Abstract

General Background The construction industry plays a vital role in national economic development by improving infrastructure connectivity and supporting logistical mobility. Specific Background PT Adi Joyo Kusumo operates within the highly competitive road construction and traffic equipment manufacturing sector in Java. Knowledge Gap Despite proven technical competence, the firm heavily relies on traditional personal relationships with local governments and underutilizes digital promotional tools, which severely restricts its private market penetration and overall market reach. Aims This qualitative descriptive case study analyzes current operational limitations to formulate a structured marketing framework for the company. Results Utilizing interviews, observations, and documentation, findings indicate that minimal promotion and intense price competition constrain growth, necessitating the implementation of Segmentation, Targeting, and Positioning (STP) alongside an Integrated Marketing Communication (IMC) approach and continuous competitor price analysis. Novelty This research specifically diagnoses the promotional bottlenecks of a local traffic infrastructure firm and proposes a transition from relationship-based contracting to a data-driven, digital IMC framework. Implications Adopting these integrated promotional practices enables traditional construction companies to diversify their client base beyond government projects, build strong brand awareness, and secure sustainable market advantages. Highlights: Overreliance on traditional personal relationships restricts market reach within the highly competitive infrastructure sector. Implementing a structured STP framework enables construction firms to successfully penetrate private commercial markets. Integrated Marketing Communication and continuous competitor analysis significantly strengthen brand awareness and market positioning. Keywords: Integrated Marketing Communication. Road Construction. Market Segmentation. Competitive Strategy. Traffic Infrastructure

Abstract

General Background Malnutrition and child nuptials present significant challenges to long-term human resource development, cognitive growth, and reproductive health in Indonesia. Specific Background Addressing these multidimensional public wellness concerns necessitates targeted interventions at the regional level, particularly focusing on vulnerable adolescent populations. Knowledge Gap Previous literature predominantly focuses on national non-governmental campaigns, leaving a void regarding the concrete operational involvement of local government bodies in integrating these initiatives. Aims This study investigates the strategic function of the Family Planning division within the local women's empowerment agency in executing integrated prevention initiatives for youth. Results Utilizing a qualitative descriptive methodology, findings indicate that the agency employs community-based education and cross-sector partnerships with health and education departments, actively engaging youth through dedicated forums and counseling centers despite budgetary constraints and cultural resistance. Novelty This research demonstrates that regional institutions transcend basic administrative duties to act as local innovators by deploying Social Behavior Change Communication and positioning adolescents as active subjects rather than passive beneficiaries. Implications Future policy development must prioritize interagency synergy, digitalizing youth counseling, and designing impact-based evaluation models to ensure the long-term sustainability of reproductive health and nutrition interventions. Highlights: Cross-sector partnerships with health and educational organizations successfully integrate public wellness initiatives into school curricula. Community-based education shifts youth from passive beneficiaries to active subjects utilizing Social Behavior Change Communication. Cultural resistance and limited administrative resources remain significant barriers to local human resource development. Keywords: Cross Sector Collaboration, Youth Empowerment, Social Behavior Change, Reproductive Health, Regional Institutions

Abstract

General Background The Islamic banking industry rapidly develops through modern precious metal investment facilities to meet public demand for safe and compliant assets. Specific Background Bank Syariah Indonesia KC Jenggolo provides precious metal installment products; however, internal data from 2023 to 2025 records a consistent decline in new, existing, and returning clientele. Knowledge Gap Previous studies emphasize the importance of marketing mixes in financial institutions, but few address the specific operational failures causing client attrition in sharia-compliant installment facilities. Aims This research identifies the factors causing the clientele decline and formulates precise marketing and operational frameworks. Results Using a qualitative descriptive method with fifteen respondents, findings indicate that the primary obstacles lie within the People, Promotion, and Process components of the marketing mix. Specifically, conventional offline promotions, inadequate staff communication skills, and limited mobile application features drive client dissatisfaction. Novelty The study provides a targeted diagnostic of sharia investment facilities, linking specific technological deficits directly to clientele attrition patterns over a three-year period. Implications Financial institutions must prioritize human resource training, transition to integrated online promotional campaigns, and upgrade mobile application functionalities to maintain competitive market positioning and investor loyalty. Highlights:  The continuous decline in clientele stems from deficits in personnel competence, promotional reach, and technological processes. Conventional offline marketing fails to attract modern investors compared to targeted online promotional campaigns. Upgrading mobile application features with installment tracking and payment reminders is crucial for securing investor loyalty. Abstract

