Abstract

This study analyzes the implementation of bureaucratic reform in the Padang City Environment Agency (DLH) in the context of institutional strengthening and collaborative governance in waste management. The waste issue in Padang City has become increasingly crucial which reaches more than 600 tons per day. Bureaucratic reform is being pursued to strengthen institutions, improve governance, and encourage cross-sector collaboration among government, the private sector, and the community. However, studies examining how regional bureaucratic reform is substantively linked to collaborative environmental governance at the local agency level remain limited. This study employed a qualitative approach with a descriptive phenomenological method and involved 12 informants, consisting of 4 structural officials, 3 functional officials, 2 community leaders, and 3 collaborative partners representing CSR-related institutions and environmental communities. Primary data were obtained through in-depth interviews, while secondary data were collected from policy documents and scientific publications. The results show that bureaucratic reform at DLH remains largely administrative, as reflected in changes in job nomenclature and the use of E-Kinerja to document weekly activities, attendance lists, photographs, and digital reports, which improved accountability but did not fully transform bureaucratic work culture. Cross-sector collaboration has shown positive progress, particularly through CSR support for waste containers and transport facilities and through community participation in waste-related programs, although it remains constrained by limited resources, technical regulations, and inter-actor coordination. This study confirms that institutional reform requires the internalization of performance values and stronger citizen participation to generate substantive impacts on sustainable waste management.

Abstract

Although digital governance promises to streamline public administration, the transition to Digital Population Identity (IKD) often encounters adoption barriers at the local government level, creating a gap between digital policy intentions and actual community utilization. To address this gap, this study aims to analyze the effectiveness of the IKD service implemented by the Civil Registry Office (Disdukcapil) of Bandung City. Employing a qualitative case study approach, data were gathered through in-depth interviews with Disdukcapil officials and users, direct observations, and document analysis. The findings reveal that while IKD significantly enhances service efficiency by reducing processing time, its overall effectiveness is hindered by low digital literacy, infrastructure disparities, and societal resistance to change. As a primary contribution, this research highlights that successful digital transformation in public services extends beyond mere technological deployment; it necessitates a holistic alignment of institutional capacity, human resource competence, and community readiness. Therefore, it is recommended that local governments intensify inclusive public outreach, facilitate targeted digital literacy programs, and upgrade supporting infrastructure to ensure the sustainability of digital identity services.

Abstract

This study aims to analyse the influence of financial literacy on household financial management and to examine differences in financial management based on literacy levels among beneficiaries of the Family Hope Programme (PKH) in Botubarani Village. This study employs a quantitative approach with a causal-comparative design and involves 60 respondents from a total population of 242 PKH beneficiaries. Data analysis was conducted using ANOVA, post hoc Games-Howell tests, and simple linear regression. The results indicate a significant difference in financial management based on financial literacy levels (F = 11.419; p < 0.001). The ‘well-literate’ group demonstrated better financial management skills compared to the ‘sufficiently literate’ and ‘less literate’ groups. Furthermore, financial literacy had a positive and significant effect on financial management (t = 4.816; p < 0.001), accounting for 28.6% of the variance. This study contributes by demonstrating that financial literacy not only has a general influence but also serves as a distinguishing factor among groups of social assistance recipients in rural areas. The implications of this study emphasise the importance of mentoring-based financial literacy education to enhance the effectiveness of the PKH programme and the financial independence of the community.

Abstract

The Free Nutritious Meals (MBG) Program is a national strategic policy to improve the quality of human resources, but its implementation in educational institutions presents food safety risks, particularly food poisoning. Several cases of mass poisoning have occurred, demonstrating that the MBG problem is not merely technical in nature, but rather reflects systemic risks influenced by the interaction between food hazards, student exposure levels, school capacity vulnerabilities, and weaknesses in public policy governance. This study aims to analyze the risk of food poisoning in the MBG program in educational institutions and to map program vulnerabilities in the risk analysis model. The research method used is qualitative based on the Risk governance framework by the International Risk governance Coucil. The analysis is conducted through the stages of pre-risk assessment, risk assessment, risk evaluation, risk management, and risk communication. The results show that the risk of food poisoning in the MBG is still managed reactively, with weak early detection, fragmented roles between actors, limited integration of technical and social data, and low transparency and public participation. Based on these findings, this study produces a Food Poisoning Risk Analysis Model for the MBG Program that is analytical and contextual, based on educational institutions. This model serves as a risk mapping tool to identify critical points of program vulnerability and provides an analytical basis for strengthening food security governance and developing risk-based and sustainable policy mitigation strategies.

