Abstract

The fishermen in Kalanganyar, Sidoarjo Regency are mostly in poor condition, as seen from their income, education, and settlements. Therefore, Kalanganyar government provides assistance to them, in the form of Social Safety Net (SSN). The purpose of this study is to analyze the livelihood outcomes of SSN on fishermen's lives. The method used is qualitative with primary and secondary data. The data analysis technique used is thematic analysis. The framework in this study adopts the thoughts of Moser (1998), World Bank (2014), and Devereux (2000) regarding livelihood outcomes. The results of the study show that SSN have helped fishermen improve their lives by increasing educational security for beneficiary children and food security. However, there are some problems such as the village apparatus being unable to determine beneficiaries due to data coming from the central government, uncertain timing of assistance, jealously amongst the community over who receives assistance, and an a priori assumption of assistance from the apparatus. Therefore, the study recommends that village officials re-check the data of beneficiaries and submit it to the District Social Service for revision. Additionally, conducting socialization about the SSN program would lead to better understanding among the community.

Abstract

The rapid expansion of digital technologies has transformed personal data into a strategic asset, while simultaneously increasing the risk of misuse, particularly concerning specific and sensitive personal data. This article examines the integration of Pancasila-based justice into the legal protection framework for specific personal data in Indonesia. Using a normative juridical method with philosophical and statutory approaches, this study analyzes how the values of Pancasila—especially human dignity, social justice, and democratic governance—are embedded within Law Number 27 of 2022 on Personal Data Protection. The findings reveal that although the Personal Data Protection Law reflects Pancasila values at a normative level, significant challenges remain in its substantive implementation, particularly due to sectoral fragmentation, enforcement limitations, and the asymmetry of power between data controllers and data subjects. This study argues that strengthening the protection of specific personal data requires not only regulatory harmonization but also the reconstruction of enforcement mechanisms grounded in Pancasila-based substantive justice.

Abstract

High employee mobility among Generation Z has emerged as a critical human resource challenge in Indonesia. This study investigates the direct influence of transformational leadership on organizational commitment among Generation Z employees. Using a quantitative correlational design, data were collected from 410 Generation Z workers across various industrial sectors in Indonesia. Transformational leadership was measured using the Bass and Avolio framework, while organizational commitment was assessed using an adapted Meyer and Allen scale. Data were analyzed using Structural Equation Modeling Partial Least Squares (SEM-PLS). The results indicate that transformational leadership has a significant and positive effect on organizational commitment (β = 0.72; p < 0.001), explaining 52.8% of the variance in commitment. These findings demonstrate that transformational leadership plays a crucial role in fostering emotional attachment and loyalty among Generation Z employees. This study contributes to the literature by providing empirical evidence focused exclusively on Generation Z within a developing country context.

Abstract

The hotel industry in Central Java faces intense competition due to increasing tourist destinations, rising customer expectations, and dynamic business environments. This condition requires hotels to develop customer-based strategic agility, known as Hotel Customer Orientation Agility, to enhance performance. This study aims to examine the influence of Organizational Factors and Customer Orientation on Hotel Performance, with Hotel Customer Orientation Agility as a mediating variable. A quantitative causal research design was employed using a survey of 134 managerial-level employees of five-star hotels in Central Java, selected through purposive sampling. Data were collected using a five-point Likert scale questionnaire and analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS) with SmartPLS. The results show that Organizational Factors and Customer Orientation have a significant positive effect on Hotel Customer Orientation Agility. Customer Orientation has a significant direct effect on Hotel Performance, while Organizational Factors do not. Hotel Customer Orientation Agility has a significant effect on Hotel Performance and mediates the relationship between Organizational Factors and Customer Orientation with Hotel Performance. These findings indicate that hotel performance is enhanced primarily through customer-based agility rather than direct organizational effects, providing both theoretical insights and practical guidance for hotel management.

Abstract

This study examines the effects of dental health service quality and innovative entrepreneurship orientation on business performance in dental clinics in the Greater Malang area. A quantitative survey was conducted with 39 respondents, including clinic managers and professionals familiar with clinic operations. Data were analyzed using Structural Equation Modeling (SEM). Results show that dental health service quality significantly impacts business performance through structure, process, and service outcome dimensions. Innovative entrepreneurship orientation also positively affects performance through innovativeness, proactivity, and risk-taking, facilitating strategic adaptation to healthcare market dynamics. The findings underscore the importance of integrating high-quality dental services with innovative entrepreneurship to enhance competitiveness and sustainability. This study contributes theoretically to the Resource-Based View and offers practical guidance for clinic managers in improving business performance through service excellence and innovation.

