Abstract

This study aims to: 1) Knowing and describing the implementation of the policy of providing Performance Allowances in improving employee performance at the Ministry of Religion of Gorontalo Regency, 2) Knowing and describing the factors that influence the implementation of the policy of providing Performance Allowances in improving employee performance at the Ministry of Religion of Gorontalo Regency. This study uses a qualitative method. The informants of this research are employees of the Ministry of Religion of Gorontalo Regency. This research is also a type of qualitative descriptive research because this approach is more sensitive in capturing various information phenomena. The results of the study show that: 1) The implementation of the policy of providing Performance Allowances is not in accordance with the Regulation of the Minister of Religion No. 11 of 2019 concerning the Provision of Employee Performance Allowances at the Ministry of Religion. a) the aspect of employee attendance still needs to be improved because the level of absenteeism and tardiness of employees is still too high, b) aspects of the main and functional duties still need to be reviewed because it creates social jealousy for employees who are not included in structural positions, c) aspects of the length of work still need improvements because it is not in accordance with the workload of employees, d) aspects of the quality of work produced by employees still need to be improved, because many employees do not have accuracy in their work, 2) Factors that influence the provision of Regional Performance Allowances include: work performance, expertise work and leadership

Abstract

The research was conducted to ascertain and analyze (1) the Ethics of Bureaucracy in Oublic Services in Tilango Sub-district Office (2) the inhibiting factors of the ethics of Bureaucracy in Public Service in Tilango Sub-district Office. The research used a qualitative research method. Data collected by using interview, documentation and observation method. Fifteen informants consisted of Tilango Sub-district Chief, Sub-district Secretary, Head of Goverment Section, Head of Social Welfare Section, Head of PMD Section, civil servants, and service recipient communities in Tilango Sub-district Office were determined purposively to be the source of data and information needed. The results of the research indicated that in general the Ethics of Bureaucratic in Tilango Sub-district Office was quite good. This can be seen based on aspects that were indicators of the Ethical Assesment of the Bureaucracy of the state civil apparatus in aspects of discipline, empathy, loyalty, responsibility and obedience and honesty. The results of the interviews indicated that these inditaors were consisdered quite good, only constrained by minor violations commited by state civil apparatus in the form of violations of working hours detremined by the Government. In addition, violations in the form of absences were also carried out by small portion of the state civil apparatus caused by personal problems. The aspect of loyalty and obedience was a very important indicator in the world of work with the level of violations commited, the aspect of loyalty was an absolute thing to be believed and carried out by state civil apparatus loyalty to their work. These things caused the level of loyalty and obedience from state civil apparatus to be very good. Aspects of responsibility and honesty, according to the results of the study found a positive response to the responsibility of state civil apparatus for their work. It can be used as an indicator to show that the Ethics of Bureaucratic in Tilango Sub-district Office was very good, with the high level of honesty of state civil apparatus showed that they had a great sense of responsibility towards their assigned tasks.

Abstract

The objectives of this research are (1) to find out the prospect of Village Owned Enterprises development (BUMDes) in Girisa Village, Paguyaman District, Boalemo Regency. (2) To determine the supporting and inhibiting factors of Village Owned Enterprises development (BUMDes) in Girisa Village, Paguyaman District, Boalemo Regency. (3) To find out the efforts made to overcome obstacles of Village Owned Enterprises development (BUMDes) in Girisa Village, Paguyaman District, Boalemo Regency.The research method used descriptive research with a qualitative approach. The data analysis technique used SWOT analysis. SWOT analysis is used to analyze prospects of Village Owned Enterprises development in Girisa Village, Paguyaman District, Boalemo Regency.The research results showed that (1) The prospect of Village Owned Enterprises development (BUMDes) in Girisa Village, Paguyaman District, Boalemo Regency which is considered not running optimally because gradually in the short-, medium- and long-term prospects have not been fulfilled. (2) The supporting factor for good cooperation between the Village Government and the high interest and interest of the community, while the inhibiting factor is the lack of BUMDes budget. Lack of competent BUMDes managers. The existence of a similar business where the presence of other parties from outside makes a business. Lack of promotion of BUMDes to the community and managers who do not have an entrepreneurial spirit. (3) Efforts made to overcome obstacles have minimal planning both short term and long term. There needs to be organizing so that a good organization can help BUMDes Bangkit Bersama be able to run well. Have good controlling (supervision). And have actuating (implementation), which is able to run well.

Abstract

This study aims to determine the effect of teacher competence on the quality of learning in SMP Negeri 5 Gorontalo.This type of research is descriptive research with a quantitative approach. The type of data used is primary data and secondary data with data sourced from observations, questionnaires and documentation. The population in this study amounted to 30 teachers.The results of this study were hypothesis testing in order to be able to test the influence of teacher competence on the quality of learning to have a positive and significant effect on the quality of learning at SMP Negeri 5 Gorontalo. This is shown from the analysis of hypothesis testing data, resulting in a positive regression coefficient of 0.459 and a significant level of 0.459 > 0.05 so that it can be concluded that teacher competence has a positive effect on the quality of learning in SMP Negeri 5 Gorontalo.

