Abstract

This study investigates how dynamic capabilities are developed and operationalised within two Indonesian public sector institutions: the Indonesia Endowment Fund for Education (LPDP) and the state-owned railway company, PT Kereta Api Indonesia (PT KAI). Using a qualitative comparative case study approach and drawing on Kattel’s (2022) public sector dynamic capabilities framework, sense-making, connecting, and shaping the research analyses institutional reports and documents from 2016 to 2023. LPDP exemplifies a design-led innovation model, characterised by long-term policy alignment, digital transformation, and inclusive scholarship and research funding mechanisms. In contrast, PT KAI demonstrates a crisis-driven transformation pathway involving operational restructuring, digital service reinvention, and physical infrastructure modernisation. The findings reveal that dynamic capabilities are highly context-sensitive and shaped by institutional form, leadership agency, and sectoral demands. This article contributes to the emerging literature on public sector innovation in developing countries by showing how different pathways of reform can produce adaptive, learning-oriented, and value-generating public institutions.

Abstract

This study aims to analyse organisational bureaucratic reform to improve the quality of public services in the Secretariat of the Surabaya City RPRA. This institution plays a strategic role in supporting legislative functions and bridging communication between the public and the people's representatives. However, bureaucratic complexity, rigid organisational structures, and limitations in responsiveness and technology utilisation are major challenges. Bureaucratic reform is carried out with a structural and cultural approach, such as organisational restructuring, digitising services, strengthening human resource competencies, and instilling a culture of excellent service. This study uses a qualitative and quantitative approach through a questionnaire instrument based on the Servqual theory (Parasuraman), which includes five dimensions of service: Tangibles, Reliability, Responsiveness, Assurance, and Empathy. The results of the study showed a significant increase in all service dimensions, with the average community satisfaction above 84%. Bureaucratic reform has proven to be able to create public services that are faster, accountable, transparent, and oriented towards user satisfaction.

Abstract

This program aims to provide parents with education on appropriate child care models and balanced family nutrition. This study uses a descriptive qualitative approach to identify and describe the role of the community in efforts to reduce the prevalence of stunting in Nginden Jangkungan Village, Surabaya City. The data collection process was carried out through observation, in-depth interviews, documentation and focus group discussions with the Nginden Jangkungan Village Chief, Surabaya Hebat Cadre Chief, Nginden Jangkungan Village, Sekolah Orang Tua Hebat RW03 Chief, Nginden Jangkungan Village and the community or participants in the Sekolah Orang Tua Hebat program. The results of the study showed that the Nginden Jangkungan village community was actively involved in the implementation of this program. However, the aim of this program should include the role of fathers in the meetings, for example, by forming a Father Gerat class and providing further assistance to implement the guidelines or actual practices aimed at bringing the community closer together.

Abstract

Burnout in the work environment is becoming more frequent as the demands and emotional pressures felt by employees increase. This study aims to analyse the influence of work overload and Emotional dissonance on burnout, as well as explore the role of resilience as a moderation variable in these relationships. The study uses a quantitative approach by testing five main hypotheses. The results of the analysis showed that work overload had a significant effect on burnout (t = 3.009; p = 0.003; o = 0.319), as well as Emotional dissonance, which also had a significant positive effect (t = 3.235; p = 0.001; o = 0.375). Although resilience did not directly have a significant effect on burnout (t = 1.619; p = 0.105; o = -0.159), this variable was shown to moderate the relationship between work overload and burnout (t = 1.998; p = 0.046; o = 0.231), as well as between Emotional dissonance and burnout (t = 2.151; p = 0.032; o = -0.196). Organisations are advised to develop resilience-building programs to maintain employees' mental health and create a more adaptive and productive work environment.

Abstract

This study aims to test and assess the effect of remuneration on staff performance through work stress at Andalas University. A total, eighty staff participated and gave their true responses to the online questionnaires proposed. Then, it was analysed with the structural equation model technique by the assistance of SmartPLS software version 3 (SEM-PLS). The result shows that the mediating contribution of work stress did not significantly contribute to the relationship between remuneration and staff performance, but the direct effect of remuneration on staff performance was significant. These results also indicate that the level of staff stress at the Andalas University sis till in control and has no significant effect on performance.