General Background Technological advancements have fundamentally altered marketing landscapes within the automotive industry, shifting focus from physical showrooms to interactive online platforms. Specific Background Mazda Adityawarman in Surabaya actively utilizes multiple online platforms to strengthen brand image and drive sales, yet specific operational insights regarding their local execution remain limited. Knowledge Gap While previous studies highlight interaction rates and content quality as critical success indicators, empirical research detailing platform-specific strategies within local automotive dealerships is lacking. Aims This qualitative descriptive study analyzes the digital marketing application at Mazda Adityawarman, focusing on follower growth, content strategies, and engagement rates across Instagram, Facebook, and TikTok. Results Observational data reveals that while Instagram holds the majority of followers (2,871), TikTok generates the highest engagement rate at 6.1%, driven by short-video creativity, whereas Facebook functions primarily as an informational supplement. Novelty This research identifies distinct platform-specific utilities within local automotive marketing, demonstrating that algorithm-driven platforms like TikTok can surpass established networks in audience interaction despite having fewer followers. Implications Automotive dealerships must differentiate content across platforms—prioritizing visual aesthetics on Instagram and creative videos on TikTok—to maximize market visibility, audience interaction, and promotional reach. Highlights: TikTok generates the highest interaction rate despite having fewer followers than Instagram. Platform-specific content strategies are essential for maximizing digital promotional reach. Short-video creativity significantly elevates market visibility for local automotive dealerships. Abstract

General Background Small and Medium Industries significantly sustain regional economic growth but frequently struggle with acquiring business trademark legality. Specific Background To address this, the Department of Industry and Trade in Sidoarjo Regency allocated specific administrative quotas in 2024 to support local entrepreneurs. Knowledge Gap While existing literature predominantly explores general entrepreneurship training, there remains a notable scarcity of research examining the specific public service functions of municipal agencies in processing intellectual property protection. Aims This study investigates the bureaucratic role of the Industrial Sector in guiding trademark applications and identifies structural obstacles encountered during implementation. Results Utilizing a descriptive qualitative approach, findings reveal the agency provides crucial support through technical counseling, verification of names, application assistance to the Directorate General of Intellectual Property, and certificate distribution. However, implementation faces severe constraints due to restricted quotas, insufficient human resources, and low legal awareness among business owners. Novelty This research distinctly shifts the analytical focus from general business coaching to the concrete bureaucratic mechanisms of intellectual property assistance at the municipal level. Implications These findings offer strategic pathways for policymakers to strengthen institutional capacity, digitalize services, and expand funding allocations, thereby advancing Sustainable Development Goals 8 and 9. Highlights: Agency support encompasses technical counseling, verification procedures, and intellectual property certification distribution. Operational constraints include restricted quotas, insufficient workforce, and deficient statutory awareness among business owners. Strategic solutions require institutional capacity building, service digitalization, and expanded funding allocations. Abstract

