Abstract

The social security system is designed to provide social protection, ensuring that every individual can meet basic, decent living needs. However, in 2022, BPJS Ketenagakerjaan covered less than 50% of the workforce in Indonesia. BPJS Ketenagakerjaan launched the PERISAI Program to reach potential participants in hard-to-access areas. This research aims to analyze the marketing strategies and efforts of BPJS in increasing and maintaining membership in the Non-Wage Recipients (BPU) segment through the application of the STP marketing strategy, the 7P Marketing Mix, Brand Awareness, and the role of PERISAI Agents. The method used is descriptive qualitative data analysis, utilizing interviews with key informants to gather direct data. The study results show that the "PERISAI" strategy has proven to be quite effective in increasing BPU membership, as evidenced by its success in acquisition and more interactive and intensive communication with participants. Additionally, it was found that BPJS Ketenagakerjaan still needs to focus more on improving brand awareness, as some Non-Wage Recipients (BPU) are not sufficiently familiar with BPJS Ketenagakerjaan.

Abstract

Technological developments provide convenience in daily activities and cause negative impacts, such as social conflicts. In South Sumatra Province, this problem has the potential to threaten the achievement of Zero Conflict that has been achieved. This study aims to analyze the government's strategy in preventing conflicts with technoculture-based information technology. The theories used include Conflict Theory as a grand theory, New Public Administration Theory as a middle theory, conflict prevention strategies, and digital technology interaction in creating conflicts as a theoretical application. A qualitative approach is applied to analyze written material from various sources. The findings show that the potential for disruption to Zero Conflict is quite significant. The South Sumatra government has made preventive efforts through three strategies: early warning and system response, confidence-building actions, and diplomatic missions. To maintain Zero Conflict, it is necessary to search, study, and diagnose to detect the negative impact of technoculture-based conflicts to maintain harmony and balance between information technology and culture.

Abstract

The restorative justice approach has been applied in Indonesia, especially in the settlement of juvenile criminal cases and complaints, based on Law Number 11 of 2012 and the Criminal Code. This study analyzes the Actor Capability Model in the Implementation of Restorative Justice Policy at the Ogan Ilir District Attorney's Office, referring to the Attorney General's Regulation No. 15 of 2020. The theory used includes the concept of restorative justice, the capability model, and the relationship between the prosecutor's ability to apply the concept. The research method is qualitative descriptive, with data obtained through interviews, surveys, observations, and documentation. Data analysis is carried out through collection, reduction, presentation, and the drawing of conclusions. The results show that the ability of the Ogan Ilir District Prosecutor's Office to implement restorative justice is quite good, covering technical, social, and conceptual aspects. However, there are challenges in the dimension of idealized policy, especially in the pattern of interaction between policymakers and target groups. The importance of the role of law enforcement officials—the police, prosecutors, and courts—in the implementation of this policy emphasizes the need for a dedicated organizational unit to focus on the tasks and objectives of restorative justice.

Abstract

The cooperation agreement (MoU) between the Ministry of Home Affairs (Kemendagri), the Criminal Investigation Branch of the National Police, and the Attorney General's Office (Kejagung) aims to conduct investigative audits on indications of corruption. The results of the audit by APIP found that the overpayment must be returned to the state treasury, which has the potential to stop the investigation of corruption cases. However, the option of replacement within 60 days does not provide a deterrent effect to the perpetrator. This study analyzes the collaboration in the implementation of the agreement policy in South Sumatra, using the theory of Good Governance and a collaborative governance approach. The methods used include interviews, observations, and documentation. The findings show that the implementation of policies to overcome public reports about corruption in the South Sumatra Regional Government has not been effective. Although there are no problems in the Collaborative Governance aspect, the effectiveness of implementation is hampered by the process and the impact of policies. Therefore, the Collaborative Governance model in handling corruption can only achieve effective results if all dimensions of policy implementation are met and synergy, transparency, integrity, and accountability between collaborating institutions are built.

Abstract

This study explores the potential of Artificial Intelligence (AI) in optimizing scholarship allocation processes within Indonesia's higher education system. The research highlights the challenges faced in the traditional scholarship distribution methods, including inefficiencies and biases, which hinder equitable access to educational opportunities for underprivileged students. By employing a systematic literature review (SLR) using the PRISMA methodology, the study investigates various AI techniques, including K-Nearest Neighbors, Naive Bayes, Decision Trees, and Fuzzy Logic, to improve the accuracy and efficiency of scholarship selection. The findings demonstrate that AI-driven approaches can enhance transparency, fairness, and resource allocation, aligning with the Sustainable Development Goals (SDGs), particularly SDG 4 (Quality Education) and SDG 10 (Reduced Inequalities). The integration of AI can help optimize government programs like KIP Kuliah, ensuring that scholarships are awarded to the most deserving candidates. However, challenges such as improving data quality, model selection, and ensuring fairness and transparency in decision-making remain. Future research should focus on addressing these challenges, exploring more advanced AI techniques, and assessing the long-term impact of AI-driven scholarship allocation on educational outcomes and social mobility in Indonesia.

Abstract

This study aims to analyze the influence of leadership, organizational culture, and training on teacher performance at the Al Ishlah Gorontalo Foundation, with employee engagement as a mediating variable. Using a quantitative approach with 136 teachers selected through saturated sampling, data was analyzed using Structural Equation Modeling (SEM) with LISREL software. The findings revealed that organizational culture and training significantly influenced employee engagement, while leadership had no significant effect. Organizational culture directly impacted teacher performance, while training did not significantly affect performance. Employee engagement was proven to significantly affect teacher performance, but leadership, organizational culture, and training did not significantly influence performance through employee engagement as a mediator. The implications of these results suggest that fostering a positive organizational culture is crucial for improving teacher engagement and performance. Training programs should be more tailored to teachers’ needs to effectively enhance their performance, while leadership approaches should be reassessed to ensure they align with teachers' motivations. Furthermore, future studies could explore other factors, such as intrinsic motivation and peer support, to better understand their roles in enhancing teacher performance in educational settings.

Abstract

This study aims to analyze the fluctuations of global coal prices from Q1 2007 to Q4 2023 using the Vector Error Correction Model (VECM). The research focuses on identifying the factors that influence coal price movements, such as China’s GDP growth, currency exchange rates (IDR/USD, AUD/USD), and global oil and gas prices. The results of the Johansen Cointegration Test reveal that these variables exhibit long-term equilibrium relationships, while the VECM estimation helps to examine both short-term and long-term dynamics. The Granger Causality test shows that coal price movements are significantly influenced by China's GDP growth, as well as fluctuations in the IDR/USD and AUD/USD exchange rates. The Impulse Response Function (IRF) analysis indicates that coal prices respond to shocks in these predictor variables for up to 8 periods, after which the effect weakens. The findings have significant implications for stakeholders in the coal industry, offering insights into how coal prices are driven by macroeconomic factors, and providing tools for more informed decision-making regarding coal production, pricing, and investment strategies. This research also highlights the importance of understanding the broader economic and geopolitical factors that shape the coal market and offers valuable input for policy formulation and risk management in the energy sector.
