Abstract

The main purpose of this study was conducted to develop a comprehensive Higher Education Service Quality Measure [HESQM] that used to evaluate Ethiopian higher education service quality. To serve this purpose, the existing generic service quality models and models designed for higher education sectors were thoroughly reviewed. Through an extensive review, a comprehensive HESQM was developed. The content validity and reliability of the instrument was checked. The content validation of the instrument was judged by five experienced experts who selected from Arba Minch University. The experts’ judgment in each item was quantitatively calculated using Item-Level Content Validity Index [I-CVI] and Scale-Level Content Validity Index [S-CVI]. The pilot study was conducted on twenty Graduating Class [GC] students who purposefully selected from the different departments of Arba Minch University to further analyze the reliability of the instrument. The internal consistency of the instrument was checked via Cronbach’s alpha coefficient 0.5 using SPSS v.20. Both content validation and reliability analysis results confirm that the instrument was valid and internally consistent. The new comprehensive HESQM has seven main and nine sub dimensions and included a total of 118 items. The present HESQM is a comprehensive model to measure Ethiopian higher education service quality. Since using a single model unable to fully explain the Ethiopian higher education service quality, the new comprehensive model has better explaining Ethiopian higher education service quality. However, further studies should be conducted using Exploratory Factory Analysis [EFA] to strengthen the present findings.

Abstract

This qualitative research presents reflections on conflict and the results of peace in an Aceh region that is included in the unitary state of the Republic of Indonesia The decades-old conflict is an ideological dispute fought by the Free Aceh Movement (GAM) to grow its own autonomous and free state from the Indonesian government. Several parties were initially pessimistic about realizing peace but strengthened again after the 2004 earthquake and tsunami. The Helsinki MoU was not just the result of a long war but due of natural disasters causing the international world to put pressure on the parties so that they finally agreed to make peace. The Government of Indonesia provides a special autonomy legal instrument that is strengthened in the Aceh government law (UUPA) to keep Aceh firmly in a unitary state. The impact of the Helsinki MoU has not been fully on the side of justice in terms of the development of people's welfare. The reality is that political reintegration through local political parties has been able to change the paradigm of GAM fighters to the path of democracy but the local government that exists has not been able to change the situation and change significantly. First, it is believed that the result has not been fully implemented by the UUPA because it is not following the clauses in the Helsinki MoU. Second, some regulations that should be completed by the Indonesian government as a commitment to carrying out peace have not been implemented. This situation could ultimately result in the delegitimization of sustainable peace. This anxiety should be observed so that Aceh as a citizen of the world community can grow and develop well in the future.

The basic form of the VAR model used treats all variables symmetrically regardless of the dependent variable or the independent variable. In this study using five variables. The variables used are the exchange rate (RER), exports (X), imports (M), investment (I) and economic growth (GDP). The results of the study concluded that there was a one-way relationship between exchange rate variables, exports and imports to economic growth. There is a two-way relationship in the exchange rate variable affecting exports and imports. While there is no significant relationship between the investment variable and economic growth and the exchange rate shock is responded negatively by economic growth at the beginning of the period, besides that the export shock is responded positively at the beginning of the period and the import shock is responded positively at the beginning of the period and the investment shock is responded positively by economic growth in first period.

Abstract

The success of fishing is influenced by several factors, namely knowledge about the fishing ground, fish behavior, fishing methods and techniques, and the fishing gear used. Gill nets (gill nets) are environmentally friendly fishing gear, protect marine habitats, and can be developed as fishing gear on a commercial scale. However, not all fishermen can make gill nets. Service activities are carried out aiming to provide education to fishermen in the form of activities to design, assemble, operate surface gill nets. Community service activities were carried out in Kampung Jawa, Banda Sakti District, North Aceh Regency using the Focus Group Discussion (FGD) method and demonstrations. Gillnet has good prospects to be developed as a commercial fishing gear because raw materials are easy to obtain and can be used independently or in groups. This community service activity shows a success rate of 96%, this is shown by the ability of coastal fishermen to easily make GillNet and to do it in groups. Every stage of community service activities can be followed properly, even fishermen hope that this activity can be continued by making other fishing gear. Through this activity, it is hoped that fishermen will have the knowledge, skills and attitudes in running capture fisheries entrepreneurship, especially gill nets, considering that gill net fishing gear has a great opportunity to be developed in the coastal area of Lhokseumawe City.

Abstract

Project construction is a series of activities that must be completed in accordance with a project contract and also at a pre-agreed cost. The important point for project completion is the accuracy in accordance with the estimate, the use of costs according to the budget while maintaining quality. However, project implementation often encountered obstacles so that the completion time stalled. The impact of late completion of this project is not only in terms of time, but has an impact on the use of costs which ultimately erodes the profit margin of a project. This is what is being faced in the Lau Simeme Dam Development Project which is an Operational Cooperation (KSO) between PT Wijaya Karya (Persero) and PT Bumi Karsa. This project costs Rp. 733 billion which began on December 22, 2017 and is estimated to be completed on April 7, 2022. The research data was taken as of December 2020, where according to the plan the project should have been completed 52.90%, but in fact it was only 13.92% completed. Based on this phenomenon, researchers conducted a research in order to solve the problem of delays and budget waste using the Earned Value Analysis approach. The results showed that there was a delay in project construction resulting in a setback in project completion with an estimated addition ( Estimated Completion Date) of 1,294 days. Due to the delay in project completion, there was an additional cost of 1.760 billion or in other words, the project cost was Rp. 665 billion while the RAB is only 663 billion. This cut the previously planned margin of 70.051 billion to 68.290 billion. In order to overcome delays in project completion, it can be done by holding work shifts,

Abstract

In Indonesia, the limitation of power has been implemented in the constitution which regulates the term of office of the President and Vice President. The limitation of the President's term of office is an attempt to prevent the incumbent from continuing in power which is the reason for absolute power. There are no regulations that apply to DPR members. There is no provision which states that a candidate for members of the Legislative Body who has served as a member of the Legislative Body for 2 (two) terms cannot return to serve as President. The large number of board members who are caught in corruption cases has created a negative public perception. Indonesia adheres to the principle of democracy or people's sovereignty which guarantees citizen participation in the decision-making process within the state so that many laws and regulations that are implemented and enforced represent the realization of justice and legal certainty.
