Abstract

The application of e-purchasing in the procurement of government goods and services is an effort to update the bureaucracy and improve budget management performance based on the principles of efficiency, transparency, and accountability. However, in its implementation, the e-purchasing system also has the potential to pose various forms of risks that can reduce the effectiveness of the procurement process. This study aims to identify and analyze the variety and level of risks that arise in the use of the e-purchasing system in government agencies of the Sultan Syarif Kasim State Islamic University Riau by reviewing technical, human resources, and procedural aspects. This study aims to identify risk triggering factors and steps that have been taken by related parties to manage and reduce these risks. This study uses a descriptive qualitative approach, with data collected through in-depth interviews, direct observation, and document analysis. Information was purposively selected from people who are actively involved in the provision of goods and services. The results of this study are expected to provide a deeper perspective on the risks arising from the implementation of the e-purchasing system and become the basis for recommendations to improve the management of more efficient and sustainable procurement of goods and services in state religious higher education institutions.

Abstract

This study aims to test the effectiveness of group counseling services with the Cognitive Behavior Therapy (CBT) approach in reducing the level of social anxiety in grade X students. This study uses a quantitative approach with a quasi-experiment model (quasi-experiment) pretest-posttest control group design. The research sample amounted to 18 students of class X who were selected through purposive sampling techniques based on high to very high category social anxiety scores. The sample was divided non-randomly into two groups: 9 students in the experimental group who received CBT intervention for 6 sessions, and 9 students in the control group (waiting list). The data collection instrument used the social anxiety Likert scale with 40 statement items. Data analysis was conducted using the Independent Sample t-Test assisted by IBM SPSS Statistics software. The results of the descriptive analysis showed that the average score of the difference in social anxiety reduction in the experimental group was 15.00 and the control group was 19.78, with a relatively large effect size of the intervention (Cohen's d = -0.871). However, the results of the hypothesis test showed a significance value of 0.083 (p > 0.05). Thus, it can be concluded that statistically there was no statistically significant difference between the experimental group and the control group. CBT-based group counselling services descriptively show a decrease in social anxiety, but have not been significantly and statistically convincing in the context of this study, which is likely influenced by the lack of sample numbers and the distribution of initial data that is not normally distributed.

Abstract

Illegal parking practices in Baubau City have persisted across Special Parking Areas (TKP) and General Road Shoulders (TJU), causing significant leakage of Regional Original Revenue (PAD) and undermining institutional accountability. This research aims to determine the form of legal accountability applicable to illegal parking perpetrators under Baubau City Regional Regulation Number 1 of 2024, and to examine the effectiveness of its enforcement in the field. This study employs an empirical legal research method through in-depth interviews with five key informants and direct field observation at parking hotspots, analyzed using qualitative thematic analysis grounded in Soekanto's theory of legal effectiveness. The findings reveal that legal accountability remains confined to minor administrative sanctions, while criminal sanctions have never been applied despite massive and repeated violations, partly due to informal power structures intimidating enforcement officers. Enforcement effectiveness is further weakened by entrenched community habits of paying unofficial attendants, resulting in enforcement that is only effective during officers' physical presence. These conditions directly hinder progress toward SDG 16 on effective and accountable institutions and SDG 11 on sustainable urban management, underscoring the urgent need for a strengthened regional regulation to close existing legal loopholes.

Abstract

Tensions regarding identity boundaries and the marginalization of foreigners frequently dominate both ancient and modern socio-religious discourses. Within the Hebrew Bible, the Book of Ruth offers a compelling counter-narrative to rigid exclusivity by embedding the Moabite outsider at the center of communal restoration and redemptive history. This article explores the dynamics of inclusivism and the integration of foreigners through a socio-theological narrative reading of the Book of Ruth within the dialectic of community identity. Utilizing qualitative narrative analysis integrated with socio-scientific insights, the study examines how characterization, plot trajectories, and socio-cultural institutions—specifically chesed (covenantal loyalty) and go’el (kinsman-redeemer)—redefine boundary-making mechanisms between Israelite insiders and Moabite outsiders. The findings demonstrate that Ruth’s narrative deconstructs xenophobic paradigms by portraying social integration not as passive assimilation, but as a dynamic, reciprocal process driven by radical ethical solidarity and divine providence. Ultimately, the Book of Ruth provides a transformative socio-theological framework for contemporary debates on migration, social inclusion, and the reconstruction of inclusive communal identities.

Abstract

This study aims to analyze the implementation of academic supervision in strengthening teachers' pedagogic competence in the application of deep learning in UPTD SD Negeri 12 Metro Central. The research uses a qualitative descriptive approach with a case study design. Data was obtained through observations, interviews, and documentation of school principals, deputy principals for curriculum, and six teachers. The results of the study show that academic supervision is carried out through collaborative planning, observation, evaluation, and follow-up. The results of the observation showed the achievement of learning planning by 75%, learning implementation by 100%, assessment and reflection by 87.5%, and the use of technology and learning media by 100%. Barriers include limitations in understanding deep learning, time, and resources. Solutions are carried out through mentoring, In House Training (IHT), learning communities, flexible scheduling, and school resource optimization.

