SIMBOL adalah Jurnal STISIP Imam Bonjol merupakan jurnal yang diterbitkan oleh Lembaga Penelitian dan Pengabdian Masyarakat Sekolah Tinggi Ilmu Sosial dan Ilmu Politik Imam Bonjol untuk Bidang Ilmu Sosial dan Ilmu Politik. SIMBOL menampung banyak isu dan permasalahan yang berkaitan dengan ilmu administrasi publik dan pemerintahan. Tujuan dari publikasi jurnal ini untuk menyebarluaskan konsep, ide dan hasil penelitian dalam ruang lingkup ilmu administrasi publik dan pemerintahan. SIMBOL berfokus kepada masalah utama pada pengembangan administrasi publik dan pemerintahan serta permasalahan sosial , yang mencakup Kebijakan dan Organisasi Sektor Publik, Reformasi Birokrasi Lokal, Tata Kelola Pemerintahan Daerah, Kolaborasi dalam Kebijakan Publik, Inovasi Pelayanan Publik, Manajemen Pemerintahan dan Sumber Daya Manusia,Pemilu dan Demokrasi, Pemerintahan Nagari atau Desa, Kajian Pemerintahan Minangkabau. Abstract

The purpose of this study was to determine: (1) To determine the effect of transparency on service quality, (2) To determine the effect of accountability on service quality, (3) To determine the effect of transparency and accountability simultaneously on service quality. The research method used is a quantitative research method based on the philosophy of positivism. In this study, the population is MSME actors in South Solok Regency. The types and sources of data used in this study are primary data obtained from questionnaires distributed to a sample of MSME actors. The analysis used in this study is multiple linear regression analysis, namely transparency (X1), accountability (X2) and service quality (Y). The Effect of Simultaneous Transparency and Accountability on Service Quality at the Investment and One Stop Service Office of South Solok Regency, obtained the Fcount value of 229.390 with a probability value (sig) = 0.000. The value of Fcount 229,390>Ftable 3,093, and the value of sig. smaller than the probability value of 0.05 or the value of 0.000 <0.05; then the hypothesis is accepted, meaning that transparency (X1) and accountability (X2) simultaneously contribute significantly to service quality at the Investment and One-Stop Integrated Service Office of South Solok Regency (Y).

Abstract

The COVID-19 pandemic affects various aspects of human life, including commercial sex workers. The existence of restrictions on community activities makes commercial sex workers unable to conduct transactions directly so they must use online media to attract customers. This study aims to describe the use of online media and explain the structures that hinder and support the social practice of prostitution. The research was carried out using qualitative methods with descriptive research type. Informants in this study were obtained using the snowballing technique. The data were obtained using in-depth interview techniques and involved observation. The research was conducted in the city of Padang. The results showed that michat and twitter are online media applications that are widely used by commercial sex workers in attracting customers. Meanwhile, there are three structures that hinder the social practice of online prostitution, namely: 1) Fear of raids 2) Religion 3) Norms. Meanwhile, there are four enabling structures for the social practice of online prostitution, namely: 1) Place safety 2) Understanding of norms 3) Understanding of law and 4) Social media

Abstract

Until june 2017 the number of a traffic violation in the city the has reached 11.816 cases. The condition 2017, has actually not in contrast to the conditions a traffic violation on 2016 namely 26.267 cases. A motor vehicle that do a lot of violence and had an accident traffic is a motorcycle. Meanwhile, teenagers is the most numerous group violations and had an accident traffic compared with adults. A traffic violation among teenagers largely caused by teenager have not been able to change the rules about knowledge and has become moral behaviour in performs traffic. Traffic accidents always starts with the offense the traffic signs. Socialization and internalization traffic regulation among teenagers be important to be done to make the knowledge which has created you teenagers about traffic can be means of control from the inside as well as the operation of young people in traffic. Socialization need is employed to impart media have the same social values that which is embraced by the community. The selection of media for the socialization that will exactly can produce the process that internalization efektf for individuals. Abstract

