Abstract

The rehabilitation process for individuals with drug dependence does not end when the formal program is completed; rather, it continues into a more complex phase: social reintegration. Social reintegration refers to the process of returning former rehabilitation residents to a normal, productive, and dignified life within society. This study aims to explore the challenges, sources of support, and coping strategies of former residents during the post-rehabilitation phase. Using a qualitative approach with an exploratory design, data were collected through semi-structured interviews and participatory observations with former residents who had completed a rehabilitation program at least six months prior. Thematic analysis identified several key themes: social stigma, environmental support, access to employment, and individual resilience. The findings show that negative societal stigma remains a major barrier to reintegration, while support from family, the community, and rehabilitation institutions plays an essential role in sustaining recovery stability. Economic constraints and limited access to decent employment exacerbate vulnerability to relapse. Nevertheless, some former residents demonstrate psychological resilience and strong motivation to rebuild a better life. This study emphasizes that successful reintegration depends not only on the individual but also on socially supportive environments and inclusive policy systems. Therefore, a community-based approach, cross-sectoral synergy, and public policies oriented toward long-term recovery are needed to ensure that former residents can truly heal and become empowered members of society.

Abstract

This study aims to analyze the role of the Presentation and Negotiation Techniques course in improving public speaking skills through the Role Playing Method among students of the D IV MICE Study Programme at the Medan State Polytechnic. Public speaking skills are a necessary competency in the MICE industry in order to support successful communication and the achievement of company objectives. The role playing method was chosen for classroom learning because it represents real-life situations, allowing students to play various roles according to scenarios designed and presented in class. This method also provides opportunities for students to practise persuasive communication skills, the ability to convey information effectively, and build confidence in dealing with various types of clients in the MICE industry.  This study used a qualitative descriptive method through observation, in-depth interviews, and documentation of 24 students in the MICE 5C class. The results showed that learning through the Role Playing Method contributed to an improvement in public speaking. However, it was not yet optimal because students still had difficulty applying public speaking skills consistently. This study emphasises the importance of an intensive practice-based learning approach, industry simulations, and structured feedback to continuously improve students' public speaking competence and ensure that their skills are in line with the needs of the MICE industry.

Abstract

Restoration, commonly regarded as an ecological and biodiversity conservation effort, does not always operate ideally. In practice, restoration programs often become arenas of power relations among diverse stakeholders. This study aims to examine how the Batin Sembilan Indigenous community positions itself within the power dynamics of the ecosystem restoration program in the Hutan Harapan forest in Sumatra, managed by PT Restorasi Ekosistem Indonesia (REKI). Unlike most restoration studies that emphasize ecological outcomes, this research highlights the human dimension by analyzing the interaction between local knowledge, social practices, and conservation discourses promoted by the state and corporations. Using a critical ethnographic approach and Foucauldian discourse analysis, data were collected through in-depth interviews, participatory observation, and document review. Findings reveal that power operates through legal, managerial, and epistemic mechanisms that regulate yet enable community agency. The Batin Sembilan actively negotiates their living space and identity through adaptation, resistance, and partnership strategies. The study concludes that socio-ecological restoration success requires recognizing Indigenous peoples as knowledge holders and legitimate forest managers.

Abstract

This study aims to comprehensively analyze the legal responsibility of notaries and the legal consequences arising from the creation of nominee agreements in land ownership involving Foreign Nationals and Indonesian Citizens. Nominee agreements are frequently used as a legal mechanism to circumvent statutory restrictions on land ownership by foreign nationals, thereby posing a serious challenge to the fundamental principles of Indonesian agrarian law. This research employs a qualitative juridical approach using a normative-descriptive research method, supported by statutory, conceptual, and case-based approaches. Data were collected through an extensive review of legal literature, analysis of court decisions, and examination of applicable positive law, particularly the Basic Agrarian Law (UUPA) and the Notary Office Act. The findings reveal that nominee agreements constitute a form of legal evasion (fraus legis) that directly contradicts the principle of nationality and the social function of land rights as stipulated in Article 21 paragraph (1) and Article 26 paragraph (2) of the UUPA. Notaries who prepare or authenticate nominee deeds may be held legally accountable under civil, criminal, and professional ethical frameworks. The legal consequences of such agreements include their classification as null and void, with the transferred land rights being reverted to state ownership. This legal enforcement mechanism is essential to safeguard Indonesia’s legal sovereignty over land, ensure legal certainty, and uphold the integrity and professionalism of notaries within the national legal system.

Abstract

Compliance with pollution prevention obligations (PM 24/2022) and ship stability standards (PM 44/2021) in Indonesia has created a critical juridical conflict, with both regulations sharing a compliance deadline of July 1, 2026. This study aims to analyze the socio-legal implications of this regulatory ambiguity on the operational continuity of the Single Hull Single Bottom (SHSB) fleet. Utilizing a qualitative case study method, this research triangulates data through legal document analysis and focus group discussions with 12 key informants from Regulators, Ship Operators, and Classification Societies. The main findings reveal a significant three-way interpretative disconnection Regulators focus on the philosophical intent of safety policies, Operators experience investment paralysis due to financial uncertainty regarding costly retrofits versus mandatory phase-outs, and Classification Societies rigidly apply both rules textually without discretion. This misalignment creates a systemic risk of simultaneously grounding 53 tanker vessels, threatening the national energy supply chain and the economic stability of archipelagic regions. This study concludes that the issue extends beyond technical matters, representing a normative coordination failure between law in books and law in action. Consequently, the research recommends the issuance of a Circular Letter by the Director General of Sea Transportation as a technical instrument to provide clear audit exemptions, thereby restoring legal certainty and preventing maritime logistics disruption before the 2026 deadline.

