Abstract

The blue economy is a crucial national development priority aimed at reinforcing Indonesia’s position as a leading maritime nation. The fisheries and marine sectors have significantly contributed to national economic growth, yet challenges such as marine environmental degradation persist. Eastern Indonesia, home to nearly 50% of the country’s mining reserves, has been designated as a hub for national mining activities. However, empirical evidence suggests that mining operations negatively impact marine sustainability, necessitating an economic policy framework that balances development with environmental conservation. The blue economy approach offers a viable solution by integrating fisheries, maritime, and mining sectors to foster inclusive and resilient growth. This study explores a balanced blue economy model that aligns economic development with sustainability goals. Given the impending conclusion of the Sulawesi Economic Corridor acceleration framework in 2025, the study’s findings can guide future development planning. To accelerate sustainable economic growth in Eastern Indonesia, four strategic agendas are proposed. First, develop a comprehensive database to assess economic achievements, potential opportunities, and existing challenges in the blue economy. Second, evaluate the resources, performance, and economic contribution of the mining and oil and gas sector at national and regional levels. Third, analyze intersectoral relationships within the blue economy to formulate effective growth strategies. Lastly, design a sustainable blue economy model that integrates fisheries, maritime, and mining sectors, ensuring inclusive and long-term development. Through these strategies, Eastern Indonesia can achieve sustainable economic progress while safeguarding its marine resources.

Abstract

Employee performance is a crucial factor in ensuring the sustainability and competitiveness of organizations. This study aims to analyze the impact of organizational culture, work environment, and leadership style on employee performance, with innovation as a mediating variable at PT. Telkomsel Branch Makassar. The research is based on organizational sociology and human resource management theories, which emphasize the importance of internal corporate factors in enhancing productivity and achieving business objectives. The study explores how these factors interact to influence employees' ability to contribute effectively to organizational goals. A quantitative research approach was employed, utilizing a survey method conducted among employees of PT. Telkomsel Branch Makassar. Data were collected through structured questionnaires and analyzed using inferential statistical methods to examine the relationships among the research variables. The results indicate that organizational culture, work environment, and leadership style positively affect employee performance. Furthermore, innovation plays a significant mediating role, strengthening the relationship between these factors and employee performance. The findings suggest that organizations should foster a culture that supports innovation, provide a conducive work environment, and implement leadership styles that encourage creativity and active employee participation. By enhancing these aspects, companies can improve employee performance and overall corporate success. This study contributes to the growing body of research on employee performance management, particularly within the telecommunications industry. The practical implications emphasize the need for companies to continuously adapt their organizational strategies to remain competitive in an evolving business landscape.

Abstract

This study aims to analyze the influence of discipline and work motivation on employee productivity at the Panakkukang District Office, Makassar City. Employee productivity is a crucial factor in achieving institutional goals, and both discipline and motivation play significant roles in enhancing work performance. This research employs a quantitative approach, using primary data collected through questionnaires and observations of employees. The analysis includes validity and reliability tests, as well as hypothesis testing using the F-test, T-test, multiple linear regression, and the coefficient of determination (R²). A total of 60 respondents were selected using the Slovin sampling technique. The findings reveal that the discipline variable has a significant positive effect on work productivity, as indicated by the t-test results (t-calculated = 7.132 > t-table = 2.002). Similarly, work motivation also significantly influences work productivity (t-calculated = 19.614 > t-table = 2.002). The F-test results show that discipline and work motivation simultaneously impact work productivity (F-calculated = 824.481 > F-table = 3.16). The multiple linear regression analysis further confirms the positive impact, with a coefficient of determination (R²) of 96.5%, meaning that the independent variables account for 96.5% of the variation in work productivity, while the remaining 3.5% is influenced by other factors not examined in this study.

