Abstract

The purpose of this research is to examine how the residents of Lubuk Terap, located in the Bandar Petalangan District of Pelalawan Regency, have used village funds to improve the village's infrastructure. Primary information was used for this study. Both quantitative and qualitative approaches were used to analyze the data in this study. Lubuk Terap is located in the Bandar Petalangan District of the Pelalawan Regency in Indonesia, and the analysis reveals that the village's simultaneous use of village funds has a significant impact on infrastructure development in the village. The R2 value, which represents the proportion of variance explained by the model, is 0.265, or 26.5%. This means that adjustments to how the village spends its money account for 26.5% of the observed changes in the development infrastructure of Lubuk Terap. Lubuk Terap village's development infrastructure has changed due to a combination of factors, only 26.5% of which are accounted for by the variables used in this analysis.

Abstract

This research is motivated by the existence of the Padang City Government policy on the management of fishing villages, which aims to optimize the arrangement of fishing villages, improve the fishermen's welfare, increase the effectiveness and efficiency of fishing village areas, and realize coordination, integrity, synchronization, and consistency between related parties in the management of fishing villages. If you look at the condition of fishermen in Padang City, especially in Pasie Nan Tigo Village, it is a step to carry out this policy so that the fishing community in this village can improve their welfare with the existence of this fishing village. The research was conducted using a descriptive type of qualitative method. Data was gathered through interviews with the chosen informants through a purposive sampling technique, supplemented by observation and documentation studies, and analyzed using Miles and Huberman's data analysis techniques. This study uses the theory of implementation according to Donald S. Van Meter and Carl E. Van Horn, which consists of six variables, namely policy standards and objectives, resources, inter-organizational communication and strengthening of implementing activities, characteristics of implementing agents, disposition of implementors, and the economic, social, and political environment. The results of this study show that the implementation of the Padang Mayor Regulation Number 38 of 2021 concerning the Management of Fishermen's Villages has been running but is not optimal yet. This can be seen in the budgetary resources that were been constrained during the COVID-19 pandemic and the inflation in the city of Padang. As well as the influence of the social, economic, and political environment on the implementation of policies. Therefore, the Padang City Fisheries and Food Service, as the leading sector, needs to maximize all resources and improve coordination and communication so that this policy can run optimally.

Abstract

Banyuwangi Regency refers to the tourism industry as its leading source of regional income, promoting its tourism destination icon: The Triangle of Diamond. In addition to being an icon, The District Medium-Term Development Plan of Banyuwangi 2016-2021 asserted the Triangle of Diamond as its major project in the Tourism Development Area (TDA). Mount Ijen Crater in Licin District is assigned as TDA I, Plengkung Beach in Tegaldlimo District is designated as TDA II, and Sukamade Beach in Pesanggaran Subdistrict is registered as TDA III. It is expected that tourism is well-developed in rural areas and may increase the prosperity of its people. The analysis of the interactive model of Miles and Huberman (1992), we collected data, gave and recapitulated scores, and determined the final category as a tourist village. The results showed that Kemiren Village in area I, Kalipait Village in area II, and Sumberagung Village in area III are categorized as tourism villages. The three villages have corresponding advantages in cultural aspects, which can then be used to determine a tourism village development strategy. The area I involved the villages of Kemiren, Tamansari, and Kampunganyar. Area II involved Kedungasri, Kalipait, and Purwoagung villages. Area III involved the villages of Sarongan, Sumberagung, and Kedungwungu. Kemiren, Kalipait, and Sumberagung villages have the same advantages in cultural aspects, which can then be used to determine a tourism village development strategy.

Abstract

The earthquake that occurred in West Sulawesi on January 15 2021 centered 7 km northeast of Majene certainly had an impact on the Majene community, including parts of the Mamuju area and some of the affected Mamasa. Apart from natural disasters, the existence of the Covid 19 virus as a non-natural disaster has had an impact on the people's economy. The research method used in this study is descriptive qualitative using interviews and direct observation at the Maritime Affairs and Fisheries Office of Majene Regency. Majene, which has a coastline of ± 125 km2, makes its people work a lot as fishermen, but in the midst of the disasters (both natural and non-natural) that occur, of course, it has an impact on the people's economy so that it forces local governments, especially the Maritime Affairs and Fisheries Service to innovate so that people can survive in the midst of disaster that befell. This innovation starts with recousing funds/budgets, increasing the yield of fish ponds, working with the private sector in increasing the productivity of skipjack tuna.

