Abstract

Human trafficking, particularly involving women and children, is a serious challenge for the Philippines. As a country with a high rate of child sexual exploitation in East Asia, the Philippines has sought to eradicate this crime through the ratification of the Palermo Protocol, the passage of Republic Act No. 9208 and Republic Act No. 10364, as well as the establishment of the Inter-Agency Council Against Trafficking (IACAT). This study analyses the effectiveness of the implementation of the Palermo Protocol in the Philippines using the Domestic Salience theory to measure the extent to which international norms have been adopted in domestic policies. The results show that the Philippines successfully improved its law enforcement capacity and obtained Tier 1 status in the Trafficking Victims Protection Act (TVPA) in 2016. However, challenges such as limited resources, corruption, and inter-agency coordination still hinder the effectiveness of anti-trafficking policies. With a national strategy that includes prevention, victim protection, law enforcement, and international partnerships, the Philippines continues to reduce human trafficking. Despite significant progress, the study concludes that policy strengthening through cross-sector coordination, capacity building of law enforcement officials, and expansion of victim rehabilitation services are needed to ensure long-term effectiveness in combating human trafficking.

Abstract

This study aims to analyse the effectiveness of SIPD implementation in optimising financial management at the Regional Financial and Asset Management Agency (BPKAD) of Bojonegoro Regency. The research method employed is descriptive qualitative, with data collection techniques through observation, interviews, and documentation. Data analysis uses the Miles interactive model with effectiveness evaluation based on the DeLone and McLean (2003) model. The research results show that of the six evaluated indicators, only service quality was assessed as effective, while the other five indicators were ineffective. System quality faced constraints, including an uncomfortable interface and limited features. Information quality showed significant differences across work divisions, with treasury and accounting divisions experiencing information limitations. SIPD usage levels were very high but accompanied by operational constraints. User satisfaction varied, with the budget division showing high satisfaction while the treasury and accounting divisions experienced dissatisfaction. Implementation impact demonstrated regulatory compliance but generated a high operational burden. Therefore, it can be concluded that the Regional Government System at the Regional Financial and Asset Management Agency has not been effective in optimising regional financial management.

Abstract

The purpose of this study is to describe the effectiveness of the e-Performance program in electronic-based government service providers in Pucang village, Sidoarjo District. The study uses a descriptive, qualitative research type and data collection through observation, interviews, and documentation, with the intention of being able to objectively describe the facts and phenomena that are the research problems. The results of the study based on the theory of effectiveness, according to Duncan in Steer s show that the e-Performance program is already effective because it has attempted training on the e-Performance application. However, there are still some who do not understand how to apply it because of the training that is not intense, and the distribution of uneven information.

Abstract

The declining public trust in the police institution poses a serious challenge to establishing a participatory and sustainable security system. This study aims to analyse the strategy of the North Buton Resort Police in strengthening public trust through the Community Policing approach. This research uses a qualitative method with a case study approach and SWOT analysis to explore the strengths, weaknesses, opportunities, and threats in the implementation of the strategy. The findings show that the strategy is carried out through dialogical patrols, community partnership forums, legal education, and the active presence of community-based police officers. This strategy has had a positive impact on increasing community participation in maintaining security and strengthening social relations between the police and the public. However, there are obstacles such as limited personnel, inadequate operational facilities, and geographical challenges that require systemic improvements and cross-sector collaboration. The conclusion of this study states that the success of the Community Policing strategy highly depends on the ability to adapt to the local social context, along with policy support and community engagement. These findings can serve as a reference for developing community-based security policies in other regions with similar social characteristics.

Abstract

This study aims to evaluate the implementation of the e-catalogue system in the procurement of goods and services at the Secretariat of Buton Regency. The identified issue is the effectiveness of the e-catalogue system in accelerating the procurement process and the challenges faced during its implementation. This research employs a descriptive approach with a qualitative method, where data were collected through interviews with ten respondents involved in the procurement process. The findings indicate that the e-catalogue system accelerates the process of searching for goods and suppliers, but there are challenges in budget management, unstable internet connection, and underutilization of advanced system features. Manual procedures in transaction approval also hinder efficiency. Overall, while the e-catalogue has improved efficiency in searching for goods, improvements in technology infrastructure, user training, and simplification of administrative procedures are needed to achieve greater effectiveness. This research contributes to the development of the e-catalog system in government procurement.

