Abstract This study aims to evaluate local government policies on waste management in North Morowali Regency based on William N. Dunn's (1994) policy evaluation theory, which includes four main indicators: effectiveness, efficiency, responsiveness, and policy accuracy. The research method used is a descriptive qualitative approach with data collection through in-depth interviews, observations, and reviews of regional policy documents. The results of the study indicate that waste management policies in North Morowali have not been fully effective in achieving the goals of waste reduction and handling, mainly due to limited facilities, minimal processing innovation, and low community participation. In terms of efficiency, budget use is still dominated by operational activities, while allocations for the development of 3R-based programs are still low. The responsiveness aspect is also weak due to the lack of community involvement in policy planning and implementation, while policy accuracy has not fully adopted the principles of a circular economy oriented towards sustainability. These findings indicate that waste management policies in North Morowali are still conventional and have not been able to optimally integrate social, economic, and environmental dimensions. Therefore, improvements to policies based on good environmental governance are needed through increased institutional capacity, multi-stakeholder collaboration, and strengthening community participation in sustainable waste management.

Healthcare professionals face unique psychological and organizational challenges that significantly affect their performance and well-being. This study aims to analyze the influence of job stress, social support, and work–life balance on the performance of healthcare workers through a comprehensive literature-based approach. Using a systematic review of relevant journal articles published between 2015 and 2025, this study synthesizes theoretical and empirical findings from reputable academic databases such as Google Scholar, ScienceDirect, and SpringerLink. The results reveal that job stress has a detrimental effect on healthcare workers’ performance, leading to emotional exhaustion, reduced concentration, and decreased service quality. In contrast, social support serves as a crucial protective factor that mitigates the negative impact of stress by fostering teamwork, motivation, and resilience. Moreover, a balanced work–life relationship enhances job satisfaction, psychological well-being, and organizational commitment, which collectively improve performance outcomes. Integrating these findings through the Job Demands–Resources (JD-R) Model indicates that while job stress functions as a demand that depletes energy, social support and work–life balance serve as resources that replenish it. The study concludes that healthcare institutions must adopt holistic strategies to reduce occupational stress and strengthen support systems, promoting both employee well-being and sustainable performance.

A systematic review is therefore needed to consolidate existing evidence and identify the dominant factors influencing nurses’ performance in Indonesian hospitals. This study employed a systematic review approach by screening 15 national empirical journals published between 2020 and 2025. The inclusion criteria focused on studies discussing nurse performance in hospital settings, written in Indonesian or English, and employing quantitative or qualitative methods. Data were analyzed thematically, focusing on three main dimensions: individual, organizational, and external factors. The findings indicate that nurse performance in Indonesian hospitals is influenced by multiple interrelated dimensions. Individual factors include motivation, competence, emotional intelligence, and psychological well-being, which directly affect job outcomes. Organizational factors such as leadership style, workload distribution, supervision, reward systems, and work environment play a dominant role in shaping performance consistency and job satisfaction. Meanwhile, external or environmental factors including health policies, technological advancements, and societal expectations act as contextual determinants that either support or hinder performance improvement. The synthesis underscores the interdependence of personal, institutional, and systemic elements in achieving optimal nurse performance. Nurse performance in Indonesia is a multidimensional construct influenced by the synergy between individual capacity, organizational management, and external healthcare systems

This study aims to explain the quality of service, medical facilities, patient satisfaction, and patient loyalty at Pulang Pisau Regional General Hospital, Central Kalimantan, and to analyze the direct and indirect influence of service quality and medical facilities on patient satisfaction and their implications for patient loyalty. This research employed a descriptive method to map the condition of each variable and a verificative method with a quantitative approach to test research hypotheses. The findings indicate that service quality and medical facilities are categorized as good and statistically have a positive and significant influence on patient satisfaction. Partially, service quality and medical facilities significantly improve patient satisfaction, while simultaneous testing shows a synergistic interaction of both variables in predicting satisfaction. The direct path analysis reveals that only medical facilities have a significant direct effect on loyalty, while service quality requires mediation. Furthermore, the mediation analysis shows that patient satisfaction facilitates the transmission of positive effects from both variables toward loyalty, making satisfaction a bridging variable that strengthens the relationship between service quality, medical facilities, and patient loyalty. These findings indicate that patient satisfaction functions as a crucial and fundamental mediator that consolidates the contributions of service quality and medical facilities in building sustainable patient loyalty.