Abstract

Indonesia is a country with a high level of disaster vulnerability, so disaster preparedness is a strategic agenda in national development. However, the complexity of disaster management often faces obstacles to coordination between stakeholders, including government, civil society, the private sector, and international organizations. This research uses the Collaborative Governance Preparedness Disaster's Model in Indonesia (COLGOPREDI) as an innovative approach in building collaborative governance-based disaster preparedness. This model emphasizes synergy across actors through the principles of participation, transparency, accountability, and strengthening local capacity. COLGOPREDI is designed to strengthen communication networks, coordination mechanisms, and a clear division of roles in the disaster management cycle, from mitigation, preparedness, emergency response, to recovery. The study results show that the implementation of this model has the potential to increase the effectiveness of disaster response, accelerate recovery, and encourage community resilience. Thus, COLGOPREDI can be a conceptual framework as well as a collaborative governance practice that is relevant in the context of disaster management in Indonesia.

Abstract

The normative protection of the rights of persons with disabilities requires legal guarantees that go beyond formal recognition toward the realization of substantive rights. The legal orientation is directed toward ensuring accessibility to legal information, the provision of reasonable accommodation, and equal participation in public services. This normative framework is grounded in the principle of equality before the law and the prohibition of discrimination as affirmed in Articlen28D paragraph (1) and Article 28I paragraph (2) of the 1945 Constitution of the Republic of Indonesia. It is further reinforced by Law Number 8 of 2016 on Persons with Disabilities, particularly Article 24 concerning access to justice, as well as international commitments under the Convention on the Rights of Persons with Disabilities (CRPD), especially Article 9 on accessibility and Article 21 on access to information. At the empirical level, however, legal protection practices continue to demonstrate a discrepancy between norms and the implementation of public services. Limited access to information, the administrative character of legal communication, and institutional power asymmetries hinders the effective fulfilment of rights. This situation is exacerbated by the weak operational regulation of Article 24 of Law Number 8 of 2016, which has not yet comprehensively formulated standards for accessible legal communication. This study employs a normative juridical method with a comparative legal approach by examining legal communication practices in Sweden, Canada, the Netherlands, Germany, and the United States. The functional analysis indicates that the effectiveness of disability protection is largely determined by the integration of responsive legal norms with inclusive public communication systems. The study proposes a model of legal and communication reform that positions legal communication as a strategic instrument for rights protection through strengthening accessibility obligations, meaningful participation, and the reconstruction of power relations between the state and citizens with disabilities

Abstract

The rise of videos on TikTok about life at sea has been led by many sailors who broadcast their lives. The extent to which the influence of TikTok videos affects people's interest in choosing a seafaring profession and entering a sailing school. In this study, we aim to investigate the impact of TikTok social media on the community related to interest in the seafarer profession. The mixed research method uses quantitative analysis and qualitative analyses. A quantitative study was carried out on students who participated in level 1 and 2 seafarer training in the Semarang area by providing a questionnaire through the Microsoft software Teams application, in March 2025, with a population of 126 people and based on the Krejcie & Morgan table with a confidence level of 95% with a sample of 95 respondents. Based on the results of quantitative and qualitative research, it was found that there was a strong relationship between the influence of TikTok videos on the public and the profession of seafarer. This study also shows that TikTok social media has become an effective platform in increasing public interest in the seafarer profession. Expand and enrich the literature review on the influence of social media, especially TikTok, on career choices, particularly in the context of the shipping profession, which has not been adequately explored.

Abstract

The conduct of legislative elections in Indonesia during the Reform Era (2004–2024) demonstrates a tendency among political parties to leverage celebrity popularity as a strategy to boost their vote acquisition. The shift to an open-list proportional electoral system, based on the highest number of individual votes, has driven parties to recruit celebrities as vote-getters to increase their electoral gains. This study aims to analyze party strategies in positioning celebrities as legislative candidates and to identify electoral districts (dapil) that are most favorable to their electability. Using historical research methods and analyzing data from the past five legislative elections, the study finds that West Java has emerged as the strongest electoral base for celebrity candidates. One key strategy employed is the Son of the Soil approach, which utilizes regional identity to foster emotional connections with voters. The findings highlight that local identity plays a significant role in celebrity electoral strategies, making cultural and emotional affiliations crucial factors in their electoral success.

Abstract

This study aims to analyze the effectiveness of utilizing instructional media in enhancing students' learning motivation in Aqidah Akhlak subjects at MTs Al-Azhar Medan. The research employed a qualitative approach with data collection techniques including observation, interviews, and documentation. The findings indicate that the use of instructional media, such as audio-visual media, teaching aids, and digital platforms, significantly enhances students' interest and active participation in the learning process. These media facilitate easier understanding of the material, make learning more engaging, and create an environment that fosters student involvement. In conclusion, the implementation of innovative instructional media plays a crucial role in increasing students' learning motivation, particularly in Aqidah Akhlak subjects. This study recommends that teachers continue to develop and creatively utilize instructional media to support more effective and enjoyable educational processes.