Abstract

This study aims to determine the factors that cause bad credit in BUMDes Amanah, Jatimulya Village and to find out the management implementations carried out by BUMDes Amanah, Jatimulya Village. The method in this research is to use qualitative methods with the type of research that is descriptive. Qualitative research data obtained through interview techniques, participant observation, and documentation. In this study it was concluded that, (1) The factors causing bad credit in BUMDes Amanah DesaJatimulya were caused by the covid-19 pandemic, untrustworthy customers in using funds, less efficient performance of BUMDes officers and the occurrence of customer harvest failures (2) Management implementation What is done by BUMDes Amanah DesaJatimulya in dealing with bad loans is in an orderly way, namely directing debtors to apply for loans first, then verifying before being approved, signing a collective agreement. The loan limit provided by BUMDes Amanah is Rp. 5,000,000.00 with a period of six months.

Abstract

The objectives of this research are: (1) Knowing and analyzing the optimization of the roles and functions of village government. (2) Knowing and analyzing the factors that determine and hinder the optimization of the role and function of the village government. This research is a research with a qualitative descriptive approach, namely examining, analyzing and decrypting the data. The informants in this study were 33 people consisting of: Camat, District Secretary, Head of BPD, Sangadi, Village Secretary, Head of Financial Affairs, and Head of Government Section. Research Results: (1) The roles and functions of local government have been optimal. For the role of the village government in the implementation of government in the village, both as a dynamist, catalyst, and pioneer, it has been going well or has been optimal based on the results of interviews that have been conducted. Meanwhile, the function of the village government is in development planning, village government administration; and Village financial management, has been running well or has been optimal based on the results of interviews that have been conducted; (2) Government policy factors that most influence the optimization of village government roles and functions, with the consideration that human resources (apparatus), budget (finance), facilities and infrastructure all depend on government policies (central, provincial and district). Suggestions: (1) In order to optimize the roles and functions of the village government, a higher quality of human resources is needed. (2) The government can provide future policies regarding the functions and roles of village government.

Abstract

This research aims to find out the compensation policy for temporary employees during the pandemic of the Boalemo Regency Tourism Office. This research is descriptive qualitative. The data collection techniques used in this research was observation, in-depth interviews, and documentation. The research results showed that financial compensation was very influential on non-permanent employees at the Tourism Office, both from salaries, incentives, bonuses, and allowances; it was clear from the current pandemic conditions. Based on the results obtained, some policies needed to be considered by local governments. As well as the Tourism Office providing financial compensation, including incentives and bonuses, there was no budget for the two types of compensation provided by the Tourism Office to non-permanent employees and ASN. Meanwhile, non-financial compensation also influenced work motivation for all employees in the Tourism Office, non-financial compensation for employees such as providing facilities and a comfortable work environment.

Abstract

This study aims to determine and analyze the strategy of Gorontalo Police Service in improving community vaccination discipline in the Covid-19 pandemic era. This type of research is descriptive qualitative. Data collection techniques through interviews, observation and documentation studies. Data analysis techniques through data reduction, data presentation, and data verification. The results showed that the strategy of Gorontalo Police Service was running well through the Determination of Service Standards, Information and Openness, Preference and Counseling, Leading Personnel Practices, Effective Complaints Unit, Use of Information and Communication Technology. The strategy of Gorontalo Police Service has been able to improve community vaccination discipline in the Covid-19 pandemic era, but daily achievements have not met the expected target. Constraints faced 1) Limited human resources, 2) Lack of mobilization facilities, 3) Lack of public awareness for vaccination. It is recommended that the Gorontalo Police Resources Department carry out technical guidance on an ongoing basis for the management and administration of Covid-19 vaccination services in Gorontalo Regency. People who have received vaccinations are expected to remain disciplined in maintaining the 5M health protocol, washing hands, wearing masks, maintaining distance, avoiding crowds and limiting mobility. People who have not received vaccinations are expected with self-awareness to immediately go to referral places to get vaccination services

Abstract

The purpose of this research is to find out the problems faced by the home industry business in Polohungo Village and to find out how they carry out promotional and marketing activities. In this study, the researcher used a descriptive type of research with a qualitative approach. The research instrument is the key instrument or the main instrument. Data was obtained by using data collection techniques in the form of observation, interviews, and documentation. For further processing using qualitative data analysis techniques that were carried out interactively. The results of the study concluded that Upia Karanji's Home Industry Business Management (Kopiah Basket) includes planning, organizing, actuating, and controlling.

Abstract

This study aims 1) To carry out the level of responsibility of the apparatus in carrying out tasks in Pangeya Village. And 2) To increase the understanding of the apparatus in carrying out functions in Pangeya Village. The method in this research is qualitative with a descriptive approach. According to Miles and Huberman, the data analysis technique used is the data analysis technique, where the activities in data analysis are data reduction, data display, and conclusion drawing/verification. The results of the study show as follows: 1) Organizational responsibility in Pangeya Village is considered not to be running well because there are still several concepts that are not by the needs, especially in carrying out services to the community. 2) Political responsibility in Pangeya Village is considered to have not formed a decision to implement services due to differences in duties and others. 3) Legal responsibility is carried out in carrying out the task because the policies are adjusted to the responsibility in seeing the existing conditions with the existing policies. 4) Professional responsibility with provisions in carrying out the responsibilities of tasks carried out with existing provisions in improving the quality of existing work in carrying out Pangeya Village services.