Hospital Management Information System (SIMRS) and to reinforce work motivation in order to enhance organizational productivity through employee performance at Pulang Pisau General Hospital. The primary objective is to examine the influence of SIMRS implementation and work motivation on work productivity, with employee performance serving as a mediating variable. Employing a descriptive and verificative method with a quantitative approach, data were collected through questionnaires and observations, and subsequently analyzed using path analysis. The results indicate that SIMRS implementation, work motivation, employee performance, and work productivity are generally categorized as satisfactory. Both individually and collectively, SIMRS implementation and work motivation exert a positive and significant effect on employee performance. Furthermore, employee performance demonstrates a positive and significant influence on work productivity. SIMRS implementation exerts a direct, positive, and significant effect on productivity, while the direct effect of work motivation on productivity, although positive, is statistically insignificant. However, both SIMRS implementation and work motivation exert significant indirect effects on productivity through employee performance. Overall, the findings underscore that enhancing work productivity within hospital organizations is highly contingent upon the effectiveness of well-managed information systems, the consistency of work motivation, and the professionalism of employee performance. The integration of these three factors establishes a conducive work environment that supports organizational achievement and advances the quality of healthcare services.

People's Economic Banks (BPR) have a strategic role in supporting the local economy through financial intermediation, particularly in the Micro, Small, and Medium Enterprises (MSMEs) sector. This study aims to analyze the effect of Non-Performing Loans (NPL), Capital Adequacy Ratio (CAR), Loan to Deposit Ratio (LDR), and Firm Size on Return on Assets (ROA) in Private BPRs and Regional Government BPRs in Indonesia. The research method used is quantitative with a multiple regression approach, using secondary data from the annual financial reports of Private BPRs and Regional Government BPRs for the 2019-2024 period. Sample selection was carried out using a stratified random sampling method based on data published by the Financial Services Authority (OJK). From the total population, 92 Private BPRs and 92 Regional BPRs were obtained with a total of 1100 initial observations. Then outlier trimming was performed to increase validity, resulting in 302 observations of Private BPRs and 488 observations of Regional BPRs for analysis. Data processing was carried out using SPSS software version 26.0 The results of the study indicate that in Private BPRs, the NPL variable has a significant negative effect on ROA, CAR has a significant positive effect on ROA, LDR has a significant positive effect on ROA, while Firm Size has no significant effect on ROA. In Regional BPRs, the results show that NPL has a significant negative effect on ROA, CAR has a significant positive effect on ROA, LDR has no significant effect on ROA, while Firm Size has a significant positive effect on ROA. The coefficient of determination (Adjusted R²) is 0.209 or 20.4% for Private BPRs and for Regional BPRs it is 0.204 or 20.4%, the independent variables are able to explain variations in ROA. The implications of this study emphasize the importance of controlling non-performing loans (NPLs), strengthening capital (CAR), and effectively channeling quality credit (LDR) in improving the financial performance of rural banks (BPR). Furthermore, asset scale management (firm size) needs to be optimized, particularly in regional BPRs, to contribute more significantly to increased profitability. This study provides theoretical contributions to the banking literature on factors influencing BPR profitability and provides practical input for bank management and regulators in formulating regional banking policies.

This study aims to analyze the implementation of industrial relations policies at PT. Yuliani Amanah Construction in Petasia Timur District, North Morowali Regency, using Grindle's (1980) policy implementation theory approach, which emphasizes two main dimensions: content of policy and context of implementation. This study uses a qualitative method with a case study approach. Data were collected through in-depth interviews with key informants consisting of company management, employees, and representatives from the North Morowali Manpower and Transmigration Office. The research results show that in terms of the content of policy, industrial relations policy implementation has not been optimal due to limited resources, poor understanding among policy implementers at the company level, and weak fulfillment of workers' rights, such as minimum wages, occupational safety (K3) standards, and labor dispute resolution mechanisms. Meanwhile, in terms of the context of implementation, power factors, economic interests, and regional socio-economic stability significantly influence policy implementation. Local governments place greater emphasis on investment stability than on firm enforcement of labor laws. These findings reinforce Grindle's (1980) view that the effectiveness of policy implementation in developing countries depends heavily on the interaction between the policy's substance and the sociopolitical context in which it is implemented. This study recommends strengthening the institutional capacity of labor inspectors, increasing company management awareness of regulatory compliance, and establishing a tripartite dialogue forum between the government, companies, and workers to create harmonious and equitable industrial relations.
