Abstract

This study aims to analyse the development of Kapas Biru Waterfall as a nature-based tourist attraction in Lumajang Regency using the 6A approach: Attraction, Accessibility, Amenities, Available Packages, Activities, and Ancillary Services. The research method applied is descriptive qualitative, with data collected through observation, in-depth interviews, and documentation. The findings indicate that Kapas Biru Waterfall possesses a strong natural appeal with its pristine landscape. However, accessibility remains limited due to steep terrain and a lack of supporting infrastructure. Available amenities, such as restrooms, resting areas, and directional signage, are still basic. Formal tour packages are not yet available, and tourism activities are mainly limited to trekking and photography. Ancillary services such as tourist information and safety facilities are also underdeveloped. Supporting factors for tourism development include natural beauty, active community participation, and promotion through social media. Conversely, the main constraints are poor infrastructure, limited facilities, insufficient government involvement, and the absence of an integrated and sustainable management system. This study is expected to serve as a reference in formulating strategies for developing Kapas Biru Waterfall into a competitive and sustainable nature tourism destination in Lumajang Regency.

Abstract

A Building Permit (PBG) is a permit that must be obtained by the building owner when constructing a building. In Surabaya City, especially in Kenjeran Sub-district, many residential buildings are found without PBG, indicating the need for a strategy to control PBG licensing. This research aims to see how DPRKPP's strategy in increasing the number of PBG permits for residential houses in Kenjeran Sub-district, Surabaya City. This research uses qualitative research methods with the data collection process in the form of interviews, observations, documentation and literature studies. Based on the findings of the study, which uses the concept of strategic management according to Fred R. David and Forest R. David, it is known that the formulation of DPRKPP's strategy has a clear foundation through vision, mission, regulation and long-term goal setting. However, the strategy implementation process has not been optimal because DPRKPP is still faced with various internal and external challenges. Furthermore, the lack of active evaluation down to the sub-district level has made the implemented strategy less adaptive and certainly less optimal.

Abstract

This study aims to analyse the representation of family dysfunction in the film Dua Hati Biru using Roland Barthes' semiotic approach. The film was chosen as the object of study due to its potential to portray social realities, particularly those involving young family dynamics. This research employs a descriptive qualitative method with a semiotic analysis focusing on three layers of meaning: denotative, connotative, and myth. Data were obtained through direct observation of selected scenes and analysed to identify signs of family dysfunction. The findings reveal that Dua Hati Biru represents family dysfunction through four main forms: unclear parental role boundaries, lack of physical space separation among family members, the presence of shameful family secrets, and power imbalances within the household. These representations demonstrate how popular media can reflect the complexity of family life and shape public perception of familial roles and functions. The study concludes that film, as a form of communication media, serves not only as entertainment but also as a powerful tool for social education. This research is expected to contribute to the academic discourse on media and communication and to serve as a reference for future studies related to family issues in popular media.

Abstract

This study aims to analyse human resource management at Agrowisata Lumbung Stroberi located in Pandanrejo Village, Batu City. The research problem focuses on how recruitment, development, compensation, integration, and maintenance of employees are implemented to support agrotourism management. The research employed a descriptive qualitative method with data collected through observation, in-depth interviews with management and employees, and documentation. The findings indicate that employee recruitment is still simple and lacks a structured recruitment plan. Workforce development has not been optimised due to limited regular training programs, particularly in improving service and communication skills. The compensation system remains confined to basic wages with incentive variations that are not yet proportional to workload. Integration between employees and the organisation has not been fully achieved due to ineffective internal communication. Employee welfare maintenance has not been planned sustainably. The conclusion states that human resource management in this agrotourism enterprise requires improvements in recruitment planning, regular training, a fairer compensation system, internal communication, and more integrated welfare programs to enhance professionalism and competitiveness in tourism services.

Abstract

This study aims to assess drug control policies in Indonesia by concentrating on the progress of policy research, conditions of abuse, the role of rehabilitation, implementation difficulties, and government strategies. Reports from related institutions, academic publications, and national policies are secondary data sources analysed using descriptive research methods. The study shows that, although the government has launched the National Action Plan for P4GN (Prevention, Eradication, Abuse, and Illicit Trafficking of Narcotics) and increased rehabilitation as a primary strategy, there are still major problems in implementing the policy. Budget constraints, lack of coordination between institutions, overcapacity of correctional institutions, and social resistance to drugs are some of these problems. Recent data shows an increase in the number of abuse cases, especially among adolescents, where a lack of facilities and resources leads to poor rehabilitation. This study emphasises the importance of cooperation between the government, the community, and the private sector to improve the effectiveness of policies through preventive, repressive, and rehabilitative approaches. Developing new community-based programs, increasing budget allocations, and improving monitoring and evaluation systems are some of the recommendations.

