Abstract

This study explains the question of what are the implications of appointing acting regional heads for the principles of democracy in Indonesia? To explain this problem, the study uses the theory of popular sovereignty as one of the main principles in democracy. This research uses the method used in writing this study is library research which contains ideas and concepts that are substantial with research problems. The results of the study show that the appointment of acting Regional Heads returns the centralization of power to the central government by ignoring the principle of popular sovereignty as the essence of democracy. Concretely, the appointment of acting Regional Heads raises three forms of setbacks in democracy, namely, the return to centralization of power in the hands of the central government, the erosion of people's participation, the justification for abolishing regional elections, and the decline of the essence of people's sovereignty. This appointment mechanism certainly provides political advantages for the government and its supporters for the benefit of 2024, both in elections and regional elections. This condition increasingly provides an opportunity for the central government to control the process of implementing the 2024 elections and local elections.

Abstract

This study aims to find out how the application of hybrid working in increasing employee work productivity. The method used in this study is a type of qualitative research with case studies at the Dinas Koperasi, Usaha Mikro Kecil dan Menengah (UMKM) of Southeast Sulawesi Province. The data collection techniques used in this study were observation, interview and documentation. Data analysis techniques through data reduction, data presentation, and drawing conclusions. The results showed that the application of hybrid working runs optimally and has a good impact on employee work productivity. This can be seen from several factors that support the implementation of the hybrid work concept such as the availability of infrastructure and technology is enough to do digital-based work. The work productivity of employees during the implementation of hybrid working is also good which can be seen from the aspects of knowledge, skills, abilities and attitudes that employees have are also very good. Employees are able to adapt when work that is usually done conventionally must be done online or virtually. By using digital-based infrastructure, employees can work effectively and efficiently, so the results of this study show that employees can adapt and be able to work well during the implementation of hybrid working.

Abstract

The purpose of this study was to find out the Innovation of the Mandiri Civil Registry Pavilion Program in Improving the Quality of Population Administration Public Services at the Department of Population and Civil Registration of Malang Regency. This study uses a descriptive qualitative approach through interactive data analysis according to Miles Huberman and Saldana (2014). The results of the study show that ADM has a service system that is different from direct service because it connects between networks where the service is sufficient via online in managing population administration which acts as a link to be able to access printing to use ADM machines. In this program innovation is in accordance with public service innovation indicators which show changes in the system and form of population administration services. Supporting factors for this ADM program innovation include ADM machine operators in each sub-district, socialization support and easy access. While the inhibiting factors are the limited facilities and infrastructure, and the lack of understanding of the community.

Abstract

This study aims to identify and analyze the Oversight Policy of the Election Supervisory Board for Southeast Sulawesi Province in implementing the COVID-19 health protocol in the simultaneous regional head elections in 2020. This study used a qualitative approach with 12 informants selected by purposive sampling technique. The data in this study were obtained through interviews and documentation, then the data obtained was analyzed qualitatively with an interactive model consisting of data reduction, data presentation and drawing conclusions. The results of this study indicate that the supervision policy of the General Election Supervisory Board of Southeast Sulawesi Province in implementing the COVID-19 health protocol in the 2020 Simultaneous Regional Head election refers to the regulation of the General Election Supervisory Agency of the Republic of Indonesia Number 4 of 2020 which explains the policy of providing protocol facilities and infrastructure health in every Pilkada activity, policies to protect the safety of election administrators, participants, voters, and other parties involved with Pilkada activities and policies to increase public participation in regional head elections. Increasing community participation is very important in holding regional head elections because the community as voters has a large enough share in determining the winning candidate pair in the election process.

Abstract

One source of local revenue that has the potential to be developed to support regional fiscal capacity is revenue from regional levies. The purpose of this writing is to find out the strategy for increasing regional retribution revenue in Kendari City, Southeast Sulawesi Province. The results of the study found that the intensification strategy through improving the quality of public services and reforming the collection system, improving the quality of management staff, using technology, and increasing supervision, as well as the extensification strategy through updating rules, creating new regulations and establishing new sources of fees as well as increasing citizen awareness in Paying user fees is a strategy of the Kendari City government in an effort to increase local revenue.

