Abstract

General Background: Land tenure rights, particularly Building Use Rights (HGB) over Management Rights (HPL), play a crucial role in Indonesia’s legal and economic landscape.Specific Background: Extending HGB over HPL requires approval from the HPL holder, leading to legal disputes when HGB holders are unaware of their land’s status.Knowledge Gap: Limited studies address the legal mechanisms for extending HGB over HPL, especially after Government Regulation No. 18 of 2021.Aims: This study analyzes the legal framework for HGB extensions over HPL and examines legal remedies for unaware HGB holders.Results: Findings show that approval from the HPL holder is mandatory for HGB extensions, and without it, applications are rejected. Court rulings confirm this requirement.Novelty: This study clarifies recent regulatory changes and their impact on landowners.Implications: Clearer legal frameworks and better land status verification are needed to prevent disputes and ensure compliance. Abstract

General Background: Electronic Medical Records (EMR) enhance healthcare efficiency, cost-effectiveness, and data accessibility. However, implementation remains uneven globally. Specific Background: Despite Indonesia’s Ministry of Health Regulation No. 24 of 2022 mandating EMR adoption, many hospitals struggle with infrastructure, workforce limitations, and regulatory challenges. Knowledge Gap: While studies highlight EMR benefits, limited research addresses specific barriers in Indonesian hospitals and effective implementation strategies. Aims: This study identifies EMR adoption challenges and explores strategies for successful implementation in Indonesia. Results: Key barriers include inadequate infrastructure, unclear policies, insufficient training, and connectivity issues. Pre-implementation planning and structured training improve outcomes. Novelty: This study systematically analyzes Indonesia-specific EMR challenges and presents actionable solutions. Implications: Hospitals require better preparation, clear policies, and government support to ensure seamless EMR integration, fostering healthcare digitalization. Abstract

General Background – Health tourism is a rapidly expanding industry driven by innovation and digital transformation, offering high-quality and cost-effective healthcare solutions globally. Specific Background – Despite its growth, there is limited research on the integration of digital technologies such as telemedicine, artificial intelligence, and blockchain in enhancing patient experience and operational efficiency. Knowledge Gap – Previous studies have primarily focused on infrastructure, patient motivation, and service quality, leaving a gap in understanding the role of digital transformation in health tourism. Aims – This study aims to analyze trends in health tourism innovation, mapping technological advancements, policy adaptations, and business model transformations using bibliometric analysis. Results – Findings indicate that digital health solutions, particularly telemedicine and Electronic Health Records (EHR), significantly enhance accessibility and service quality. Future research should focus on data-driven technologies and sustainable business models. Novelty – This study contributes by systematically mapping digital innovations in health tourism through bibliometric analysis, offering a comprehensive perspective on the industry's evolution. Abstract

General Background: Agenda setting is a vital phase in public policy development, determining which public issues are prioritized. Specific Background: The Kampung KORPRI program in Yogyakarta, initiated by the Dewan Pengurus KORPRI Kota Yogyakarta, represents a thematic social service activity in Karangkajen, not as a residential area for KORPRI members but as a locus for community service. Knowledge Gap: Despite its significance, there is limited research on how agenda setting shapes public service programs initiated by civil servant organizations without political motives. Aims: This study aims to analyze the agenda setting process in the formation of the Kampung KORPRI program through planning and formulation stages. Results: Using a descriptive qualitative method with an explorative approach, supported by in-depth interviews, observation, and documentation, findings show that planning was conducted by each involved unit based on specific activity targets, while formulation involved detailed design and confirmation of implementation. Novelty: The program is confirmed to be free from political agendas, evidenced by the absence of KORPRI members in the 2024 local elections. Implications: This research highlights the potential of neutral, community-oriented civil servant initiatives and emphasizes the importance of structured agenda setting in realizing sustainable public service programs. Abstract

General Background: In today’s dynamic business environment, small and medium enterprises (SMEs) face increasing challenges that threaten their performance and sustainability. Specific Background: Business owners are compelled to adapt by leveraging innovation and digital transformation, yet the mechanisms linking these elements remain underexplored. Knowledge Gap: Previous studies have not sufficiently examined how digital capabilities mediate the relationship between innovation capability and entrepreneurial performance. Aims: This study aims to investigate the effect of innovation capability and entrepreneurial orientation on entrepreneurial performance, while assessing the mediating role of digital capability. Results: Using purposive sampling, data were collected from 205 SME stakeholders in Sidoarjo and Pasuruan, including shop heads, managers, and supervisors. Analysis with SmartPLS 4.0 revealed that both innovation capability and entrepreneurial orientation significantly enhance entrepreneurial performance. Furthermore, digital capability was found to significantly mediate the positive relationship between innovation capability and performance. Novelty: This research introduces a moderated mediation model that highlights the strat egic importance of digital competence in strengthening innovation-led performance among SMEs. Implications: The findings provide practical insights for SMEs to prioritize innovation and digital development, enabling them to remain competitive in an increasingly digital economy. Abstract

This study aims to explore the use of regression models in predicting production figures at PT. Manufaktur Alkes Rumah Sakit, a company engaged in the manufacturing of medical devices, based on market demand. The purpose of this study is to understand the relationship between demand and production and to develop an accurate regression model. The results of the analysis show that every one unit increase in market demand can increase the average production figure by 0.803 units. This finding is expected to help management in planning production more effectively and responsively to market dynamics. In addition, this study recommends that further analysis be carried out by considering other variables to improve prediction accuracy.

