Abstract

Tidal inundation recurs at least twice annually in West Aceh Regency, yet Pasar Aceh Village previously had no Early Warning System (EWS), leaving residents unprepared for recurring flood damage. This community service program, conducted from August to November 2025 with 20 participants, implemented an integrated EWS through four activities: disaster mitigation socialization, EWS training, device installation, and simulation exercises. The program produced an EWS device, a disaster mitigation module, a web-based monitoring system, and a siren alert system. Community competence was evaluated using pre-test and post-test assessments, showing a significant increase in mean scores from 39.7 to 92.0 (a gain of 52.3 points). The installed EWS successfully delivered early warnings prior to flood events, strengthening community coordination and village disaster readiness while improving residents' sense of security in daily activities. These findings confirm that a technology-based community empowerment approach effectively enhances local resilience to tidal inundation, offering a replicable model for similar coastal disaster-prone areas.

Abstract

Mimika Regency, Central Papua, is a socially and ecologically significant area due to its strong connection with mineral mining activities, which require local communities to have adequate environmental literacy and basic monitoring capacity. This community service program aimed to strengthen local residents’ understanding of mining-related environmental risks and improve their ability to conduct simple community-based environmental monitoring. The program was conducted in Atuka Village, Mimika Tengah District, Mimika Regency, Central Papua, involving 10 participants consisting of local residents, community leaders, youth representatives, and local community groups. A participatory-educational approach was applied through four stages: needs assessment, environmental literacy education, simple environmental monitoring training, and evaluation followed by action planning. The training materials covered mining-related environmental impacts, reclamation and post-mining concepts, simple water quality observation, dust and noise identification, and community-based environmental reporting. The results showed that participants’ understanding increased from an average pre-test score of 49.4 to an average post-test score of 79.8, indicating an improvement of 30.4 points. The program also produced a simple environmental monitoring sheet and an initial plan to establish a community-based environmental monitoring group. These findings indicate that practical environmental literacy training can serve as an initial empowerment model for promoting community participation, transparent communication, and sustainable environmental governance in mining-related areas.

Abstract

Participatory election supervision is an important strategy for strengthening democracy and improving the institutional capacity of Bawaslu. This study aims to analyze the participatory election supervision education model in strengthening Bawaslu’s capacity through a Systematic Literature Review (SLR) approach. The literature review process was conducted through several stages, including identification, screening, eligibility assessment, and final analysis of 30 relevant scientific articles from various publication sources. The findings indicate that the participatory election supervision education model contributes to improving public electoral literacy, expanding supervision networks, strengthening citizen participation, and enhancing public trust in Bawaslu. The model is also supported by educational management functions, including planning, organizing, implementation, and evaluation. However, the implementation of this model still faces several challenges, including the sustainability of community participation, digital literacy gaps, coordination among stakeholders, and strengthening evaluation mechanisms. This study concludes that participatory election supervision education can serve as a strategic approach to strengthening Bawaslu’s institutional capacity through a collaborative, inclusive, and sustainable democratic education framework.

Abstract

Public sector organizations require continuous transformation to respond to technological advances, bureaucratic complexity, and increasing demands for effective public services. This study aims to analyze the transformation of Regional Secretariats through a learning organization approach from an educational management perspective. This study employed a Systematic Literature Review (SLR) by searching the literature through Google Scholar, Scopus, and other relevant academic databases. Following the identification, screening, eligibility, and inclusion stages based on predetermined criteria, 10 studies were selected for the final synthesis. The findings reveal that learning organization principles support organizational transformation through four key dimensions: human resource development, learning culture strengthening, knowledge management, and adaptive capacity improvement. From an educational management perspective, these principles contribute to the development of sustainable learning systems through effective planning, implementation, supervision, and evaluation. The study implies that integrating learning organization concepts with educational management practices can strengthen the capacity, innovation, and adaptability of Regional Secretariats in achieving more responsive and sustainable public governance

