Abstract

General Background: Administrative and territorial boundary delineation is vital in the effective governance and economic planning of urban regions globally, with digital technologies increasingly integrated into these processes for accuracy and efficiency. Specific Background: In Uzbekistan, the city of Samarkand’s administrative boundaries are undergoing significant realignment as part of a broader initiative to incorporate strategic urban centers and enable digital land management across administrative zones. Knowledge Gap: Existing methods lack precise integration with digital geospatial frameworks, leaving a gap in high-resolution topographic data essential for clear administrative delineation. Aims: This study seeks to develop and apply an accurate, digitally supported methodology for determining the boundaries of Samarkand's administrative units using advanced geodetic and topographic techniques. Results: By utilizing the CREDO DAT program, this study achieved precise boundary coordinates through the automated processing of survey points, and further analysis was conducted using the Panorama program for detailed map orientation. Novelty: This research presents a unique approach by integrating CREDO DAT with geospatial tools in administrative boundary demarcation, enabling accurate and reproducible results that surpass traditional methods in efficiency and scalability. Implications: The findings support the strategic planning of Samarkand’s infrastructure and resource allocation while also laying the groundwork for applying similar methodologies in other urban regions, advancing Uzbekistan’s digital transformation efforts in land management.Highlights: Digital tools enhance accuracy in administrative boundary mapping. CREDO DAT and Panorama software streamline data processing for precise mapping. This method supports effective urban planning and resource management in Samarkand. Abstract

Background: Emergency units rely on nurses' rapid response times to manage critical situations effectively. Overcrowding and inadequate triage skills often compromise patient outcomes. Gap: Limited evidence exists on the most effective interventions to improve emergency nurses' response times. Aim: This systematic review evaluates evidence-based interventions for enhancing response times in emergency nurses. Results: From 15 studies, effective interventions include simulation-based education, triage training (e.g., Emergency Severity Index, Swiss Triage System), virtual simulations, and hands-on basic life support (BLS) training. BLS and triage training most significantly improve response times by prioritizing patient severity and enhancing emergency handling. Novelty: This review integrates global evidence, highlighting the combined impact of simulation-based and triage training programs. Implications: Healthcare systems should adopt tailored interventions, such as BLS simulations and triage training, to optimize emergency department efficiency and patient outcomes. Highlights: Critical Interventions: Simulation-based education and BLS training are the most effective in enhancing nurses' emergency response times. Global Evidence: Findings from 15 studies highlight diverse strategies, including virtual simulations and triage systems, for improving efficiency. Practical Implications: Tailored interventions like BLS and triage training directly improve patient outcomes and emergency department performance. Abstract

The Minister of Education, Culture, Research, and Technology's Decree Number 384/P/2024 serves as a strategic foundation in the management of functional lecturer positions to support the tridharma of higher education. This policy responds to the need for aligning national regulations by utilizing technology, such as the Integrated Resource Information System (SISTER), to ensure transparency and accountability. Through an ontological, epistemological, and axiological philosophical approach, this policy emphasizes the importance of the presence of lecturers as agents of change, the validity of data-based assessments, and their benefits for institutions and society. Innovative strategies such as competency needs mapping, mentoring, and reward and punishment techniques are integrated to enhance the performance and professionalism of lecturers. With the five-stage Rogers adoption evaluation framework, this policy is designed to ensure adaptive and evidence-based implementation. Overall, this policy provides a new direction in the transformation of higher education in Indonesia, supports the sustainable development of lecturers, and holistically improves the quality of the academic ecosystem. Highlights: Emphasizes data-driven assessments to ensure transparency and accountability. Integrates competency mapping, mentoring, and rewards to boost professionalism. Adopts a five-stage framework for evidence-based and adaptive implementation. Keywords: functional position of lecturers; SISTER; reward and punishment; evaluation; higher education

Abstract

General background of this research emphasizes the state's vital role in ensuring the rights of persons with disabilities within the legal framework, particularly in criminal proceedings. The specific background highlights the challenges these individuals face in the justice system, often encountering biases that hinder their access to justice. The knowledge gap identified indicates a lack of comprehensive research on the legal treatment and punishment of offenders with disabilities in Indonesia, especially under the new Criminal Code. This research aims to analyze punishment implementation for such offenders and the collaboration between judges and psychiatrists for fair legal processes. The results reveal that a normative descriptive method, incorporating expert assessments and judicial discretion, is crucial for adjudicating these cases. The novelty lies in proposing a collaborative approach that encourages judges to consider legal principles alongside individual circumstances. The implications advocate for systemic reforms to enhance protections and treatment of persons with disabilities in the criminal justice system, ensuring equitable rights and justice for all citizens. This study contributes to the dialogue on legal reform and social justice, urging policymakers to foster an inclusive legal environment. Highlights: Emphasizes the importance of integrating expert assessments in legal proceedings for offenders with disabilities. Advocates for a collaborative approach between judges and psychiatrists to ensure fair treatment. Highlights the need for systemic reforms to protect the rights of persons with disabilities in the justice system. Keywords: Disability, Punishment, Legal Reform, Equality, Criminal Offenders

Abstract

General Background: The delegation of Indonesia's Flight Information Region (FIR) over the Riau Islands and Natuna to Singapore has raised concerns about national sovereignty and international law. Specific Background: The Chicago Convention asserts that countries have complete sovereignty over their airspace, but Indonesia’s FIR management by Singapore challenges this principle. Knowledge Gap: The potential risks to sovereignty and security arising from this delegation have not been fully addressed. Aims: This study analyzes the implications of FIR delegation on Indonesia’s sovereignty and security, proposing steps for regaining control. Results: The study finds that Singapore's role is administrative, not a transfer of sovereignty, though it creates security risks. Novelty: The analysis offers new insights into the legal and strategic implications of FIR management. Implications: Recommendations focus on modernizing air navigation infrastructure and strengthening Indonesia's sovereignty. Highlights: Delegation of FIR to Singapore raises concerns over Indonesia's airspace sovereignty. The Chicago Convention ensures full sovereignty over airspace, yet the delegation remains an administrative issue. Regaining FIR control is crucial for Indonesia's national security and strategic interests. Keywords: FIR, Air Sovereignty, International Law, Security
