Abstract

The rapid expansion of digital platforms in Indonesia has transformed personal data into a strategic economic asset while increasing the risk of large-scale data breaches affecting consumers. Although Law No. 27 of 2022 on Personal Data Protection has been enacted, the civil liability framework governing digital platforms remains fragmented and doctrinally unclear. This article aims to reconstruct the civil liability model applicable to digital platforms for consumer losses arising from personal data breaches within the Indonesian private law system. This research employs a normative juridical method using statutory, conceptual, and comparative approaches, integrating the Civil Code, the Consumer Protection Law, the Electronic Information and Transactions Law, and the Personal Data Protection Law, complemented by a comparative analysis with the GDPR. The study concludes that digital platforms cannot be regarded merely as neutral intermediaries due to their structural control over data processing and economic exploitation of personal data. The traditional fault-based liability regime under Article 1365 of the Civil Code is insufficient to address evidentiary imbalance and systemic digital risks. This article proposes a reconstructed liability framework based on a risk-based or quasi-strict liability approach, while affirming that limitation-of-liability clauses contradicting mandatory consumer protection norms are legally invalid. The novelty lies in repositioning personal data as a protected civil legal interest and integrating classical private law principles with contemporary digital regulation.

Abstract

This paper aims to analyze leadership strategies in improving lecturer performance at Private Islamic Higher Education Institutions (PTKIS), particularly at STAI Al-Hikmah Tebing Tinggi and STIT Batubara. The research focuses on lecturer performance, coordination patterns between PTKIS leaders and study programs, and leadership strategies to improve the implementation of the three pillars of higher education. The research method uses a qualitative approach with a multisite design in two research locations. Data collection was conducted through in-depth interviews, participatory observation, and documentation studies. Data analysis was conducted descriptively and analytically through the stages of data reduction, data presentation, verification, and conclusion drawing, with validity testing through source and method triangulation. The results of the study show that the performance of lecturers at both institutions has been carried out in a planned and sustainable manner through the synergy of higher education leadership with study programs. Leadership coordination serves as a strategic mechanism in integrating academic policies with the implementation of the three pillars of higher education through planning, monitoring, evaluation, and professional development. Leadership strategies include the development of pedagogical competencies, strengthening a culture of research and scientific publication, science-based community service, creating a conducive academic environment, and a sustainable reward system. The discussion shows that collaborative leadership can improve the professionalism, motivation, and productivity of lecturers. However, challenges such as limited facilities, administrative burdens, and variations in lecturer competencies still need to be addressed, requiring visionary leadership and continuous guidance.

Abstract

Industri gula nasional masih menghadapi masalah klasik berupa fluktuasi produksi dan ketidakmampuan memenuhi kebutuhan dalam negeri, sehingga Indonesia masih melakukan impor gula. Jawa Timur sebagai penyumbang terbesar produksi gula nasional menjadikan kinerja pabrik gula di wilayah ini sangat strategis, termasuk Pabrik Gula (PG) Prajekan di Bondowoso. Penelitian ini bertujuan untuk menganalisis tren produksi gula PG Prajekan tahun 2010–2024 serta mengidentifikasi faktor-faktor teknis yang memengaruhi produksi gula. Metode penelitian menggunakan pendekatan kuantitatif deskriptif–eksplanatori dengan analisis tren (least square) dan regresi linear berganda. Data sekunder yang digunakan meliputi variabel produksi gula, luas lahan, volume tebu giling, rendemen, jam giling, dan tenaga kerja. Model regresi diuji dengan uji asumsi klasik, uji F, dan uji t untuk melihat pengaruh simultan serta parsial masing-masing variabel. Hasil analisis tren menunjukkan bahwa produksi gula PG Prajekan memiliki kecenderungan meningkat secara jangka panjang, dengan persamaan Y = 2.715.561,143 + 38.045,08X. Artinya, produksi gula diproyeksikan meningkat ±38.045 ton per tahun dan tren lima tahun ke depan menunjukkan kenaikan yang konsisten. Uji simultan (uji F) menunjukkan bahwa seluruh variabel bebas secara bersama-sama berpengaruh signifikan terhadap produksi gula (Fhitung 59,666 > Ftabel 3,48; sig. 0,000). Namun, uji parsial (uji t) menunjukkan bahwa hanya dua variabel yang berpengaruh signifikan, yaitu produksi tebu (t = 5,069; sig. 0,001) dan rendemen (t = 5,751; sig. 0,000). Variabel luas lahan, jam giling, dan tenaga kerja tidak berpengaruh signifikan terhadap produksi gula di PG Prajekan. Rendemen menjadi faktor paling dominan, sedangkan jam giling cenderung tidak efektif apabila mesin tidak efisien atau bahan baku tidak stabil.