Abstract

This study aims to analyse the role of the Kadolomoko Village Government in the effort to eradicate extreme poverty in Baubau City. Extreme poverty remains a major issue despite the implementation of various policies. The research method used is a qualitative approach with a case study, involving interviews with village government officials, community leaders, and beneficiaries of poverty alleviation programs. The results of the study show that although there are positive impacts from economic empowerment programs and social assistance distribution, significant challenges remain, such as data inaccuracy, limited resources, and poor coordination between related institutions. The study concludes that to improve policy effectiveness, improvements in the data system, more comprehensive entrepreneurship training, and better coordination between institutions are needed. Strengthening the budget and village officials' capacity also plays a key role in accelerating extreme poverty alleviation.

Abstract

This study aims to analyse the potential and challenges of tourism development in Padangkuku Tourism, Lambusango Timur Village, Buton Regency. This research uses a qualitative approach with a descriptive research design. Data was collected through interviews, field observations, and documentation analysis involving tourism managers, local communities, and tourists. The results show that Padangkuku has great strengths in terms of natural beauty and local culture, which can be major attractions for tourists. However, the main challenges faced are inadequate infrastructure and limited supporting facilities. The opportunities for developing digital-based tourism and ecotourism are significant, but competition with other more famous tourist destinations poses the main threat. In conclusion, tourism development in Padangkuku requires infrastructure improvements, facility enhancements, and digital marketing strategies to increase visitor numbers. Support from local government and active community involvement are essential for achieving sustainable tourism management.

Abstract

This study aims to analyse the environmental and economic impacts of nickel mining activities by PT X on Gag Island, Raja Ampat. The research employs a descriptive qualitative approach, with data collected through literature studies from scientific journals, reports by environmental organisations, relevant legal documents, and credible online news articles related to the mining industry and ecological issues. The findings indicate that mining activities have caused significant ecological damage, including coral reef degradation, marine pollution, deforestation, and disruption of ecosystem balance. On the other hand, the presence of the mining company has contributed economically through increased community income, job creation, and the implementation of corporate social responsibility (CSR) programs. Nevertheless, the adverse impacts experienced directly by local communities, especially Indigenous peoples, have triggered strong resistance against the sustainability of mining operations in the region. This condition underscores the importance of a comprehensive evaluation of mining policies in ecologically sensitive areas, taking into account marine ecosystem protection, forest sustainability, and the rights of affected Indigenous communities.

Abstract

This study analyses Indonesia's public diplomacy practices through the organisation of the Aquabike Jetski World Championship held in Lake Toba, North Sumatra. As part of the Super Priority Tourism Destinations, Lake Toba holds strategic value not only for promoting local culture but also for strengthening Indonesia's image as a capable host of international sporting events. This event serves as a medium for Indonesia to present itself to the global public while simultaneously asserting its strategic position in international political dynamics through sports. The study employs a descriptive qualitative approach with data collected through a literature review. The analysis is grounded in Nicholas J. Cull’s concept of public diplomacy, particularly focusing on three main elements: listening, advocacy, and international broadcasting. The findings reveal that through the implementation of this event, Indonesia actively applies public diplomacy strategies aimed at building a positive national image and enhancing its visibility on the global stage.

Abstract

This study aims to analyse the forms of public service network collaboration in efforts to prevent and reduce stunting in Buton Tengah Regency. Using a descriptive qualitative approach, data were collected through in-depth interviews, observation, and documentation involving various actors such as government institutions, health workers, communities, and the private sector. The findings reveal that stunting is a complex issue requiring a cross-sectoral approach, engaging actors with diverse but complementary roles and responsibilities. An ideal collaboration model demands shared commitment, evidence-based data utilisation, structured communication, and increased human resource capacity. Implementation barriers include weak coordination, complex bureaucratic procedures, and low public health literacy. Therefore, strengthening collaborative governance, inclusive policy support, and sustainable participatory monitoring and evaluation are essential. This study recommends enhancing stakeholder synergy and increasing community involvement as key strategies for significantly reducing stunting prevalence in the region.
