Abstract

This study aims to analyze the development of carbon trading policies in Indonesia, identify changes in regulatory substance, and assess the opportunities and challenges of their implementation in supporting the achievement of NDC targets and green economic development. The study uses a qualitative approach with a content analysis method on various policy documents including the 2015 Paris Agreement, Law Number 16 of 2016, Presidential Regulation Number 98 of 2021, Presidential Regulation Number 110 of 2025, Regulation of the Minister of Environment and Forestry Number 21 of 2022, and other supporting regulations. The analysis is conducted through identification, categorization, and interpretation of policy substances related to carbon trading mechanisms, institutional governance, the carbon registry system, and greenhouse gas emission control. The results show that Presidential Regulation Number 110 of 2025 brings significant changes compared to previous regulations by expanding the scope of carbon economic value instruments, strengthening the Carbon Unit Registry System (SRUK), opening access to international carbon trading, and decentralizing authority to technical ministries. However, policy implementation still faces several challenges, including the readiness of the Measurement, Reporting, and Verification (MRV) system, inter-agency coordination, data transparency, and the potential for greenwashing. Therefore, strengthening derivative regulations, increasing institutional capacity, and establishing a more effective oversight system are necessary to ensure carbon trading can optimally contribute to achieving national climate targets and sustainable development.

Abstract

TikTok has emerged as a promising digital platform for supporting Arabic language learning by delivering concise, engaging, and easily accessible educational content. This study aims to analyze the characteristics and quality of TikTok content published on the @aflaharantz account as a medium for independent Arabic language learning and to explore Arabic Education students' perceptions of its use. A qualitative case study approach was employed. Data were collected through content observation, interviews with eight Arabic Education students, and documentation, then analyzed using an interactive model consisting of data reduction, data display, and conclusion drawing. The findings indicate that content focusing on communicative vocabulary, communicative expressions, and muḥādathah enhances learning motivation, enriches vocabulary, facilitates comprehension, and supports the development of maharah kalam (speaking skills). However, the short duration of TikTok videos limits the depth of content delivery. Therefore, the @aflaharantz account is considered an effective supplementary medium that provides an innovative, flexible, and relevant resource for independent Arabic language learning.

Abstract

The green transition is expected to reduce environmental burdens and widen social justice, yet these gains do not necessarily advance together. This study examines whether renewable-energy progress across ASEAN has been accompanied by comparable improvements in environmental conditions and gender equality. Using a comparative longitudinal design, country-level data from Our World in Data for 2016–2023 were analyzed in Python through Sen’s slope estimation, standardized directional trends, and cross-country trajectory mapping. The results reveal an asynchronous green transition, in which energy, environmental, and gender trajectories move at substantially different speeds. Malaysia demonstrates the most relatively aligned trajectory, whereas Cambodia, Indonesia, Laos, and Thailand record renewable-energy progress without comparable improvements in PM2.5 exposure. Gender inequality improves across the observed countries, but its pace varies considerably and does not consistently correspond with either renewable-energy growth or environmental improvement. These findings challenge the assumption that technological progress naturally translates into broader justice outcomes. This study conceptualizes such divergence as the green transition–justice gap: the distance between progress in energy transformation and its translation into environmental and gender-justice outcomes. The findings reposition law and institutions as critical mechanisms for connecting technological change with the distribution of environmental and social benefits. For ASEAN, the quality of green transition should therefore be judged not only by how rapidly energy systems become greener, but by how consistently that progress reduces environmental burdens and advances social justice.

Abstract

Grand Panorama Residence lies on the foothills of Mount Gede Pangrango and has hilly, undulating terrain that accelerates runoff toward lower roads and drainage channels. This study evaluates Nature-Based Solutions through Low Impact Development facilities modeled in EPA SWMM 5.2 to improve neighborhood drainage resilience. Model inputs included annual maximum daily rainfall from Cisalada Station for 2006–2025, drainage dimensions, elevations, and catchment characteristics. The model covered 2.13 ha and comprised 14 subcatchments, 40 junctions, 53 conduits, and 4 outfalls. Three scenarios were assessed: drainage without LID, drainage with combined LID, and drainage with LID plus storage. Performance indicators included runoff volume reduction, peak runoff reduction, flow velocity change, drainage load reduction, and storage attenuation. Total runoff volume decreased from 414.02 m³ to 237.73 m³ after LID implementation, equal to a 42.58% reduction. The combined LID system in subcatchments 4–6 achieved the highest runoff reduction at 75.33%. Bioretention, permeable pavement, and rain gardens reduced runoff by 41.48%, 25.46%, and 38.26%, respectively. Storage reduced peak discharge from 0.011 to 0.003 m³/s, corresponding to 72.73% attenuation. Combined LID and storage provided the most effective overall strategy.

