Inland Waterways Journal (IWJ) is a journal which handled by Inland Water and Ferries Transport Polytechnic of Palembang (Poltektrans SDP Palembang) of record for the towing and barge industry on the inland waterways of the Palembang, Indonesia chiefly the watershed of the Musi River and its tributaries and the Gulf Intracoastal Waterway. Our customers are the barge companies, ports, terminals, fleets, shipyards, refuelers, shippers, suppliers and marine contractors that form the inland waterways transportation industry. Inland Waterways Journal (IWJ) periodically publish two (2) times in April and October. The publication’s wide-ranging news articles provide a window into the people and technology behind a thriving major sector of water and ferries transport in Indonesia especially in Palembang. Topics covered include inland shipyards, lock and dam construction, the Corps of Engineers, dredging news, inland ports and terminals, barge and towboat construction and launches, new technology relating to towboats, and regulations of the Inland Waterways, Environmental Protection Agency, and other federal agencies that affect inland waterways commerce, as well as news about major commodities that travel the waterways, such as grain, coal, steel and fertilizer,etc. Inland Waterways Journal (IWJ) also closely covers the actions of organizations that support waterways interests, including the Waterways Council, the Musi Waterways Operators, National Waterways Conference, Inland Rivers Ports and Terminals, and Transportation Ministry. Editorials in the journal often discuss government regulation as it relates to the rivers and those who use the river for Inland water and ferries transport.

Abstract

Waai Ferry Port is a port located in Waai Village, Central Maluku Regency which serves the Waai - Umeputih crossing. In terms of need, greatly affect the level of transportation services, especially in fulfilling public services. However, the prevailing fare are on the Waai route. Umeputih is now the when the track is still a pioneer route, not the that was applied when it became a commercial route. In addition, there is also a change in the Production Unit (SUP) in the type of vehicle class in accordance with Attachment I, Regulation of the Minister of Transportation Number 66 of 2019 concerning the Determination Mechanism and the Calculation Formulation of Ferries Transportation. The aims of this research are as follows: 1) To know the definition and unit system of ferries transportation. 2) Knowing the Fare on the Waai - Umeputih Line in Maluku Province in 2020. 3) Knowing the Fare on the Waai - Umeputih Line in Maluku Province in 2020. The research methodology used is direct field research, interview, literature / documentation and institutional. Then to analyze this based on Regulation of the Minister of Transportation Number 66 of 2019 concerning the Determination Mechanism and the Calculation Formulation of Ferries Transportation. The analysis used is load factor analysis, ship operational cost analysis, unit analysis and revenue analysis. The results of this study are 1) The Unit of Ferries Transportation which consists of the Passenger Transport and the for Vehicle and Their Cargo at the Ferry Port Based on the Applicable Regulations. 2) On the Waai - Umeputih Line in Maluku Province in 2020 is Irrelevant to Current Conditions, Due to Changes in Track Status and Changes in Production Unit (SUP) Units in the Management / Management System at PT. ASDP Indonesia Ferry (Persero) Ambon Branch in 2020. 3) Evaluation of Ferries Transportation on the Waai - Umeputih Route in Maluku Province Changes according to the following provisions: a) If there is an increase in the unit at the new, the regional government of the Regent of Central Maluku can do The Highest Reduction With Differentiation of 20% (Twenty Percent) From The Determined. b)The increasing of a fare nowadays is following Regulation of the Minister of Transportation Number 66 of 2019 concerning the Determination Mechanism and the Calculation Formulation of Ferries Transportation that stated a fare of production nowadays has increasing previous fare.

Abstract

The Bakauheni Ferry Terminal is a ferry port that connects Sumatra and Java Island, which has a crossing distance of 15 miles. The Bakauheni - Merak route has 71 (seventy one) ships which operate for a regular boat travel time of 108 minutes while the executive ship travel time is 90 minutes. The average passenger productivity on the Bakauheni-Merak route is 477 passengers and the vehicle is 184 vehicles. The large productivity of passengers and vehicles on the Bakauheni-Merak route causes the ship's carrying capacity to be incompatible with the ship's particular ship. It is known that the Jatra 3 ship in the particular ship particular has a allowable capacity of 115 vehicles. However, based on observations it is known that the carrying capacity of more than 115 vehicles, The method of analyzing the carrying capacity on the ship uses the analysis of the daily load factor calculation. The primary data used is in the form of productivity data under normal conditions (January-March 2020) and during the covid-19 pandemic (April-May 2020) The results of the analysis show that the average daily load factor under normal conditions is 105% and during the Covid-19 pandemic it is 88%.

