Abstract

The Cannes Film Festival, which began in 1949, is now entering its 78th edition in 2025. The Indonesian government, through the Ministry of Culture, held a Media Briefing for the Indonesian delegation at the Marché du Film as a form of recognition of film industry players as actors of public diplomacy. This study explains that participation in international festivals is one of the efforts of public diplomacy, and the public diplomacy efforts carried out by the Indonesian government as a state actor and the Indonesian film industry players at the Cannes Film Festival 2025 as non-state actors are analysed using Mark Leonard’s three-dimensional theory of public diplomacy. This research is analysed using a descriptive research method and a qualitative approach, employing secondary data. The results of this study show that the Indonesian government and Indonesian film industry players have conducted public diplomacy through news management, strategic communication, and relationship building.

Abstract

This study aims to determine the quality of member service management at the Delta Wira Dana Purwosari Savings and Loans Cooperative Unit, Pasuruan Regency. This research uses qualitative methods, with data collection techniques through observation, interviews, and documentation studies. The results of the research through the analysis of the TERRA and SERVQUAL models show that the quality of service at KSP Delta Wira Dana still requires comprehensive improvement. The weakest dimensions are in responsiveness and assurance. Although the Tangibles or physical facilities of the cooperative are generally considered adequate, Empathy is still questionable because of the lack of consistency of cooperative managers in serving members and services are still general and formal, without considering the specific conditions of each member, such as economic status, financial literacy, or business difficulties. So it is concluded that KSP Delta Wira Dana should immediately improve service quality, especially in the absence of an emergency response system and low transparency of information.

Abstract

The purpose of this study was to determine occupational safety and health in improving employee performance at PT. PLN (Persero) ULP Wua-Wua. Research conducted using qualitative description research. The source of this research amounted to 5 people who were determined by using observation, interview and documentation techniques, namely the technique of determining informants who collected data directly in the field. The results of this study indicate that occupational safety and health at PT. PLN (Persero) ULP Wua-Wua shows that occupational safety and health has not been monitored optimally because there are still work accidents at PT. PLN (Persero) ULP Wua-Wua occur because the executor’s negligence does not check first or the job supervisor does not monitor because the procedure has been made Working Permit, JSA and has been surveyed in the field. In employee performance is an individual thing because each employee has a different level of ability in doing their job. Management can measure employee performance from each employee. Performnce depends on a combination of ability, effort and opportunity obtained.

Abstract

This study aims to analyse the form and effectiveness of digital inclusion policies in the implementation of SPBE in Surabaya City, focusing on efforts to reach vulnerable groups such as the elderly, persons with disabilities, and the digitally poor. This study applies a qualitative method with a case study approach. Data were collected through in-depth interviews, document review, and field observation involving local government actors and representatives of vulnerable groups. The analysis is guided by the frameworks of Digital Inclusion Theory, Digital Era Governance, and Policy Implementation Theory. The results show that the Surabaya City Government has initiated several digital inclusion policies, including free public WiFi, digital literacy training, and integrated service platforms. However, the implementation remains less effective due to limited infrastructure, low digital literacy levels, and a lack of sustainable support for vulnerable populations. This study concludes that the implementation of digital inclusion in SPBE is still partial and requires cross-sector collaboration and a long-term strategy to ensure that digital transformation does not deepen social inequality.

Abstract

This study aims to describe the management of BUMDesa Mitra Warga Kesiman in developing Lore Omah culinary tourism. The study uses a descriptive qualitative approach with data collection techniques through interviews, observation, and documentation. Data analysis is based on the Miles and Huberman model, which includes data collection, reduction, presentation, and conclusion drawing. The focus of the study is based on the four management functions according to Henry Fayol: planning, organizing, directing, and coordinating.vThe results of the study indicate that the management of BUMDesa has been carried out quite well, although it still faces challenges such as limited funds, suboptimal supporting infrastructure, and the need to improve the quality of human resources. In terms of planning, BUMDesa develops a vision, mission, and short- and long-term tourist visit targets. Organisation is carried out through the formation of an organisational structure with task distribution based on competencies. Direction is carried out through training, guidance, and regular direction to members. Coordination involves cooperation between the village government, community, and investors, which is facilitated through deliberations, development proposals, and regular meetings. Overall, the application of management principles has supported increased village income and community welfare. However, to ensure the sustainability and competitiveness of Lore Omah culinary tourism in the future, this study recommends strengthening management through strategic planning, human resource training, product innovation, and multi-stakeholder collaboration.