Abstract

The rapid advancement of digital technologies has fundamentally transformed the nature of national defense, making cyber warfare one of the most critical challenges in contemporary security environments. This study aims to examine the strategic role of Human Resource Management (HRM) in strengthening national defense capabilities in the era of cyber warfare through a comprehensive literature review. A narrative literature review approach was employed by analyzing scholarly publications related to strategic human resource management, cybersecurity, defense management, organizational resilience, digital transformation, and artificial intelligence. The findings reveal that technological superiority alone is insufficient to ensure effective cyber defense. Instead, defense organizations require highly competent human resources equipped with technical expertise, strategic thinking, digital leadership, ethical awareness, adaptability, and continuous learning capabilities. The review also highlights the importance of integrating strategic workforce planning, competency development, knowledge management, human–AI collaboration, and organizational cyber resilience into defense human resource policies. Based on the synthesis of the reviewed literature, this study proposes the Adaptive Defense Human Resource Capability (ADHRC) Framework, which integrates five strategic dimensions: cyber competency, strategic digital leadership, human–AI collaboration, organizational cyber resilience, and continuous defense learning. The framework provides a conceptual foundation for strengthening defense workforce readiness and organizational adaptability in response to rapidly evolving cyber threats. This study contributes to the growing literature on Strategic Human Resource Management by emphasizing that human capital is a strategic asset capable of enhancing sustainable national defense capabilities in the digital era. Furthermore, the findings offer practical insights for policymakers and defense institutions in designing future-oriented human resource strategies that support long-term cyber resilience and national security.

Abstract

The financial innovation of Fintech PayLater provides digital transaction convenience but creates a legal imbalance that often harms business actors due to consumers' bad faith. There is a literature gap where current legal protection studies almost exclusively focus on consumer protection, ignoring the vulnerabilities of service providers in the digital ecosystem. This study aims to examine the legal protection for business actors in Fintech PayLater agreements based on Law Number 8 of 1999 concerning Consumer Protection (UUPK) and analyze its dispute resolution mechanisms in the event of a default. The method used is normative legal research with statutory and conceptual approaches. The results show that legal protection for business actors stems from the right to be protected from consumers acting in bad faith, manifested through the pacta sunt servanda principle in electronic contracts (click-wrap agreements) as long as business actors are transparent and comply with the prohibition of standard clauses. As a result, it is concluded that non-litigation dispute resolution through the Alternative Dispute Resolution Institution for the Financial Services Sector (LAPS SJK) is the most effective and efficient mechanism for small-value digital transactions compared to litigation.

Abstract

This study analyzes the role of the Jayapura City Election Supervisory Body (Bawaslu) in enforcing election law during the 2024 Legislative Election, particularly in handling alleged election crimes, and identifies the obstacles affecting its performance. The study employs normative legal research supported by an empirical approach. The normative analysis examines the statutory framework governing Bawaslu, election violations, and the handling of election crimes, while the empirical component examines implementation through observation, interviews, and document analysis. The findings indicate that Bawaslu Jayapura City performed its role through prevention, supervision, receipt and examination of reports and findings, violation handling, and coordination with the Integrated Law Enforcement Center (Gakkumdu). Five alleged criminal violations were identified from supervisory findings and public reports. Their handling was subject to formal and material verification, substantive assessment, and inter-agency coordination. The main obstacles were limited human resources, strict time limits, evidentiary difficulties, uneven public understanding of reporting procedures, and differences in legal interpretation. Strengthening institutional capacity, participatory supervision, evidence management, and Gakkumdu coordination is therefore necessary to improve election law enforcement.

