Abstract

The village government's strategy in maintaining Karangagung Village as an independent coastal village is a strategic issue in national development. Villages as a leading government unit have an important role in encouraging local economic growth, improving community welfare, and realizing sustainable development. This study uses a qualitative descriptive method to describe the optimal management of village potential by paying attention to economic, social, and environmental sustainability aspects. Karangagung Village has managed to show significant development with an increase in status based on the Building Village Index (IDM), from a developing village to a developed village in the 2018–2022 period, until it reached the status of an independent village. This success reflects the increasing capacity of the village government in managing resources, public services, and community empowerment. Village heads play a strategic role in formulating policies, mobilizing community participation, and empowering local potential, especially marine fisheries and salt ponds as strategic economic assets. Information technology innovations, such as the use of web-based applications for village budget management, have been proven to increase transparency, accountability, and governance efficiency. These findings confirm that sustainable natural resource management, community collaboration, and the use of information technology are the main factors in strengthening the independence of coastal villages.

Abstract

This study aims to explore Islamic educational management strategies in fostering a sustainable quality culture in madrasahs in Lampung Province amid increasing global quality demands and limited institutional capacity. A qualitative multiple case study was conducted at MAS Al-Khairiyah Natar and MAS Sunanul Huda. Data were collected through semi-structured interviews with 12 participants, participant observation, and document analysis. The data were analyzed using the interactive model of Miles, Huberman, and Saldaña, while trustworthiness was ensured through triangulation, member checking, and an audit trail. The findings identified six major themes: leadership as the key driver of quality culture, continuous evaluation, internalization of Islamic values, stakeholder collaboration, contextual organizational differences, and structural challenges related to technology and funding. The results show that quality culture has become institutionalized beyond the influence of individual principals, challenging the view that its sustainability depends primarily on leadership continuity. The study contributes to the development of quality culture in Islamic education by integrating Total Quality Management, Islamic values, and local social capital. It also highlights the need to strengthen collaborative evaluation mechanisms and increase governmental support to reduce technological and financial disparities in madrasahs.

Abstract

Indonesia's cultural diversity presents opportunities for social cohesion while also increasing the risk of intercultural conflict among youth. This study examined the effectiveness of Assertive Training within a multicultural counseling framework in improving intercultural communication and preventing conflict among cross-ethnic youth. A quantitative approach with a quasi-experimental pretest–posttest control group design was employed. The participants were university students from diverse ethnic backgrounds studying in a multicultural campus environment. Data were collected using the Assertiveness Assessment Scale, both of which met validity and reliability requirements. Data were analyzed using descriptive statistics, paired sample t-tests, and independent sample t-tests. The findings revealed that participants who received Assertive Training demonstrated substantially greater improvement in intercultural communication and conflict prevention than those in the control group. The intervention also strengthened participants' ability to express opinions assertively, respect cultural differences, and resolve interpersonal disagreements constructively. These findings indicate that Assertive Training is an effective behavioral intervention for enhancing intercultural competence and can be integrated into multicultural counseling programs to promote social harmony and prevent conflict in culturally diverse communities.

Abstract

This study aims to analyze the competency development strategy of the State Civil Apparatus (ASN) in improving organizational performance at the Public Works and Spatial Planning Office (PUPR) of Biak Numfor Regency. This study uses a qualitative research method with a descriptive approach. Data collection techniques are carried out through observation, interviews, and documentation. The informants consisted of organizational leaders, ASN employees, and related parties within the Biak Numfor Regency PUPR Office. The collected data is analyzed through data reduction, data presentation, and conclusion drawn. The results of the study show that the ASN competency development strategy at the Biak Numfor Regency PUPR Office has been implemented through competency needs planning, training, and career development, although the implementation is not yet fully optimal. Organizational performance has shown improvement in terms of quality, quantity, efficiency, and effectiveness, although it still faces several obstacles. Supporting factors for ASN competency development include leadership commitment, budget support, and organizational policies. Meanwhile, the inhibiting factors consist of limited human resources, inadequate infrastructure, and low employee motivation. This study concludes that the development of ASN competencies plays an important role in improving organizational performance.

Abstract

The implementation of the Online Student Admission Selection System (SPMB Online) is a strategic public service innovation in the education sector aimed at improving efficiency, openness, fairness, and accountability in the student admission process. However, in an archipelago region like Biak Numfor Regency, this practice faces challenges such as infrastructure network limits, public digital literacy, and administrative readiness. This study aims to analyze the transparency and accountability of public services in the implementation of SPMB Online at the Department of Education and Culture of Biak Numfor Regency, as well as to identify supporting and inhibiting factors. Using a qualitative research method with a descriptive approach, data were collected through in-depth interviews, non-participatory observation, and documentation study. Informants were selected purposively, including department heads, system operators, school principals, and parents. Data analysis refers to the interactive model of Miles, Huberman, and Saldaña. The results indicate that the implementation of SPMB Online generally reflects the principles of transparency through the availability and accessibility of public information regarding regulations, criteria, schedules, and real-time ranking results. Accountability is met through alignment with the Technical Guidelines (Juknis) and structured monitoring and evaluation mechanisms. The main obstacles found include server instability during peak user traffic, uneven internet coverage, and low public digital literacy. This study recommends expanding server capacity, strengthening public socialization, and establishing integrated helpdesks at the district level to optimize equitable service delivery.

