Abstract

This study aims to analyze the implementation of the Asset-Based Community Development (ABCD) approach in managing Romokalisari Adventure Land, a natural tourist destination operated by low-income communities (MBR) in Surabaya City. A qualitative method was employed, with data collected through interviews, observations, and documentation. The findings indicate that while the Asset-Based principle has been effectively applied through the empowerment of Paguyuban ALR in managing tickets and micro-business stalls, challenges such as workforce retention and income disparities between micro-business operators and attractions remain significant barriers. The application of the Internally Focused principle allows communities to manage their assets independently; however, economic inequalities and unresponsive ticket pricing policies negatively impact community welfare. Furthermore, the relationship between the Department of Food Security and Agriculture (DKPP) and Paguyuban ALR has not been optimal in strategic decision-making. The main findings suggest that the success of the ABCD approach heavily relies on enhanced communication, clear SOP formulation, and ongoing training support

Abstract

The increase in Indonesian rice imports in 2023 reflects a shortage in the supply of rice food. The irony is that Indonesia is an agricultural country that wants to be self-sufficient in food. To achieve this, good synergy is needed between the Central Government and Regional Governments, including the Sidoarjo Regency Government. This research aims to evaluate the food security program implemented in Sidoarjo Regency, with a focus on the availability of rice and obstacles in meeting food needs. The method used is qualitative research with a library research approach, which involves collecting data through observation and documentation. The research results show that the availability of rice in Sidoarjo Regency will fluctuate from 2018 to 2024, with total rice production reaching 195,855 tons of GKG in 2023. Even though there is a rice surplus of 117,451 tons, challenges such as land conversion and unfavorable weather conditions remain obstacles in increasing agricultural productivity. The conclusions of this research emphasize the need for integrated policies and community support to increase rice food security in Sidoarjo Regency, as well as the importance of ongoing evaluation of existing programs to ensure the sustainability of food supplies in the future.

Abstract

The Old Age Security (JHT) Program is a government program that aims to fulfill workers' rights to decent work, including income, benefits, and social security. On April 26, 2022, the Minister of Manpower issued Permenaker Number 4 of 2022 which revised the previous the old age security regulations. This study aims to analysis the implementation of the Permenaker by evaluating previous cases, so that the government can learn and implement this policy more effectively. This study uses a qualitative approach with a literature review method, collecting data through literature studies. The results of the study indicate that Permenaker Number 4 of 2022 has the potential to be a better solution to the old age security problem than the previous period, as long as its implementation is optimal. Good implementation can be achieved by balancing the top-down and bottom-up approaches, because a tendency that is too dominant on one side can have a negative impact on the quality of policy implementation.

Abstract

Hospital Management Information System plays an important role in supporting the overall process in the hospital with information technology. This study examines the role of SIMRS in improving the quality of service at Ogan Ilir Regional Hospital. This study aims to assess the effectiveness of SIMRS in streamlining hospital operations, improving patient care, and facilitating better data management. A qualitative approach was used, which included interviews with hospital staff and analysis of hospital performance metrics before and after the implementation of SIMRS. The results showed that SIMRS made a significant contribution to improving the quality of service by reducing administrative errors, increasing the efficiency of patient management, and providing real-time access to patient data. This study provides valuable insights for hospital management and policy makers who want to improve health service delivery through the use of information systems.

Abstract

The Sidoarjo Mudflow disaster is an event of hot mud eruption that has heavy metal components that can pollute the soil, resulting in reduced soil fertility in areas near the Sidoarjo Mudflow disaster. The Sidoarjo Mudflow disaster has had a wide impact on the socio-economic life of residents and business activities in the surrounding area due to the damage to the environmental ecosystem after the disaster. The purpose of this study is to describe the role of the Ketapang village government in restoring the environmental ecosystem after the Sidoarjo mudflow disaster. This study uses a qualitative descriptive approach with data analysis techniques using interactive models including data collection, data reduction, data analysis and drawing conclusions. The results of this study indicate that the Ketapang village government has played a role as a stabilizer, innovator, modernizer, pioneer, and implementer itself in development activities by involving various parties including village officials, traditional leaders, students, Babinsa, Babinkamtibmas and the Sidoarjo Regency Environmental and Sanitation Service (DLHK).

