Abstract

This study aims to analyze the implementation of process standards in improving the quality of learning at SLB Pelita Hati Pekanbaru. Process standards are a crucial component in the education system, particularly in the context of special education, which requires adaptive, flexible, and student-centered learning approaches. This research employed a descriptive qualitative approach with data collected through interviews, observations, and documentation. The findings reveal that the implementation of process standards is carried out through lesson planning based on the Merdeka Curriculum, adaptive teaching practices tailored to students’ characteristics, and continuous individualized assessment. Furthermore, parental involvement and teacher professional development through training programs play a significant role in enhancing learning quality. However, challenges remain in terms of instructional differentiation and resource limitations. Overall, the implementation of process standards has positively contributed to improving learning quality, although further strengthening in pedagogical innovation and multi-stakeholder collaboration is required.

Abstract

This study was motivated by the continued occurrence of illegal parking and illegal fees at minimarkets in Surabaya prior to enforcement efforts by the Surabaya City Government. These conditions indicate that parking management and coordination among the parties involved have not been functioning optimally. This study aims to analyze Collaborative Governance in the enforcement against illegal parking and illegal fees at minimarkets in Surabaya. This study employs a qualitative descriptive method, utilizing data collection techniques such as interviews, observations, documentation, and literature review. The analysis is conducted using Ansell and Gash’s (2008) Collaborative Governance theory. The findings reveal that the initial phase of parking enforcement still faces various challenges, including illegal parking fees, inadequate supervision, and inconsistent implementation of parking regulations on the ground. Facilitative leadership and institutional design have been implemented through coordination and task distribution among agencies, but still require strengthening in the implementation of sustainable cooperation. In the collaboration process, face-to-face dialogue, trust-building, commitment to the process, and shared understanding have been established through surprise inspections and direct communication in the field. Additionally, preliminary results indicate initial changes, such as the use of official uniforms by parking attendants and adjustments to parking operations at minimarkets. However, the ongoing collaboration still requires strengthening to ensure it proceeds more consistently and sustainably.

Abstract

Administrative efficiency through training in automated letter creation is a study aimed at maximizing output to reduce resource workload, yielding more optimal results to achieve organizational goals. This research employs a qualitative method with data collection through observation. The results show that the training enhances the effectiveness of letter creation and compilation, making the process faster, neater, and more consistent. However, challenges remain, such as difficulties in implementing the system due to the prior use of the Srikandi application at the Maredan Barat Village Office and a lack of staff motivation and creativity. In conclusion, automated letter creation training is a positive step in improving administrative efficiency and public service quality at the Maredan Barat Village Office, though further efforts are needed to address system adaptation issues and boost staff motivation and creativity.

Abstract

This study aims to analyze the influence of students’ understanding of Fiqh on their discipline in performing prayers among ninth-grade students at MTs Al-Ahsan. This study employs a quantitative approach using a correlational method. The study population consists of all 318 ninth-grade students at MTs Al-Ahsan, with a sample of 175 students selected through simple random sampling. Data collection was conducted through observation, questionnaires, and documentation. The research instruments used a Likert scale that had undergone validity and reliability testing. Data analysis was performed using descriptive statistics, normality tests, linearity tests, Pearson Product Moment correlation tests, simple linear regression, and the coefficient of determination. The research results indicate that students’ level of understanding of Fiqh falls into the moderate category with an average score of 59.24; similarly, their level of prayer discipline is also classified as moderate with an average score of 51.09. Hypothesis testing results reveal a positive and significant relationship between students’ understanding of the Fiqh subject and their prayer discipline in the 9th grade at MTs Al-Ahsan. This indicates that the better students’ understanding of Fiqh material, particularly regarding prayer, the higher their discipline in performing prayers. Based on these results, it can be concluded that an understanding of Fiqh plays a significant role in fostering students’ discipline in prayer.

Abstract

This study aims to analyze the role of quality assurance in improving the quality of education at the Dahlia Community Learning Center (PKBM) in Pekanbaru City. The approach used was descriptive qualitative, with data collection techniques through observation, interviews, and documentation. The results indicate that quality assurance is implemented through the stages of planning, implementation, evaluation, and ongoing follow-up. The role of managers and tutors is key to maintaining the quality of learning that is oriented towards the needs of the learners. Quality assurance not only improves learning outcomes but also life skills and independence. However, obstacles remain, such as limited facilities and human resources. Therefore, continuous strengthening of the quality assurance system is necessary to optimize the quality of education at PKBM.