Abstract

Intensive Care Unit (ICU) services represent the most clinically complex and cost-intensive hospital units, often creating discrepancies between actual service costs and Indonesia Case-Based Groups (INA-CBGs) reimbursement, particularly for National Health Insurance (JKN) patients. These discrepancies are reflected in financial outcome gaps, which may threaten hospital financial sustainability when negative. This study analyzes the effects of length of stay (LOS), number of comorbidities, and patient outcomes on ICU financial outcome gaps and develops a regression model to predict the risk of negative financial outcomes among JKN ICU patients at RSUD dr. H. Jusuf SK. A quantitative retrospective observational design was applied using data from 290 JKN ICU patients treated between July 1, 2024, and June 30, 2025. Data were analyzed using descriptive statistics, simple linear regression, and multiple linear regression with robust standard errors (HC3) in SPSS version 27. The results indicate an average ICU LOS of 3.45 ± 3.03 days, a mean of 7.05 ± 3.67 comorbidities, and an average financial outcome gap of −IDR 23,149,588. Simple regression analysis shows that LOS, comorbidities, and patient outcomes significantly affect financial outcome gaps. Multiple regression results confirm that these variables simultaneously influence financial outcome gaps (R² = 0.217). The developed model demonstrates low-to-moderate explanatory power and may serve as an early, non-clinical predictive tool to identify financial risk and support managerial decision-making in ICU financing under the INA-CBGs system.

Abstract

Kedidi Dance is a cultural heritage of the West Bangka community in the Bangka Belitung Islands, embodying strong social, spiritual, and aesthetic values. However, the rapid development of modernization has led to shifts in its social functions and a decline in interest among younger generations. This study aims to analyze the role of art education in preserving Kedidi Dance, examine its social functions within the community, and formulate strategies to sustain its existence amid social change. This research employed a descriptive qualitative approach through field study. Data were collected through observation, in-depth interviews, and documentation involving the leader and members of the Mawar Putih martial arts school, dancers, and community members in Benteng Kota Village, Tempilang District. The data were analyzed through stages of data collection, reduction, presentation, and conclusion drawing to identify patterns related to social roles and preservation strategies. The findings indicate that art education plays a significant role in transmitting cultural values and strengthening local identity through dance learning. Kedidi Dance has transformed from communal folk entertainment into a medium of cultural education and public performance while maintaining its core values. Preservation strategies include strengthening the social role of the institution, encouraging community involvement, allowing openness in artistic development, and building synergy with local government. Overall, art education and cross-sector collaboration are key factors in ensuring the sustainable and adaptive continuity of Kedidi Dance as a cultural identity in the modern era.

Abstract

This study is grounded in the strategic role of the principal as the primary driver of educational quality improvement through effective supervisory leadership. In the context of rapid technological advancement, evolving educational policies, and increasing accountability demands, principals are required to transform their supervisory approaches from administrative and compliance-oriented practices toward participatory, visionary, and development-focused leadership. This study aims to analyze the level of principal leadership transformation in the supervisory function based on teachers’ and education personnel’s perceptions, and to identify the strongest and weakest implementation indicators. A descriptive quantitative design was employed using a total sampling technique involving 31 respondents at SDN 16 Bengkulu Selatan. Data were collected through a questionnaire consisting of 35 Likert-scale statements and analyzed using descriptive statistics to determine frequency distribution, percentages, and mean scores for each indicator. The findings reveal that most supervisory leadership indicators fall within the good to very good categories. The highest mean scores were observed in exemplary discipline and the principal’s role as an initiator of reform, while the lowest score was found in the indicator related to granting complete freedom without control. These results support Transformational Leadership and Managerial Role theories, highlighting the importance of vision, role modelling, participatory engagement, and structured supervision. The study concludes that supervisory leadership practices are generally aligned with modern leadership principles but require strengthening in post-supervision follow-up mechanisms and in balancing teacher autonomy with appropriate supervisory control. The study contributes a detailed mapping of supervisory indicators grounded in contemporary leadership theory.