Abstract

The Hunimua-Waipirit crossing route connects Ambon Island with West Seram Island in the travel time of 1.5 hours and on this route there is a KMP. Terubuk with the life safety equipment that is not in accordance with the rules regarding conditions and numbers. Inadequate equipment in the form of lifeboats, lifejackets, lifebuoys, and need the maintenance on the liferaft. The collection of inventory data for life safety equipment is carried out by observing at the KMP Terubuk, in order to obtain clear information regarding the condition and number of life safety equipment that do not comply with existing regulations. The results of the survey at KMP.Terubuk show that life safety equipment such as life jackets, lifebuoys, lifeboats had damaged and insufficient numbers and liferafts need to be checked and maintained. Owners need to increase the number of life jackets, lifebuoys, lifeboats and the captains need to check and maintenance schedule for life safety equipment. Because if the condition and number of life safety equipment are in accordance with the rules, if an accident occurs it can reduce the risk of the number of fatalities.

Abstract

Marisa Ferry Terminal is a port that serves the Marisa - Dolong - Supply - Ampana route. The existence of the Marisa Ferry Port has a very important role in supporting economic activity and equitable development in Pohuwato Regency. However, at this time many people and unauthorizedvehicles can easily enter the port area, causing the port to become less regulated, such as traders who sell their merchandise at port area, delivery / pick-up enters the port dock area. This is due tothe absence of a zoning system in accordance with the Regulation of the Minister of Transportation Number: 29 of 2016 concerning the Sterilization of Ferry Ports. So that in the activity of getting on and off of passengers and loading and unloading vehicles, there are several obstacles, among others, the irregularity of the traffic flow pattern, the absence of zoning in the port which causes unauthorized people to enter restricted areas. This research aims to; 1) To Know Sterilization Passengers and Vehicles at the Ferry Port. 2) To analyze the existing conditions of passenger and vehicle sterilization at the Marisa Ferry Terminal, Pohuwato Regency, Gorontalo Province in 2020. 3) And to evaluate the sterilization of passengers and vehicles and any supporting facilities needed. The research methodology used is direct observation in the field (field research) with measurement studies and literature (literature). Then to analyze this based on the Decree of the Director General of Land Transportation Number SK, 242 / HK.104 / DRJD / 2010 concerning Technical Guidelines for Ferry Traffic Management and PM Number 29 of 2016 regarding ferry port sterilization. The analysis used is the zone system analysis, analysis of vehicle and passenger traffic patterns and the equipment needed to supportthe zone system. As for the results of this study are 1) That the sterilization of passengers and vehicles is a zone arrangement system at the crossing port from the accumulation of passengers and vehicles. 2) Whereas the existing conditions of the Marisa Ferry Port, pohuwato district, Gorontalo province are not in accordance with the Minister of Transportation Regulation Number29 of 2016 concerning the Sterilization of Ferry Ports. 3) And that the evaluation in this researchstates that there are no supporting facilities such as weigh bridges and portals at the Marisa Ferry Terminal which results in an accumulation of the number of passengers and vehicles while operating.

Abstract

UPTD LLASDP Port is a port located on Jl. Asia, Tungkal Ilir, West Tanjung Jabung Regency, Jambi which serves 3 route routes, namely Inter-Province, Inter-Regency, and Inter-Regency. In its application, the mooring pattern greatly affects the up and down activities of passengers at the pier. However, according to the existing conditions, the UPTD LLASDP Pier of West Tanjung Jabung Regency has not implemented a mooring pattern system so that ships that will moor at the Pier are still mooring carelessly without regard to the mooring pattern. This has an impact This is bad for passengers and the goods they carry, passengers who want to board the ship often find it difficult to board because of the irregular position of the ship's berth causing passengers and goods to fall into the river when loading and unloading goods occurs at the dock. The aims of this study are as follows: 1) To determine the existing conditions at the UPTD LLASDP Pier, especially when the ship will moor at the Pier. 2) To find out how the arrangement of the mooring pattern at the pier to suit the situation and conditions that are feasible to support the smooth activity of the pier. 3) To find out whether theactivities operationalas well as the condition of the pier in the passengers' boarding and disembarkation activities in the current condition are balanced with the services of port officers. The research methodology used is direct observation in the field (field research), interviews (Interview), literature/documentation (literature) and institutional. Then to analyze this, it is guided by Soedjono Kramadibaratha's Theory in the Port Planning book. The analysis used is the analysis of the mooring capacity of the ship according to the mooring pattern system (elongated, perpendicular and angled). The results of this study are 1) The capacity of the speedboat that can be moored at the UPTD LLASDP Wharf with a mooring pattern lengthwise to the pier, which is as many as 19 ships. 3) Capacity speedboat to mooring at Pier UPTD LLASDP with mooring system angled toward the dock as many as five ships (for an angle of 30°),7 Ships (to an angle of 45°),9 Ships (to an angle of 60°),19 ships (for angle 75°).This states that it is not necessary to increase the length of the pier because the mooring capacity has sufficed the maximum capacity of ships mooring simultaneously according to the ship's arrival and departure schedules, but there must be arrangements for the mooring pattern of ships and the need for placement of officers to regulate the mooring system at the pier.

