Abstract

This research aims to analyze the waiting time for passenger ships at the North Jamrud Terminal, Surabaya. This research method used a qualitative method with a descriptive approach. The data sources used are primary data and secondary data with data collection techniques in the form of interviews with 4 office staff and 1 SPJM manager, direct observation and documentation. The results of this research show that there are still waiting times that do not meet port performance standards at the North Jamrud Terminal, Surabaya. Waiting time for passenger ships at the Jamrud Utara terminal in Surabaya is influenced by several factors such as bad weather such as heavy rain and storms, making it difficult for ships to dock at the pier and extending the ship's time aloft. Inconsistency in the ship's arrival schedule, whether the ship arrives earlier than scheduled or late. As well as the effectiveness of guide services, guide services that are not optimal in busy water situations can worsen waiting times. The results of the analysis for the period October to December 2023, the waiting time at the Jamrud Utara terminal in Surabaya reached 2.53 hours, so it does not comply with port performance standards. Meanwhile, the ship's approach time at the North Jamrud Terminal, Surabaya, shows that the port service performance is good, because it is below the average approach time standard at the North Jamrud Terminal, Surabaya.

Abstract

As one of the transportation infrastructures, the port has a strategic role to support the transportation system because it is a node point of connection between regions/countries. The human resources of Benoa port in the operational field are not balanced with the infrastructure, due to the lack of skill development in the use of embarkation and debarkation equipment. The operational service process requires improvement to reduce ship waiting time. A data collection must be supported by appropriate techniques and accompanied by systematic implementation, to obtain more complete, objective, and accountable data. Research with the title “Optimization of Operational Services at the East Pier of PT. Pelabuhan Indonesia (Persero) Benoa Branch” resulted in the discovery of difficulties related to the services provided by Benoa Port human resources and the availability of escort facilities at the port. With the current operational conditions of the port, the international terminal operational service procedures related to HR arrangements at Benoa Port are in accordance with operational needs in the executive and functional fields for domestic services. The existing supporting equipment is also adequate for international cruise ship services.

Abstract

The crew is the main element in running the ship's operations. It is important to procure or dispatch crew members. However, crew dispatch has a relatively long and drawn-out process and often crew members do not follow the process according to schedule, causing delays. This research is a qualitative study that aims to determine the causes of crew on board delays. Data collection in this study used interviews, observation, and documentation methods. The results of this study indicate that there are obstacles in the ship's crew process. From the results of data analysis, the causes of crew on board delays are due to several factors, namely delays in certificate revalidation, difficulty in finding candidates according to qualifications, and sudden changes in crew requests. Efforts that can be made in overcoming this delay problem include giving a statement letter and sanctions if you do not follow existing procedures.

Abstract

Dwelling Time is the time required from unloading a container at the port until the container leaves the port. Dwelling Time at the port is a problem that hinders the smooth flow of goods, causes high logistics costs, and reduces competitiveness. This study was conducted because of the problem of high Dwelling Time in several ports in Indonesia. This study covers three processes in Dwelling Time, namely Pre-Clearance, Custom Clearance, and Post-Clearance. The purpose of this study is to analyze the Implementation of Container Handling Procedures that Exceed the Stacking Time Limit (Long Stay) Against Dwelling Time at PT Terminal Petikemas Surabaya. This study uses a qualitative method with a purposive sampling technique. Data were collected through in-depth interviews with data sources. The data analysis methods used include data reduction, data presentation, and data verification and analysis. The results of the study indicate that the main obstacle in Dwelling Time is caused by delays in service users regarding the completeness of documents, which has an impact on increasing the YOR value during the loading and unloading process. Although Dwelling Time does not have a direct impact on export and import activities, the long duration will affect the performance of PT Terminal Petikemas Surabaya and ultimately reduce the company's income.
