Abstract

Public service oversight plays an important role in promoting the implementation of good governance principles, particularly in terms of transparency and accountability. However, in practice, there are still discrepancies between the concepts developed in the literature and the conditions found in the field. This study focuses on understanding these gaps by examining various theoretical studies and empirical findings related to the role of the Ombudsman of the Republic of Indonesia in public service oversight. This research employs a qualitative approach through a literature study, utilizing books, scientific journals, and legal documents as data sources. The data were analyzed using a descriptive-comparative method to identify relationships among patterns, research limitations, and several aspects related to the effectiveness of oversight. The findings indicate that, conceptually, the Ombudsman of the Republic of Indonesia functions as a supervisory institution that supports the realization of public accountability. However, in practice, this role has not yet been carried out optimally. Several factors contribute to this condition, including low public participation, limited authority in enforcing recommendations, and the absence of standardized indicators for measuring oversight effectiveness. These findings suggest that institutional strengthening, increased public participation, and the development of a more integrated oversight system are still needed to ensure that good governance principles can be realized more effectively and tangibly.

Abstract

Developing the competency of State Civil Apparatus (ASN) through education and training (diklat) is a strategic need to support bureaucratic reform and improve the quality of government services. The Secretariat of the Malang Regency DPRD, as one of the regional apparatuses, is required to have ASN competent in carrying out its duties and functions, so the implementation of education and training based on tasks and functions is very important. This study aims to analyze and describe the implementation of education and training for employees based on tasks and functions at the Secretariat of the Malang Regency DPRD. The problems found include three things: training participants who often do not match their duties and functions uet o sudden replacements without considering competency suitability, limited information technology facilities that hinder online training, and the absence of specific SOPs that regulate the selection and replacement of participants based on tasks and functions. This study uses a descriptive qualitative approach with data collection techniques through observation, in-depth interviews, and documentation, as well as using data triangulation. The results show that the implementation of training has generally been running but is not fully optimal. Communication is running well through official letters, internal dispositions, and WhatsApp groups. The implementing human resources are competent and the budget is allocated in the Work Plan, but information technology facilities are still limited. The disposition of implementers is positive and supported by TPP incentives, but the sudden replacement of participants, not based on competency, remains unresolved. The bureaucratic structure demonstrates clear fragmentation of tasks, but there are No. specific SOPs that comprehensively regulate the training implementation mechanism.

Abstract

As evidenced by the way the Russia–Ukraine War has been fought since 2022, the military battlefield is no longer confined to physical borders but also extends into the realm of the human mind through disinformation and psychological operations. This paper examines the production and dissemination of disinformation by state and non-state actors to shape public perceptions, divide domestic opinion, and delegitimize opponents on the international stage. In this context, disinformation in the post-truth era is portrayed as “a 21st-century asymmetric warfare tool that utilizes social media and digital technologies to amplify constructed narratives.” In a world that depends on the global information space, cognitive vulnerabilities and the ability to verify facts have become critical factors in maintaining national security, political stability, and social cohesion. This paper presents an analytical framework for assessing cognitive security approaches and advocates education at all levels to strengthen information resilience through the design of digital literacy training programs. It also proposes integrating strategic communication functions into the national defense architecture.

Abstract

Background: The direct discharge of domestic wastewater without prior treatment can degrade river water quality and disrupt the balance of aquatic ecosystems. The severity of these impacts varies across locations depending on population density and the intensity of activities surrounding the river basin. This condition has the potential to cause various adverse effects on both public health and the environment. Methods: This study employed a systematic literature review by collecting and analyzing 11 scientific articles, journals, and other relevant references concerning river water pollution caused by domestic wastewater. Results: The findings indicate that domestic wastewater has a significant impact on the deterioration of river water quality across all study locations, with pollution levels ranging from mild to moderate and tending to be more severe in densely populated downstream areas. Increased organic matter content resulted in higher Biological Oxygen Demand (BOD) and Chemical Oxygen Demand (COD) values, while Dissolved Oxygen (DO) levels decreased. In addition, the presence of pollution indicator bacteria, such as Total Coliform and Escherichia coli, increased due to the discharge of household wastewater into water bodies, accompanied by changes in water color, odor, and turbidity. Mitigation measures, including communal wastewater treatment plants (WWTPs), multi-stage filtration systems, and the utilization of microalgae, have been shown to significantly reduce pollutant loads when implemented consistently. However, their effectiveness remains limited to small-scale applications and has not yet covered all pollution sources.

