Abstract

Traditional alcoholic beverages are part of the local cultural heritage in several regions of Indonesia, including Motoboi Kecil Village, Kotamobagu City. However, their existence often creates tension between legal regulations, socio-cultural values, and public perception due to their potential social and health impacts. This study aims to analyze the legal regulations on traditional alcoholic beverages from legal, socio-cultural, and community perspectives, and to examine government efforts to address their distribution and consumption in Motoboi Kecil Village. This study uses a qualitative descriptive approach using interviews, observation, and documentation as data collection techniques. Data are analyzed descriptively through data reduction, presentation, and drawing conclusions. The findings indicate that although formal legal regulations prohibiting the sale and distribution of alcoholic beverages have been implemented, their enforcement is often adjusted to local socio-cultural conditions through social control, customary sanctions, and community-based supervision. Community compliance with regulations varies due to economic dependence, social customs, and the strong influence of customary law. Government efforts to control traditional alcoholic beverages include preventative measures through socialization, repressive measures through sanctions and law enforcement, and persuasive approaches involving community and customary leaders. It can be concluded that balancing law enforcement with cultural values ​​is crucial for creating effective and sustainable regulations. These findings provide important insights for policymakers in formulating contextual and culturally sensitive legal policies.

Abstract

This study aims to analyze forms of community resistance to the confiscation of the traditional alcoholic beverage moke in Sikka Regency, the factors underlying such resistance, and community efforts to preserve moke as a cultural identity and source of livelihood. This study employs James C. Scott’s theory of resistance, which distinguishes resistance into open resistance (public transcript) and hidden resistance (hidden transcript). Moke holds significant cultural, social, and economic value for the people of Sikka. The confiscation of moke by police officers in 2025 generated community opposition because it was perceived as threatening local culture and livelihoods. This research uses a qualitative method with a descriptive approach. Data were collected through interviews, observation, and documentation involving traditional leaders, moke producers, members of the Sikka Regency Regional House of Representatives, local government officials, and PMKRI Maumere student organization members. Data analysis involved data reduction, presentation, and conclusion drawing. The findings indicate two forms of resistance. Open resistance included demonstrations, advocacy, public demands, and efforts to establish regulations protecting moke as cultural heritage. Hidden resistance involved silent non-compliance, informal criticism, and continued production and distribution. Resistance was driven by cultural, economic, social, policy, and law enforcement factors.

Abstract

Indonesia is one of the countries with a high level of disaster vulnerability, making the improvement of disaster literacy from an early age essential. The Regional Disaster Management Agency (BPBD) of East Java Province conducts disaster literacy education for children through storytelling activities at the Pojok Baca Tangguh. This study aims to analyze the role of the BPBD of East Java Province in promoting disaster literacy among children through storytelling activities and to explain the process of constructing meanings of disasters from the perspective of George Herbert Mead’s symbolic interactionism. This study employed a qualitative approach using a case study method. Data were collected through in-depth interviews, observations, and documentation involving four informants selected using purposive sampling. The findings show that the BPBD of East Java Province plays a role as an organizer and facilitator in promoting disaster literacy among children. Storytelling activities serve as a space for social interaction that enables children to construct an understanding of disasters through symbols, including stories, characters, language, expressions, gestures, supporting media, and simple simulations. These interactions help connect disaster-related messages with preparedness actions that children need to undertake. The findings indicate that storytelling activities can support the delivery of disaster literacy in a communicative manner that is appropriate to children’s characteristics.