Abstract

This study analyzes the implementation of Sustainable Development Goals (SDGs) policies, especially the goal of zero poverty and hunger, in sustainable development in Mojokerto Regency. The method used is a qualitative approach through literature studies, by reviewing various written sources such as scientific articles, government reports, and policy documents. The results of the study indicate that the integration of SDGs in regional development planning has driven a decrease in poverty rates in Mojokerto, reflected in the decreasing trend in the percentage of poor people over the past five years. Innovative programs such as Kampung Zakat and MSME assistance have contributed significantly to improving community welfare. However, the implementation of SDGs still faces challenges in the form of budget constraints, low community participation, and lack of cross-sector synergy. Progress in poverty and hunger alleviation, the sustainability of achieving SDGs in Mojokerto requires strengthening collaboration, increasing human resource capacity, and optimizing funding.

Abstract

The implementation of the Electronic Whistleblowing (WBS) system through the Complaint Service Information System application at the Jombang Regency Inspectorate is an innovation to increase transparency, accountability, and effectiveness of government governance. This application makes it easy for the public and employees to submit complaints quickly, safely, and in a structured manner through an easily accessible digital system. The electronic-based reporting feature and real-time monitoring of report status accelerate the Inspectorate's response to various complaints received. This study uses a qualitative descriptive method with five main indicators: commitment, visibility, accessibility, simplicity, and speed of complaint handling. The results of the study showed a high level of respondent satisfaction, with an average positive assessment of above 75%, as well as increased employee work efficiency, accelerated complaint resolution, and public participation in monitoring public services. However, challenges such as low digital literacy in rural areas, internal resistance to transparency, and issues of reporter data security still need to be addressed. Optimizing this system requires a broader socialization strategy, increased digital literacy, and strengthened technology infrastructure and data security. With these steps, WBS electronification is expected to become a more inclusive, effective, and sustainable complaint system in supporting clean and responsive governance.

Abstract

This study aims to analyze the circular economy development policy in Magetan Regency, focusing on the leather industry and its impact on improving the community's economy, especially on Jalan Sawo, Selosari Village. The method used is a qualitative approach, which includes in-depth interviews with industry players, direct observation at the location, and analysis of documents related to the policy. The results of the study indicate that the implementation of the circular economy policy not only increases community income through the creation of new jobs but also contributes to waste reduction and increased environmental awareness among the community. In addition, this study identifies challenges faced in implementing the policy, such as lack of training and technical support. Recommendations are provided to improve the effectiveness of this policy, including the need for collaboration between the government, private sector, and the community in creating a sustainable circular economy ecosystem. This research is expected to contribute to the development of better policies in the future.

Abstract

This study analyzes the E-Government development strategy in Tambak Kalisogo and Panggreh Villages, Sidoarjo Regency, with a focus on optimizing document administration. The background of this study is the importance of E-Government in improving the efficiency and transparency of public services at the village level. The purpose of this study is to identify elements of the E-Government development strategy and compare its implementation in both villages. The research method used is descriptive qualitative with data collection through literature study methods. The subjects of the study were village officials in Tambak Kalisogo and Panggreh, as well as documents related to village administration. Data analysis was carried out based on the ITPOSMO framework (Information, Technology, Process, Objectives and Values, Staff and Skills, Management, and Other Resources). The results of the study show that Panggreh Village is superior in developing E-Government compared to Tambak Kalisogo Village, especially in terms of implementing the E-Buddy application, technology infrastructure, and HR skills. The conclusion of this study is that optimizing document administration through E-Government requires investment in infrastructure, improving HR skills, and strong management support. This study contributes to the development of public administration science by identifying key factors for the success of E-Government implementation at the village level. The recommendation of this study is that Tambak Kalisogo Village can learn from the implementation strategy in Panggreh Village to improve the efficiency and transparency of document administration. This study identifies key factors for the success of E-Government at the village level.

Abstract

This study aims to analyze the discourse surrounding the role of Non-Governmental Organizations (NGOs) in the public policy process in Indonesia. After the collapse of the New Order regime, the role of NGOs has become increasingly prominent in various stages of the policy process, from advocacy, formulation, implementation, to policy monitoring. However, the dominant discourse in Indonesia tends to reduce the political role of NGOs to only two main domains: community development and empowerment and humanitarian assistance. Using a post-structuralist approach and reflective document analysis, this study identifies distinctive characteristics in the discourse on the role of NGOs in Indonesia. Although the role of NGOs in the public policy process is very significant, their political dimensions are often not widely recognized, both by the general public and public policy academics in Indonesia. This condition actually opens up opportunities for NGOs to maneuver more flexibly in institutional and social spaces, influencing policy decisions while maintaining an image of neutrality in the wider political real.
