documentation are techniques for collecting data. Communication-wise, the implementation of the zoning policy in SMA Negeri 4 Kisaran has not been optimal. The dissemination of information has been limited to banner placement and social media sharing. In addition, the socialization period ended just one week before the new student admission (PPDB) registration opened. However, SMA Negeri 4 Kisaran's resources, including human resources, facilities, and financial funding, are already quite adequate. The school principal selects human resources, such as the PPDB organizing committee, based on their skills and knowledge. BOS funds provide the financial resources for implementing the zoning policy. The infrastructure and facilities at SMA Negeri 4 Kisaran are already adequate. It is deemed adequate in terms of the disposition and attitude of the implementers, including the appointment of bureaucrats and the incentives provided to them. This is evident in the dedicated service provided by the PPDB organizing committee, which provides detailed explanations to the community visiting the registration site and addresses other issues pertaining to the admission of new students. In addition, the incentives offered to implementers of the zoning policy for conducting the PPDB in SMA Negeri 4 Kisaran are deemed adequate.

Abstract

This research focuses on the problems of implementing Acehnese symbols. Where Aceh has special authority in accordance with Law No. 11 of 2006 concerning the Government of Aceh which was born from the Helsinki MoU peace agreement of August 15, 2005. With this agreement, the birth of Qanun No. 3 of 2013 concerning the Flag and Emblem of Aceh which could not be implemented. Because it is contrary to Government Regulation No. 77 of 2007. Where the symbol of the Aceh Government, namely the Star Moon, is considered to contain elements of struggle and separatism. This study focuses on the dynamics of the implementation process of the Aceh flag and emblem symbols as well as the obstacles that occur in the implementation process. The method used is descriptive qualitative with documentation and interview data collection techniques. The results of the study include; There are three indicators that affect political dynamics in the process of implementing the Acehnese symbol, namely (1), Disagreements between the central and regional governments, (2) Overlapping rule of law, (3) Tug-of-war of interests. Meanwhile, obstacles in the implementation process are the content of the policies carried out not in accordance with legal products, the dominance of the interests of the political elite and neglect between the two parties. The conclusion of the problem of implementing symbols to Aceh is that there are complex challenges in the implementation of symbols to Aceh in the form of flags, and emblems. It is necessary to take a sensitive approach and consider local values to achieve good acceptance and integration.

Abstract

The Laku Pandai policy that has been issued by the Government is expected to increase the level of financial inclusion and literacy in Indonesia. However, not many realize that the Laku Pandai policy also has a further impact on local economic development in the region. Therefore, this study aims to analyze Laku Pandai's policy on local economic development in West Sumatra. This study was designed using a qualitative method with a descriptive approach. The source of the data used is from interviews with Laku Pandai agents, in this case BRILink agents in Padang City and Solok Regency as representatives of urban, sub-urban and rural areas in West Sumatra. The results show that the Laku Pandai policy issued by the government has an influence on local economic development, especially in West Sumatra. This can be seen from the important role of local economic development that can be seen after the implementation of the BRIlink Agent began in 2016. Important roles that can be seen and felt such as increasing business opportunities, employment, business retention, economic diversification, self-sufficiency, increasing the tax base from the world business and society, quality of life, recognition of local products, and increased competitiveness. All of these important roles are certainly not only felt by BRILink agents, but also by all parties and layers in the area where the agent is located.

Abstract

This study examines The Gallery of Sukapura, a community empowerment program designed to save the environment and ecotourism through protection and conservation efforts using a sustainable development approach. This study was conducted in Sukapura Village in West Java Province. The study's goal is to discover how the empowerment program can be used for education, recreation, and research, as well as how it can help the Sukapura community's economy. The research method used is a narrative approach with interviews, observation, and documentation studies with narration with informants chosen by snowball sampling. The obtained data was then analyzed in three ways: data display, data transcription, and data verification. The study's findings indicate that The Gallery of Sukapura has the potential to become a community empowerment program that provides value and benefits because the concept was developed while protecting the existing ecosystem of flora and fauna, ensuring a balance between saving the earth and human development. According to the findings of this study, empowerment has the potential to become a pioneer of environmental protection, a vehicle for education-recreation, and a means of increasing the community's economy.

