Inland Waterways Journal (IWJ) is a journal which handled by Inland Water and Ferries Transport Polytechnic of Palembang (Poltektrans SDP Palembang) of record for the towing and barge industry on the inland waterways of the Palembang, Indonesia chiefly the watershed of the Musi River and its tributaries and the Gulf Intracoastal Waterway. Our customers are the barge companies, ports, terminals, fleets, shipyards, refuelers, shippers, suppliers and marine contractors that form the inland waterways transportation industry. Inland Waterways Journal (IWJ) periodically publish two (2) times in April and October. The publication’s wide-ranging news articles provide a window into the people and technology behind a thriving major sector of water and ferries transport in Indonesia especially in Palembang. Topics covered include inland shipyards, lock and dam construction, the Corps of Engineers, dredging news, inland ports and terminals, barge and towboat construction and launches, new technology relating to towboats, and regulations of the Inland Waterways, Environmental Protection Agency, and other federal agencies that affect inland waterways commerce, as well as news about major commodities that travel the waterways, such as grain, coal, steel and fertilizer,etc. Inland Waterways Journal (IWJ) also closely covers the actions of organizations that support waterways interests, including the Waterways Council, the Musi Waterways Operators, National Waterways Conference, Inland Rivers Ports and Terminals, and Transportation Ministry. Editorials in the journal often discuss government regulation as it relates to the rivers and those who use the river for Inland water and ferries transport.

In the calculation of subsidies to local authorities still use the subsidy calculation based Director General of Land Transportation Regulation Number SK.218 / AP.204 / DrJD / 2018 on Income and Cost Component Counts In Operation Activity ferries transport Pilot which has been repealed and replaced by Director General of Land Transportation Regulation Number SK.5856 / AP.204 / DrJD / 2018 regarding Calculation and Transport Subsidy Funding Procedures Pioneer Crossing. Therefore, it warrants further evaluation regarding ferry transport subsidies KMP Lohoraung in Likuoang-Biaro Tracking North Celebes using the calculation ofSK 5856 / AP.201 / DrJD / 2018. The research method used is observation and interview vessel operators as well as literature. The ferry port of Bira are harbor crossings which serve traffic between provinces and between islands by crossing trajectory Bira - Labuan Bajoe and Bira - Pamatata. The ferry port of Bira is managed by the Regional Technical Implementation Unit (UPTD) the ferry port for infrastructure and PT.ASDP Indonesia Ferry (Persero) Branch Selayar to ingredients. The ferry port of Bira is closely associated with the economic development of the community because many people who do activities in the region and the Bulukumba district of Makassar and Selayar Island is an area (Hinterland) who really need both parts of clothing and food. In the security and safety of the transportation system highly favored as a form of good service delivery. Safety was shown not only to the service users, but also to the ship operator. The Ulee Lheue Ferry Port is managed by the Department of Transportation port city of Banda Aceh. The crossing port serves two tracks with 3 Ro-Ro ship operating and ship jetfoil 2. One important component in ferry transport is safety. Safety is not only to the service user but also to the crew. On ships operating in the Ulee Lheue Ferry Port there are many safety devices such damaged lifejacket, lifebuoy, lifeboat and the number of safety devices that do not fit the needs of the vessel based on the Safety Of Life At Sea (SOLAS).The conditions and the amount of safety equipment must be considered in terms of both the feasibility of tools and appropriate equipment so that in the event of emergency safety tools that exist can be used with either as a form of implementation of aspects of the safety of passengers on board. The number and condition of safety equipment that does not comply with the requirements could endanger the safety of lives of the passengers in case of accident. The number of safety devices must be able to accommodate the number of passengers and crew on board.

East Kotawaringin has a relatively large area, namely 16.796 km2 or 10.94 percent of the area of Central Kalimantan province. With an area of regional the East Kotawaringin divided into 17 districts, mostly lowlands. Kotawaringin East region which thousands of cities in Sampit City astronomically lies between 112⁰ 7 '29 "East until 113⁰ 14' 22" East and 1⁰ 11'50 "south latitude to 3⁰ 18 '51" South Latitude. Geographically, in the western part bordering Seruyan District, the north to east by Katingan, and directly adjacent to the southern part of the Java Sea. This district has a topography that varies between 3-85 meters above sea level.The pier is one of the parts that are used to perform an activity arrival and departure of ships, up and down the passenger and cargo handling. The role of the pier is very important to support these activities. To support these activities, the pier used must be in good condition so that the activities coming and departing ships, up and down the passenger and unloading can proceed smoothly. But Pier of Habaring Hurung infrastructure conditions in East Kotawaringin need attention, especially from the manager in this case is the Department of Transportation Kotawaringin East Central Kalimantan province as conditions dock floor height fixed type that does not correspond to the freeboard boat at low tide and condition-type floating dock made of wood and many parts have been weathered, the absence of mooring facilities, bridges poorly and docks are flooded due to the tilt of the wooden pier so that the activity of ships berthing and unloading at the docks less safe, smooth and comfortable for service users, Based on the analysis carried out that the need for evaluation and the addition of facilities and planning of facilities to improve existing services at Pier Habaring Hurung.

Based on this analysis it was concluded that there are variables that are still lacking in the service of some ferry transport as not Information not available yet and Safety Facility that is easily visible and affordable form of fire extinguishers, manual evacuation routes, and emergency numbers, are not yet available information and existing health facilities but the unavailability of health workers, Waiting Room facilities are not well maintained and dirty, the facilities existing toilets smelling and dirty condition, the unavailability of Advanced Transport Information to users of services, not provided passenger service facilities, unavailability is the availability of a uniformed porter who have an identity and be easily visible, good condition and function makes it easy for passengers to carry luggage, the unavailability of facilities for passengers difable, The management though because it must complete the port operations and improving service facilities on Bastiong ferry ports in accordance with the benchmarks that have been required in the Regulation of the Minister of Transportation Number 39 Of 2015 on Ferry Transport Passenger Service Standards.

Ship accident in mid-2018 and On Bira - Pamatata tracking cause casualties 35 people were killed, 155 people survived, and the other one has not been found. Existence of a helper tool safety becomes a critical component to creating a safe and secure shipping. On the other hand, the Safety Of Life At Sea (SOLAS) 1974 2014 Amendments to the 2014 Amendment has set safety standards Sailing. The research was conducted by collecting data related to the safety equipment on KMP. Kormomolin includes the number and condition of lifejacket, lifebuoy, liferaft and lifeboat. The analysis was done by comparing the requirements contained in the Safety Of Life At Sea (SOLAS) 1974 2014 Amendments to the 2014 Amendment on the safety of shipping equipment to existing conditions in the field. Based on the analysis, it can be concluded that the number of passenger safety tools contained in KMP. Kormomolin on cross-Bira - Pamatata still incomplete when compared with the number of penumpan and crew as well as the condition of some of the safety equipment in bad condition so we need counseling, supervision, enforcement, and the improvement of the means of occupant safety in accordance with the standards of the Safety Of Life at Sea (SOLAS) 1974 Amendment 2014 to the creation of security and comfort for the user services and operator of the ship.