Abstract

Green Open Space (GOS) plays a crucial role in promoting environmental sustainability, enhancing urban resilience, and improving the quality of life in cities. This study evaluates the effectiveness of green open space policies in supporting sustainable development, focusing on policy implementation, challenges, and best practices. Using a mixed-methods approach, this research examines policy frameworks, land-use regulations, and urban planning strategies in selected cities. Key indicators such as green space coverage, ecological benefits, and social inclusion are analyzed to assess the impact of GOS policies. The findings highlight disparities between policy objectives and actual implementation, emphasizing governance challenges, land-use conflicts, and financial constraints. Furthermore, the study identifies innovative approaches, including smart green infrastructure and community-based green space management, as potential solutions for optimizing GOS policies. The research concludes that a more integrated and adaptive policy approach is essential to enhance the effectiveness of green open spaces in achieving sustainable urban development. Recommendations include strengthening policy enforcement, increasing stakeholder collaboration, and leveraging technology for better monitoring and planning.

Abstract

This study aims to analyse the effect of transformational leadership, organisational culture, and work engagement on the quality of public services by considering the mediating role of organisational commitment and apparatus performance in the Majene Regent's Office. This research is motivated by the challenge of improving the quality of public services through optimising apparatus performance and forming high organisational commitment. Quantitative approach was used in this study with survey method and data collection through questionnaires involving employees in Majene Regent Office. The results showed that transformational leadership, organisational culture, and work engagement have a significant influence on organisational commitment, apparatus performance, and public service quality. In addition, organisational commitment and apparatus performance are proven to act as mediating variables that strengthen the relationship between independent variables and public service quality. This research provides practical implications in the development of leadership strategies and organisational culture that support improved performance and quality of public services. The main contribution of this research is to provide empirical evidence on the importance of synergy between transformational leadership, organisational culture, and work engagement in building organisational commitment and improving apparatus performance, which in turn contributes to better public service quality.

Abstract

This study examines the regional government’s obligations in fulfilling the right to clean water to achieve public utility benefits, focusing on the Regional Water Utility Company (PDAM) in Bone Regency. The research adopts an empirical juridical method, combining field studies on the implementation of existing laws with data gathered through observation, interviews, and documentation. The results indicate that the fulfillment of the right to clean water by PDAM Bone Regency is not optimal. Challenges persist in three key aspects: quality, quantity, and continuity of water supply. The water quality often fails to meet standards, with issues such as turbidity reported by consumers. The quantity of water distributed remains insufficient to meet the needs of all citizens, particularly during extended dry seasons, and the continuity of water flow is inconsistent, disrupting daily activities. These issues hinder the realization of public welfare and equitable access to clean water, as mandated by Indonesia’s legal framework and human rights principles. This study highlights the need for improved management, infrastructure upgrades, and policy interventions to ensure the right to clean water is upheld for all citizens of Bone Regency.

Abstract

Entrepreneurship based on culture and local wisdom plays a crucial role in fostering sustainable business models that preserve traditions while contributing to economic growth. This study explores how traditional knowledge, cultural heritage, and local practices shape entrepreneurial initiatives that balance profitability with social and environmental sustainability. Using a qualitative approach, this paper examines successful cases of culture-based entrepreneurship in Indonesia, highlighting strategies for integrating tradition into contemporary business models. The findings indicate that businesses leveraging cultural assets—such as traditional crafts, culinary heritage, and indigenous knowledge—demonstrate unique market positioning, strong community engagement, and resilience against economic fluctuations. However, entrepreneurs face challenges, including market adaptation, limited access to modern technology, and competition with mass-produced alternatives. Government policies, local support systems, and digital transformation play a significant role in sustaining these businesses. This study emphasizes that cultural entrepreneurship not only preserves intangible heritage but also fosters economic empowerment and sustainable livelihoods. It suggests that fostering collaboration among policymakers, educational institutions, and entrepreneurs is essential for enhancing the scalability of culture-based businesses. By embracing innovation while respecting tradition, entrepreneurs can create sustainable ventures that maintain cultural authenticity while meeting contemporary market demands.