Abstract

The study aims to study the effect of adsorbent dose and contact time on the efficiency of organic matter and color removal in peat water by the adsorption method, and to calculate the adsorption capacity by oil palm frond adsorbent (Elaeis guineensis Jacq) and determine the adsorption isothermal appropriate to oil palm frond adsorbent (Elaeis guineensis Jacq) by varying the adsorbent dosage and contact time of 10, 15, 20, 25, 30, 35, and 40 g/L and 45, 60, 75 and 90 minutes, respectively. With a stirring speed of 120 rpm and a particle size of 100 mesh. The results showed that the highest efficiency of organic and color elimination was found at an adsorbent dose of 40 g/L with a contact time of 60 minutes of 98% and 93%, respectively. The adsorption capacity for organic substances was achieved at a dose of 10 g/L with a 90-minute contact time of 22.33 mg/g and the adsorption capacity for the color was achieved at a dose of 10 g/L with a 90-minute contact time of 46.5 mg/g. The isothermal equation of adsorption of the selected organic matter is the Freundlich isothermal and the selected color is the Langmuir isothermal with R2 values of 0.9906 and 0.8009 respectively.

Abstract

This research aims to examine the process and mechanism of law enforcement against the criminal offense of residence permit misuse by foreign nationals, as well as the factors influencing its effectiveness, at the Class II Non-TPI Immigration Office of Baubau City. This study employs an empirical legal research method, combining a statute approach to Law Number 6 of 2011 on Immigration with a sociological approach, using primary data from a structured interview with an Immigration Analyst and secondary data from relevant literature, analyzed descriptively and qualitatively. The findings show that law enforcement runs through an orderly and consistent procedure, beginning with report verification and culminating in the imposition of Immigration Administrative Actions, as evidenced in three major cases during 2023–2025 involving nationals from India, Spain, and Vietnam, all resolved administratively without any proceeding to criminal investigation. This consistency is driven by the alignment of five factors of legal effectiveness according to Soekanto, namely regulatory clarity, adequate apparatus capacity, available reporting facilities, active community participation, and an established local legal culture. However, the criminal pathway under Article 122 letter a has never been applied, indicating that the deterrent effect of immigration law enforcement in Baubau has not yet been fully achieved, with direct implications for the strengthening of institutions under the SDGs.

Abstract

This study aims to analyze the contribution of sharia financing to the development of micro-enterprises among members of BMT Mawaridussalam. Micro-enterprise development is measured by comparing business conditions before and after receiving sharia financing, which includes increases in business income and micro-enterprise development scores. This study uses a quantitative approach with descriptive and comparative methods. The study population was all members receiving sharia financing at BMT Mawaridussalam, with a sample of 81 respondents selected using a purposive sampling technique. Data were collected through questionnaires and documentation, then analyzed using descriptive statistics and a Paired Sample t-Test using SPSS. The results indicate that sharia financing has a positive contribution to the development of micro-enterprises. Descriptive analysis shows that all respondents experienced an increase in business income after receiving sharia financing, with the majority of respondents in the Very Effective and Effective categories. In addition, the results of the Paired Sample t-Test showed a significant difference between the conditions of micro-enterprises before and after receiving sharia financing. These findings indicate that sharia financing distributed by BMT Mawaridussalam is effective in supporting the development of micro-enterprises by increasing business capital, business capacity, and business income.

Abstract

The development of Artificial Intelligence (AI) has driven the transformation of electronic transactions in Indonesia through the use of systems that are able to produce recommendations, predictions, and decisions autonomously. Although it provides various benefits in improving the efficiency and effectiveness of digital services, the use of AI also raises legal issues when the decisions it produces cause material and immaterial losses for users. This study aims to analyze the form of civil liability for losses arising from AI autonomous decisions in electronic transactions based on Indonesia's positive laws. This research is a normative legal research with a legislative, conceptual, and comparative approach. The legal materials used include laws and regulations, legal doctrines, and literature relevant to AI, electronic transactions, and civil liability. The results of the study show that AI has not been recognized as a legal subject in the Indonesian legal system so it cannot be held accountable independently. Liability for losses caused by AI autonomous decisions remains charged to humans or legal entities that have a relationship with the development, operation, supervision, and use of the system. The form of liability can be based on default if the loss arises in a contractual relationship, or unlawful acts if the loss occurs outside the contractual relationship. This study also found that the multi-layered liability model involving developers, Electronic System Operators, and users is the most appropriate model to be applied in the context of Indonesian law to ensure legal certainty, accountability, and protection for the aggrieved party.

Abstract

Sexual violence committed by adolescents is a complex legal and social problem because the perpetrator is still in the stage of psychological development and has the possibility of being in a position as a victim of previous violence. This study aims to analyze the role of the Indonesian Child Protection Commission (KPAI) in preventing sexual violence committed by adolescents and identify the obstacles faced by KPAI in carrying out its child protection function based on the perspective of Law Number 23 of 2002 concerning Child Protection. The research uses a normative juridical approach by examining the provisions of laws and regulations and various literature related to child protection, sexual violence, and the institutional role of KPAI. The results of the study show that KPAI has an important role in supervising the implementation of child protection and fulfillment of rights, providing input and recommendations in policy formulation, educating and socializing the community, families, and educational environments, and encouraging inter-agency coordination in efforts to prevent sexual violence. In handling adolescents as perpetrators, the child protection approach needs to prioritize the best interests of children through coaching and rehabilitation without neglecting rights and justice for victims. The implementation of this role still faces various obstacles, including limited resources, weak inter-institutional coordination, low public awareness, and limited KPAI executive authority. Therefore, institutional strengthening, legal education, cross-sector coordination, and comprehensive prevention strategies are needed to realize effective child protection.
