Journal of Educational Management Research is an international peer-reviewed journal which publishes original and significant contributions to educational management, administration, and leadership, in its broadest sense, from all over the world. This includes primary research projects in schools and further vocational and higher education institutions. This journal encourages contributions that respond to important issues in management education. Contributions may be either conceptual or empirical and are welcomed from any topic area and country so long as they primarily focus on management or organization in education. Although our core areas of interest are organizational behaviour and management in education, we are also interested in leadership, public relation, human resource management, social issues in management, financial management, organizational development, critical management studies, etc. Authors are strongly encouraged to have their work reviewed and evaluated by their colleagues prior to submission for formal editorial review.

Abstract

This research is motivated by the phenomenon that shows there are still employees whose performance and work motivation are not optimal in carrying out their duties and responsibilities. The purpose of this study is to obtain data and information about employee performance, employee work motivation, and whether there is a relationship between work motivation and employee performance in carrying out duties at the Education and Culture Office of South Tangerang City. This study uses a quantitative method with a correlational approach and proportional random sampling technique with a total of 112 employees as respondents. The research instrument is a questionnaire with a Likert scale that has been tested for validity and reliability. The results show that employee work motivation is in the very good category (90%), and employee performance is also in the very good category (91%). There is a significant relationship between work motivation and employee performance, with r count 0.549 > r table 0.184 and t count 6.880 > t table 1.658 at a significance level of 95%. In conclusion, work motivation has a significant effect on employee performance at the Education and Culture Office of South Tangerang City.

Abstract

The Child Friendly City (CFC) policy is a global initiative adopted by various countries, including Indonesia, to ensure children’s rights and protection in urban areas. Padang City has implemented this policy through local regulations and five strategic programs. However, achieving the “CFC Primary Category” administratively does not fully reflect success in improving children's quality of life at the local level. This study explores the dynamics of policy transfer and adaptation of the CFC agenda from global and national levels to Padang, focusing on local actors, adaptation forms, and implementation challenges. Using a qualitative approach and the policy transfer framework, data were collected through interviews, document analysis, and field observations. The findings highlight five key barriers to effective adaptation: unequal child participation, low parenting literacy, stigma toward counseling, limited resources, inadequate school preparedness, and weak digital literacy. The study suggests that the policy transfer process has been partial, lacking value internalization and institutional change. The implications for educational management include integrating local educational policies with child protection efforts, enhancing teacher training, and fostering greater community involvement to address these challenges.

Abstract

This study aims to examine the impact of leadership style, work discipline, and work environment on employee performance in Lontong Pancur Village, Pangkalpinang City, Bangka Belitung Islands Province. The government’s role in providing effective leadership and creating a conducive work environment is crucial for achieving organizational goals, particularly in public service areas such as population administration and welfare. Using a multiple linear regression analysis with SPSS 25, the study surveyed 40 village officials, employing a saturated sampling method. The results indicate that leadership style, work discipline, and work environment all have a positive and significant impact on employee performance. Furthermore, when analyzed together, these factors also positively influence employee performance in Lontong Pancur Village. This research contributes to understanding how effective leadership and a supportive work environment can enhance public sector performance, providing valuable insights for improving employee productivity and organizational effectiveness in local government services.

Abstract

This study examines the phenomenon of turnover intention as a significant challenge in the creative industry sector, focusing on the role of job insecurity and the perception of alternative job opportunities in Indonesia. Using a quantitative approach and causal-explanatory design, this study involved 103 employees of CV Katen Creative Media, a creative startup in Cirebon, as respondents through saturated sampling techniques. Data were collected using a structured questionnaire and analyzed through Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS 4. The research findings indicate that job insecurity has a significant positive influence on relocation intentions, suggesting that the uncertainty of employment contracts and a lack of career clarity increase employees' desire to leave the organization. Further, the perception of alternative jobs also significantly influenced the intention to move, implying that the belief in the existence of better job opportunities outside drove the decision to quit. However, the role of moderation of the perception of alternative jobs on the relationship between job insecurity and intention to move is not statistically significant. These results underscore the complexity of intentional shift behaviors in the creative sector and highlight the importance of job security guarantees for employee retention and stability. The practical implications underscore the need for a human resource management strategy that prioritizes enhancing job security and providing transparent career paths. The implications of these findings enrich understanding of the dynamics of intent to move in the creative industry ecosystem in developing countries, providing an empirical foundation for the development of more effective employee retention models as well as direction for future research.

Abstract

The phenomenon of bullying in educational institutions, including Islamic boarding schools, continues to be a serious challenge that threatens the integrity and welfare of students. This study aims to analyze in depth the specific contribution of the adab values taught in the Book of Ta'limul Muta'allim to the formation of anti-bullying character in students of the Nuris Salafiyyah Islamic Boarding School. Using a qualitative approach with a case study design, this study collected data through in-depth interviews with ustadz and students, as well as documentation analysis. The data was then analyzed thematically. Key findings suggest that manners toward teachers, which encompass respect and obedience, foster humility and empathy. Additionally, the practice of ukhuwah and solidarity among students, as manifested in loving and supporting one another, fosters a strong communal environment. The ability to maintain verbal communication and manage emotions also plays a crucial role in equipping students with wise communication skills, minimizing triggers of conflict and verbal aggression. These findings enrich socio-cultural theories by providing empirical evidence on the role of religious values-based environments in fostering prosocial behavior. The implication is that strengthening comprehensive adab education in pesantren can be an effective strategy to create a safe, harmonious, and value-centered learning environment, thereby significantly reducing the emergence of bullying behavior and supporting the development of positive character in students.

