Abstract

Effectiveness shows the success of achieving the goals that have been set. If the results of activities are closer to the target, it shows the higher the effectiveness. An organization is considered to achieve high effectiveness if the it is free from various characteristics of ineffectiveness. This research aims to analyze the effectiveness of the Indonesian police organization in tackling drug abuse that occurs in society today. In accordance with the Function, Purpose, Position, Role, and Authority of the Police, which is very large and important to prevent drug trafficking and abuse in Indonesia, it has been written in Law Number 2 of the Year concerning the Indonesian National Police. The results indicated that the effectiveness of police organizational performance in tackling and preventing drug abuse in Indonesia is currently not optimal. This is shown in the yearly prevalence rate of drug abuse, which increased by 0,15% from 1,80% in 2019 and to 1,95% in 2021. This increase is quite large when viewed from the total population, drug abuse. This is estimated at 3.662.646 people aged 15-64 years over the past year shows an increase of 243.458 people compared to 2019 (3.419.188 people). Meanwhile, the prevalence rate of ever-use drug abuse increased by 0,17% from 2,4% in 2019 to 2,57%. With an absolute number in 2021 of 4.827.616 people aged 15-64 years having used drugs, this number is 292.872 more people than in 2019 (4.534.744 people). With the increase in narcotics crimes in the Provinces, Districts/Cities throughout Indonesia, the Police, assisted by the community, needs to be more active in carrying out preventive measures that can narrow the space for perpetrators who will commit narcotics crimes.

Abstract

The Social Construction of the Quality Family Village in Pondok Batu Village, Bilah Hulu Subdistrict, Labuhanbatu Regency is a strategic effort to improve the quality of life in the community through a participatory approach. This study aims to analyze how the community constructs their social reality in the context of the Quality Family Village program, using the social construction theory perspective of Peter L. Berger. The research method employed is qualitative, with data collection through interviews, observations, and documentary studies. The results show that the processes of externalization, objectivation, and internalization are key in building the community's collective awareness of the importance of this program. The community plays an active role in formulating and implementing programs relevant to their needs, thereby creating new norms that support the improvement of quality of life. Furthermore, this study also identifies the challenges faced in the program's implementation, including a lack of understanding and participation from some segments of the community. Therefore, further efforts are needed to enhance the socialization and education about the Quality Family Village program in order to achieve the expected goals.

Abstract

Investment plays an important role in the economic sector, especially in developing countries such as Indonesia which is very strategic. Without sufficient investment, it is difficult to expect high economic growth that results in economic welfare for developing countries. This study also uses a normative legal approach, namely conducting field research on events that give rise to the principle of subrogation and the implementation of the principle of subrogation in online investment agreements which examines legal protection for fraudulent investment investors. The results of the study show that in practice Sunton Capital does not meet the provisions of the Commodity Futures Trading Law because it does not have certification from Bappebti, which indicates that its investment activities are illegal. Sunton Capital also offers high returns that are not proven, so it has the potential to be a form of fraud against investors. To prevent the increasing prevalence of illegal investment, preventive and repressive legal protection efforts are needed. Preventive efforts are carried out through education and socialization by Bappebti and OJK to increase public awareness of legal and safe investments. Meanwhile, repressive efforts involve law enforcement against perpetrators of illegal investments, including investigation, prosecution, and imposition of sanctions in accordance with Article 378 of the Criminal Code concerning criminal acts of fraud. In addition, victims of illegal investments have the right to obtain restitution in the form of compensation for lost assets, medical costs, and counseling services as regulated in the Witness and Victim Protection Law. However, because illegal investments such as Sunton Capital do not have a clear legal basis, direct compensation from the broker is often difficult to obtain

Abstract

On February 1, 2021, the military junta launched a coup against Myanmar's civilian government. According to circulating reports, the coup occurred due to the military's dissatisfaction with the performance of the civilian government, especially regarding alleged fraud in Myanmar's 2020 elections. In response to this conflict, the purpose of this study is for the international community to convey a negative attitude by imposing sanctions and embargoes—one of which is the arms embargo issued by the UN General Assembly in 2021. The methodology used in this study is a case study approach. The data used in this study are secondary data in various forms, including official documents (such as government reports, agreements, and NGO analysis), media reports (news articles and opinion pieces), and academic literature (research articles, books, and theses on state identity). Facing this negative response, Myanmar is looking for new 'strategic partners' to ensure the sustainability of various vital sectors, especially the military sector. The data shows that, after the 2021 coup, Myanmar has continued to develop cooperative relations with Russia, especially in terms of arms procurement. This phenomenon raises the following research question: How did the 2021 military coup affect Myanmar’s decision to make Russia its strategic military partner? Using Wendt’s concept of state identity, the novelty of this study analyzes the impact of various factors—such as image, international norms and culture, and domestic politics—on the formation of Myanmar’s state identity, and how this newly formed identity affects Myanmar’s interests and foreign policies.

Abstract

The unsustainable investment in the Masela block due to the recent pandemic has delayed several steps by the Maluku provincial government and local communities in realizing the investment capital participation (PI). This study aims to determine and analyze the factors that hinder the operation and investment in the Masela block. The analysis technique used in this study is the PESTLE analysis which is reinforced by secondary data and survey results and interviews with PT MEA, namely the industry appointed by the local government (BUMD) in implementing the investment capital participation in the Masela block and informants from the Latdalam and Lermatang village governments who know and are directly affected by the development of the Masela Block project. The results of this study indicate that the priority concentration of the Lermatang and Latdalam village communities is on the social and environmental aspects where there will be many social changes in the community's way of life so that this aspect must be truly considered because these two villages highly uphold customary and cultural values and depend on natural resources.

Abstract

Waste management has become a significant issue in Tangerang Regency, despite the presence of a Final Disposal Site (TPA). The open dumping method at TPA has negative environmental impacts, necessitating government involvement in policy regulation and enforcement. This study aims to analyze government communication strategies in waste management, evaluate the effectiveness of Reduce Reuse Recycle Waste Treatment Sites (TPS 3R), and identify challenges in their implementation. The theoretical framework is based on environmental communication sociology, particularly in managing public participation. This research employs a qualitative method with a case study approach at TPS 3R Mustika over a three-month period. The findings indicate that communication strategies through social media and field activities effectively increase community participation. Furthermore, TPS 3R Mustika is effective as an educational center, despite facing challenges such as low public awareness and limited financial support. In conclusion, increased socialization, cooperation with third parties, and improvements to TPS facilities are necessary. This study offers a reference for other regions in developing sustainable waste management programs. The novelty of this research lies in its strategic communication approach through TPS 3R as an educational center aimed at enhancing public participation in waste management.