Abstract

This study aimed to examine the relationship between financial stress and academic stress among university students and to identify differences in academic stress based on students' demographic characteristics. This study employed a quantitative correlational design. A total of 1,062 undergraduate students participated in the study and were selected using convenience sampling. The instruments used were the Financial Stress Scale and the Educational Stress Scale for Adolescents (ESSA). Data were analyzed using Spearman's rho correlation, simple linear regression, and the Kruskal-Wallis test. The findings revealed a very weak but significant positive relationship between financial stress and academic stress, indicating that higher levels of financial stress were associated with higher levels of academic stress. Financial stress contributed only a relatively small proportion of academic stress, suggesting that academic stress is a multidimensional phenomenon influenced by various internal and external factors. The comparative analysis showed no significant differences in academic stress based on parental income. However, significant differences were found based on GPA categories, scholarship status, and migration status. Students with lower GPAs, those who did not receive scholarships, and those living away from their families tended to experience higher levels of academic stress. These findings indicate that although financial stress affects academic stress, students' academic stress is largely influenced by the interaction of psychological, academic, and environmental factors.

Abstract

This study aimed to examine the relationship between financial stress and students' economic behavior and to identify differences in both variables based on demographic characteristics. This research employed a quantitative approach with a correlational design. The participants were 1,062 undergraduate students from various universities in Indonesia selected through purposive sampling. Data were collected using the Financial Stress Scale for Undergraduate Students and the Students' Economic Behavior Scale. Data were analyzed using Spearman Rank Correlation, Mann-Whitney U Test, and Kruskal-Wallis Test. The results indicated that there was no significant relationship between financial stress and students' economic behavior (r = -0.014; p = 0.655). In addition, no significant differences were found in financial stress or students' economic behavior based on gender, scholarship status, or migration status. However, significant differences in financial stress were found based on living arrangements, while students' economic behavior differed significantly based on parents' income. This study concludes that financial stress is not significantly associated with students' economic behavior, although several demographic characteristics differentiate each variable.

Abstract

This study analyzes the implementation of the Deelneming theory as a basis for imposing criminal liability on parties involved in the granting of non-performing loans that resulted in state financial losses at the Regional Development Bank of East Nusa Tenggara. The study is motivated by the fact that criminal liability in banking corruption cases is often focused solely on credit analysts, despite the collective decision-making process involving multiple officials with distinct authorities. This research employs a normative juridical method using statutory, conceptual, and case approaches. The primary legal materials consist of laws and regulations governing banking, corruption, and criminal law, while secondary legal materials include court decisions, legal doctrines, and relevant scientific literature. The findings indicate that non-performing loans are fundamentally part of banking business risk but may transform into corruption when the credit approval process violates the prudential principle, involves abuse of authority, and causes state financial losses. The study further reveals that the Deelneming doctrine provides a normative basis for extending criminal liability to all parties who substantially contribute to unlawful credit approval. Therefore, harmonization between banking law and anti-corruption law is necessary to establish clear legal parameters distinguishing legitimate business risk from criminal conduct while strengthening legal certainty and effective law enforcement in the banking sector.

Abstract

This study analyzes the efforts of the Kupang City Office of Women’s Empowerment and Child Protection (DP3A) to prevent trafficking in women and children. It employed a descriptive qualitative approach involving 12 informants selected through purposive sampling. Data were collected through interviews, observation, and documentation and analyzed through data reduction, data presentation, and conclusion drawing. Data validity was ensured through source, technique, and time triangulation. The findings indicate that prevention was implemented through four dimensions. Preventive efforts included public education, cross-sector collaboration, supervision, and media utilization. Preservative efforts involved task forces in 51 urban villages, monitoring, and evaluation. Curative efforts comprised victim assistance, counseling, rehabilitation, legal support, and social reintegration. Adaptive efforts were undertaken by utilizing social media and adjusting collaboration to emerging digital trafficking practices. However, implementation remained constrained by limited funding and personnel, weak community and parental supervision, inadequate digital communication, the absence of permanent psychologists, a shortage of social workers, and the lack of specific innovations addressing digital trafficking. Therefore, stronger institutional capacity, professional personnel, measurable program evaluation, and integrated digital prevention strategies are required.

Abstract

This study examines the accuracy of the ratio decidendi in distinguishing active and passive money laundering in District Court Decision Number 816/Pid.Sus/2020/PN Bpp, High Court Decision Number 124/Pid/2021/PT SMR, and Supreme Court Decision Number 5102 K/Pid.Sus/2021. This normative legal research applies statutory, conceptual, and case approaches. Primary legal materials comprise relevant legislation and court decisions, while secondary materials include legal literature and previous studies. The materials were analyzed qualitatively using descriptive and prescriptive reasoning. The findings show that the court applied Article 5 of Law Number 8 of 2010 and sentenced the defendant to four years’ imprisonment and a fine of IDR 900 million. However, the proven facts revealed fund flows totaling IDR 56.637 billion, followed by transfers, fictitious interest payments, asset purchases, and business financing. These actions indicate characteristics of active money laundering under Articles 3 and 4. The court’s reasoning did not adequately compare the three alternative charges or comprehensively assess the defendant’s intent and transactional control. Accurate offense classification is therefore essential to ensure consistent legal reasoning, proportional criminal responsibility, fairness, and effective prevention of money laundering.