Abstract

Banking transformation requires self-service channels that not only accelerate service delivery but are also easy to use, secure, and trusted by customers. This study examines the effects of ease of use and security of Digital Customer Service (DigiCS) on customer satisfaction, with trust as a mediating variable. Its contribution lies in testing a physical digital self-service channel rather than a mobile banking application among customers in BNI Regional Office Area 12. An associative quantitative design was applied to 150 respondents selected using accidental sampling. Data were collected through a four-point Likert questionnaire and analyzed using Partial Least Squares-Structural Equation Modeling with SmartPLS 4. Ease of use significantly affected satisfaction (β=0.284; p=0.006) and trust (β=0.368; p=0.003). Security significantly affected satisfaction (β=0.389; p=0.003) and trust (β=0.345; p=0.006). Trust exerted the strongest direct effect on satisfaction (β=0.428; p<0.001). It also partially mediated the effects of ease of use (β=0.157; p=0.032) and security (β=0.148; p=0.041) on satisfaction. The model explained 67.9% of the variance in satisfaction and demonstrated good predictive relevance (Q²=0.363). The findings indicate that improving DigiCS satisfaction requires the simultaneous management of usability, transaction security, system reliability, and customer trust.

Abstract

This study aims to analyze the forms of consumptive behavior and the factors influencing consumptive behavior among Sumbawanese female students pursuing higher education on Lombok Island, with particular attention to their experiences as migrant students and the role of social interaction. The study employed a qualitative approach with a descriptive design. Informants were selected purposively and consisted of nine Sumbawanese female students enrolled in higher education institutions on Lombok Island. Data were collected through in-depth interviews, observation, and documentation and analyzed using the interactive model of Miles, Huberman, and Saldaña, involving data condensation, data display, and conclusion drawing and verification. Data credibility was strengthened through source and technique triangulation. The findings indicate that consumptive behavior is not limited to purchasing unnecessary goods but also takes the form of trend-oriented consumption, lifestyle consumption, peer-mediated purchasing, spontaneous buying, and the use of digital payment services. Social media, peer conformity, transaction convenience, lifestyle, and economic conditions operate as interrelated factors. As migrant students, the participants negotiate consumption practices associated with their home culture with consumption patterns encountered in their university and residential environments. From a symbolic interactionist perspective, commodities and consumption activities acquire social meanings through interaction, allowing consumption to function as a mechanism of social adjustment and identity presentation. These findings highlight the importance of financial literacy, self-control, and media literacy in fostering more reflective and rational consumption practices among university students.

Abstract

The study titled "A Legal Analysis of Jayapura–Vanimo Transportation in Facilitating Traditional Trade" aims to understand and explain the legal regulations governing cross-border transportation between Jayapura (Republic of Indonesia) and Vanimo (Papua New Guinea), as well as to examine its impact on traditional trade activities in the border region. Cross-border transportation is a crucial element in driving economic growth, enhancing community mobility, and strengthening bilateral relations between the two nations. Employing a normative-empirical approach, this research examines applicable laws and international agreements, integrating them with findings from direct observations and interviews with stakeholders in the Skouw–Wutung area. The results indicate that the 2024 bilateral Memorandum of Understanding (MoU) between the Republic of Indonesia (RI) and Papua New Guinea (PNG) serves as the legitimate legal basis for supporting the movement of goods and people, particularly regarding commercial and traditional transportation. The policy's implementation is evident in the operation of the Skouw State Border Crossing Post (PLBN) and the Wutung Inspection Gate, which connect traditional traders across both regions. However, structural challenges remain—such as inadequate road infrastructure on the Papua New Guinea side—alongside a need to harmonize cross-border customs, quarantine, and safety regulations. The impact of this cross-border transportation policy is significant within the traditional trade sector. The opening of micro-scale export-import routes and the simplification of cross-border trade administration have fostered economic growth among border communities. Small and Medium-sized Enterprises (SMEs) leverage this transportation access to distribute goods, thereby creating new opportunities for local and regional trade. The study concludes that synergy between legal regulations and technical implementation is essential to ensure the sustainability and effectiveness of cross-border policies.