Abstract

Development is a social reality that is directly related to community activities and all its social aspects, including actions, behaviors, perceptions, social interactions, and the social structure of society within them. In this context, women are part of a social structure that has strategic roles and functions, so involving them in the development process is a must. The purpose of conducting this research is to find out the participation of women in achieving the target of Sustainable Development Goals in Sermong Village, Taliwang District, West Sumbawa Regency in 2021, the research method in this study is a qualitative approach using observation, interview and documentation data collection methods, data analysis methods using data collection , data reduction, data presentation and conclusion. The results of this study are the target of Sustainable Development Goals implemented in Sermong Village in 2021, namely Village Without Poverty, where women participate in the thinking stage and planning stage, in the thinking stage women participate in giving aspirations to participate in the management of Sustainable Development Goals volunteers, and at the planning stage women participate in management to collect population data to design targets for the Sustainable Development Goals in 2021. Women's involvement is quite good in achieving the Sustainable Development Goals targets in Sermong Village in 2021 because 17 of the volunteer members of the Sustainable Development Goals 5 are women

Abstract

One of the main problems caused by Covid-19 is the problem of communication, especially in controlling so that the virus does not spread quickly. The regional government of Batubara Regency, North Sumatra Province, is required to be able to make top-down policy adjustments from the central government to policies issued by the regional government in order to overcome the spread of the virus. The problem is the amount of information circulating in the community which makes it difficult to optimally handle Covid-19 in an area. Apart from disinformation about Covid-19 and vaccines, changes to Methode's policy were made by the government to anticipate the spread of the virus. This means that in a crisis situation like this the role of Public Relations from the Regional Government is very important in providing accurate and reliable information in order to gain public trust. This research is qualitative research with descriptive analysis. The purpose of this study is to explain the Crisis Communication of the Batubara District Government in Socializing Public Services During the Covid-19 Pandemic. The results of this study explain the Challenges of Handling Hoaxes in a Pandemic. The conclusion of this study explains the Sense of Crisis in conveying Information and Dissemination of Information regarding the spread of Covid-19. This research is the result of original research conducted by researchers in 2022.

Abstract

The policy enacted by the Garut local government under Regulation Number 12 of 2015, which pertains to the maintenance of order, cleanliness, and aesthetic appeal, as well as the construction of street vendor buildings 1 and 2, has been deemed ineffective in addressing the issues faced by street vendors in Garut. The persistence of street vendors in conducting sales activities within the red zone, despite the availability of designated facilities, is the underlying cause of this phenomenon. This suggests a lack of success in the process of formulating policies. This study aims to investigate the phases of policy formulation through the lens of political communication, drawing on Anderson and Sydney's theoretical framework of public policy. Specifically, the research will analyze the communication patterns that emerge during the formulation stage. The present investigation employs qualitative research methodologies, including literature reviews and observation techniques. The findings of the study indicate that the communication strategy employed in the development of this policy does not accurately reflect the requirements of the populace. The observed pattern can be attributed to the exclusion of street vendor unions from the formulation phase of the policy, with their involvement being limited to the implementation stage. This phenomenon engenders a deficiency in the perception of ownership of the policy among street vendors, thereby impeding their compliance and engendering a sense of disadvantage stemming from the policy's existence.

Abstract

The political contest that PKS participated in got good results in West Java. Maintaining constituents is the first step in winning political contestation. Instagram is one of the social media that is widely used by the people of Indonesia, it can be a forum for PKS in carrying out its political communication strategy. The research was conducted using a qualitative case study method, with interview data collection techniques through primary and secondary data sources. The results of this study are that the political communication strategy that has been carried out by the West Java DPW PKS using social media Instagram is quite structured. Be it in terms of resources or workflow. The use of Instagram social media DPW PKS West Java is under the responsibility of the public relations division, below which it is divided into several deputies. Messages conveyed on Instagram can be in the form of pictures or videos, in substance they can be in the form of socio-political issues that are currently developing in society or publication of party agendas. In creating content on Instagram, there are several paths. Kesimpulan The conclusion of this study is that Instagram content is tailored to the target segmentation, namely young people. The evaluation was carried out by the West Java PKS DPW by conducting a manual report. PKS national public relations evaluation has an event called PR Summit.

Abstract

The momentum formation of a new status in the staffing structure in Indonesia raises pro and contra, especially for the teaching profession. This is not surprising because it is accompanied by the discourse of eliminating the existence of honorary workers in November 2023. Even though until now the number of honorary workers has dominated compared to the ASN. This study aims to analyze the procurement of PPPK teachers carried out in Lumajang regency using the Institutional Analysis and Development (IAD) point of view. In this case it will be seen how the agenda is designed to attract as many teachers as possible. Methode Using a case study qualitative research method with data collection techniques through interviews and documentation.  The results of the study show that PPPK procurement in Lumajang is running quite well. Succesfully implementing a Merit System so that the selected teachers are truly highly qualified and competent in their fields. It can be concluded the procurement of PPPK teachers has a structured and more objective implementation plan. However, there are still some things that needed improvement such as available formations and affirmation policies.

Abstract

This study aims to analyze the creative city management system and the factors that influence the development of creative cities. This study uses mixed methods to develop, produce, and test product validity at the top level of management. This research involved 52 respondents consisting of academics, businessmen, government officials, media, and aggregators as multistakeholder representatives (Hexa-Helix) in Padang. Measurement analysis study using PLS-SEM with STATA. The results of the study show that Padang has the potential to develop through optimizing a sustainable, environmentally-based, creative city management system. The goodness of fit test shows a R-squared of 0.972, and it can be said that the model is very good because it fulfills the good fit model indicator with a value close to 1 based on the SEM parameters. The conclusion is that creative cities are influenced by human resources in multi-stakeholder synergy and human resources (HR) formed with the hexa helix can influence the development of creative cities.