Abstract

This study aims to reveal how leadership is implemented based on the Global Leadership Competency Model at the Kuaro Health Center, Paser District. The method used in this study is a qualitative method with a case study approach, in order to understand and analyze in depth the competence of leaders at the Kuaro Health Center. Data collection techniques with interviews, observation and documentation. Data analysis was carried out interactively qualitatively. The results of the research show that first; the leaders at the Kuaro Health Center have not been able to create self-awareness and unstable emotions, second; the optimism and empathy of the leaders of the Kuaro Health Center are still far from good, third; Leaders are unable to create change where this is not found in achieving an attractive vision that is able to be realized by the leadership of the Puskesmas. The dominant argument of this research is that the application of global leadership competency is not only applicable based on cultural complexity where there are many supporting elements outside of cultural complexity. The scientific contribution of this article is to explain the global leadership competency model in a narrow organizational environment but with high cultural complexity

Abstract

The purpose of this study is to describe the general conditions of regional science, technology and innovation (Iptekin) development, analyze opportunities and threats in the external environment as well as strengths and weaknesses in the internal environment, and formulate a strategic goals and objectives for the development of effective regional Iptekin in Southeast Sulawesi. This research uses a qualitative approach with an interpretive perspective. Data collection techniques used include interviews, document studies, benchmarking, and focus group discussions. Qualitative data analysis of the interactive model found that regional Iptekin development in Southeast Sulawesi is characterized by weak institutional and social and organizational fragmentation, and lack of resources. The overall factors of the political, economic, social, technological and legal environment contain opportunities and threats to the development of regional Iptekin but the dominant one is from the political environment. The factor of creating public value and assets/inventory are both internal strengths and weaknesses for the development of regional Iptekin. The strategic objective of regional Iptekin development based on environmental assessment is to increase the capacity of science and technology and the effectiveness of the implementation and utilization of regional science and technology.

Abstract

The purpose of this study was to analyze the implementation of the remote indigenous community empowerment program (KAT) in the Liombe location, Pinang Jatus Village, Long Kali District, Paser Regency. The research was conducted in remote indigenous communities at the Liombe location, Pinang Jatus Village, Long Kali District, Paser Regency using a qualitative descriptive method and data collection procedures were carried out using in-depth interviews, observation and documentation techniques which were then analyzed using an interactive analysis model through the stages of data collection, data reduction, presentation of data and conclusions (Miles Huberman and Saldana 2014). The results showed that the implementation of the remote indigenous community policy at the Liombe Location, Pinang Jatus Village, Long Kali District, Paser Regency, initially in 2018 and 2019 went well because there were many programs and empowerment carried out by the government for the community and they really felt the impact given such as cultivating peanuts, corn and chilies as well as processing forest products, namely rattan. The impact on welfare, economic empowerment and social activity including in this case their political role is very much considered. As well as the inhibiting factors are the lack of and limited facilities for health, education, lack of lighting facilities, limited access to dirt roads and clean water

Abstract

Establishment of the Arts Council as a local government-supported institution to carry out arts affairs as well as to realize public participation in local government organizations. The formation of the institution was based on the Minister of Home Affairs 5A/1993, but after it was formed, it encountered ambiguity in carrying out its duties because the regulations issued afterwards did not follow up the role of the Arts Council in a concrete way. This paper aims to analyze local government fostered organizations specifically for the ambiguity of the East Java arts council's message. This paper uses qualitative methods with literature studies obtained from primary and secondary data sources. By using the policy implementation analysis approach. This paper tries to find: (1) the rules that have been made by the government cannot be said to be in sync; (2) there is no follow-up on Inmendagri 5A/1993 considering that there is no regulation yet to strengthen the status of forming the East Java Arts Council; (3) with the existence of the UUPK, the DK requires an overhaul of the aspects of the issues being handled. This paper concludes that the status of the East Java Arts Council is not clear from the limited function of public participation, so it requires regulations made by the local government and cross-sector cooperation to overcome these imperfections. The recommendations are the establishment of a space for dialogue, the preparation and implementation of regulations for the East Java Cultural Institute which will regulate government-led institutions in arts matters.

Abstract

This study aims to determine the Performance Accountability Of Government Institutions In The Government Of Paser District. This study uses a qualitative approach with a descriptive type and uses interactive data analysis techniques according to Miles Huberman and Saldana (2014). The results of this study indicate that the implementation of public accountability has not gone well, this is because its implementation is still oriented towards fulfilling documents while the quality of the substance of documents has not been touched in depth. This condition is exacerbated by the presence of inhibiting factors in its implementation, namely the lack of commitment at the level of heads of regional apparatuses, lack of communication and coordination in its implementation and the lack of resource support such as a lack of capacity in managing SAKIP human resources, minimal budget and the absence of supporting facilities for an integrated data management management system. . The recommendations are carrying out improvements to planning documents, improving implementation and monitoring and evaluation mechanisms, implementing business process improvements so that they are in line with the strategic plan, optimizing the roles and functions of the local government SAKIP Team and the regional apparatus LKjIP Team.
