Abstract

This study aims to analyze the implementation of the Equivalency Education Program by the Lamongan Regency Education Office for Correctional Inmates at the Class IIB Lamongan Prison as an effort to fulfill the right to education. This study uses a qualitative descriptive approach with data collection techniques through interviews, observation, documentation, and literature studies. The analysis of this study uses the George C. Edward III policy implementation model which includes indicators of communication, resources, disposition, and bureaucratic structure. The results of the study indicate that the implementation of the Equivalency Education Program has been running quite well on the disposition and bureaucratic structure indicators. However, in the communication aspect, obstacles are still found in the form of unclear and inconsistencies in the learning schedule which impacts the effectiveness of the learning process for inmates. In addition, in the resource aspect, there are still limitations in human resources, especially the number of Equivalency Education tutors who are not sufficient. Therefore, it is necessary to strengthen the clarity and consistency of communication regarding scheduling and improve human resources to support the successful implementation of the Equivalency Education Program at the Class IIB Lamongan Prison.

Abstract

This study aims to assess the performance of the Malay traditional gift-wrapping (hantaran) skills training program organized by PKBM Insan Cendekia, based on key performance indicators derived from the National Education Standards (SNP), specifically the process standard, graduate competency standard, and assessment standard. A mixed methods approach was employed with data triangulation through semi-structured interviews, participatory observation, and document analysis. Research subjects included the program manager and trainer. Results indicate that the program is highly effective: participant attendance reached 90%, competency test pass rate via the official Testing Center (TUK) was 60%, 80% of products were market-ready, and 40% of participants gained supplementary income. These findings support the relevance of nonformal education programs grounded in local cultural skills as instruments of sustainable community empowerment. Recommendations include improving financial documentation systems, intensive remedial sessions, and developing digital entrepreneurship modules.

Abstract

This study aims to qualitatively compare the implementation of traditional and digital approaches in teaching Arabic Qira’ah (reading) skills to students of Arabic Language Education. This research employs a qualitative approach with a comparative case study design. The subjects were 20 fourth-semester students of the Arabic Language Education Program at UIN Raden Intan Lampung. Data collection was conducted through participatory observation over 8 sessions, semi-structured interviews, document analysis (field notes and student work), and a reading comprehension test as supporting data. Data analysis followed the Miles, Huberman, and Saldaña model through data condensation, data display, and conclusion drawing. The results indicate that the digital approach excels in learning motivation, autonomy, speed of meaning access, and inferential comprehension but is weak in mastering in-depth grammatical analysis (i‘rab). Conversely, the traditional approach produces more meticulous grammatical understanding and appreciation of classical texts but tends to be monotonous and slow. This study concludes that both approaches complement each other; therefore, an integrative model (blended learning) is the primary recommendation. The implications include the need to redesign the Qira’ah curriculum based on a balance between digital literacy and mastery of classical grammar.

Abstract

This article discusses the development of organizational theory, from modern organizational theory to basic organizational theory, and its application. The research background is driven by the evolution of organizations from the post-Industrial Revolution to the digital era, where modernism emphasized efficiency and environmental adaptation, while critical approaches exposed power, capitalist ideology, and worker alienation. The research objective is to analyze the development of organizational theory from the modern to the critical paradigm and its application to contemporary organizational management in Indonesia. The method used is a literature review with a qualitative approach to collect and analyze relevant sources. The research results found that the integration of both theories produces a "critical modernism" framework for sustainable management. Practical implications include recommendations for public and private organizations in balancing productivity with social justice. This research contributes to the development of contextual organizational theory in Indonesia. This theory emphasizes similarity, adaptability, and technological integration, as well as the conceptual emphasis of contingency theory, learning organizations, and transformational leadership. Through this contextual study, it can be concluded that organizational theory has undergone adaptive development in accordance with the surrounding social, economic, and technological dynamics. This article is expected to serve as a reference for academics and practitioners in understanding modern organizational dynamics and critical organizational theory.

Abstract

This study aims to analyze the implementation of Graduate Competency Standards (SKL) in transforming the quality of graduates at Community Learning Center (PKBM) units in Rokan Hulu Regency, Riau Province, focusing on PKBM Bina Ilmu in Pasir Pengaraian. The research employs a descriptive qualitative approach with data collected through in-depth interviews, participatory observation, and document analysis. Key informants comprising PKBM administrators, tutors, and learning participants were selected through purposive sampling. Findings reveal that SKL implementation at PKBM Bina Ilmu references Permendikbudristek Number 5 of 2022, updated by Permendikdasmen Number 10 of 2025, covering three core dimensions: attitudes, knowledge, and skills. Quality control is enacted through authentic assessment systems including portfolio evaluation, performance assessment, and continuous attitudinal assessment. Key challenges include diverse learner backgrounds, limited tutor competence, and facility disparities between urban and remote areas. The synergy of national regulation, flexible agro-industry-based local curriculum, and transformative leadership proves critical to SKL achievement. This study recommends strengthening sustainable internal quality assurance systems (SPMI) and enhancing tutor capacity as strategic measures to improve the competitiveness of non-formal education graduates in Rokan Hulu.

Abstract

This study aims to analyze the implementation of process standards through supervision and monitoring in non-formal education programs at PKBM Cahaya Ilmu Pekanbaru. Process standards serve as quality benchmarks that must be met in the delivery of education, including on the non-formal pathway. Supervision and monitoring are two managerial instruments that ensure the consistent implementation of process standards. This research employed a descriptive qualitative approach, collecting data through field observation, in-depth interviews with the institution's administrators and three tutors of equivalency programs (Paket A, B, and C), and institutional documentation. Data were analyzed using the Miles and Huberman model through data reduction, presentation, and conclusion drawing. Source and method triangulation were applied to ensure data validity. The results indicate that PKBM Cahaya Ilmu has implemented periodic supervision at the end of each semester through a collaborative coaching and professional reflection approach. Monitoring was carried out by tracking learner attendance, module achievement, and the effectiveness of learning strategies. Supervision contributed to improving tutors' pedagogical competence, while monitoring functioned as a quality control mechanism for the program. Major challenges included limited human resources, tutor time constraints, and irregular learner attendance. The study recommends strengthening a digital-based supervision and monitoring system to enhance efficiency and ensure systematic documentation.
