Abstract

This research aims to analyze the effectiveness of the Sukorambi Village Government's performance in providing Family Card services in Jember Regency. This research uses a qualitative approach with a case study method. The object of the research is the service process for making Family Cards at the Sukorambi Village Government. Data was collected through observation, interviews with service personnel, and documentation studies. Data analysis was carried out using data reduction, data display and data verification techniques. The results of the research show that the Sukorambi Village Government has made various efforts to increase the effectiveness of the Family Card making service. Some of the steps taken include improving service quality, training for service personnel, and implementing information technology. However, there are several obstacles faced by the Village Government in improving the effectiveness of the performance of Family Card making services, such as limited human resources and limited technology. This research concludes that although there have been efforts made by the Sukorambi Village Government, further steps are still needed to improve the effectiveness of the performance of Family Card making services in order to provide more efficient and quality services to the community.

Abstract

The concept of "digital village" refers to the use of ICT to drive digital transformation at the village or township level. The goal is to use technology to provide access, improve quality of life, and strengthen community empowerment in rural areas. The aim of this research is to explain and analyze how the implementation of the Digital Village Program policy improves public services in Sidomulyo Village, Silo District, Jember Regency. This research was conducted using a qualitative methodology combined with a descriptive approach. Observations, interviews and documentation were used to collect data. The village head, village officials and the community were the five research informants. George Edward III's theory of policy implementation is the one I use. First, the research results show that clear communication minimizes errors because there is no bias in conveying information. The aims and objectives of implementing the digital village program in Sidomulyo Village are very clear so that consistency can be created in building and developing the program from 2021 to 2023. Second, the resources needed to run the digital village program are already available because there are staff and all implementers who competent who can solve problems optimally. Third, the framework for implementing the digital village program in Sidomulyo Village is still limited to the village government and the Media Center team, so there is a lack of understanding of its implementation. Fourth, the bureaucratic structure involved in implementing the digital village program in Sidomulyo Village. This is caused by the lack of implementation and implementation of standard operating procedures (SOP) in each program that will be implemented. As a result, this process has not achieved maximum results.

Abstract

This research aims to describe and analyze the implementation of the Adminduk Task Force policy in improving administrative services in Lojejer Village, Jember Regency. The research method used is a qualitative method with a descriptive approach. Data collection was carried out using observation, interviews and documentation techniques. The Lojejer Village Government through the Lojejer Village Head Decree Number: 141/10/35.09.11.01/2021 established a population administration service through the Population Administration Task Force to answer every public complaint regarding population documents. Lojejer Village is working on a population administration service to provide solutions to all population administration problems complained about by the community by creating a population administration service with a pick-up-ball concept through the Population Administration Task Force. Based on the research results, the implementation of the Adminduk Task Force's policy in improving services in Lojejer Village with four variables including communication, resources, disposition and organizational structure is going well, but it is necessary to carry out socialization regarding the Adminduk Task Force so that the community is able to understand things related to administrative services. And the Chair of the Adminduk Task Force must consider the small honorarium for members of the Adminduk Task Force so that the Adminduk Task Force's services run well.

Abstract

Digital transformation is largely seen as a cultural shift that changes the way governments work, communicate, and deliver services, but can also have far-reaching implications, including changing organizational structures and cultures. One of the efforts made by the Jember Regency Government to innovate in digital transformation is by launching the SIMPEDA (Village Service Management System) application for villages in Jember Regency, one of which is Balung Lor Village. This research aims to describe the service transformation process before and after the existence of SIMPEDA in Balung Lor Village. This research uses a qualitative descriptive research method by collecting data through interviews, observation and documentation. The results of the research show that the implementation of the SIMPEDA innovation has gone very well in Bakung Lor Village and they have benefited from this innovation even though there are also negative impacts. Apart from that, according to the study findings, researchers found weaknesses. The theory put forward by Rogers does not cover innovation culture. Rogers' theory does not explain how innovation culture also requires changes in behavior in providing services from manual to digital-based.

Abstract

Improving the performance of village officials is very important, because recently the performance of many village officials in providing services in the village requires quite a long time. This has an impact on existing services in the village. This research looks at the phenomenon of the stages of human resource development in improving the performance of village officials in terms of administrative services. This research aims to analyze improving the quality of human resource performance of apparatus through administrative services in Kemiri Village, Panti District, Jember Regency. The research method used was descriptive qualitative with data collected through interviews, observation, and documentation from various sources, including the Village Head, Village Secretary, Head of Services, Hamlet Head, and the local community. The research results show that there are three important indicators in developing human resources for officials which are related to improving the quality of performance of village officials, namely determining needs, determining program content, and program implementation. To increase the capacity of village officials, there is training held by the sub-district government every month. However, this training is still less effective because the needs and desires of village officials themselves have not been fully met. In order to improve the quality of human resource performance in Kemiri Village, further action needs to be taken, such as providing rewards for village officials who excel, fixing technical problems in launching online administration services, and optimizing training programs by taking into account the needs and desires of village officials. With these steps, it is hoped that improving the quality of HR performance of Kemiri village officials will be better and more effective.

Abstract

This study sought to analyse ethical concerns of social media in Nigeria. The theoretical framework adopted is the Source Credibility Theory. The study employed Critical Discourse Analysis. The population of the study consisted of the top four (4) social networking sites in Nigeria. Out of these, Twitter was purposively selected for its widespread use for youth activism, particularly within the context of the #EndSARS protest; and for being the only social media platform the federal government had temporarily banned for ethical violations. A convenient sample of ten (10) tweets, which included retweets with text and images posted both during and within 18 months after the protest, was used to collect secondary data. Findings demonstrated a mix of ethical and unethical use of Twitter within the context of the protest. The result also revealed that although Twitter is a credible source of information, there were instances of anonymous tweets, which cast some doubts on the credibility of that specific source. The study recommends that beyond social media regulations, there is a need for the promotion of media literacy in Nigeria’s workplaces and educational system. In addition, the form of self-regulation inherent in African ethics should be applied by users of social media to facilitate harmonious communication. This study has made a modest contribution in the area of source credibility theory by proposing a conceptual framework within the context of the study.