Abstract

Cognitive restructuring is a core technique in Cognitive Behavior Therapy (CBT) aimed at identifying and transforming negative or dysfunctional thought patterns into more adaptive and realistic ones. In Muslim communities, conventional CBT faces challenges when applied without considering spiritual dimensions and Islamic values. Islamic Cognitive Behavior Therapy (I-CBT) emerges as an integrative response that combines CBT principles with Islamic teachings, particularly the Qur'an, Hadith, and Islamic psychological concepts such as qalb, aql, and nafs. This study aims to comprehensively examine the concept of Islamic cognitive restructuring through the I-CBT lens, encompassing theological foundations, therapeutic processes, and its relevance in contemporary Islamic counseling practice. Using a literature review approach, this study finds that Islamic cognitive restructuring does not merely modify negative thoughts but also integrates dimensions of tawhid, tawakkul, sabr, and shukr as revelation-based cognitive change agents. Practical implications of I-CBT demonstrate significant effectiveness in improving learning motivation, self-esteem, self-acceptance, resilience, and reducing anxiety and addiction among Muslim populations. These findings affirm that integrating Islamic values into cognitive restructuring not only strengthens the cultural validity of therapy but also adds a transcendental dimension that provides meaning and hope for Muslim clients.

Abstract

Mahkum Fih is one of the fundamental concepts in the study of Usul al-Fiqh that refers to the actions of a mukallaf (a legally accountable person) as the object of Islamic legal rulings. Understanding this concept is essential for determining whether an action is classified as obligatory (wajib), recommended (sunnah), prohibited (haram), discouraged (makruh), or permissible (mubah). This paper aims to explain the definition of Mahkum Fih, the requirements for an act to be considered an object of Islamic law, its classifications, the rights associated with it, and its legal foundations in the Qur'an. This study employs a library research method by examining various references on Usul al-Fiqh, Qur'anic exegesis (tafsir), and Islamic legal literature. The findings indicate that Mahkum Fih refers to the actions of a mukallaf that are subject to Islamic legal rulings, provided that the actions are clearly understood by the individual, originate from the commands of Allah SWT and His Messenger, and are within human capability to perform. Mahkum Fih is further classified according to the rights involved, namely the rights of Allah, the rights of human beings, and a combination of both, as well as according to its position within Islamic law. Several Qur'anic verses, including those commanding the establishment of prayer, the payment of zakat, the fulfillment of contracts, and prohibiting adultery and unlawful killing, demonstrate that human actions constitute the object of Islamic law. Therefore, a sound understanding of Mahkum Fih is essential, particularly for students of Usul al-Fiqh, to enable them to comprehend, analyze, and apply Islamic law accurately in daily life and in addressing contemporary legal issues.