Abstract

The concept of halal tourism for the Provincial Government of West Nusa Tenggara is to increase cultural values ​​with an Islamic identity, which is considered  a manifestation of local wisdom. The Mandalika Special Economic Zone is a popular tourist site that attracts both domestic and international visitors. The establishment of the Mandalika circuit, designed to facilitate the hosting of the MotoGP race as a globally renowned event, is expected to significantly enhance international tourism by attracting a larger number of foreign visitors. As a result of this competition, it is expected that a significant number of hotels and restaurants will be constructed in the vicinity. Nevertheless, it is important to note that the establishment in question offers not only halal food and beverages, but also non-halal options. The primary objective of this study is to investigate the strategies for the successful implementation of Halal Tourism inside the Mandalika Special Economic Zone, located in the Central Lombok Regency. The approach that researchers employed in this study is qualitative. The data collection techniques used are interviews, observation, and documentation. The results of the research show that halal tourism standards are still ambiguous, so there are still many people who do not understand the standards themselves. This is due to the lack of socialization from related agencies or organizations, giving rise to misperceptions of the concept of halal tourism itself. The policies implemented by the provincial government have not been implemented optimally. This is evident from the halal team, which has not yet been formed by the Provincial Tourism Office. The state of the population in West Nusa Tenggara, particularly in Central Lombok Regency, is conducive to the implementation of the halal tourist concept. The Kuta Mandalika region offers a favorable environment for Muslim tourists, ensuring their comfort and convenience throughout their vacation.

Abstract

One source of regional income that has the potential to be developed  is the tourism sector. Currently, the central government is also focusing on promoting tourism  as a potential source of economic growth. When the regions do this, it will become a synergy with central policy. National and regional economic development through tourism is believed  to contribute to income. This research uses a descriptive qualitative research method with three main studies namely library research, field studies and documentation research with 5 (five) informants, namely sub-district heads, village heads, traditional leaders and administrators, business actors, and The community at the destination. The Results where the destination has no significant impact on regional revenue from this sector. As if it read only hotels and restaurants contribute to local revenue. Therefore, this conclusion is unfair. Therefore, each region is required to be able to explore and manage its tourism potential as a  source of income to finance regional expenditures. Sambas Regency as one of the regencies in  West Kalimantan Province; has potential tourism resources that are known not only for the  beauty and uniqueness of nature, but also for fame as a beautiful area at the end of the country.  The conclusion isThe local government of Sambas Regency is still unable to catch them opportunities to attract PAD from tourist activities because until recently, these opportunities were missed never realized.

Abstract

The 2019 election has captured the interest of the majority of Indonesians, particularly the dynamics and escalation of the presidential contest, in which supporters criticize each other's presidential candidates. The political symptoms that were plainly obvious, especially during the pre-campaign period, were the strengthening of political propaganda such as identity politics, particularly those related to religion. Arif Hamid Rahman, a Gerindra party cadre as well as a Persis cadre who ran for the West Java Provincial DPRD election in 2019, used community and youth organizations as tools in his success. This study was conducted in West Java Electoral District 1, specifically the cities of Bandung and Cimahi, with the goal of determining how Arif Hamid Rahman's campaign strategy to the Persis organization worked. By employing a descriptive qualitative research method to explain the phenomenon of the campaign strategy implemented using Pawito's campaign strategy theory, which includes segmenting, positioning, branding, and media strategy, as well as deepening each data and source in the form of interviews with relevant informants, documents, and reports that have a correlation with the campaign strategy implemented by Arif Hamid Rahman to gain support from members of the public. According to the findings of this study, Arif Hamid Rahman carried out each stage of the campaign strategy dimensions in accordance with Pawito's theory.