Abstract

The implementation of the Healthy Living Community Movement (GERMAS) at the local level extends national health policies aimed at improving public health. This study examines the implementation of Regent Regulation No. 48 of 2019 on GERMAS in Pangkalan Koto Baru Subdistrict, utilizing the Mazmanian and Sabatier policy implementation model. A qualitative approach, including interviews, observations, and document analysis, was employed with policy implementers and community stakeholders. Findings reveal three key factors influencing implementation: (1) policy clarity and consistency, hindered by the lack of derivative regulations at local levels; (2) implementer capacity and commitment, limited by insufficient funding; and (3) social support, weakened by low public participation and ineffective health communication strategies. These results suggest that policy success depends on aligning institutional design, bureaucratic capacity, and community readiness. In management terms, effective policy execution requires strong leadership, efficient resource management, and active stakeholder engagement. Strengthening regulatory frameworks, ensuring sustainable funding, and adopting participatory communication strategies are critical for improving GERMAS implementation at the grassroots level. This study highlights the importance of management practices, including strategic planning, resource allocation, and community engagement, in enhancing the effectiveness of public health policies.

Abstract

This study investigates the impact of the scouting method on the learning outcomes, specifically on the "Aku Peduli Lingkungan" (I Care About the Environment) material. The findings showed that mastery of the material was low, with 6 out of 20 students scoring below the minimum mastery criteria, mainly due to the use of conventional teaching methods. The research used a quasi-experimental design, specifically a One-Group Pretest-Posttest Design, involving 20 students selected through purposive sampling. Data were collected using pretest and posttest assessments with 20 items on the "Aku Peduli Lingkungan" material. The data analysis included validity and reliability tests, normality tests using Kolmogorov-Smirnov, and hypothesis testing using the Paired Sample T-Test. The results showed high validity (all items valid) and very high reliability (Cronbach’s Alpha = 0.912). The Paired Sample T-Test revealed a significant difference (p = 0.000 < 0.05), indicating that the scouting method significantly improved learning outcomes. Observations also showed positive development in independence and cooperation, with most students categorized as "Developing as Expected" (BSH) and "Very Developing" (SB). The study's management implications suggest that scouting-based activities can enhance learning and character development in educational settings.

Abstract

Marketing strategy plays a crucial role in promoting pawn products to the wider community. This study aims to analyze the marketing strategies employed in promoting pawn services by two financial institutions with different operational approaches. Using a descriptive qualitative method, data were collected through interviews, observations, and documentation. The findings reveal that one institution adopts a digital-based strategy, utilizing social media and fast service to attract customers. At the same time, the other emphasizes a community-based approach grounded in religious values and local engagement. These distinct strategies are tailored to the social and cultural characteristics of the communities they serve. The study highlights that marketing strategies must be flexible and adaptive, rather than uniform, depending on contextual factors. The integration of digital outreach with community and value-based promotion is identified as a potentially effective and sustainable approach for expanding customer interest and loyalty in pawn services. In the context of education, these findings imply the importance of incorporating adaptive marketing and cultural sensitivity into business and economics curricula, particularly in courses related to financial services, entrepreneurship, and community engagement. Such integration can prepare students to develop responsive and contextually aware strategies in diverse market environments.

Abstract

National Education aims to develop the potential of students to become human beings of faith, piety, noble character, health, knowledge, creativity, independence, and responsibility, as stated in Law No. 20 of 2003, Article 3. Education must also provide opportunities for Children with Special Needs (ABK) to grow as a whole. According to Article 5, paragraph 2, citizens with physical, emotional, mental, intellectual, and/or social disabilities have the right to receive special education. Through inclusive education, ABK students can learn, play, and interact equally. This is affirmed in Permendiknas No. 70 of 2009, which requires each sub-district to have at least one school that provides inclusive education. This study aims to analyze and explore schools that implement inclusive education theoretically, as well as the implementation and implications of inclusive education in the equitable distribution of academic education rights. The method used is qualitative, a type of case study, with observation, interview, and documentation techniques. The results show four stages of implementation: student identification, determination of lesson plans, learning services, and evaluation. The implications include increased self-confidence, equal rights, reduced discrimination, as well as improved academics and growing empathy.

Abstract

The transformation of social media in the digital era has changed the way Islamic da'wah is delivered, including through communicative and aesthetic digital illustrations. Instagram has become a strategic platform for conveying da'wah messages visually in an engaging and contextual manner. This study aims to analyze the representation and management of Islamic da'wah messages through digital illustrations on the Instagram account @Akhlaqpedia using a descriptive qualitative method and Roland Barthes' semiotic analysis. The findings reveal that visual elements such as characters, colors, text, and symbols function not only as aesthetic tools but also as conveyors of meaning across three semiotic levels: denotation (realistic depictions), connotation (moral messages and spiritual calls), and myth (social constructions of ideal Muslim identity). In addition to visual interpretation, this study highlights the importance of digital content management in sustaining da'wah effectiveness ranging from content planning, visual consistency, to audience engagement strategies. The integration of creative design and structured content management enables @Akhlaqpedia to maintain relevance and trust among its followers, particularly the younger generation. This study contributes to the discourse on digital da'wah and provides insights for further research on media management, audience reception, and multimodal Islamic communication.