Abstract

The issuance of Decree No. 337/M/KEP/2025 concerning Higher Education Providers for Medical and Health Personnel Conducting Competency Tests has sparked controversy due to the use of the nomenclature "D3 Pharmacist". Conceptually and normatively, the term combines the vocational education level (Diploma III) with a professional degree, which in the national higher education and health legal system is placed at the professional education level. This study aims to analyze the problematic nomenclature and its implications for legal certainty, regulatory coherence, and governance of the pharmaceutical profession. The study used a qualitative approach with a literature study method. Data were obtained from relevant laws and regulations, policy documents, and scientific articles, then analyzed using the Miles and Huberman interactive model through the stages of data reduction, data presentation, and conclusion drawing. The results show that the use of the term "D3 Pharmacist" is not aligned with the national qualification framework and regulations that clearly differentiate vocational and professional education. This inconsistency creates regulatory ambiguity, risks double interpretation in policy implementation, and disrupts the formation of professional identity. Furthermore, this contributes to scope-of-practice confusion, weakens licensing and degree protection mechanisms, and creates a legitimacy gap in the healthcare workforce. Therefore, immediate regulatory harmonization is crucial to ensure legal clarity, protect professional standards, and maintain the quality of healthcare services.

Abstract

This study aims to evaluate the IKM model and identify priorities for improving public services at the Semarang City Population and Civil Registration Office using quantitative methods. The analysis employed a CFA approach using AMOS as well as an IPA approach. The CFA results indicate that the IKM measurement model possesses good construct validity, where all indicators significantly contribute to the latent factor of public satisfaction. Meanwhile, the IPA analysis revealed that the overall service satisfaction level reached only 84.15%, meaning the services have not yet fully met public expectations. The results of the Cartesian diagram mapping revealed that the dimensions of system mechanisms and procedures, and completion time, are the top priorities for improvement. These findings recommend that the Semarang City Population and Civil Registration Office prioritize improvements in service procedures and completion time, with the aim of sustainably increasing public satisfaction.

Abstract

The Sidoarjo Regency Government, as one of the innovative regions, has developed various public service applications, one of which is the SIMPEL Application (Reporting Information System) used to accelerate village administrative reporting. However, in its implementation, several issues remain, including low reporting compliance and disparities in application utilization among districts and villages. This study aims to describe and analyze the effectiveness of the SIMPEL Application in accelerating village administrative reporting at the Department of Community and Village Empowerment of Sidoarjo Regency. This research uses a qualitative descriptive approach. Data collection techniques include interviews, observations, and documentation. The analysis applies Duncan’s (1973) effectiveness theory, which consists of three indicators: goal attainment, integration, and adaptation. The results show that in terms of goal attainment, the SIMPEL Application has not been fully optimal, as indicated by the low level of village reporting that has not met the established deadlines. In terms of integration, socialization and technical guidance have been conducted by the department, but they have not been fully understood by all village officials, resulting in implementation challenges. Meanwhile, in terms of adaptation, there are still limitations in human resource capacity and readiness of village officials in transitioning from manual to digital reporting systems. In conclusion, the effectiveness of the SIMPEL Application in accelerating village administrative reporting in Sidoarjo Regency is not yet optimal. Improvements in human resource capacity, strengthening of socialization efforts, and increased commitment and discipline among village officials are necessary to enhance the effectiveness of the application.

Abstract

Studies on Rukun Warga (Citizens' Association) have not yet been viewed as a street-level leadership practice. This article aims to examine Rukun Warga leadership in public service through the Street Level Leadership theoretical framework. This framework is used to understand the relational leadership practices of RW (Neighborhood Unit) officials in carrying out public service activities in their neighborhoods. Using ethnographic methods with unstructured interviews and non-participant observation in three Rukun Warga areas in the Surabaya City area, this study examines the daily practices of activating administrative knowledge and decision-making discretion, and establishing a supportive community of residents. This study concludes the importance of relational leadership through administrative knowledge, community harmony as an output of public service.

Abstract

The development of the Electronic-Based Government System (SPBE) requires the integration of effective, safe, and efficient digital services for the State Civil Apparatus (ASN). One of the problems faced by local governments is the fragmentation of the application system that requires users to perform repeated authentication, thereby reducing work efficiency and increasing information security risks. This study aims to analyze the implementation of the Single Sign-On (SSO) System in the integration of ASN digital services at the Sidoarjo Regency Communication and Information Office. The research method used is a descriptive qualitative approach with data collection techniques through observation, interviews, and documentation studies during internship activities. The analysis of policy implementation was carried out using the Edward III model which includes aspects of communication, resources, disposition, and bureaucratic structure. The results of the study show that the implementation of SSO is able to increase the efficiency of digital service access, simplify the authentication process, and support the integration of ASN's internal applications. However, the implementation of SSO still faces obstacles in the form of limited digital literacy for some users, data insynchronization between applications, and the need to strengthen information security governance. Therefore, optimizing SSO implementation requires increasing human resource capacity, integrating more integrated databases, and socializing and strengthening internal regulations on an ongoing basis
