Abstract

In the competitive supply chain era, PT X as a 3PL faces warehouse inefficiencies at WH-3, with fluctuating tyre inbound causing overcapacity, pallet pile-ups, and disrupted material flows. This study aims to classify dominant wastes using VSM and PAM, design a lean warehousing future state to eliminate wastes, and enhance warehouse productivity. It employs a quantitative descriptive method, with population as all WH-3 warehousing activities (inbound, inventory, outbound domestic/export) and purposive sampling of 32 work units from 50-100 observations (August-November 2025). Instruments include structured observation guidelines; analysis techniques encompass adequacy/uniformity tests, performance rating, standard time calculation, VSM, PAM, and fishbone diagrams. Results reveal dominant wastes: waiting (25%) and transportation (19%), mainly in export outbound, reducing lead time from 145 to 52 minutes and boosting PCE from 68% to 89% via future state design. In conclusion, lean warehousing integration effectively minimizes wastes and sustains 3PL competitiveness, recommending phased digitalization and layout zoning implementation.

Abstract

The digitalization of public administration has encouraged changes in the management of local government protocol services, yet the adaptation process often encounters structural and cultural challenges within the bureaucracy. This article aims to analyze bureaucratic capacity in adapting digital systems in local government protocol services. The study employs a qualitative approach using a literature review method by examining scientific articles, books, and policy documents relevant to digital transformation, bureaucratic capacity, and public service management. The analysis focuses on identifying key factors that influence the ability of bureaucratic institutions to respond effectively to digital change. The results indicate that bureaucratic capacity is shaped by the quality of human resources, institutional commitment, leadership orientation, organizational culture, and the availability of technological infrastructure. Limited technical competence, resistance to organizational change, weak coordination among organizational units, and insufficient capacity-building programs emerge as major constraints in the adaptation process. These conditions affect the effectiveness and consistency of digital-based protocol services. The study concludes that the success of digital adaptation in protocol services is not solely determined by technological adoption, but also by the strengthening of bureaucratic capacity through sustainable institutional development and cultural transformation. This article provides a conceptual contribution for local governments in designing strategies to enhance bureaucratic readiness in managing digital-based protocol services.

Abstract

This study examines the role of apparatus mutation as an instrument of public sector human resource management in improving local government performance. The issue of mutation in regional bureaucracy is often associated with administrative routines and political considerations, while its strategic function in strengthening organizational performance has not been optimally explored. This study aims to analyze how mutation mechanisms contribute to improving government performance from a conceptual and managerial perspective. The research employs a qualitative approach using a literature review method by analyzing scientific articles, academic books, and policy documents published within the last ten years. Data analysis was conducted through thematic analysis and critical synthesis of relevant literature related to public human resource management, bureaucratic reform, and government performance. The results of the study indicate that apparatus mutation can function as a strategic human resource management instrument when implemented based on competence, performance evaluation, and organizational needs. Properly managed mutations are able to enhance employee motivation, improve job–person fit, and strengthen bureaucratic professionalism, which in turn supports better government performance. Conversely, non-transparent and non-merit-based mutation practices tend to weaken organizational effectiveness and reduce public trust. This study concludes that apparatus mutation should be positioned as a strategic managerial policy rather than merely an administrative procedure. Strengthening merit-based systems and institutional commitment is essential to ensure that mutation policies contribute positively to local government performance.

Abstract

The Ngayu-Ayu tradition in Sembalun Village is one of the oldest agrarian rituals in Sasak culture, performed every three years as an expression of gratitude for the fertility of the land, a ward off disaster, and a restoration of harmony between humans and nature. This study aims to examine how elements of art, symbolism, and sacredness work together to shape the collective aesthetic experience of this ritual. Using an interpretive qualitative approach that combines ethnography, aesthetic phenomenology, and semiotic analysis, this study collected data through participant observation, in-depth interviews, and visual and material documentation. The theoretical framework employed encompasses the aesthetics of Baumgarten, Kant, Hegel, Eastern aesthetics, and Merleau-Ponty's theory of the phenomenology of the body. The analysis reveals that the aesthetic structure of Ngayu-Ayu is formed through four main domains. First, visual aesthetics is evident in the composition of offerings, the use of organic materials, and the arrangement of colors and shapes that create sensory harmony and represent an agrarian cosmology. Second, performative aesthetics are manifested through ritual movements, gendang beleq music, and collective rhythms that create a shared bodily experience and strengthen social cohesion. Third, the ritual's symbolic structure demonstrates the interaction of icons, indices, and symbols that negotiate the relationship between humans, nature, and ancestors. Fourth, the sacred dimension is present through the experience of the sublime and the principle of cosmic harmony, linking aesthetic values with ecological ethics. This study concludes that Ngayu-Ayu is a living art that combines aesthetic expression, symbolic meaning, and ecological spirituality. This ritual functions as a cultural mechanism that maintains the continuity of identity, community morality, and the sacred relationship between humans and nature. This study contributes to the development of Nusantara aesthetic studies and offers an alternative perspective in understanding ritual art as a practice of knowledge and cultural resilience.