Abstract

Bungus Bay Ferry Terminal is the only access for vehicles and passengers between Padang City and the Mentawai Islands Regency. Mentawai Islands Regency is a separate district from West Sumatra Province, which is located in the westernmost island of Sumatra and is surrounded by the waters of the Indian Ocean. There are 2 (two) Ro - Ro ships belonging to PT. ASDP Indonesia Ferry (Persero) Padang branch serving the Padang - Mentawai Islands route. The existence of this Ferry Port is very important in an effort to support economic development and progress in the Mentawai Islands. However, at this time the crossing port zoning system has not been implemented which causes the traffic flow pattern of passengers and vehicles at this port to not run well. It is necessary to implement a Ferry Port zoning system with zoning restrictions based on PM 29/2016 concerning the Sterilization of Ferry Ports and to apply regulations on traffic flow patterns for passengers and vehicles based on SK.242 / HK.104 / DRJD / 2010 concerning Technical Guidelines for Cross Traffic Management.

Abstract

Sape Port is a port managed by PT. ASDP Indonesia Ferry (Persero) Sape Branch. At this time at the Sape Crossing Port there are still several shortcomings because there are still many people and unauthorized vehicles that can easily enter the port area, causing the port to become less orderly, there are still crossings between vehicles that will enter the ship and vehicles those who get out of the ship, and hawkers selling their goods in the area around the pier. This is due to the absence of a zoning system that is in accordance with the Minister of Transportation Regulation Number 29 of 2016 concerning the Sterilization of Ferry Ports. So that in the activity of getting on and off of passengers and loading and unloading vehicles, there are several obstacles, including the absence of zoning implementation at the port which causes unauthorized people to enter prohibited areas, and the mixing of passengers and vehicles when getting on or off the ship. To analyze this, refer to the Regulation of the Minister of Transportation Number 29 of 2016 concerning the Sterilization of Ferry Ports and SK.242 / HK.104 / DRJD / 2010 concerning Technical Guidelines for Ferry Traffic Management. The analysis used is zoning analysis, analysis of equipment that supports the zone system, and analysis of vehicle flow patterns. In order to smoothen the flow of cargo traffic both entering the port area and cargo going out of the Ferry Port area, namely by implementing a zoning system based on the Minister of Transportation Regulation Number 29 of 2016 concerning Ferry Port Sterilization and regulation of traffic flow patterns in accordance with SK.242 /HK.104/DRJD/2010 concerning Technical Guidelines for Pedestrian Traffic Management and adding equipment that supports the zone system such as signs needed to support safety and comfort. The desired pattern of vehicle movement is to rearrange the lanes of vehicles that leave and enter the ship so that the delivery / pick-up does not enter the prohibited area and assign officers to regulate traffic so that it runs more orderly. To regulate passenger movement patterns so as not to mix with vehicles that would endanger the safety of passengers and vehicles.

This research aims to; 1) Dividing Zones of Areas needed for Passengers and Vehicles 2) Regulating the Pattern of Vehicle Traffic at the Tual Ferry Port. 3) And To Determine Equipment That Can Help In Handling Zoning Arrangements at the Tual Ferry Port. The research methodology used is direct observation in the field (field research) with measurement studies and literature (literature). Then to analyze this, refer to PM Number 29 of 2016 concerning Ferry Port Sterilization. The analysis used is the zoning analysis, analysis of vehicle and passenger traffic patterns and the equipment needed to support the zone system. The results of this study are 1) That the sterilization of passengers and vehicles is a zone arrangement system at the crossing port from the accumulation of passengers and vehicles. 2) Whereas the existing conditions of the Tual Ferry Port in Maluku province are not in accordance with the Regulation of the Minister of Transportation Number 29 of 2016 concerning the Sterilization of Ferry Ports. 3) And to regulate passenger and vehicle traffic by optimizing officers and adding signs to facilitate the departure and arrival process.

Abstract

Human Resource Management is one of the fields of study that is very important in good and orderly management of agencies. Personnel management is planning, organizing, directing, supervising the activities of procurement, development, compensation, integration, maintenance of employees or employees in order to achieve individual, organizational, and community goals. The need for special lashing officers at the Tanjung Kalian Crossing Port is not yet available and poses a risk for ships that want to sail because the cargo is not lashed. This study uses a quantitative approach. The theory used is analysis in the special calculation of workloads. The results of this study indicate that each ship operating at the Tanjung Kalian Crossing Port averages 2-3 ships. Based on the workload analysis, it was found that each lashing officer has a workload of 14 hours per day. This is known considering that services at Tanjung Kalian Ferry Port have high productivity with trips available every day. Thus, the need for lashing officers at the Tanjung Kalian Ferry Port is urgently needed considering the tight schedule and high passenger productivity and affect the stability of the operating ship.
