Abstract

This research examines the suffix -an in Indonesian to formulate its rules of form, function, and meaning in forming polymorphemic words. Data were collected from the 2023 online edition of the Kamus Besar Bahasa Indonesia, national newspaper articles (February–May 2025), and introspective data from the researcher's competence as an Indonesian speaker. The data were analyzed using the distributional method with the immediate constituent analysis technique and paraphrasing techniques, and the identity method. The results reveal three main findings. First, regarding form, the suffix -an attached to base forms ending in vowels /i/, /u/, /a/, and diphthongs /ay/, /au/ undergoes morphophonemic processes with the addition of sounds [y], [w], and [?], while attachment to consonant-ending base forms causes no change. Second, regarding function, the suffix -an forms nouns when attached to verb and noun base forms, and forms numerals when attached to numeral base forms. Third, regarding meaning, the suffix -an conveys 18 grammatical meanings, including tool, place, result, container, unit, and collective meanings. This research provides a comprehensive reference for teaching, learning, and further studies in Indonesian morphology.

Abstract

This study examines the need to reconstruct land clearing regulations in forest areas based on the value of justice, driven by the increasing deforestation in Indonesia due to illegal practices causing ecosystem damage. Although various laws have been enacted, including Law Number 41 of 1999 concerning Forestry, Law Number 32 of 2009 concerning Environmental Protection and Management, Law Number 18 of 2013 concerning Prevention and Eradication of Forest Destruction, and Law Number 6 of 2023 concerning Job Creation, their implementation remains weak. Law enforcement, intended as an instrument of justice, suffers from inconsistencies and lacks a deterrent effect, negatively impacting forest protection. This research aims to analyze weaknesses in law enforcement regulations for land clearing and formulate justice-based recommendations for reconstruction. Using John Rawls's theory of justice and legal system theory, this qualitative case study collected primary data through interviews and observations at the Central Kalimantan Police, complemented by secondary data from regulatory documents and literature reviews. This approach enables a comprehensive analysis of enforcement dynamics and factors hindering justice in illegal land clearing cases. The findings reveal that current regulations fail to ensure fair and effective law enforcement due to insufficient sanctions, suboptimal environmental restoration mechanisms, and minimal community participation. This study recommends regulatory revision emphasizing justice principles, stricter sanctions, and a transparent monitoring system. Synergy among law enforcement, legislators, and communities is essential for sustainable forest protection.

Abstract

Career development in the Indonesian National Police (Polri) institution is a strategic issue as the complexity of tasks, organizational dynamics, and the demands of professionalism and public trust increase. The National Police's career development system emphasizes the principles of transparency, objectivity, and professionalism, but still faces challenges in competency-based and achievement-based implementation. This study aims to analyze the influence of motivation, competence, and self-efficacy on career commitment and its implications for the career development of members of the National Police. This study uses a quantitative approach with empirical analysis based on career development and motivation theory, including expectancy theory, self-efficacy theory, and the concept of career commitment. Data were analyzed to test the relationship between variables and formulate relevant career development models in the context of the National Police organization. The results of the study show that intrinsic and extrinsic motivation have a significant effect on career commitment. Competencies, especially continuous learning and innovation skills, improve self-efficacy and career development readiness. Self-efficacy has been shown to strengthen career commitment, which further has a positive impact on career development. However, there are still gaps in the aspects of interpersonal competence and career resilience that require more optimal organizational support. Effective career development of the National Police requires synergy between competency-based organizational policies and individual initiatives in sustainable planning and self-development. A collaborative and achievement-oriented career development model is key to improving the professionalism and sustainability of the institution.

Abstract

The rapid growth of e-commerce has significantly reshaped the global marketplace, enabling consumers to engage in digital transactions easily. However, alongside its benefits, e-commerce has introduced challenges, particularly regarding consumer protection in cases of unlawful acts committed by business actors. The aim of this study is to analyze the legal concept of compensation for consumers in e-commerce transactions, focusing on unlawful acts. This research investigates the responsibilities of business actors in ensuring consumer protection and the applicability of various laws, such as the Civil Code, the Consumer Protection Law, and the Electronic Information and Transaction Law (ITE Law), to e-commerce contexts. Using a descriptive-analytical approach with normative juridical methods, the research explores case law, legal frameworks, and secondary data related to consumer complaints, including issues of fraud, product misrepresentation, and privacy violations. The findings highlight the complexities surrounding compensation claims for both material and immaterial damages resulting from e-commerce violations. The study concludes that there is a need for stronger legal provisions to ensure fair compensation and accountability for e-commerce business actors. This research also recommends enhancing digital literacy among consumers and reinforcing the regulatory mechanisms to promote a safer e-commerce environment. The study contributes to a deeper understanding of consumer rights in the digital economy and suggests improvements in the legal framework for e-commerce transactions.