This qualitative case study General Background investigates how educators utilize digital media to foster active student interest and deep comprehension within elementary learning environments. Specific Background Focused on a primary school in East Java, Indonesia, the research examines specific technology tools applied, student participation levels, and practical classroom hurdles encountered by teachers. Knowledge Gap Despite widespread policy pushes for digital modernization, previous implementations often remain superficial and overlook the contextual realities of technical constraints and mixed digital literacies. Aims This study aims to analyze the selection of digital applications, evaluate students' behavioral responses, and identify adaptive teacher strategies required to manage classroom integration effectively. Results Findings from classroom observations and semi-structured interviews reveal that platforms such as Canva, Quizizz, and Google Forms successfully elevate motivation, yet teachers concurrently face internet instability, facility shortages, and uneven student readiness. Novelty This work uniquely highlights a micro-level operational balance where an educator uses flexible measures—including online blending, parental collaboration, and administrative support—to sustain digital continuity. Implications These insights establish that successful instructional digitalization relies less on hardware availability and more on teacher adaptability, thoughtful pedagogical design, and localized institutional support. Highlights:  Utilizing interactive applications like Canva, Quizizz, and Google Forms successfully fosters student motivation and active participation during classroom activities. Educators frequently encounter structural barriers such as unstable internet connections, limited hardware facilities, and varied levels of student digital literacy. Implementing flexible solutions—including parental cooperation, school support systems, and non-digital backups—ensures continuous and inclusive learning outcomes. Abstract

General Background The execution of state power in law enforcement involves specialized divisions mandated to handle civil and state administrative matters. Specific Background This study examines the non-litigation practices carried out by the Civil and State Administrative Division (DATUN) and State Attorney General (JPN) of the Sidoarjo District Attorney's Office through mediation and negotiation. Knowledge Gap Despite statutory mandates, the operational effectiveness of alternative dispute resolution frameworks implemented by state attorneys for government entities requires continuous empirical evaluation. Aims This study examines dispute resolution practices, including receivables mediations and corporate arrears negotiations, to assess their legal basis and operational performance. Results The results indicate that DATUN's non-litigation mechanisms provide faster, more efficient, and effective dispute resolutions than litigation while safeguarding state legal interests. Novelty This study provides comprehensive empirical and juridical insights into how alternative dispute resolution handles specific state receivables and arrears within the Sidoarjo district context. Implications These findings establish that prosecutor-led mediation and negotiation reinforce state legal protection, bureaucratic efficiency, and institutional compliance without relying on lengthy court proceedings. Highlights: Non-litigation mechanisms executed by the Civil and State Administrative Division deliver faster and more efficient dispute resolution outcomes compared to traditional litigation paths. State Attorney General interventions successfully manage receivables disputes and corporate contribution arrears to protect state legal interests. Statutory frameworks under recent laws and regulations provide a valid legal basis for prosecutors to represent state and government interests outside the courtroom. Abstract

General Background The creation of authentic deeds remains critical in legal practice, yet identity and signature forgery by appearing parties present serious challenges that can cause civil disputes and compromise evidentiary value. Specific Background This study examines the verification role of notaries regarding appearing parties during authentic deed signing, alongside the civil liability and legal protection frameworks available when forgery occurs at a notary office in Sidoarjo. Knowledge Gap Although preventative measures exist, comprehensive legal clarity regarding the extent of a notary's civil liability when fraudulent identity substitution occurs despite formal compliance requires deeper normative examination. Aims This study aims to analyze the legal verification duties of notaries and evaluate their civil liability and protection under civil law when identity or signature forgery happens. Results Utilizing a normative juridical method with statutory and conceptual approaches, the findings demonstrate that while prudential verification procedures safeguard institutional integrity, a notary bears no civil liability for losses if all formal duties are executed with due care and good faith. Novelty This study clarifies the precise boundaries of formal verification duties and civil liability limitations for public officials handling fraudulent identity acts by appearing parties. Implications These insights confirm that strict adherence to formal verification and prudential principles reinforces both legal protection for notaries and overall legal certainty in authentic deed creation. Verifying identity through direct examination, mandatory physical presence, and official document checks forms the core preventive function of notarial prudence. Notaries carry no civil liability for losses stemming from hidden identity or signature forgery committed by appearing parties if formal duties are fulfilled with due care. Strict adherence to formal procedures during deed execution ensures evidentiary reliability and establishes legal protection for public officials.