Abstract

Rice is not merely a food commodity but also an instrument of power in the global political-economic order. This article examines how Indonesia’s dependence on rice imports places the country in a vulnerable position amid the increasingly fragmented dynamics of the global geoeconomy. Using a library research method, the study analyzes Indonesia’s rice production, consumption, and import data from 2019 to 2025 and relates them to the theoretical frameworks of food security, food geopolitics, and economic dependency theory. The findings indicate that the reduction of paddy fields, climate change, and high per capita rice consumption are the main structural drivers of imports. At the same time, geopolitical factors—such as export restrictions imposed by India and other major rice-producing countries—have exacerbated vulnerabilities in Indonesia’s national rice supply chain. Previous studies have largely focused on econometric analyses of the effects of rice imports on domestic prices and market stability, without explicitly linking these issues to the logic of power within the global food trade system. This article addresses that gap by positioning rice as a geoeconomic instrument, serving both as a source of bargaining power and as a point of weakness for national sovereignty. The findings underscore the need for strategies such as diversifying import sources, strengthening government food reserves, revitalizing irrigation infrastructure, and promoting diversification of carbohydrate consumption as forms of structural mitigation rather than merely short-term reactive policies.

Abstract

The escalation of identity politics in electoral contests in Indonesia has created deep polarization that threatens social cohesion and the integrity of constitutional democracy. This study aims to analyze the urgency of Islamic law as a substantive ethical instrument in mitigating distortions of identity politics, which are often manipulated for electoral interests. The main issue examined is how the repositioning of Islamic law within national legal politics can maintain democratic stability from the threat of autocratic legalism. The methodology used is socio-legal research with a narrative qualitative approach. The analysis is conducted by examining the interaction between legal norms in texts and socio-political realities in order to critically assess the limitations of formal legalism. The findings show that the concept of Islamic Constitutionalism as a social movement and Sharia Constitutionalism as a space for interest negotiation provides an ethical framework for political actors to prioritize public welfare (maslahah). In conclusion, the integration of substantive Islamic values into national legal policy is urgently needed to prevent the instrumentalization of religious identity that undermines principles of justice. Therefore, the role of institutions such as the Constitutional Court becomes crucial in curbing practices of autocratic legalism.

Abstract

This article comprehensively examines the nature and role of educators in Islam, encompassing three main pillars: parents, teachers, and community figures. The study focuses on three main issues: (1) the concept and typology of educators in Islam, (2) educator qualifications and strategic roles, and (3) the moral, spiritual, and social responsibilities of educators in a contemporary context. Using a library research approach referring to the Qur’an, hadith, classical Islamic scholars’ thoughts, and modern educational theories, this article finds that Islamic educators bear a triple role as mu’allim (teacher), murabbi (character builder), and mursyid (spiritual guide). The challenges of globalization and the Industrial Revolution 4.0 necessitate the revitalization of educator competencies without abandoning fundamental Islamic values. The transformation of educational paradigms from teacher-centered to student-centered is an inevitability of this era.

Abstract

This research was conducted at SMP Swasta Utama Medan. This research aims to describe (1) The process of learning Islamic religious education at SMP Swasta Utama Medan; (2) Problems of learning Islamic religion at SMP Swasta Utama Medan; (3) Efforts made to overcome the problems of learning Islamic religion at SMP Swasta Utama Medan. This type of research is qualitative with a Phenomenology method approach. Data collection for this research was carried out using the methods; (1) Observation (2) Interview; (3) Documentation. The data that has been collected is processed through data reduction, data presentation and drawing conclusions. The subjects used in this study were Islamic religious education teachers at SMP Swasta Utama Medan. The objects of this research were students of class VII of SMP Swasta Utama Medan. The results of this study indicate that; (1) The process of learning Islamic religious education at SMP Swasta Utama Medan is still not running well. (2) The problems that occur in Islamic religious education learning at SMP Swasta Utama Medan are: lack of interest and motivation of students, students are less disciplined, and students' manners (morals) are still not good. The problems that occur with teachers are the lack of competence in controlling the class and the lack of competence in mastering the learning material. (3) Efforts made are to create a conducive learning atmosphere, reprimand and advise students so that interest and motivation are created in students, provide grades and praise so that students are motivated, give punishments to students who are not disciplined, and reflect on the heart so that students are aware of their mistakes. The religious habituation activities that have been carried out at SMP Swasta Utama Medan are also quite good things to implement, because they are felt to bring positive things to students in fostering noble morals.