This article explains the management of the One Family One Scholar Program in the city of Pariaman. The background of this research is based on the observation that the college participation rate in Indonesia is still very low, and the average length of schooling is also low. As a result, several educational programs have been created by the government, including the Pariaman City Government's One Family One Scholar Program. This program has been established since 2018 with the aim of eradicating poverty and improving the quality of human resources. The research was analyzed using a qualitative method with the management function theory by Ricky W. Griffin, which consists of planning, organizing, directing, and controlling. The results of the research indicate that the management of the One Family One Scholar Program in Pariaman has been running well, and all stages of management, including planning, organizing, directing, and controlling, have been carried out. However, there are still some challenges in its implementation, such as the absence of specific planning made since the beginning to address all obstacles. The city government only relies on the initial planning of this program, even though it is no longer effective. For example, the target set by the Pariaman City Government has never been achieved in the past 5 years, despite several evaluations and improvements made to the program

Abstract

The objectives to be achieved in this study are to determine students' speech abilities in learning Indonesian through the application of a communicative approach and student learning outcomes in speeches through the application of a communicative approach. There are still many students who cannot place words according to the structure of language rules, unpreparedness in delivering speeches, unclear pronunciation in delivering speeches, poor speech content, volume that is not loud, body position and eye contact that are not good and pauses not appropriate in delivering a speech and when giving a speech in front of the classroom students feel insecure, causing fear, nervousness, halting speech, and unclear articulation. This is because the procedures used still use theoretical learning, and it is also caused by the learning process which still uses the lecture method and does not use a communicative approach through training and practicum methods in the application of learning Indonesian speech subjects, so that many students feel bored with these conditions and resulted in students obtaining unsatisfactory learning outcomes

Abstract

The purpose of this study was to find out the implementation of incoming and outgoing mail management, as well as the obstacles that arise in managing incoming and outgoing mail at the Administrative Office of the General Section of the Regional Secretariat of South Solok Regency. This research is a descriptive research with a qualitative approach. Data collection techniques used are observation, documentation and interviews. Test the validity of the data using source triangulation. The data analysis technique used is an interactive technique, which consists of: data reduction, data presentation, and drawing conclusions. The results of this study indicate that management of letters in the Administrative Office of the General Section of the Regional Secretariat of Solok Selatan Regency has not been implemented optimally, namely 1) The use of mail management equipment has not been optimal. 2) Retrieval of archives is less than optimal. 3) No special action has been taken to maintain the existing archives. 4) There is no officer who handles archives. 6) There is no awareness among employees at the Administrative Office of the General Section of the Regional Secretariat of Solok Selatan Regency about archive management

Abstract

The Head of Community Empowerment and Social Welfare plays a role in realizing Social Welfare Development, especially in enhancing economic development through community empowerment activities and social welfare. In this context, there are Community Social Workers (Pekerja Sosial Masyarakat) who function as partners for the Subdistrict to enhance development by empowering the community. This research aims to analyze the roles and functions of the Head of Community Empowerment and Social Welfare in community empowerment in Jati Baru Subdistrict, Padang City. The study also aims to identify hindering factors and efforts made by the Head of Community Empowerment and Social Welfare in the distribution of social assistance to the community. The research utilizes a qualitative descriptive method, employing data collection techniques such as interviews, documentation, and theoretical analysis. Based on the research findings, there are several obstacles in the distribution of social assistance in Jati Baru Subdistrict, such as administrative factors resulting in uneven distribution of social assistance, and limited human resources. The conclusion drawn from this research is that the roles and functions of the Head of Community Empowerment and Social Welfare in Jati Baru Subdistrict, Padang City, play a crucial role in identifying, assisting, and improving the welfare of the community. The fair and targeted distribution of assistance is essential to help those in need meet their basic needs. This study also suggests improving the quality of human resources to help reduce overlap in efforts to improve the well-being of the community