Abstract

The persistent dichotomy between scientific knowledge and religious understanding remains a major challenge in Islamic education, particularly in Natural Science learning, where integration is often limited to symbolic references rather than meaningful epistemological reconstruction. This study aimed to examine the process of epistemological transformation through the integration of science and religion in Natural Science learning at MTsN 3 Kediri and to develop a conceptual model that explains this transformation. A qualitative case study design was employed using classroom observations, semi structured interviews with the principal, Natural Science teachers, Islamic Religious Education teachers, and students, as well as document analysis. Data were analyzed through thematic analysis following the stages of data reduction, coding, categorization, interpretation, and verification using source and method triangulation to ensure credibility. The findings indicate that epistemological transformation occurs through three interrelated dimensions, namely conceptual integration, methodological integration, and practical integration. The integration process shifts the educational paradigm from a dichotomous perspective toward a complementary and dialogical relationship between science and religion, supported by visionary leadership, teacher competence, institutional commitment, and a pesantren based educational environment. Based on these findings, this study proposes an epistemological transformation model that integrates scientific inquiry with Islamic values within a holistic learning framework. The study contributes to the discourse on science and religion integration by providing empirical evidence that epistemological transformation can be operationalized through classroom practice, institutional culture, and educational leadership. The proposed model offers practical guidance for developing integrative science education in Islamic schools while extending the theoretical perspective on the integration of scientific and religious knowledge.

Abstract

This study examines the role of Supreme Court Circular Letter Number 3 of 2018 in protecting a wife’s rights to iddah and mut’ah maintenance in wife-initiated divorce, with particular reference to Decision Number 238/Pdt.G/2024/PA.Mn. This study employed doctrinal legal research using statutory and case approaches. The primary legal materials included Decision Number 238/Pdt.G/2024/PA.Mn, Law Number 1 of 1974 as amended by Law Number 16 of 2019, the Compilation of Islamic Law, Supreme Court Regulation Number 3 of 2017, and Supreme Court Circular Letter Number 3 of 2018. Secondary legal materials consisted of relevant books and scholarly articles. The legal materials were analysed through legal interpretation and content analysis, focusing on the recognition of post-divorce rights, the application of the Circular Letter in judicial reasoning, the proportionality of the awarded maintenance, and the enforceability of the judgment. The findings show that the court explicitly relied on Supreme Court Circular Letter Number 3 of 2018 after finding insufficient evidence that the plaintiff had committed nusyuz. The court awarded IDR 7,500,000 in iddah maintenance and IDR 16,000,000 in mut’ah. These findings demonstrate normative recognition and adjudicative protection of women’s post-divorce economic rights. However, enforcement-level effectiveness could not be established because no verified evidence of actual payment or execution was available. Therefore, the Circular Letter functions as an interpretive judicial guideline, although its broader effectiveness cannot be generalised from a single decision.

Abstract

Increasing demands for transparency and accountability in public financial management have heightened the importance of effective internal control systems, particularly within defense institutions that operate under complex bureaucratic and military command structures. This study aimed to examine the direct effect of leadership commitment on financial reporting quality, investigate the mediating role of the Government Internal Control System (Sistem Pengendalian Intern Pemerintah—SPIP), and compare its implementation within the Indonesian Ministry of Defense and the Indonesian National Armed Forces. An explanatory sequential mixed-methods design was employed by integrating quantitative and qualitative approaches. Quantitative data were collected from 120 financial management personnel through structured questionnaires and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS 4.0. The qualitative phase involved semi-structured interviews with eight key informants to explain the quantitative findings and explore institutional differences in SPIP implementation. The results revealed that leadership commitment had a positive and significant effect on both SPIP implementation (β = 0.645, p < .001) and financial reporting quality (β = 0.412, p = .002). SPIP also had a significant positive effect on financial reporting quality (β = 0.528, p < .001) and partially mediated the relationship between leadership commitment and financial reporting quality. Qualitative findings further demonstrated that the Ministry of Defense primarily adopted a rule-based administrative approach, whereas the Indonesian National Armed Forces emphasized command-based implementation. These findings suggest that strengthening financial accountability in the defense sector requires an adaptive internal control model that integrates administrative compliance with hierarchical command practices.