Abstract

This study aims to determine and analyse the factors that cause bureaucratic pathology in public services at the Manpower and Transmigration Office of Southeast Sulawesi Province. This study uses a qualitative descriptive approach, determining informants using purposive sampling with 6 informants. Data collection in this study was conducted through interviews, observations and documentation studies. The results of this study indicate that bureaucratic pathology in public services at the Manpower and Transmigration Office of Southeast Sulawesi Province is influenced by five main factors, namely managerialism, incompetence, violations, dysfunctionality, and internalisation. Although in general there are no strong indications of abuse of authority or unlawful acts, there are still bureaucratic symptoms such as a less participatory leadership style, low competence of some employees, weak work discipline, disproportionate workload, and lack of ability in utilising technology.

Abstract

This research aims to analyse the determining factors that influence the effectiveness of strategies for managing water pollution in the Sadar River, conducted by the Environmental Agency of Mojokerto Regency. The background of this study is the high level of pollution caused by domestic and industrial waste, which affects environmental quality and public health. The research employed a descriptive qualitative approach using interviews, observations, and documentation techniques. The theory of strategy effectiveness proposed by Sutrisno (2010) served as the framework. The findings include four main indicators: Organisational Characteristics, Environmental Characteristics, Worker Characteristics, and Policy Characteristics. The results show that the organisational structure has complied with Standard Operating Procedures and supported the strategy; however, there are still limitations in employee competency qualifications and a lack of support and involvement from the private sector. Moreover, industry compliance remains low. In conclusion, it is necessary to improve human resource capacity, enforce regulations more strictly, and enhance cross-sector collaboration to achieve optimal water pollution control.

Abstract

This study explores the contribution of women in developing culturally educational tourism through batik at Kampung Batik Okra, Surabaya. The women in this community are not only involved as batik artisans, but also act as cultural agents who transmit local values to visitors through educational activities. Their roles are evident in workshops, storytelling about historical and symbolic meanings of batik motifs, and through accessible, interactive communication. using a qualitative phenomenological approach, the research collected data through in-depth interviews, participatory observation, and documentation of cultural symbols. The analysis was conducted interpretively to understand how women give meaning to their roles as cultural narrators. The findings reveal that the women at Kampung Batik Okra play a strategic role in sustaining tradition through education. They teach values such as patience, perseverance, and cultural appreciation through the batik-making process. Although challenges exist, particularly regarding the high cost of hand-drawn batik compared to mass-produced alternatives, the women respond with an educational strategy that builds public appreciation and encourages cultural regeneration, especially among younger generations. This form of educational tourism not only promotes batik as a product, but also reinforces local identity in a participatory and sustainable way.

Abstract

This study aims to determine the development strategy of the Karanganyar Blitar Coffee Plantation in digital sustainable tourism. This study uses a descriptive qualitative approach. This study involves in-depth interviews, participatory observation, and documentation. Data analysis was carried out interactively and cyclically, including three main stages: data reduction, data presentation, and conclusion drawing (Miles & Huberman, 2014). The results show that the development strategy of the Karanganyar Coffee Plantation within the framework of digital sustainable tourism successfully integrates digital technology into agrotourism practices as a whole, from production, environmental management, to tourism promotion. The application of computer vision in the harvesting process, the use of Internet of Things (IoT) devices for pest control, and the optimisation of social media in marketing have proven effective in increasing production efficiency, expanding the reach of the tourism market, and strengthening the sustainability of the local ecosystem.

Abstract

This study aims to analyse the role of entertainment festivals, particularly music festivals, in shaping the image and attractiveness of urban tourism in Surabaya. The city is undergoing a transformation as a hub for urban tourism and MICE (Meeting, Incentive, Convention, and Exhibition), leveraging its cultural assets and local creativity as key elements in city branding strategies. This study adopts a qualitative approach using library research to examine relevant academic journals, policy reports, scholarly books, and case studies published within the last five years. The findings indicate that entertainment festivals function not only as recreational platforms but also as symbolic media that convey the city’s identity in visual and emotional forms to visitors. Surabaya has successfully incorporated events such as Jazz Traffic Festival, Surabaya Vaganza, and Sound of Downtown into a creative and inclusive urban narrative. The analysis is grounded in the Destination Marketing Triangle framework and the semiotics of festivals, illustrating how collaboration between local stakeholders, event organisers, and tourists creates a cohesive perception of the destination. This study concludes that entertainment festivals serve as vital catalysts for constructing authentic city imagery, fostering tourist loyalty, and supporting the sustainable development of urban tourism.