Abstract

Nagari Tuo Pariangan Tourism Village is one of the tourism areas in Tanah Datar Regency which has been affected by the COVID-19 pandemic. Interestingly, in 2021-2022 it has managed to rise followed by several achievements, namely being in the ADWI 2022 Top 50 category, 1st Place for Developing Tourism Villages and obtaining 2 MURI Records, namely the First Tourism Village with Coffee-Scented Batik and the First Tourism Village with Batik Coloring Experience from Coffee Waste in the ADWI 2022 event. The purpose of this research is to find out how collaborative governance has been carried out so that the Nagari Tuo Pariangan Tourism Village has succeeded in reviving quickly which is studied using the Collaborative Governance Regime (CGR) theory from Emerson, Nabatchi, & Balogh (2012). This research uses a qualitative approach with a descriptive research type and is located in the Nagari Tuo Pariangan Tourism Village. The entire data was obtained through interviews with 17 informants, observations, and documentation which were analyzed using qualitative data analysis stages according to Miles and Huberman. The results of the study show that the dynamics of collaboration have not fully gone well because not all people understand that their area is a tourist destination. Nonetheless, other parties involved have carried out their roles and duties properly which have had an impact on increasing the number of tourist visits and some positive impacts felt by certain communities. The increase in the number of tourist visits must be balanced with the availability of homestays which are currently still limited and given that the majority of tourism revenue comes from guests staying overnight. This is a temporary adaptation which will later be used as a correction for the next collaboration. It can be concluded that collaborative governance in the development of the Nagari Tuo Pariangan Tourism Village has not fully run optimally.

Abstract

This research aims to determine which sub-districts that becomes the centers of economic growth in Bengkulu City, and how big is the interaction between the growth of the center sub-district economic and the sub-districts in the surrounding area. This research uses secondary data in 2021 sourced from BPS Bengkulu Province, BPS of Bengkulu city, along with journals and literature related to this research. The data analysis method that is used in this study is Scalogram Analysis by combining the Centrality Index and weighting techniques and Gravity Analysis. Scalogram analysis is used to determine the centers of economic growth in each sub-district based on the availability of public service facilities such as government facilities, economic facilities, and social facilities. Gravity analysis is used to find out how much interaction is between the sub-districts economic growth and the surrounding sub-districts (hinterland) by using the variable of population and the distance between the two regions. Based on the results of the research from the Scalogram Analysis and the centrality index that has been carried out, that the growth center in Bengkulu City is based on 30 service facilities, which is Bengkulu city with the highest total service facilities and centrality index. Based on the results of gravity analysis using population and distance variables of the central district of Central Bengkulu has the strongest interaction with Singaran Pati District as the surrounding area (hinterland).

Abstract

Gender inequality has not become a priority issue in Pekanbaru City. The percentage of gender mainstreaming that is included in the work programs and activities of regional apparatus organizations is only around 48%. BPS data shows an increasing trend of the Gender Development Index in 2021, namely 93.27 from 93.01 in 2020. But the Gender Empowerment Index in Pekanbaru City has actually decreased in 2021, namely 68.63 percent from 69.23 in 2020. Gender mainstreaming has become a strategy to reduce gender inequality for nearly ten years. However, this advocacy has not been able to integrate gender mainstreaming in every regional policy in Pekanbaru City. For this reason, this research will find advocacy struggles that occur by mapping the power and interests of stakeholders. This research is qualitative research by conducting interviews with 5 informants from related agencies and collecting secondary data. Then various data and information were analyzed using advocacy theory and Power-Interest Stakeholders according to Ackermann and Eden (2011). The results of the study show that the power and interests of stakeholders in implementing gender mainstreaming in Pekanbaru City are still low. This is evidenced by the fact that only a few DPOs have integrated gender equality into gender-responsive planning and budgeting.