Abstract

Early marriage among adolescent males in Indonesia, particularly in rural areas like Kolongan Village, Talawaan District, disrupts identity formation and psychological adjustment, yet studies predominantly focus on females. This research aims to explore the self-acceptance process using the Kubler-Ross model. Employing a qualitative phenomenological approach, data were gathered from two purposively selected adolescent male participants and six supporting informants via in-depth interviews, observations, and documentation. Analysis followed Miles and Huberman's interactive model with triangulation for validity. Findings reveal a dynamic, non-linear progression through denial, anger, bargaining, depression, and acceptance stages, distinguished by males' externalized expressions like responsibility avoidance and aggression. In conclusion, adolescent males demonstrate adaptive capacity to embrace family roles despite initial resistance, informing targeted psychological interventions.

Abstract

This article aims to analyze the relationship between national protocol regulations and local culture-based protocol practices through a qualitative literature review approach. National protocol regulations, particularly Law of the Republic of Indonesia Number 9 of 2010 on Protocol, serve as formal guidelines for the organization of seating arrangements, ceremonial procedures, and forms of official respect in state and governmental events. However, in practice, the implementation of these regulations often interacts with deeply rooted local cultural values within traditional institutions and social structures. This study employs a qualitative literature review method by examining scholarly articles, books, and policy documents published within the last five years. A thematic analysis is applied to identify patterns of integration, adaptation, and potential tensions between formal legal norms and culture-based protocol practices. The findings indicate that national protocol regulations allow a degree of flexibility in their implementation, enabling contextual adaptation to local cultural practices as long as they do not conflict with legal principles and state interests. This study highlights the importance of a contextual approach to protocol implementation in order to maintain a balance between administrative order and the preservation of local cultural values.

Abstract

The inactivity of cooperatives constitutes a significant legal issue, particularly in relation to the accountability of cooperative management. Although an inactive cooperative no longer conducts business activities, it legally remains a corporate entity as long as its dissolution has not been formally executed in accordance with statutory provisions. This condition creates legal uncertainty, as cooperatives are expected to continuously perform their economic and social functions. This study aims to analyze the legal implications of cooperative inactivity on the liability of cooperative managers and to examine the role of the Department of Trade and Cooperatives for Micro, Small, and Medium Enterprises (MSMEs) in Labuhanbatu Utara Regency in supervising and fostering inactive cooperatives. The research employs a normative juridical method supported by empirical data, obtained through document analysis and interviews, and analyzed qualitatively. The findings indicate that the inactive status of a cooperative does not eliminate the legal and civil liability of its management. Cooperative managers remain responsible for the management and administration of the cooperative as stipulated in Articles 31 and 34 of Law Number 25 of 1992 on Cooperatives, particularly when losses arise due to negligence or intentional misconduct. Furthermore, the Department of Trade and Cooperatives for MSMEs plays a strategic role through guidance, supervision, governance assistance, capacity building for managers, and periodic monitoring and evaluation. These efforts aim to encourage cooperative revitalization or, where necessary, lawful dissolution to ensure legal certainty, protect members and third parties, and promote sustainable cooperative development.

Abstract

Artificial Intelligence (AI) adoption in Customer Relationship Management (CRM) has transformed customer engagement paradigms globally, yet organizational implementation paradoxes persist. This systematic literature review synthesized state-of-the-art knowledge on AI-CRM applications through qualitative content analysis of peer-reviewed articles published between 2021-2025 using PRISMA 2020 guidelines. The study employed purposive sampling across six major academic databases (Scopus, Web of Science, ProQuest, Google Scholar, SSRN, and local Indonesian repositories), with hybrid coding approach integrating deductive-inductive methods. An estimated 50-100 studies were projected for inclusion from 1,500-2,500 initial records. Results identified five primary mechanisms through which AI-CRM enhances business effectiveness: personalized customer experiences, real-time decision-making, enhanced service efficiency, improved customer segmentation, and proactive churn management. Organizations implementing AI-CRM report 29% average sales increases and ROI reaching 245%, yet 70% report unachieved direct performance benefits. Conclusions indicate that success depends predominantly on organizational factors, data governance, and ethical considerations rather than technology capabilities alone. Recommendations emphasize holistic implementation approaches integrating robust change management, ethical AI frameworks, and capability building, particularly crucial for Indonesia's SME-dominant context.

Abstract

Indonesia faces a financial inclusion-literacy paradox, with 80% inclusion versus 66% literacy per 2025 OJK SNLIK data, amid rapid FinTech growth including digital pawn services for micro-entrepreneurs. This study aims to examine financial literacy's mediating role between digital pawn service adoption and financial inclusion outcomes in emerging markets. Employing Systematic Literature Review (SLR) methodology per PRISMA 2020 guidelines, the population comprises peer-reviewed articles, proceedings, and grey literature (2021-2025) from Google Scholar, Scopus, and Web of Science, focusing on Indonesia/Southeast Asia. From initial searches, 45 studies were included after title/abstract screening, full-text review, and quality appraisal using quantitative/qualitative checklists. Data extraction covered study characteristics, findings, and effect sizes; thematic analysis and narrative synthesis via directed content analysis assessed mediation pathways. Results reveal financial literacy significantly mediates this relationship (indirect effect β=0.30, p<0.001 via SEM-PLS), amplifying direct adoption benefits like cost reduction (15-25%) and 31-38% higher account ownership, though trust deficits and regulatory gaps persist. In conclusion, policymakers must integrate literacy modules into platforms for sustainable inclusion, prioritizing OJK-led partnerships.