Abstract

The rapid development of artificial intelligence (AI) has significantly transformed communication processes and social interaction in the digital era. AI technologies, such as chatbots, recommendation systems, and automated content generation, are increasingly integrated into various sectors, including education, healthcare, e-commerce, and public services. The Technology Acceptance Model (TAM) is widely used to explain technology adoption through key constructs such as perceived usefulness and perceived ease of use. This study aims to analyze research trends, contexts, and theoretical developments related to AI acceptance in communication using the TAM framework. The research employed a Systematic Literature Review (SLR) method. Articles were collected from the Scopus database using the keywords “Technology Acceptance Model,” “Artificial Intelligence,” and “Communication.” Based on the PRISMA screening and selection process, 32 relevant peer-reviewed journal articles published between 2018 and 2024 were included in the analysis. The findings show that quantitative approaches dominate AI acceptance studies, particularly those using survey methods and structural equation modeling. Research contexts are mainly concentrated in education and healthcare, while studies in journalism, social media communication, and organizational communication remain limited. The analysis also reveals that TAM is frequently combined with other theories, such as Diffusion of Innovations and Uses and Gratifications Theory, to better explain technology adoption. In conclusion, the Technology Acceptance Model remains a relevant framework for understanding AI adoption in communication contexts. However, future research should expand theoretical perspectives and methodological approaches while incorporating social values such as inclusivity, ethics, and sustainability within the Society 5.0 framework.

Abstract

This study was motivated by the continued presence of street vendors (PKL) conducting trading activities in locations that do not comply with the PKL management policy in the Majalengka Square area, indicating a discrepancy between the established policy and its implementation in the field. This study aims to analyze the implementation of street vendor management policies in the Majalengka Square area. The research method used is qualitative through a descriptive approach analyzed using Van Mete and Van Horn's policy implementation theory. Meanwhile, data collection techniques included interviews, observation, and documentation. The findings indicate that the implementation of the street vendor management policy in the Majalengka Square area has not been optimally carried out. Factors supporting policy implementation include the existence of regulations and the role of local government, while inhibiting factors include limited human resources, supporting facilities, and the economic and political environment of street vendors. Efforts made to overcome these obstacles include maximizing existing human resources, optimizing supporting facilities, and adjusting the approach to the economic and political conditions of street vendors while preparing more suitable business locations.

Abstract

Changes in the global strategic environment and the increasing complexity of air threats require states to adopt adaptive defense policies oriented toward strengthening deterrence capabilities. In this context, passive radar represents a strategically relevant instrument, as it enables target detection without emitting signals, thereby enhancing survivability against low observable platforms and electronic warfare threats. This research aims to analyze the enhancement of the Indonesian Air Force’s passive radar capability as part of a broader strategy to strengthen the national defense system. This study employed a qualitative descriptive approach with a defense policy and strategic analysis framework. Data were collected through literature review and analysis of official defense policy documents. The findings indicate that passive radar holds significant strategic value within a layered air defense system; however, its utilization remains suboptimal due to policy limitations, insufficient system integration, human resource readiness gaps, and limited support from the national defense industry. The study recommends strengthening defense policies that position passive radar as an integral component of the national air defense strategy, enhancing human resource capacity, and reinforcing synergy among the Indonesian Air Force, the government, and the national defense industry. Optimizing passive radar capability is expected to enhance national deterrence and strengthen Indonesia’s strategic posture in safeguarding its airspace sovereignty.

Abstract

This study investigates the role of community contributions in the development and sustainability of the Community-Based Drinking Water and Sanitation Provision (Pamsimas) in Rappolemba Village, Tompobulu District, Gowa Regency. The PAMSIMAS program is a government initiative aimed at improving access to clean water and sanitation through community empowerment. The research explores how local participation influences the planning, implementation, and maintenance phases of the program. Using a qualitative research method, the study involved interviews and field observations to gather insights into the community’s active role. The findings reveal that community contributions are crucial at all stages, from participatory planning deliberations to mutual cooperation during infrastructure development and routine maintenance activities. Despite these contributions, challenges such as low collective awareness, financial constraints, and community members’ busy schedules hinder full participation. The study emphasizes the need for greater public awareness and financial commitment to ensure the long-term sustainability of PAMSIMAS facilities. The results underline the importance of fostering a sense of ownership and responsibility among community members to achieve sustainable development outcomes. Ultimately, the study provides strategic recommendations for enhancing community involvement and addressing obstacles to strengthen the sustainability of PAMSIMAS in rural settings.