Abstract

The effectiveness of learning for children with special needs (CSN) is influenced by teachers’ strategies in adapting instruction to students’ characteristics and learning abilities. This study aims to analyze teachers’ strategies in improving learning effectiveness for children with special needs at SLB Pelita Hati Pekanbaru. The study employed a descriptive qualitative approach using interviews, observations, and documentation involving school principals and teachers as key informants. The findings show that teachers implemented adaptive strategies such as differentiated instruction, individualized approaches, repetitive teaching techniques, and the use of visual and concrete learning media to support students’ understanding. Learning assessment was conducted flexibly based on students’ individual progress. In addition, collaboration between teachers and parents became an important factor in supporting learning continuity at home. However, challenges remained in terms of limited learning media, technology integration, and systematic documentation of student development. Overall, teachers’ strategies at SLB Pelita Hati Pekanbaru contributed positively to improving learning effectiveness for children with special needs, although continuous professional development and instructional innovation are still needed.

Abstract

Organizational sociology is a branch of sociology that examines organizations as a form of human cooperation in social life. Organizations have rules, structures, division of tasks, and relationships between members aimed at achieving common goals. In the development of organizational theory, one of the most well-known theories is Max Weber's bureaucratic theory. Weber explained that organizations will run more orderly if they have clear rules, a definite division of tasks, and a well-structured job structure.

Abstract

Public Service Mall (MPP) is a government effort to improve the quality of public services through the integration of various services in one place, thus expected to provide easier, faster, and more efficient services for the public. The presence of the MPP is also part of bureaucratic reform in realizing transparent and accountable services. However, in its implementation there are still challenges, such as limited public understanding of the service flow and the involvement of third-party intermediaries. The presence of the Samsat Corner at the Public Service Mall (MPP) Huma Betang, Palangka Raya City is expected to be able to overcome these problems through faster and more open services. This study aims to analyze the effectiveness and transparency of the Samsat Corner service at the MPP Huma Betang. The method used is a qualitative approach through observation and interviews with community service users and service officers. The results of the study indicate that the service has been running quite effectively, as evidenced by a completion time of around 5-10 minutes, then simple procedures, and friendly officers in service. However, transparency has not been optimally implemented because some people do not understand the flow and cost information clearly. In addition, the involvement of brokers is still found outside the service area.

Abstract

This study examines sustainable education management frameworks aimed at enhancing teacher excellence and promoting educational innovation. A qualitative literature-based approach was applied through the synthesis of recent studies on strategic management, teacher development, and innovation in education. The findings indicate that sustainability-oriented management integrating adaptive leadership, continuous professional development, and digital transformation strengthens teacher competence and institutional innovation capacity. Collaborative governance and policy alignment are identified as key factors supporting long-term effectiveness. The study emphasizes the need for flexible yet consistent frameworks to address dynamic educational challenges. The results offer insights for developing context-sensitive strategies to improve teacher quality and support innovation in education systems.

Abstract

This research aims to examine the pre-Eid munjung tradition as a living tradition of the Muslim community in Gayamdompo Village, Karanganyar, from the perspective of 'urf and maqasid syari'ah. The research employs a qualitative approach with field research methods. Data were obtained thru interviews, observations, and documentation. The research results show that the munjung tradition, which involves giving gifts to family, relatives, and neighbors before Idulfitri, is still preserved from generation to generation. This tradition is interpreted as a form of respect for parents, strengthening of family ties, and social solidarity within the community. In the perspective of 'urf, the munjung tradition is considered 'urf shahih because it has become a habit accepted by the community and does not contradict Islamic law. Meanwhile, from the perspective of maqasid syari'ah, the munjung tradition contains values of benefit, especially in maintaining family relationships, strengthening brotherhood, and fostering a spirit of sharing. This research shows that local traditions can have legitimacy in Islamic law as long as they are beneficial and do not contradict the principles of sharia.