Abstract

Tujuan dari penelitian ini yaitu untuk menganalisis pengambilan keputusan yang dilakukan pemerintah mengenai kenaikan Pajak Pertambahan Nilai (PPN) sebesar 11 persen. Penelitian ini menggunakan teori pengambilan keputusan menurut Simmon dan sumber data yang digunakan yaitu data sekunder melalui pendekatan studi literatur dari jurnal nasional serta menggunakan fishbone analysis untuk mengidentifikasi masalah pada penelitian yang dilakukan. Penelitian ini menunjukkan bahwa kenaikan tarif PPN yang semula 10 persen kemudian naik menjadi 11 persen telah diberlakukan sejak April 2022. Kenaikan tarif PPN telah diubah setelah disahkannya UU No 7 Tahun 2021 tentang Harmonisasi Peraturan Perpajakan (HPP) yang memuat mengenai penetapan tarif PPN dan objek yang terdampak kenaikan PPN. Faktor yang mempengaruhi kenaiakan PPN yaitu pada sektor kesehatan disaat Indonesia mengalami pandemi Covid-19, sektor lingkungan mengenai perkembangan tarif pajak pada ekonomi global, sektor ekonomi mengenai hutang negara dan sektor sosial mengenai anggaran bansos. Pemerintah menaikkan tarif PPN untuk menambal beban keuangan negara serta memperkuat pondasi perpajakan karena pajak merupakan sumber penerimaan negara terbesar saat ini.

Abstract

Indonesia saat ini sedang dalam proses pengembangan Ibu Kota Negara (IKN) yang baru yang terletak di Kalimantan Timur. Memindahkan ibu kota bukanlah keputusan yang mudah. Proses pengambilan keputusan untuk memindahkan ibu kota harus melibatkan berbagai pemangku kepentingan dan pihak lain yang memiliki kepentingan yang berbeda. Keputusan ini juga harus mempertimbangkan berbagai risiko yang ada dan konsekuensi yang mungkin timbul, baik dari segi ekonomi, sosial, lingkungan, maupun politik. Tujuan dari penelitian ini adalah untuk membantu pemerintah membuat keputusan yang lebih baik dan mempertimbangkan dengan hati-hati beberapa aspek dalam konteks pembangunan yang berkelanjutan. Dalam melakukan analisis konsekuensi, para peneliti menggunakan pendekatan fishbone untuk mengidentifikasi faktor-faktor yang menyebabkan keputusan untuk memindahkan ibu kota ke Kalimantan. Hasil penelitian menunjukkan bahwa ada beberapa penyebab dari segi ekonomi, sosial, politik, dan lingkungan untuk pemindahan ibu kota kepulauan ke Kalimantan Timur. Dampak yang timbul termasuk peningkatan pendapatan daerah, perubahan budaya dan sosial dalam masyarakat, potensi deforestasi, dan perubahan dalam dinamika politik nasional. Dari analisis ini, peneliti memberikan saran untuk perencanaan yang hati-hati, manajemen yang baik, dan partisipasi aktif dari berbagai pemangku kepentingan untuk meminimalkan berbagai dampak negatif yang terjadi.

Abstract

Persoalan penentuan kebijakan impor beras dari negara lain untuk menjaga ketahanan pangan di Indonesia merupakan salah satu permasalahan yang masih dihadapi oleh sektor pertanian dan industri pangan di Indonesia. Ada sejumlah permasalahan dan hambatan yang harus diatasi untuk melaksanakan kebijakan pemerintah Indonesia mengenai impor beras. Menentukan efektivitas pengambilan keputusan pemerintah dalam impor beras adalah tujuan utama penelitian ini. Penelitian ini menggunakan strategi penelitian kualitatif dengan terlebih dahulu menganalisis data yang sudah ada melalui tinjauan literatur, dan kemudian menerapkan teori yang sesuai pada data tersebut. Berdasarkan penelitian sebelumnya, penelitian ini akan mengkaji kebijakan impor beras di Indonesia. Temuan penelitian ini menunjukkan bahwa pemerintah Indonesia terus-menerus memutuskan untuk mengimpor beras dalam jumlah yang bervariasi, yang berdampak pada kondisi sosial dan ekonomi negara tersebut

Abstract

Penelitian ini bertujuan untuk mengidentifikasi permasalahan utama dalam pengambilan keputusan terkait kebijakan penanganan stunting yang dilakukan oleh pemerintah Kabupaten Nganjuk untuk mengurangi prevalensi angka stunting di Kabupaten Nganjuk. Penelitian ini mengacu pada teori Simon (1960) dalam Dermawan (2018:34) tentang proses pengambilan keputusan yang memiliki empat tahapan yang saling berhubungan. Metode penelitian ini kualitatif dengan melakukan studi literatur dan menggunakan analisis fishbone. Hasil penelitian menunjukkan bahwa dari analisis berdasarkan empat tahapan proses pengambilan keputusan kebijakan penanganan stunting, yakni Intelligence, Design, Choice, Implementation Pemerintah Kabupaten Nganjuk dinilai cukup berhasil dalam menanggulangi tingginya angka stunting di Kabupaten Nganjuk. Dengan memilih solusi berdasarkan penyelesaian akar masalah dan melakukan seluruh upaya penanganan stunting untuk menurunkan prevalensi stunting.