Abstract

The success of information technology policy implementation is influenced by implementation fidelity, which includes compliance, exposure, responsiveness, and system quality. This study examines the level of implementation of the Personnel Management Information System (SIMPEG) at the Education and Culture Office of Central Buton Regency, using this framework. Using a descriptive quantitative survey method, data were collected through questionnaires from SIMPEG users. The results indicate that the SIMPEG implementation is at a moderate level, facing challenges such as inconsistent application of procedures, incomplete user understanding, limited user engagement, and system quality that requires improvement. These findings underscore the need to strengthen human resource capacity, socialisation, and training to ensure effective digital transformation of personnel management. The implementation fidelity approach provides a systematic evaluation framework that helps identify obstacles and opportunities in regional government digitalisation.

Abstract

This study aims to analyse the implementation of the Social Forestry Policy in improving the income of forest-dependent communities in Mamasa Regency, West Sulawesi Province. The program is designed as an affirmative policy to address inequitable access to forest resources and promote community welfare through forest-based entrepreneurship. Using a descriptive qualitative approach with a case study method, the research applies George C. Edward III’s policy implementation model, focusing on four variables: communication, resources, disposition, and bureaucratic structure. Findings show that communication between implementers and target groups is effective; human resources are competent; however, financial limitations remain a major constraint. Implementers demonstrate strong commitment and integrity, and the bureaucratic structure operates by simple and clear SOPs. Income increases were observed only among active groups that received operational support. Key obstacles include insufficient funding and lack of production facilities, while supporting factors consist of effective coordination, implementer commitment, and organisational clarity. The results highlight the critical role of actor synergy, sustainable funding, and local initiative in policy success. Therefore, strengthening collaboration, ensuring equitable financial support, and building group capacity are essential to ensure long-term sustainability of the program in enhancing forest community livelihoods.

Abstract

Motivation on the quality of life of inmates at Pasangkayu Class IIB Detention Centre. The study used a quantitative approach with a survey-based causal-comparative design. A sample of 148 inmates was determined through simple random sampling. Data were collected through a Likert-scale questionnaire and analysed using Partial Least Squares–Structural Equation Modelling (PLS-SEM). The results showed that service quality had a significant positive effect on the quality of life of inmates (β = 0.269; p = 0.006), indicating the importance of adequate and humane services in improving the physical and psychological well-being of inmates. Motivation was the most dominant factor influencing quality of life (β = 0.524; p = 0.000), confirming the important role of internal and external motivation in building inmates' readiness to participate in the rehabilitation program. In contrast, the reintegration program did not have a significant effect on quality of life (β = 0.178; p = 0.078), which was caused by delays in implementation time and less than optimal relevance. Simultaneously, the three variables contributed 86.1% to inmates' quality of life (R² = 0.861). This finding underscores the need for comprehensive correctional management with improved services, reintegration programs from the beginning of their sentence, and motivational strategies to improve inmates' quality of life and better prepare them for their return to society.

Abstract

This study aims to analyse the strategy of the Makmur Jaya Village-Owned Enterprise (BUMDes) in increasing the income of business units, especially in the Integrated Waste Management Facility (TPST 3R) in Sidomojo Village, Krian District, Sidoarjo Regency. The approach used is descriptive qualitative with data collection techniques through interviews, observations, and documentation. Data analysis uses the Miles and Huberman interactive model. This study uses strategy indicators from Koteen's theory, namely Organisational Strategy, Resource Strategy, and Program Strategy. The results of the study show that although TPST 3R has the highest turnover contribution (74.85% of total BUMDes income), various obstacles are still faced, such as weak coordination, lack of human resources, minimal budget, and suboptimal internal and external communication. The potential for developing a maggot cultivation program as an alternative to increasing income is very large, but is hampered by inadequate infrastructure. Therefore, the strategy to increase BUMDes Makmur Jaya's income needs to be focused on improving management, strengthening human resources, developing cooperation, and optimising superior programs based on local potential.

Abstract

This study aims to evaluate the implementation of the Occupational Health and Safety (OHS) protection program for outsourced workers at PT. Huwana Karya Makmur Randuagung Singosari. The approach used is descriptive qualitative with the George C. Edward III policy implementation model, which includes four main variables: communication, resources, implementer disposition, and bureaucratic structure. The results of the study indicate that the implementation of the OHS policy has not been running optimally, especially for outsourced workers who experience information inequality, limited access to occupational safety facilities, and a lack of equitable supervision. The dualistic organisational structure between permanent and outsourced workers also weakens the effectiveness of policy implementation. Therefore, improved communication, fair resource allocation, strengthening implementer commitment, and reform of the bureaucratic structure are needed so that the OHS policy can be implemented more inclusively and equitably. These findings provide an important contribution to strengthening the protection of outsourced workers in the industrial sector.
