Abstract

This article analyzes the Impact of COVID19 on the Settlement of Non-performing Loans in the Practice of Village Credit Institutions. The focus of the study is on the dilemma faced by LPDs in Some Traditional Villages in Denpasar City in resolving non-performing loans in the era of the COVID19 pandemic. This problem is the focus of the study, because non-performing loans are a very frightening specter for communal financial institutions such as LPDs, even more so in the era of the COVID19 pandemic. If one takes legal action, it will certainly result in very dangerous for the survival of the LPD concerned. By using the method of providing professional services through discussions with LPD Management in Denpasar City Traditional Villages in resolving the impact of COVID19 on the settlement of non-performing loans in LPDs. Based on the results of interviews and discussions with LPD administrators throughout the city of Denpasar, it can be found that the LPD management in the era of the COVID19 pandemic in resolving non-performing loans is faced with a dilemma, namely on the one hand LPD has a special mission to help and encourage the economic development of traditional villages and improve the welfare of traditional village manners, but on the other hand, with the COVID19 pandemic, it turns out that credits channeled to fund borrowing customers (who are actually village manners themselves) have difficulty fulfilling their obligations to return credit installments as agreed in the credit agreement. In this position, the LPD Management is faced with between saving credit to maintain the health of the LPD’s operations, or by executing a guarantee (guarantee) which will certainly create suffering for the Krama Desa Adat itself. In this activity, a solution has been provided so that the settlement of non-performing loans faced by LPDs during the COVID19 Pandemic Era is resolved through the Principles of Balinese Customary Law. “Paras Paro, Gilik seguluk, Sarpaya ya sabayantaka”.

Abstract

In the legal system of the unitary state of the Republic of Indonesia, there is a hierarchy of laws and regulations that must be obeyed by all citizens. Since Indonesia’s independence in 1945, efforts have been made to promulgate various legal regulations down to the lowest level, namely in the villages. It must be admitted, these efforts are still being carried out by the government to this day. Scholars through their tri dharma program, namely community social service, also participate in assisting the government in providing enlightenment in the field of legislation to rural communities. Traditional village governance and traditional villages have existed long before Indonesia’s independence. For this reason, continuous efforts are needed to synchronize the various existing regulatory instruments in order to create harmony in law and government in Indonesia. This is an imperative action taken by the scholars in order to strengthen the participation of the communities in the law enforcements administratevily to achieve the goal of practical sustainable law enforcement. The approach method used in this research is the statute approach, the comparative approach, and the analytical and concept approach. The aims of this research is to synchronize national regulations with regulations at the village level, especially in Peninjoan Village.

Research This research is a qualitative research that produces qualitative data. The data used in this study is primary data by conducting interviews and secondary data from books, journals and laws and regulations. From the results of the analysis of research findings, it can be seen that abandoned children tend not to be easy to communicate with, children tend not to want to be fostered, family motivation towards children is still lacking. The existence of abandoned children is caused by poverty, personality deviations, and internal and external factors of the child. They have their own way of life. Therefore, to overcome the problem of neglected children, it is necessary to empower potential sources of social welfare through Private Welfare Institutions/stakeholders, religious leaders, community leaders, community social workers, academics in an integrated, synergistic, collaborative and sustainable manner. The limitations of human resources and infrastructure at the Semarang Regency Social Service Office, especially the absence of a halfway house, need special attention from the Semarang Regency Regional Government.

Abstract

The new paradigm of tourists in the last 10 (ten) years greatly affects the attractions visited by both foreign and domestic tourists. Tourists who used to only want to enjoy natural beauty, culinary, and night tours, now there is a change in the orientation of tourist destinations. Tourists now prefer to travel to villages with panoramic views and village culture, tourists miss seeing the beautiful village atmosphere and Balinese culture which is still very thick with the nuances of Hinduism. Bali, known as the Thousand Temples, is very rich in religious places and temples that used to be a place of yoga for holy people. Likewise with Jembrana Regency which is geographically with the East Java Island which is very thick with its Javanese culture. Along the coast of the Bali Strait and West Bali National Park, there are many petilasan which is a stopover and hermitage place for holy people who sailed from the ancient Mataram Kingdom and Islamic Mataram who expanded to Bali. One of them is the Petilasan of Sumur Kembar Temple and Petilasan of Mbah Temon which are located in the Cekik Forest area, Gilimanuk Village. To further introduce and more professional management of tourist objects, in accordance with the policy of the Department of Tourism and Culture of Jembrana Regency, the management is handed over to BUMDes. So that income from tourism objects managed through BUMDes is to increase the source of Village Original Income, which of course will be used to improve the welfare of the Village community.

Abstract

The growth and development of the LPD requires Human Resources with sufficient and adequate quality education, and an element of prudence is urgently needed in disbursing credit, because the credit disbursed is derived from public funds collected in the form of Savings and Time Deposits; However, even though the LPD is already in the form of a Business Entity, the responsibility is still the responsibility of the Indigenous Village community as the communal owner of the Business Entity, and does not yet have a mechanism to provide special guarantees for owners of capital/money from the community as owners of deposits in all LPDs. LPDs in Bali, as is the case with LPDs which require material guarantees to be specifically guaranteed as a form of prudence. So when faced with certain situations such as the Covid 19 pandemic; then it is not impossible for the LPD to experience liquidity problems because many loans disbursed are not smooth and even jammed, and on the other hand, the community draws a lot of Savings and Deposits for their living needs, both those that have not been and those that are due. In addition, the lack of prudence and lack of understanding of good governance have an impact on very serious problems such as losses and even bankruptcy. This study empirically examines the developments and problems of Village Credit Institutions (LPD) as a result of the Covid-19 pandemic, and takes visionary steps or strategies to strengthen the management of Village Credit Institutions (LPDs) that are resilient in realizing community welfare in Sabetan Village, Bebandem District. , Karangasem Regency Post Pandemic.

Abstract

Pandanwangi Cianjur rice which has a distinctive taste, as good quality rice because it is the result of rice varieties with special characteristics that are influenced by geographical and cultural conditions from Cianjur blood so that Pandanwangi rice is categorized as a product of local wisdom in Cianjur Regency and has received a Geographical Indication certification. (IG) from the Ministry of Law and Human Rights of the Republic of Indonesia. However, the ownership of this certificate does not guarantee an increase in the economy that is exploited from Pandanwangi rice because the Regional Government has not provided maximum assistance and guidance so that the community takes advantage of the potential of Pandanwangi rice as an economically viable source of income. Therefore, it is necessary to socialize and foster from various parties, especially from academics through community empowerment activities to understand the existence of Cianjur pandanwangi rice as part of local wisdom products so that it is maintained as a cultural value and can provide economic benefits for the local community.