Abstract

The rapid advancement of Industry 4.0 has significantly transformed the entrepreneurial landscape, particularly for small and medium-sized enterprises (SMEs) in Indonesia. Digital entrepreneurship has emerged as a critical driver of business innovation, enabling SMEs to enhance operational efficiency, expand market reach, and develop competitive advantages. This study explores the role of digital entrepreneurship in fostering business innovation, focusing on strategies that Indonesian SMEs adopt to navigate the digital economy. By utilizing a qualitative research approach, this paper examines case studies of SMEs that have successfully integrated digital technologies, such as e-commerce platforms, cloud computing, artificial intelligence, and blockchain, into their business models. The findings reveal that digital transformation enhances SMEs’ adaptability, productivity, and customer engagement. Key success factors include digital literacy, strategic use of online marketplaces, and the adoption of automation tools to streamline operations. However, SMEs also face significant challenges, including digital infrastructure limitations, cybersecurity risks, financial constraints, and resistance to technological change. The study highlights the importance of government policies, financial incentives, and digital training programs in supporting SMEs’ digital transition. This paper argues that a comprehensive and collaborative approach—where businesses, policymakers, and technology providers work together—is essential for maximizing the potential of digital entrepreneurship in Indonesia. By embracing digital transformation, SMEs can drive innovation, strengthen economic resilience, and contribute to sustainable economic growth in the digital era.

Abstract

Social entrepreneurship has emerged as a transformative approach to addressing economic and social inequalities by empowering marginalized communities through innovative and sustainable business models. Unlike traditional business enterprises that prioritize profit maximization, social entrepreneurship integrates economic objectives with social impact, fostering inclusive development and long-term community resilience. This study explores the role of social entrepreneurship in promoting economic inclusion, particularly for marginalized groups such as low-income communities, women entrepreneurs, people with disabilities, and indigenous populations. Utilizing a qualitative research approach, this study examines case studies of social enterprises that have successfully uplifted marginalized communities through capacity-building, financial inclusion, and employment generation. Findings reveal that social entrepreneurs implement diverse strategies, including skills training programs, microfinance initiatives, and market access facilitation, to enable self-sufficiency and sustainable livelihoods. However, challenges such as limited funding, regulatory barriers, and scalability constraints hinder the growth of social enterprises. The study highlights the critical role of government policies, private sector collaborations, and social innovation ecosystems in overcoming these challenges and ensuring the sustainability of impact-driven enterprises. This research contributes to the broader discourse on inclusive economic development by emphasizing the need for a multi-stakeholder approach to fostering social entrepreneurship. It argues that empowering marginalized communities through entrepreneurial initiatives requires a combination of policy support, social investment, and digital transformation. The study provides policy recommendations for strengthening social enterprise ecosystems and enhancing their capacity to drive long-term socio-economic change.

Abstract

Financial technology (fintech) has revolutionized the financial sector by enhancing accessibility, efficiency, and convenience in financial transactions. One of its most significant contributions is its role in promoting financial inclusion, particularly for small entrepreneurs and micro-enterprises that traditionally face barriers to accessing formal banking services. Digital payment systems, including mobile wallets, peer-to-peer (P2P) lending, and crowdfunding platforms, have enabled small businesses to expand their customer base, improve cash flow management, and participate more actively in the digital economy. This study explores how fintech-driven digital payment systems empower small entrepreneurs by providing financial tools that facilitate transactions, offer alternative credit solutions, and enhance financial literacy. Employing a qualitative research approach, this study examines case studies of small businesses that have integrated fintech solutions into their operations, analyzing the impact on business performance, market reach, and financial sustainability. The findings reveal that digital payment adoption reduces dependency on cash transactions, increases financial transparency, and improves access to microcredit, enabling small entrepreneurs to scale their businesses. Despite these advantages, challenges remain, including digital literacy gaps, cybersecurity risks, and regulatory constraints that hinder broader adoption among small businesses. The study underscores the importance of government policies, financial literacy programs, and fintech-industry collaborations in ensuring the long-term sustainability of fintech adoption for small entrepreneurs. This research contributes to the ongoing discourse on financial inclusion and digital transformation, offering policy recommendations to enhance accessibility, security, and innovation in fintech-driven financial services.