Abstract

General Background: E-learning has rapidly expanded worldwide due to the widespread accessibility of the Internet and the increasing availability of digital devices. As a web-based learning ecosystem, e-learning integrates multiple stakeholders, technologies, and processes to facilitate knowledge acquisition. Specific Background: Universities have increasingly adopted e-learning platforms to enhance learning experiences. However, the success of these implementations varies, necessitating a deeper understanding of the factors influencing their effectiveness. Knowledge Gap: While previous studies have explored the technical and pedagogical aspects of e-learning, limited research has examined the indirect effects of information and system quality on user behavior within university settings. Aims: This study aims to evaluate the success factors of the Spada Wimaya e-learning system in a university setting by assessing the relationships between system quality, information quality, perceived usefulness, perceived ease of use, behavioral intention, and actual system use. Results: The findings reveal that information and system quality indirectly influence behavioral intention and actual use through perceived usefulness and perceived ease of use. These results highlight the importance of user perceptions in determining the adoption and sustained utilization of e-learning platforms. Novelty: By adapting the research model from Presetyo et al. (2021), this study provides empirical evidence on the indirect mechanisms through which system and information quality affect user engagement in e-learning. Implications: The insights gained from this research can guide improvements in the Spada Wimaya e-learning system and serve as a reference for other universities aiming to enhance their digital learning environments. Highlights: User Perception Matters – System and information quality impact usage through perceived usefulness and ease of use. Indirect Influence – Quality factors do not directly affect behavior but work through user perceptions. Scalability – The model can be applied to improve e-learning systems in other universities. Abstract

General Background: The Directorate General of Customs and Excise (DJBC) plays a pivotal role in supervising the flow of goods through Indonesia's international airports. Specific Background: Efficient customs services are essential for national security, trade facilitation, and enhancing the international image of airports. Knowledge Gap: Despite DJBC’s strategic role, limited research has explored the effectiveness of customs officers’ performance and public perceptions at international terminals. Aims: This study aims to evaluate the effectiveness of DJBC officers in delivering services and to assess user perceptions as a basis for improving service quality and airport image reconstruction. Results: Utilizing a descriptive qualitative approach, data were gathered through observations and in-depth interviews with 11 respondents—five customs officers and six service users. The findings indicate that DJBC consistently executes its duties across planning, implementation, and reporting stages. However, user perceptions vary significantly, particularly regarding access to regulation updates, officer responsiveness, import duty transparency, and inter-agency coordination. Novelty: This study provides a grounded analysis of both institutional performance and user experiences at international arrival terminals, highlighting gaps in policy communication and coordination. Implications: The findings underscore the need for synchronized regulatory frameworks and public outreach initiatives to enhance policy clarity and service delivery at international airports. Abstract

Background: Lean principles, originating from the manufacturing sector, have gained traction in healthcare as hospitals aim to enhance operational efficiency and service quality. Specific background: Despite growing interest, the application of Lean in hospital settings remains fragmented, particularly concerning waste identification and management. Knowledge gap: Few studies provide a comprehensive mapping of research trends and critical issues in Lean Hospital literature related to waste. Aim: This study aims to bridge that gap by conducting a bibliometric analysis to identify and classify critical research streams addressing waste in Lean Hospital administration. Results: Analyzing 97 peer-reviewed articles using R Studio and VOSviewer, we identified five key research streams: (1) Lean Hospital and Waste Reduction, (2) Healthcare Quality Improvement, (3) Digital Transformation, (4) Policy Implementation, and (5) Sustainability. Novelty: This study offers a systematic synthesis of two decades of scholarly work, presenting a structured overview of evolving themes and proposing future research questions within each stream. Implications: The findings advance academic understanding by categorizing existing literature and guiding future research on Lean healthcare, particularly in waste reduction, ultimately supporting evidence-based administrative improvements in hospital management. Abstract

General Background: Developing students' critical thinking and problem-solving skills in mathematics remains a key challenge in elementary education. Specific Background: Conventional teaching methods often lack contextual and cultural relevance, limiting student engagement and conceptual understanding, particularly in geometry. Knowledge Gap: Few studies have explored culturally responsive and participatory learning approaches that effectively integrate local wisdom with pedagogical strategies to enhance mathematical thinking. Aims: This study aims to develop and evaluate the effectiveness of Batik Matika, a local culture-based learning media integrated with the Guru Kecil (Little Teacher) method, in improving fourth-grade students’ critical thinking and problem-solving skills in geometry. Results: Employing a 4D Research and Development model (Define, Design, Develop, Disseminate), the study shows that Batik Matika significantly enhances students’ mathematical performance and engagement, as evidenced by improved learning outcomes and positive student feedback. Novelty: The integration of traditional batik patterns as contextual visual aids in geometry, combined with the Guru Kecil method to promote peer teaching and collaborative learning, presents an innovative approach to culturally grounded mathematics instruction. Implications: This study highlights the potential of culturally responsive pedagogy to foster deeper mathematical understanding, active student participation, and character education, offering a replicable model for contextual learning in diverse educational settings. Highlights: Integrates local culture to enhance geometry learning. Promotes peer teaching and student collaboration. Proven effective using the 4D development model.