Abstract

This research is entitled “Getting to Know Cek Sam: The Biography of a Saree Cassava Chips Trader”. It aims to: (1) identify and explain the background of Cek Sam’s early life before becoming a Saree cassava chips trader; (2) examine the strategies she employed in indtroducing Saree cassava chips to the wider community; and (3) analyze her life after gaining widespread public recognition. This study applies a qualitative approach using a biographical historical method with descriptive analytical characteristics. Data were collcted through interviews, literature review, documentation. The analyzis followed the stategs of heuristics, verification, interpretation, and historiography. The results of this study indicate that (1) Cek Sam, whole real name is Samsinar, came from a modest family and was accustomed to hard work from an early age. In 1987, before becoming widely known, she worked as a street vendor selling boiled corn, boiled peanuts, and cassva chips carried in a basin and offered directly to small shops (keude) near a mosque. (2) Her strategy in introducing Saree cassava chips included maintaining consstent product quality., providing friendly customer service, choosing a strategis shop location, and developing product innovations through various falvors. (3) after gaining public recognition, her life changed significantly in economic and social aspects. She was not only a trader but also an inspiring female figure who created employment opportunities, especially for women in her community. After her passing, the business has been continued by her children, ensuring sustainability and preserving her values of hard work and perseverance.

Abstract

The decline in turnover and increased competition among Batik MSMEs necessitate an understanding of the factors that influence customer satisfaction with Batik Tulis Najma. This study aims to analyse the influence of added-value product quality, customer service quality, and marketing strategies on customer satisfaction, both directly and indirectly. The study uses a quantitative approach with the Partial Least Squares (PLS) method with 106 respondents. The results show that added value, product quality, and marketing strategy have a positive effect on customer satisfaction. Service quality does not have a significant direct effect, but it does have a significant effect through added value product quality, both directly and through marketing strategy. Conversely, service quality through marketing strategy has no significant effect. These findings confirm that increasing product added value and effective marketing strategies are key to improving customer satisfaction and the competitiveness of batik SMEs.

Abstract

This study aims to analyse the influence of service quality, tourist satisfaction, tourist loyalty, and the role of local communities on the achievement of the Sustainable Development Goals (SDGs) within the natural tourism sector in Jayawijaya Regency. Regional tourism development should not merely focus on increasing visitor numbers but must also ensure its contribution to sustainable development. encompassing economic, social, and environmental dimensions. This research employed a quantitative approach using a survey method involving 250 tourists who had visited natural tourism destinations in Jayawijaya. The data were analysed using multiple linear regression to examine the effect of each independent variable on the achievement of the SDGs. The findings reveal that service quality, tourist satisfaction, tourist loyalty, and the role of local communities have a positive and significant influence on the achievement of the SDGs. Among these variables, the role of local communities emerges as the most dominant factor in supporting sustainable tourism development. These findings highlight the importance of improving destination management quality, enhancing tourist experiences, fostering visitor loyalty, and empowering local communities in order to realise sustainable tourism. This study contributes theoretically to the development of sustainable tourism models and offers practical implications for regional policymakers and stakeholders in formulating policies aligned with the SDGs agenda.

Abstract

Mathematical communicative competence constitutes a pivotal pillar within the architecture of mathematics education. Nevertheless, empirical realities across Indonesian classrooms disclose a disquieting deficit in learners’ capacity to articulate mathematical reasoning with clarity and precision. This inquiry is undertaken to ascertain whether the attainment and progressive enhancement of students’ mathematical communication proficiency, when cultivated through a Problem-Based Learning paradigm, surpass those fostered under conventional instructional approaches. Anchored in a quantitative framework, the study employs a quasi-experimental methodology, operationalized through a pretest–posttest non-equivalent group design to capture comparative developmental trajectories between cohorts. The participants were tenth-grade students from a senior high school in Bandung City, with two classes deliberately designated as samples through purposive selection. Data collection relied on written assessments targeting mathematical communicative competence and observational checklists as supporting instruments. The findings disclosed that: (1) learners immersed in the Problem-Based Learning approach attained a more elevated level of mathematical communicative performance than those instructed conventionally; and (2) the extent of their developmental gain likewise outstripped that of their peers in the traditional classroom context.