Abstract

This study analyzes the economic structure, base sectors, dynamics of Gross Regional Domestic Product (GRDP), the relationship between GRDP and Regional Original Revenue (PAD), as well as social implications in Central Aceh Regency during the 2020–2024 period. The data used include GRDP by business field, GRDP per capita, and PAD sourced from the Central Statistics Agency (BPS) and the Central Aceh Regency Government. The analysis was conducted using quantitative descriptive methods through the presentation of tables and graphs, accompanied by an examination of the GRDP–PAD relationship and indications of social change. The results show that the economic structure is dominated by the agriculture, forestry, and fisheries sectors, supported by trade, construction, and government services sectors, while service sectors such as accommodation, transportation, and financial services have experienced rapid growth following the XXI National Sports Week (PON XXI). GRDP and GRDP per capita have shown consistent increases; however, the PAD-to-GRDP ratio remains low, indicating that fiscal independence is not yet optimal. Economic development has implications for increased purchasing power, shifts in consumption patterns, livelihood diversification, and the emergence of a new middle class. These findings underscore the importance of downstreaming leading commodities, strengthening the regional tax base, and developing sustainable service sectors to promote fiscal independence and inclusive social development in Central Aceh. Abstract

This study aims to analyze the impact of adaptive school regulations on the formation of students’ disciplinary attitudes within the context of a human-centered Society 5.0 at SMK Darul Falah Bulok, Tanggamus. This research is motivated by the school’s need to foster discipline that is not merely based on compliance, but rather develops from students’ self-awareness and internal regulation. The study employs a descriptive qualitative approach, with data collected through in-depth interviews, observations, and documentation involving the principal, teachers, and students as the main informants. The findings indicate that adaptive school regulations are characterized by flexibility, contextual relevance, participatory implementation, and the wise integration of technology. The implementation of these regulations has a positive impact on various aspects of student discipline, including improved punctuality, responsible use of technology, orderly classroom behavior, enhanced learning motivation, and consistent guidance through collaboration among schools, teachers, students, and parents. Optimization strategies include strengthening digital literacy, applying personalized approaches and individual counseling, conducting periodic monitoring, and encouraging active parental involvement. The main conclusion of this study is that adaptive school regulations are effective in shaping students’ disciplinary attitudes that are relevant to the demands of the Society 5.0 era and contribute to the development of humane, flexible, and student-centered educational policies. Abstract

This study aims to evaluate the performance of Indonesia's marine and fisheries export sector based on product commodities and destination countries during the period of 2019–2023. Utilizing an unsupervised learning approach through the K-Means Clustering algorithm, export data were classified into three main groups according to export volume and value: high, medium, and low. The dataset was obtained from the official portal of the Indonesian Ministry of Marine Affairs and Fisheries (KKP), covering export statistics for key commodities such as shrimp, tuna, seaweed, and other captured fishery products exported to major destinations including the United States, China, Japan, and other countries. Preprocessing included data cleaning and normalization using StandardScaler to ensure data quality and consistency. Cluster validation was conducted using the Davies-Bouldin Index (DBI), where lower DBI values indicate better clustering performance. The results revealed consistent export trends for Indonesia’s flagship commodities while identifying new opportunities for market expansion. This study provides strategic insights for policymakers and industry stakeholders in designing export development strategies and diversifying international markets. Furthermore, it contributes a methodological framework for data-driven export mapping of fisheries products that is both comprehensive and sustainable.

Abstract

This article examines the relevance of M. Umer Chapra’s thought in constructing a just green economy and blue economy as a response to the climate crisis, terrestrial - marine ecosystem degradation, and increasing social inequality. This topic is significant because mainstream green - blue economy approaches remain largely technocratic and insufficiently integrated with ethical and institutional dimensions. The main research problem addresses how Chapra’s ethical - institutional framework can enrich and guide the green - blue economy agenda toward greater justice, sustainability, and long-term welfare orientation. The novelty of this study lies in its systematic effort to bridge Chapra’s thought with green and blue economy frameworks through the formulation of an integrative conceptual model linking values, policies, institutions, and implementation instruments. This study employs a qualitative-analytical approach using a comparative case study design based on library research and content analysis. Data are derived from Chapra’s seminal works, international policy documents (SDGs, UNEP, OECD, World Bank), expert interviews, and contemporary literature from the period 2020 - 2025. The findings reveal a strong correspondence between Chapra’s core values (amanah, maslahah, and justice) and the principles of the green - blue economy, particularly in resource management, governance, distributive justice, and the prevention of negative externalities. The study concludes that integrating Chapra’s thought produces an ethical - institutional framework that enhances the legitimacy, effectiveness, and sustainability of the green - blue economy transition, while providing a roadmap for inclusive, just, and ecologically resilient economic development.

Abstract

The purpose of this study is to identify the influence of Transformational Leadership, HSE Program, Employee Engagement, and Safety Climate on Safety Behavior. Research data from companies engaged in the oil and gas construction sector. This study uses a quantitative approach through sampling with Purposive Sampling by distributing questionnaires to 190 employees with 38 questions. The questionnaire was distributed in September - November 2025 with the condition that respondents have a work period of more than 5 years. The data analysis method used Structural Equation Model (SEM) using SmartPLS 4.0. The results of the study indicate that Transformational Leadership and HSE Program have a positive effect on Safety Climate, while Employee Engagement does not have a significant effect on Safety Climate. Transformational Leadership, HSE Program, Employee Engagement and Safety Climate are proven to have a positive effect on Safety Behavior. These findings indicate that leadership and safety programs play a more indirect role through the formation of Safety Climate, while changes in employee safety behavior are more influenced by collective perceptions of safety priorities and employee psychological attachment to the organization.
