Abstract

This study examines the urgency of reconstructing the performance measurement model of the Regional People's Representative Council (DPRD) in the context of government administration in South Tangerang City. Through a qualitative descriptive approach with a case study design, this study analyzes multidimensional problems that reflect systemic dysfunction in local governance. Based on the theory of power distribution and the concept of Penta Helix, this study develops the Penta-Helix Performance Measurement Model as a holistic and contextual performance evaluation instrument for the DPRD. The model integrates five key dimensions: Responsive Legislation, Effective Oversight, Substantive Representation, Policy Innovation, and Public Accountability. The findings of the study reveal a significant gap between the constitutional mandate of the DPRD and its implementation in the field, which is manifested in the phenomenon of increasing poverty rates, and performance suboptimality in the functions of legislation, supervision, and representation. This study concludes that the reconstruction of the DPRD performance measurement model is a strategic step in efforts to revitalize local democracy and optimize local governance in the era of autonomy.

Abstract

The purpose of this research is to understand the planning, implementation, and evaluation of staffing strategies by startup companies to ensure their success. This study employs a qualitative approach using a case study method. Research data were obtained through observation at one small startup company, namely Investify, and in-depth interviews with 16 informants, including HR staff, HR Managers, and one CEO of a startup company. Data were coded using NVivo 12 software. The research findings reveal that staffing strategies involve several stages, including selecting job posting channels, candidate screening, and offering incentives to potential employees. The limitations lie in the research scope, focused only on startups in Jakarta, and potential bias in data interpretation. Using these research findings, practitioners can enhance workforce management effectiveness by reinforcing the company's brand through cultural communication, exploring diverse recruitment channels, and improving employee selection methods. The originality and value of this research lie in exploring workforce strategies in Jakarta's startup companies, providing insights into recruitment and selection processes that can enhance staffing strategies in startup companies.

Abstract

This study examines the impact of climate change on food security and adaptation strategies in rural areas of Afghanistan. Food security, as a cornerstone of sustainable development, particularly in developing countries like Afghanistan, which heavily rely on agriculture, is influenced by complex factors, including climate change. Using both qualitative and quantitative methods, this research analyzes the existing challenges and identifies effective strategies for addressing these changes. The findings reveal that persistent droughts and temperature fluctuations have led to reduced agricultural production and food insecurity, profoundly affecting rural households' livelihoods. Additionally, this study identifies local strategies for adapting to these challenges and emphasizes the need for policy interventions. The results of this research can serve as a scientific basis for informed decision-making on food security and sustainable agriculture in Afghanistan.

Abstract

PT. XYZ as a company engaged in non-bank financial services, is required to continue to innovate. To be able to bring out innovation is through the contribution of all employees. These contributions include employees carrying out vocal behaviors, namely proactive behavior that comes from themselves or initiatives, is forward-oriented, and aims to improve a certain condition. On the other hand, the bureaucratic organizational structure makes vocal behavior a challenge for companies to develop. To encourage vocal behavior, internal and external factors of employees need to be elaborated further. This study aims to explore the role of voice efficacy and psychological safety in mediating the influence of inclusive leadership on vocal behavior. The research was conducted at PT XYZ by involving 154 respondents to fill out a questionnaire. Using the Social Cognitive Theory (SCT) approach to look at the dynamics of the influence of inclusive leadership on vocal behavior mediated by psychological safety and voice efficacy, the results show that voice efficacy significantly mediates the influence of inclusive leadership on vocal behavior, while psychological safety does not mediate the influence of inclusive leadership on vocal behavior. The results of this study indicate that the factor of individual perception of one's ability to speak up (voice efficacy) needs to be a concern by leaders so that vocal behavior can appear in the organization.