Abstract

The aim of this research is to: 1) describe how the broadcasting administration of Radio Republik Indonesia has improved in the midst of the digital era. 2) describe the obstacles and efforts in improving the broadcasting administration of Radio Republik Indonesia in the midst of the digital era. This research uses a qualitative type of research. Bogdan and Taylor (in Moleong, 2016) define qualitative methods as research procedures that produce descriptive data in the form of spoken written words from people and observable behavior. The data sources are primary data and secondary data collected through observation, interviews and documentation. In this research, the researcher used key research informants, namely the Head of LPP RRI Padang, 1 person, Head of Administration, 1 person, 5 employees. The data collection techniques used in this research are observation, interviews and documentation. The research results of Radio RRI Padang also rely on human resources such as broadcasters. Where broadcasters are an important factor so that listeners can continue to listen to every broadcast that is broadcast. Delivery techniques and how the announcer can get close to the listener are one of the mainstay keys carried out on RRI Padang radio. Radio RRI Padang has the principle that if an announcer's delivery is able to captivate listeners, then of course listeners will continue to listen and of course this is what will make Radio RRI Padang survive in this digital era

Abstract

People's Business Credit is credit or financing provided by banking companies including BCA Bank to Micro, Small and Medium Enterprises (MSMEs) with the aim of improving and expanding the Bank's services to productive MSMEs. This research was conducted to determine the quality of MSME services. This research uses descriptive qualitative methods. Data collection methods were obtained using observation and interview methods. Analysis of research results using Parasuman, Zeithaml, and Berry theories, namely Reliability, Responsiveness, Assurance, Emphaty, Tangible. The results of the research show that the quality of MSME services provided by Bank Central Asia Tanah Abang Branch is optimal, namely, Responsiveness, Assurance and Emphaty customers show satisfaction related to the absence of administration costs and provision costs and credit financing employees are able to answer complaints and provide appropriate suggestions. According to the problems and needs of MSME players. Meanwhile, Tangibles and Customer Reliability show the opposite, namely that there is no special waiting room for MSME financing applications and the requirements that must be attached are still quite complicated, such as having a business of at least 6 months and being required to have a Business Certificate and Business License Number

Abstract

Perkembangan kosmetika di DKI Jakarta saat ini berkembang pesat. Industri kosmetika berlomba-lomba untuk menciptakan produk baru yang menjadi keinginan konsumen. Sehingga pelaku usaha bisa memproduksi atau menjual produk kosmetik sesuai dengan apa yang dibutuhkan konsumen. Tujuan penelitian ini adalah untuk mengetahui implementasi kebijakan standarisasi penggunaan bahan kosmetik di DKI Jakarta dengan menggunakan teori Van Meter Dan Van Horn (1975). Hasil penelitian dari Implementasi Kebijakan Standarisasi Penggunaan Bahan Kosmetik di DKI Jakarta masih terdapat hambatan sesuai dengan indikator masing-masing yaitu 1) Standar dan Sasaran Kebijakan, standar dan penggunaan bahan kosmetik di DKI Jakarta sudah berjalan namun belum sepenuhnya optimal terdapat hambatan pada penerapan penggunaan bahan kosmetik yaitu masih terdapat pelaku usaha yang hanya mementingkan keuntungan pribadi dengan menjual produk-produk kosmetik yang tidak tersertifikasi oleh BPOM, 2) Sumber Daya, meningkatkan kinerja bagi pelaku usaha, 3) Karakteristik Organisasi Pelaksana, BPOM dapat melakukan sosialisasi terdapat pelaku usaha, 4) Komunikasi Antar Organisasi Terkait dan Kegiatan-Kegiatan Pelaksana, Para pelaku usaha sudah konsisten terhadap standar penggunaan bahan kosmetik namun, belum ada komunikasi yang terstruktur antara BPOM dan pihak-pihak pengguna baik salon maupun toko kosmetik, 5) Sikap Para Pelaksana, para pelaku usaha sudah mengetahui tentang  standar penggunaan bahan kosmetik yang tersertifikasi oleh BPOM, sehingga dalam menjual produk kosmetik tidak ditemukannya produk kosmetik yang berbahaya