Abstract

This study aims to evaluate the performance of the Lere Jaya Village government in providing services to the community in Lere Jaya Village, Lambandia District, East Kolaka Regency. The research method used is descriptive qualitative. Data were obtained from direct interviews with the community and Lere Jaya village officials. The results of the study indicate that the Lere Jaya Village Government has shown good performance in providing services to the community, even though there are still obstacles such as low mastery of technology and limited human resources, but to overcome this, training, capacity development of village officials, and utilization of technology through digital village initiatives are carried out.

Abstract

This study aims to analyse the effectiveness of the community-based Puncak Wakila tourism development program in creating sustainable economic transformation in Kondongia Village, Lohia District. The research method uses mixed methods research with an explanatory sequential design, involving 245 respondents consisting of 109 community members, 40 MSME actors, and 96 tourists. Data were collected through questionnaires, in-depth interviews, observations, and FGDs, then analysed using the CIPP evaluation model and descriptive-inferential statistics. The results show a high level of community participation with a score of 3.89, dominated by very high cooperation participation (4.45). The program successfully drove MSME growth by 60.7% with the homestay sector leading growth at 80%, increased community income by 55.1%, and surged tourism services income by 143.1%. CIPP model evaluation shows good effectiveness with a score of 4.08, supported by increased tourist visits from 2,840 to 4,267 with an average growth of 22.6% per year. Main constraints include limited funding (3.67) and digital marketing capacity (3.52). The program proves effective in creating sustainable economic transformation, but requires strengthening innovative financing schemes, improving digital marketing capacity, and developing supporting infrastructure for optimal sustainability.

Abstract

This article, titled “The Victory of Tagore Abubakar in the Bener Meriah Election: A Political Marketing Analysis”, aims to examine the factors contributing to this electoral success through a qualitative research approach. The study relies on secondary sources, including relevant literature and political marketing theories, to analyse the campaign strategies employed. The findings indicate that Tagore Abubakar’s victory was significantly influenced by the effective utilisation of social capital, political endorsements from major parties such as Gerindra and the Aceh Party (PA), and a well-crafted political marketing strategy. These strategies included emphasising his previous achievements in public office, promoting his commitment to the welfare of marginalised groups such as orphans and the poor and reinforcing his identity as a key figure in the movement for the creation of the Aceh Leuser Antara (ALA) region. Collectively, these elements shaped a strong political image that resonated with voters and led to widespread electoral support in Bener Meriah.

Abstract

This research aims to describe the dynamics of citizenship at the local level, focusing on citizen participation, particularly within the context of liberal citizenship dynamics. It advocates for individual rights to migrate to fulfil the rights of migrant workers, by fostering a shared vision within a local migrant labour community at the village level in East Lampung. This phenomenon represents the configuration of citizenship in East Lampung. The study employs a qualitative descriptive approach, utilising methods such as interviews, surveys, focus group discussions (FGDs), and documentation. The results indicate that citizen participation is facilitated through advocacy efforts carried out by SP Sebay Lampung in collaboration with the Komunitas Perempuan Peduli Buruh Migran (KPPBM) Community. These efforts aim to get the rights of migrant workers to receive protection through policies at the village level.

Abstract

This study aims to analyse the influence of lifestyle and local food on the selection of Bukittinggi as a tourist destination. The research employs Structural Equation Modelling (SEM) using SmartPLS 4.0 software with a sample of 213 domestic tourists from outside West Sumatra Province and not of Minangkabau ethnicity. The results show that both lifestyle and local food significantly influence the selection of a tourist destination. In other words, a destination is more likely to be chosen when there is alignment between tourists' lifestyles and the destination’s characteristics, along with authentic and accessible local food offerings. Therefore, it is necessary to develop innovative promotional strategies and improve the quality of local food presentation to increase tourist interest in visiting Bukittinggi and recommending it to others.
